Safety First

Cycling to school offers benefits beyond just the physical, but following the rules of the road is a must. Bend’s beauty lends itself to the outdoors, particularly enjoying the scenery by bicycle. Biking can have an enormous benefit both mentally and physically, especially for kids. What better way to support this than with a bike ride to school? Children are sponges to their environments, picking up on subconscious actions and latching onto them. If parents teach their children good exercise habits by example at a young age, children are
more likely to follow suit and continue these habits into adulthood. What makes bike riding so special? According to www.parents.com, “Biking is a healthy pastime that kids will never outgrow … the other benefits of cycling [are]: Developing strength, balance, and overall fitness, burning up calories, [and] strengthening the heart lungs and lower-body muscles and bones.” With these affirmations of the health benefits, the next consideration is bike

safety for children. Jeremy Nelson, father of two girls ages 10 and 8 who ride bikes to school, agrees that safety is a learning tool as well as a factor in children riding bikes to school alone. The commute for his girls to their elementary school is five blocks with low-traffic streets. “The rules we give the kids are simple: Directly to school and directly home after. No exceptions,” said Nelson.
TAKE THE Helmet Fit Test Put your helmet flat on your head. If it moves when you shake your head, you need to tighten your helmet or get a smaller one. CHECK THE FOLLOWING: Nelson believes that the bike ride offers his children necessary freedom and responsibility as well as the opportunity to observe nature that might otherwise be missed during a car ride. Both parents enjoy biking as well and occasionally bike as a family to school, but the girls usually go the short distance themselves. “The benefit to biking is, of course, being health conscious,” said Nelson, “but it also allows children to develop a sense of independence and self-sufficiency.” There are many factors in the safety of letting a child bike to school alone: weather, traffic, road conditions, strangers and the very independence that can make it beneficial to children. To decrease the worry, parents can teach some simple tips to their children. According to www.walkbiketoschool.org,
the first steps in the process of biking to school should be to check the bike fit, bike visibility and helmet fit. (See “Take the Helmet Fit Test” for proper helmet fitting advice from the National Center for Safe Routes to School.) Once everything is adjusted appropriately, it’s important for children to understand the rules of the road implicitly. It’s crucial for kids to understand how to follow the flow of traffic and to know traffic laws. They should recognize the importance of things such as watching out for hazardous material in the street, wearing reflectors or bright clothes as well as knowing the basics of bike riding. A simple way to teach these rules and to practice these skills with children is riding with them on an empty street, in a vacant parking lot or a quiet neighborhood.
EYES: The helmet should sit low on your forehead — two finger widths above your eyebrows. EARS: With the helmet buckled, the straps should meet just below the ears. MOUTH: When buckled, you should be able to fit no more than two fingers between the buckle and chin. Around Central Oregon, there are quite a few options for bike safety clinics for children including Summer Bike Camp at the Boys and Girls Club of Central Oregon, a Mountain Bike Skills course at Mount Bachelor and a Bicycle Safety Clinic through the Sunriver Police Department. The free Sunriver clinics are offered throughout the summer on every other Wednesday and are led by two Sunriver Bicycle Patrol Officers whose experience and passion for safety make the program what it is. “I believe our program gives kids the opportunity to learn about safely operating their bicycle and helps them to get familiar with the signs or rules they may encounter,” said Marc Mills, Sunriver Police Department Chief of Police. In fact, children under the age of 16 are required by law to wear a helmet in Oregon. “To determine if the child is ready to ride to school alone, their understanding of the rules and laws should be observed,” said Mills. “We also believe a parent or reliable adult should ride/shadow the child the first few times to school.” Scott McCleary is a fifth grade teacher at Ponderosa Elementary School and is exposed to both children who ride bikes to school and those who do not. “[There’s a] problem with how sedentary kids are. [Bike riding] is better for the environment and kind of teaches them responsibility,” he said. “It’s a lost art with the phone generation.” At Ponderosa, as well as at many other schools, the traffic during pick-up and drop-off times is one of the biggest complaints parents have. Bike riding can help alleviate that vehicle congestion. “The biggest concern is safety,” said McCleary, adding that most children who attend Ponderosa live nearby so biking to school is a viable option. The choice to let a child ride their bike to school alone is not one to be taken lightly, but it is a choice that can be made when equipped with safety skills that will have a lifelong impact.

of good health What you need to know about immunizations for your kids. by Jeff McDonald, for The Bulletin Special Projects / photos by Kari Mauser Many parents are opting out of state-required immunizations, but that could potentially lead to the spread of more diseases, local health care providers say. Those opting out must meet stricter guidelines since a new state law took effect March 1. The new law, passed last year in SB 132, means that parents can no longer just sign for a non-medical exemption to state vaccination requirements. Now, parents have to meet with their provider and learn the risks of not vaccinating. Or, they would need to take an online module before they can get the exemp-
tion, said Heather Kaisner, immunizations coordinator for Deschutes County. “The reason we have this scheduling law is to protect kids and our community from communicable diseases,” Kaisner said. If a child gets behind on shots, parents have to file for an exemption for admission into school, Kaisner said. While the Centers for Disease Control and Prevention sets out a catch-up schedule for children who have not followed the recommended schedule, that is not a course recommended by clinicians, Kaisner said. “We do not recommend delaying
vaccines or spacing them out because it leaves babies susceptible to disease,” she said. For a child whose vaccinations are overdue or missing, the CDC recommends getting caught up as soon as possible. If a child does not complete a series of vaccinations on time, he or she would only need to take the remainder of the vaccinations in the series, according to the CDC. There is no need to start over. Among the state-required vaccines are DTaP, Polio, Varicella (for chickenpox), Measles/Mumps/Rubella, Hepatitis B and A, and Hib (for the prevention of

While school law is not as stringent as what is recommended by clinicians, Kaisner said some vaccinations are highly recommended by clinicians, including PCV13, or Pneumococcal conjugate, RV Rotavirus, HPV/Human papillomavirus for adolescents and MCV4/Meningococcal conjugate, which prevents meningitis. Kaisner cited a recent teen death in
Portland from meningitis as well as additional cases in Prineville that caused one death as evidence for the need of the MCV4 vaccine. Multiple cases of pertussis, or whooping cough, this year in Deschutes County also served as a reminder that while vaccines have severely limited infectious diseases, many are still around, said Dr. John Chunn, local pediatrician and Central Oregon consultant for infectious diseases.
“Some parents are not particularly worried because you don’t see them anymore,” he said. “We should give a pat on the back for vaccines.” The new legislation shifts responsibility onto parents for opting out, Chunn said. In the past many parents who had opted out later blamed providers for not warning of the consequences of not getting vaccinated. Chunn recommends parents seek out an established health care provider who utilizes federal guidelines set out by the Centers for Disease Control and Prevention. The CDC uses guidelines established by the Advisory Committee on Immunization Practices, which is a division of the American Academy of Pediatrics. Those guidelines outline the vaccinations that children and teens need from birth through 18 years of age. Keep good records, Chunn advised. “I have my immunization records in my wallet and I’m an old man,” he said.

You’re a busy parent with young children who all have different schedules from you and, often, there doesn’t seem to be enough hours in the day. The solution may be a lot simpler (and less expensive) than you think: before- and/ or after-school care. It might seem overwhelming to choose the best fit among the plethora of child care programs offered in Central Oregon. Questions such as “How do I know my children will be safe and happy?”; “How much will this cost?”; “How are they going to get to and from school?” and “Are they old enough to be home alone for a few hours?” may dance in parents’ heads. Understanding the unique aspects of the various programs available can help families make the choice that is most beneficial for both parents and children. Programs in Bend, Redmond, and Sisters school districts have on-site educational care that teaches children healthy habits (mind and body) and even lends a helping hand with homework. Bend Park & Recreation District operates KIDS INC, which gives kids at Bear Creek, Buckingham, Elk Meadow, Pine Ridge, Juniper, Lava Ridge, Jewell, Ensworth and Ponderosa elementary schools a place to go before and after school Monday through Friday. The program also operates after school at Highland, High Lakes and Miller elementary schools. “We provide opportunities for socialization through art activities, games and community service projects,” said Rebecca Curfew, a coordinator for KIDS INC. And when all that activity begins to wear the kids down, healthy snacks including fruits and vegetables are on hand to boost their energy. Students at Three Rivers Elementary school in Sunriver who need after-school care can enroll in Fun After
School Times (FAST) Camp. Operated by the Sunriver Owners Association (SROA), FAST Camp involves kids in community service, takes them on educational field trips, directs games and crafts as well as offers homework assistance. “It’s an extension of learning through experiential and hands-on opportunities,” said Emily Savko, SROA Recreation Program Manager. “The mission of FAST Camp is to provide the Sunriver community with affordable after school care that encourages children to explore new activities and develop social skills,” Savko added. La Pine Park & Recreation Department is working hard to create a similar program for students at Rosland and La Pine elementary schools. “We’ve taken the surveys and know the need is out there,” explained Karen Miller, Community School and Summer Program Coordinator for La Pine Park and Recreation District. “We are in the process of fundraising and securing grants in order to start the program. We are about half way there and are hoping to start in January.” Kinder Quest and Adventure Quest, offered through Redmond Area Park and Recreation District (RAPRD), focuses not only on crafts and science projects, but also gives Redmond’s elementary school kids at John Tuck, Sage, Tom McCall and Vern Patrick a chance to burn off some energy with various gym and field games as well as an introduction to sports. Other activities such as origami, creative writing, finger painting and beading are offered, creating a well-rounded experience. “Participants also have a chance to make friends with students that they may not regularly interact with during normal school hours,” said Al Butler, program coordinator.

On-site before- and after-school child care programs are safe and fun for kids while also convenient for parents whose schedules don’t line up with school hours. However, certain situations can leave parents wondering if it’s all right to let their children be home alone for short periods of time, seeing themselves to and from the bus stop. While Oregon’s law essentially states that a child needs to be 10 before they are left alone, that requirement is not a definitive guideline. According to the Oregon Department of Human Services, it’s more about determining if a child is being neglected. Consideration to the child’s maturity level, the environment they are in when at home, and how long they have to be alone is the best way for parents to decide if it’s the right choice for their child. It’s also important to remember that making children responsible for themselves can cause a lot of unnecessary anxiety. Latchkey Kids Calling Program,

offered through Database Systems Corp. (DSC), offers parents who do opt to let their child stay alone some peace of mind. The program works by placing phone calls to a home while a child is scheduled to be there alone. The child must acknowledge the computerized phone call by pressing “1” on the phone’s dial pad. If there is no answer after a few tries, the computer program automatically sends an alert message to parents. Whether you choose to enroll your

children in a before- and after-school program, or employ one that keeps them safer when they are home alone, there are many options that can buy you just a little more time in your day. Beyond those outlined here, other programs throughout the area also offer before- and after-school child care hours with transportation to and from school, giving working parents with young kids a way to balance it all out, safely and happily.

There is no doubt extracurricular activities help build confidence and prepare adolescents for success. But how do active youth maintain balance and avoid burnout? Families need to be there to provide support and guidance through the critical adolescent years, which include middle school and high school. Local school counselors and mental health professionals suggest several tips for active youth and their families. For Gary Whitley, a counselor at Bend High School, the issue is a personal one because he has five kids of his own. “One piece for me is the dinner hour,” he said. “For me, my family shares a meal
on a regular basis. We turn the television off and eat together. It’s quiet. We shut out the other stuff that’s going on. It might not be every night, but we do it certain nights of the week.” With Bend High School offering International Baccalaureate (IB) coursework, students can have homework from up to six or seven classes a day. Many are also super engaged in other activities such as community service, dance or playing sports. Many students in the IB program are already accustomed to taking on extra challenges, Whitley said. But eventually, he said, many get stretched to the point
of being overwhelmed. “To manage stress, when you put something on your plate, you need to take something else off,” he said. Parents need to be there to guide kids through that process, he added. “A lot of times parents will call me and say ‘Tommy’ had a meltdown at home,” he said. “But if you talk to his teachers at school, they haven’t seen it. It’s not uncommon at all.” Some kids become anxious because they are overburdened as the challenges of middle school and high school start to build up.

Anxiety can be created when youth are overwhelmed and that can lead to underperformance, said Kristina Ziegler, a Bend therapist who works with adolescents and their families. “I see kids with a lot of anxiety issues related to performance academically, in music, sports or dance,” she said. “It used to be depression, but there has been more of an increase in anxiety in the last 10 years.” Anxiety issues typically stem from overscheduled kids who have practices after school every day of the week and sometimes on weekends, Ziegler said. Just getting more sleep can boost performance more than cramming in an extra study or practice session, she added. “Children are getting an hour less sleep than kids did 30 years ago,” Ziegler said. “It’s affecting their IQ scores, raising ADHD issues, creating more obesity and affecting their emotional well-being.” Ziegler advises parents and kids to evaluate their participation in sports and other activities at the end of each season. Did they enjoy going to practice? Did they complain a lot, or get sick often? These are topics a parent should discuss with their children when making decisions about whether to continue extracurricular activities, Ziegler said. Burnout is one issue that should not be ignored, said Karen Luke, a counselor at Summit High School. Sports burnout is common among high school kids in a local culture that glorifies Olympic skiers, cyclists and other elite athletes, Luke said. The glimmer of hope that their special athletic talents could lead to an athletic scholarship often begins to fade in high school when kids realize they are competing nationally against a larger pool of talent – not just other kids from Central Oregon or the state, Luke said. In reality, only a few kids from a graduating class get a full-ride athletic scholarship each year, she said. The potential challenges do not mean students should shy away from taking on athletic, academic or extracurricular opportunities, said Eric Powell, a sixth and seventh grade counselor at Cascade Middle School. Academic research clearly shows students who participate in after-school programs or athletic activities on their own see their levels of engagement and success rates rise, Powell said. “I think it’s a good thing at this level because I feel like busier kids tend to perform better,” Powell said. But knowing how to balance things out ultimately leads to more productive and successful lives, he concluded.
