C. Frequency from the Base Rate Advertisers Under $60,000 Contract Agreement 1. 6 -Day Frequency - Pick up any ad within 6 days, with no changes, and receive a 20% discount on the 1st pickup and a 30% discount on the 2nd pickup through 6.

2. M onday Frequency - Pick up an ad into Monday, with no

changes, within a seven-day schedule, for a 50% discount off the base rate. No other discounts apply.

3. 7 -Day Blockbuster - Run the same ad for 7 consecutive days, with no changes, and receive a 40% discount off regular space and color rates. Small space color rates are not eligible. No other discounts apply.

4. 1 4-Day Blockbuster - Run the same ad for 14

consecutive days, with no changes, and receive a 45% discount off space and regular color rates. Small space color rates are not eligible. No other discounts apply.

5. 2 8-Day Blockbuster - Run the same ad for 28

consecutive days, with no changes, and receive a 50% discount off space and regular color rates. Small space color rates are not eligible. No other discounts apply.

Advertisers Over $60,000 Contract Agreement

$60,000 contract levels and higher receive a 35% maximum pickup discount for additional ads - with no changes - within 6 days. No other discount applies. 7-Day, 35% Blockbuster applies.

E. Local Retail and Classified Agency Rates, Gross

Retail rates apply to local advertising placed by recognized Central Oregon located agencies. The agency must have three or more active, separate local clients, each publishing a minimum of 100 column inches per year in The Bulletin. Rates are commissionable at 15% on camera-ready advertisements if the account is paid in full by the end of the month following publication (For advertising published in April,

payment would have to be received by the end of May). Production is available through The Bulletin’s commercial typesetting department at $150.00 per hour on ads not camera-ready or on electronic files that require technical assistance. No other rates apply. The Bulletin will not accept multi-advertiser ads or multi-advertiser pre-prints from agencies or businesses.*All agency rates listed are gross rates. Rate/Inch

Advertisements that do not adhere to published deadlines may be rescheduled by The Bulletin. Cancellation will not be accepted after deadlines unless subject to regular ad charges.

1. Color advertisements and double trucks are due 24 hours in advance of normal deadlines, as well as themed pages. 2. Advertisements requiring special services, artwork, and ads with intricate layout or color specification or extensive copy are due 24 hours in advance of normal deadlines.


3. Group Advertising Pages are required 48 hours in advance of regular deadlines, listed above in section 9. 4. Holiday deadlines will be announced as necessary.

C. O ther Mechanical Information 1. The Bulletin is printed offset. 2. Standard page advertisements exceeding 19 inches in depth will be charged at full column depth of 20-1/2 inches. Tabloid size advertisements exceeding 10 inches in depth will be billed at full tabloid depth of 10.5 inches. The minimum size ROP display advertisement is one column by one inch. Strip ads may be any column width by minimum 3 inches deep, maximum 6 columns wide. Wider strip ads are allowed as space is available and subject to 25% premium. 3. Unique premium ad spaces are available. Contact your sales representative.

D. C lassified Format Guidelines Classified display ads are available in sizes one column wide (or wider) with a minimum total of 10 column inches. Maximum size display ad allowed on the front page of the classified section is 9 columns by 12.5 inches tall. Front page reservation guarantee requires full color.

1. Full double trucks will be charged for 13 columns wide by 20-1/2 inches deep (1 column charged for gutter, actual gutter measurement .67”) for a total of 266.5 column inches. 2. Position: The Bulletin will make every effort to grant double trucks, a spread position rather than two facing pages. Position preference will be given on the basis of color, size of advertisement, earliest space reserved, and press configuration. 3. Short double trucks are available in the following column widths and heights, including gutter space. Classified is available flush left or right.

FREE Ad Graphic Design Custom layouts, typography, minor image manipulation, simple logo design (produced in less than one hour with standard fonts and stock images), simple maps and graphics. All ad design is copyrighted for Bulletin use only.* FREE and Unlimited Ad Production There is no charge for the number of new ads designed by The Bulletin for publication.* The Bulletin-created ads may be purchased for use in other publications. FREE Electronic Ad Production Reception The Bulletin will accept electronic ads at the specifications outlined on the Internet at ads.bendbulletin.com. (Ads received at that site will not be changed or manipulated by The Bulletin.) The Bulletin is not responsible for e-file errors. All e-files must be accompanied by a hard copy of the ad. Fax 541-385-5802. The Bulletin can supply a font list upon request. The Bulletin will not be responsible for unusable material, delays or missed schedules due to e-file errors or improperly prepared files. The Bulletin has the right to publish an ad “as is” if necessary to meet deadlines. Additional electronic file assistance is available to agencies at $400 per hour. The Bulletin reserves the right to eliminate agency commissions when e-file assistance is required.

Full rights of usage are available for $250.00 per hour at original time spent on art development. 5) Electronic Ad Copies A PDF copy of a completed ad that has been published in The Bulletin is available as a courtesy, for publication in another medium whose specifications match The Bulletin’s. Requests for PDF copies require 3 days advance notice, and will be charged $20.00 per Internet transmission. CDs will be charged $60.00 per handling. 6) Typesetting and Other Ad Design Typesetting, electronic imaging, and ad design are available outside of The Bulletin ad publication for $160.00 per hour, $150.00 minimum charge. Examples include: typesetting or ad sizing for other publications, creation of ad flyers, signage, point of purchase, scanning and photo manipulation

The Bulletin reserves the right to refuse any advertising at any time.

Quotes for inserts larger than 30 standard pages will be made by request. Additional charges may be necessary for some pieces not quarterfolded.

15. P rePrinted Insert Rates A. Terms and Conditions

1. Preprinted supplements are welcomed for insertion into The Bulletin and Central Oregon Marketplace (TMC) at the rates listed below. All frequency rates are based on Bulletin frequency only. These rates apply to preprints ordered by single advertisers. The Bulletin does not accept any preprinted, multi-advertiser inserts.

2. Published preprint rates apply to machine-inserted preprints 5.75” x 4.25” minimum to 10.5” from the fold up 11.5” maximum size. Single sheets must be printed on minimum 60 lb. stock; other handling charges may apply. 3. Four (4) page tabloid sections should be quarter-folded. This will reduce preprint spoilage. 4. Zoned preprint distribution is available in both The Bulletin and Central Oregon Marketplace (TMC). Check with your sales representative for availability.

17. Commissions and Terms of Payment

A. Retail and classified display rates are non-commissionable. B. A ll advertising is due and payable on the 15th of the month following

billing. A service charge of 1.5% per month (annual rate of 18%) will be assessed on past due balances. Cash in advance is required on new accounts prior to credit approval, going-out-of-business advertising, and political advertising.

18. Space Agreement, Copy Regulations, and Rate Policy

A. T he Bulletin reserves the right to revise all rates, conditions, terms, and policies within this rate card at any time without notice.

B. A dvertising Space will not be sold by The Bulletin to any

advertiser for the purpose of resale or transfer to another advertiser, and The Bulletin will not allow any party to broker ad space, contracts or insert distribution. Each advertiser receives an individual rate or contract option.

C. Rebate/Short

Rate: Contract advertisers agree that should the amount of space contracted for not be fulfilled, The Bulletin will charge to advertiser’s account the difference between the contract rate and the earned rate for the entire amount of space used during the contract period. Advertisers who purchase space in addition to their contract requirements and who, as a result would qualify for a lower contract rate, will receive rebates in the form of future advertising credits in The Bulletin at the end of the contract period, provided the rebate will be limited to one contract level.

D. Errors:

The Bulletin will exercise every care and diligence to prevent error and omission in any advertisement. Please check your advertisement daily. In the event of an error, The Bulletin will be responsible for the first insertion only, and will rectify an error (not the fault of the advertiser) by a re-publication of the advertisement or portion of the advertisement in error, as determined by the advertising management. Claims for error will be considered if made within 30 days following publication. The liability of The Bulletin in regard to any advertisement in error by The Bulletin is limited only to the amount paid for such advertising. The advertiser accepts these policies when placing their ads.

The advertiser assumes full liability for the content of all advertising and agrees to indemnify and hold harmless the publisher from all claims, suits, and related costs arising by reason of any advertising.

H. T he

Bulletin reserves the right to edit, reject, revise, correctly classify or cancel any advertisement at any time. The subject matter, form, size, wording, photography, and typography of all advertising are subject to the approval of the publisher. Receipt of copy and/or payment does not determine acceptance for publication. All ad materials published are the sole responsibility of the advertiser.

The Bulletin reserves the right to include the words “paid advertisement” in an advertisement that, in the judgement of the publisher, might be mistaken as editorial material, or for any other reason deemed appropriate.

I. Brokering: Advertising space, contracts, inserts, and color are to be used by the advertiser exclusively for that advertiser’s business. The rights under this space agreement are exclusively for the signatory and cannot be assigned, sold, given, transferred, or be used for any other advertising than the individual purchaser. Pre-printed, multi-advertiser inserts or ROP display will not be accepted at a brokered rate. See 18B.

J. Property: All advertising copy, illustrations and layouts prepared by The Bulletin become the property of The Bulletin and may not be reproduced for any other use without prior written approval. Some materials are available to the advertiser for an additional charge; see item 13.

K. T he Bulletin allows individuals, groups, organizations, and political action committees the opportunity to place advertisements that express opinions that meet our standards of content for a family newspaper. We do not discriminate in matters of politics, religion, rage, gender or local issues of controversy. We scrutinize each ad for appropriate language, graphics, and reasonability of the message. We will not allow general “hate messages” against groups of citizens on the basis of race, religion, or sexual orientation. All ads mentioned above must be paid in advance and include the words “Paid Advertisement” in no less than 8 points at the top of the ad. In addition, all ads of this nature will include the name of the individual party responsible for payment of the ad. Examples include: political races, political issues, religious commentary, general notices to the public, general opinions, etc. Any ads of this nature will have a manager’s approval before the ad is published and may be scheduled at the prerogative of The Bulletin, edited, or rejected.

E. P ositioning: The Bulletin will charge a premium for guaranteed positions. Ads not requesting a guaranteed position will run at the discretion of The Bulletin.

F. C ancellations

after the advertisement has been typeset will be charged at $40 per production hour. Cancellations will not be accepted after space reservation deadline, or a charge will be applied.

G. L iability: Neither the advertiser nor

The Bulletin is liable for fulfillment of agreement should such be made impossible by suspension of business from strike, fire, flood or acts of God. The Bulletin is not liable for any ad that does not publish. Ads that publish with an error as a result of Bulletin error may be republished at the publisher’s discretion.
