We are closing in on the midway point of the Winter Solstice which began on December 21st. As you remember, December 21, 2013 was the shortest day of the year with the least amount of sunlight. Little did anyone know that the first week of January 2014 was going to be so very cold with extreme wind chill temperature in the negative 44 degree range,brrr…………….. With the exception of the Blizzard of 2011, where 22 inches of snow was dumped onto Westchester, our snowfall and winters for the past few years in general have been very mild. Sooner or later we have to realize that the mild winters we enjoyed will change and not be so mild. I think this is one year that won’t be so mild. Looking back, we cannot compare it to the winter of 1979, Chicago’s 4th worst snow storm in city history where 18.8 inches of snow was dumped in the City of Chicago and suburbs, or the winter of 1967 where the all time record of snow fall was set. Over the course of 35 hours, 23 inches of snow fell paralyzing the city for days. Those who lived here in 1967 won’t soon forget pulling toboggans down Cermak Rd. to get to the Jewel Food Store or National Tea grocery stores to stock up on milk, bread and whatever was left on the shelves. Just remember, we are still in early February, with more interesting weather to come.

Last year we had a total snowfall of 30 inches. As of January 21st we have had over 40 inches, with I’m sure more to come. During the week of January 6th, there were school closings, icy streets, water main breaks, two days of delayed garbage pick-up, and virtually no mail delivery due to the frigid temperatures from what is now called the Polar Vortex. I can tell you that we at the village appreciate your patience as we did what was necessary to get things back on track. In these types of emergencies the status quo will always have to be flexible. I did see many residents clearing their driveway aprons by shoveling side to side and not pushing it back into the street. Unfortunately, some people did not get the message and pushed piles of snow back onto the roadway. I heard from several PW crews that when the plows hit the large piles that had now turned into frozen boulders, they shattered like shrapnel as they became airborne and could have caused some damage to equipment, but more importantly, to people in the vicinity. I knew we were going to be in for a rough time when we had accumulating snow fall on New Year’s Eve and a simultaneous water main break

In this profession, you are involved in solving someone’s most important and urgent problems. I enjoy the opportunity to touch people’s lives and make a difference. Describe a good day at work: A good day at work is when you are able to take someone dangerous off the streets with all officers going home safe. What is the best part about your job? The best part of my job is working with an outstanding team in an effort to make Westchester a safer place to live. What advice would you give to someone who wants to follow your career path. Make absolutely certain that you can hold yourself to the high standard required of this profession. Do not misfit this uniform. What would occur on your perfect day off? My perfect day off would be time spent with my family and friends including a long motorcycle ride.

Beware of scams and cons, part 2 Here are some of the most common scams and con games. Many of these cons have been around for centuries yet still manage to find new victims. Flat Tire/Good Samaritan Alert After conducting business at your local bank, check your tires and see if they appear to be low on tire pressure or flat. Cons have been known to either puncture or slash a tire on your car knowing the tire will soon be flat. The con will follow you from the bank parking lot and offer to help with the flat tire. The con usually targets the elderly knowing they will normally accept the offer of assistance. The cons may travel as a husband and wife and appear friendly and nonthreatening. As soon as one of the cons begins working on the flat tire the other will be working on cleaning out your purse. Driveway and Roof Repair Scams A male will approach you and offer to fix that roof leak you have or seal coat your driveway. The price will be reasonable and they offer to work cheap in exchange for cash. The con artist may even have a letterhead that looks to be legitimate. Due to the low cost you may agree to have the work

The con may offer to seal coat the driveway in a similar fashion and simply apply some old motor oil to the dull surface making it look good as new, until the first rain. In either case the con really wants the cash you have hidden within your home in addition to the fee he charged for the supposed “work”. Here’s how he’ll get it... The con will ask to use your bathroom or telephone. His partner may engage you in a conversation to distract your attention while the con roots through your dresser drawers and jewelry boxes. They know where to look and are familiar with all the “secret” hiding places most homeowners use. They can pick you clean in just minutes. The lost puppy trick Also be on the alert during summer months when you’re out in your yard for a con artist family that pretends to be looking for their lost puppy. These same con artist are the same people doing the roof and driveway jobs, but they just ran out of silver paint and old motor oil. While you are helping them find

the lost puppy, some of the family members will be inside your home looking for cash and other items of value. Don’t be taken by the family traveling with children as they too are part of the diversion. A popular variation of the lost puppy is to have the child ring the doorbell and beg to use the washroom. The child will appear to be in obvious distress. You let the kid in to use the bathroom while mom or dad engages you in conversation.While you are distracted the child goes through your things, pocketing cash and jewelry. Keep your doors locked at all times, even if you are just out in the back yard for a few minutes, that’s all the time they need to seek and find. If you need your roof repaired or driveway seal coated check with a neighbor and get a referral, check your local yellow pages, or find a trustworthy handy man.Also check with your local city or township office and see if they have a list of competent sources to perform the work in question. When in doubt investigate first, before it’s too late. Notify the local police if you suspect some type of scam going down or if you see what you believe to be a scam going on at the home of an elderly neighbor.

Our Public Works crew of Bryan,Vince S., Scott, Vince M., and Steve got it under control, tested and chlorinated properly, however there was an impact to Christopher’s Speakeasy that I will apologize for. Public Works staff continued to plow the streets, catching little rest over the next 2 days in the public works garage at Village Hall, I’m sure to the chagrin of their wives, and family. Like the police and fire department personnel, who work the holidays, I do want you to know as an elected official and resident, I appreciate your dedication and all that you do, especially in these emergency situations when you just want to be home. This season PW added another tool to keep the streets free from ice by adding a solution of calcium chloride to the rock salt before it was put on the street. The calcium chloride is designed to make the rock salt work more efficiently. Rock Salt does not have the melting power in sub freezing temperatures. As the temperature rose on January 8-9th, I have to say I was not pleased on the amount of slush on our streets and wondered like you where did all the plows go. Water main breaks on both Boeger Ave and on Lancaster reduced the amount of workers available for snow duty. The rain on Friday the 10th put all of us in watch mode as storm sewer inlets had to be cleared or at least uncovered to accept the amount of rain and melting snow to avoid any issues of flooding. Waste Management, our garbage collection service,notified us that there would be no Monday pickup- due to the severe weather. Unfortunately there was no pick-up again on Tuesday which pushed the entire village pickup off schedule. Regarding mail delivery; as you know, the Post Office is a Federal Institution and not subject to municipal control. I did, however, speak to the new Postmaster covering Westchester, Ms. Yolanda Williams, and inquired about mail delivery. Other than the obvious weather issues she indicated that serious health concerns confronted carriers in the bitter cold. She told me that there were multiple sick calls and staff unable to get to work. In speaking to mayors from Proviso Township, Berwyn, Oak Park, and River Forest, we all experienced the same issues and challenges surrounding the uncontrollable weather events and dealt with them as best as we could. Again, thank you for understanding and helping anyway you can.

BLACK HISTORY MONTH

February 2nd was Groundhog Day. This year it fell on the same day as Super Bowl XLVIII. As of this writing, I do not know if Punxsutawney Phil saw his shadow meaning the day was bright and sunny,which would indicate 6 more weeks of winter, or if he did not see his shadow, because the day was overcast and cloudy meaning an early spring is at hand. My Bucket List consists of a trip to Gobbler’s Knob in Punxsutawney, Pennsylvania to view the festivities first hand. Regardless of the weather outside I will bring an umbrella and try to put it over him so he does not see his shadow to make sure it is an early spring.

The Month of February is Black History Month. Recognition of black history originated in 1926 by a historian named Cater G. Woodson. It was first called “Negro History Week.” Woodson chose the 2nd week of February because it marked the birthdays of two Americans who greatly influenced the lives and social condition of African Americans. President Abraham Lincoln and abolitionist and former slave Frederick Douglass are those Americans. Until the study of black history,blacks were absent from history books. Cater Woodson established the Study of Negro Life and History in 1915, and a year later founded the widely respected Journal of Negro History. “Negro History Week” was intended to bring national attention to black people’s contributions throughout history. SUPER BOWL SUNDAY As stated above, as of this writing there are 2 teams left in the running for Super Bowl XLVIII. The Seattle Seahawks and the Denver Broncos.The game this year was played at MetLife Stadium at the Meadowlands Sports Complex in New Jersey.The game was played outdoors and on a turf field. Both the State of New York and New Jersey were hosts to the event. As a little history lesson, the 1st Super Bowl was played on January 15, 1967. This was due to a merger agreement between the NFL (National Football League) and the AFL (American Football league). In 1970 each League became a “Conference” and now the Conference Champions from each Conference compete to determine the overall Championship and all the bragging rights that go along with it. The winning team receives the Vince Lombardi Trophy. Vince Lombardi coached the Green Bay Packers, who won the 1st two Super Bowl games and three of the five preceding NFL Championships held in 1961, 1962, and 1965. Super Bowl III was the first game to use Roman Numerals.

BIRTHDAY OF PRESIDENT RONALD REAGAN Ronald Reagan was our 40th President. He was born on February 6, 1911 in Tampico, Illinois. He also resided in Dixon, Illinois about 80 miles west of Westchester right off of I88 now called the Reagan Expressway. Reagan attended Eureka College and became a professional actor. During World War II he served in the Military as a Lieutenant. He married twice, and had 5 children. He served two fouryear terms as our president as well as serving as the Governor of California. He died on June 5, 2004. Prior to his presidency,President Reagan worked as a dishwasher, and played football while attending college. His acting career consisted of making over 50 films. Reagan was very fond of jelly beans and had a combination of red, white, and a new color blue for blueberry in a jar on his desk. President Reagan is credited with the term we have come

accustomed with from both political parties,“REAGONOMICS”.

BIRTHDAY OF PRESIDENT ABRAHAM LINCOLN Abraham Lincoln was our 16th President. He was born on February 12, 1809 in Hardin County, Kentucky. He did not attend any college or university. He worked as a clerk, store owner, surveyor, and even on a riverboat. He was a Captain in the military, and taught himself to be a lawyer. He married Mary Todd on November 4, 1842 and they had 4 sons. 3 of the sons died before President Lincoln was assassinated on April 15, 1865 at age 56 years. In addition to being our President, Abraham Lincoln served in the Illinois House of Representatives and as the Post Master of New Salem, Illinois. President Lincoln stood 6 feet 4 inches tall. The Civil War began six weeks after he took office. In early 1863, President Lincoln delivered the Emancipation Proclamation. The proclamation freed slaves from the Confederate states. By the end of the war, more that 180,000 black soldiers served in the Union Army and over 600,000 thousand Americans died in the Civil War which lasted 4 years. President Lincoln was assassinated by John Wilkes Booth 5 days after General Robert E. Lee surrendered the south to the Union. TheLincolnMemorialwasconstructed between 1914 and 1922 in Washington D.C. Inside the structure is a marble statue of President Lincoln sitting on a chair looking out at the reflecting pool of the Washington Monument. Etched into the inside interior wall of the memorial you can read all 272 words of Abraham Lincoln’s Gettysburg Address. Those words had profound meaning when they were spoken in November 1863 and their meaning still resonates

government. President Washington was married and had 2 stepchildren and 2 step grandchildren. He was the only President to be elected unanimously and was the only President not to live in the White House. Washington died on December 14, 1799 at the age of 67. He is buried in Mount Vernon,Virginia.

FEBRUARY IS AMERICAN HEART The exact date of Frederick Douglass’s MONTH

birth is unknown. He was born into slavery in Talbot County, Maryland by his mother Harriet Bailey. He was separated from his mother when he was an infant was the custom of children born into slavery. Mr.Douglass did not know who his father was, but it was rumored to be the plantation owner. At age 7, he was moved to another plantation and ultimately was sent to serve at a home in Baltimore at age 12. The homeowner’s wife started to teach Douglass the alphabet, even though it was illegal to teach slaves to read. Douglass secretly succeeded in learning how to read and write by observing the writings of men whom he worked with. Douglass was hired out to other slave owners and was the victim of physical abuse. Douglass, after several failed attempts, escaped and arrived in New York City, free soil in, 1838. In the 1840’s the abolitionist, or anti-slavery, movement was gaining momentum. After attending an abolitionist meeting where he spoke about his experiences, Douglass was employed as an abolitionist speaker for the American Anti-Slavery Society. Douglass continued to write and lecture against slavery and devoted attention to the women’s rights movement. He became involved in politics. As the Civil War broke out, he campaigned to make the aim of the war to abolish slavery and allow black men to fight for the Union. During the 1860’s and beyond, Douglass continued to campaign for the rights of blacks to vote and receive equal treatment in public places. Douglass served in government positions under several administrations in the 1870’s and 1880’s. Douglas died of a heart attack in 1895.

American Heart Month is a month long celebration in the United States that happens every February. The designation was established to urge Americans to recognize the nationwide problem of heart related diseases and support programs that will cure the problem. We all know someone who has had a heart attack and did not survive. We all know someone who has been treated either surgically with by-pass, angioplasty, or organ transplants. Yours truly being one of the lucky ones. There are many risk factors associated with heart disease. Family history, high blood pressure, obesity, eating high cholesterol foods and the lack of physical exercise are known indicators. With February being American Heart Month, it is a great reminder to schedule a check up with your doctor and make sure all the important parts are in good working condition, especially your heart.

RED DRESS DAY To make women more aware of the danger of heart disease the first Friday of February, February 7th, has been designated RED DRESS DAY. Men and women across the country are encouraged to wear something red that day. Please not only participate in wearing something red, but take seriously methods to prevent heart related diseases and those things we can do to stay healthy.

During the holiday season, we were able to deliver non-perishable food to many local families. As a result of increased demands, the pantry is in desperate need of donations. Any assistance in this area would be greatly appreciated. Remember, you can drop off non-perishable food products and toiletries 24/7 in the lobby of Village Hall. If you do drop off anything, please make sure the product is non-perishable and is not passed its expiration date. Expired products cannot be given to the needy families. Thank you for supporting such a worthwhile program.

The Illinois State Police cannot give legal advice to employers; however, the law is not written to preempt a private employer’s right to have more restrictive employment policies. If a business owner or employer wants to prohibit only employees, they should not post the required sign as doing so makes the location a prohibited place. GREAT LAKES AND MISSISSIPPI RIVER INTERBASIN STUDY On January 10th, I was asked by staff from Senator Mark Kirk’s office to participate in a press conference regarding the recently released GLMRIS Report, authored by the Army Corp. of Engineers. The report is primarily designed to stop the flow of the Asian Carp and other invasive species into Lake Michigan. The Army Corp is suggesting that “hydrologic separation” of Lake Michigan and the rivers that feed into it would eliminate the threat of the invasive species. Senator Kirk wanted to hear how proposals to isolate the great lakes, through separation, would affect business, industry, and communities. Why was I there? I was asked to comment on the potential affect the isolation could have on flooding. I shared the perspective of Westchester’s major flood events in 2010 and again in 2013. The affect on you, the residents and businesses, the heartache of losing possessions,damage to property, and the strife of rebuilding your life with minimal government financial assistance. After hearing the price tag of 18 billion dollars, (with a B), and 25 year timeframe. Westchester Public Schools, District 92½, partners with Village of Westchester This year, the Westchester Public Schools in partnership with the Westchester Police Department have been able to employ a School Resource Officer (SRO). Officer Rob Verber was chosen for this position. This position will serve the three schools and support the administration, faculty, staff and students as a liaison between the school district and the police department. The main goals during this first year are to build relationships with staff and students, be proactive in helping with events in the schools, and serve as a student advocate and resource. At Westchester Primary School, Officer Rob has invested time in visiting and getting to know the students throughout the day and during their lunch times. He has made it a point to visit each classroom and/ or grade level. During these visits, Officer Rob has shared about his role as our School Resource Officer and what the police do in general. He has also worked with sharing the importance of bus safety for all of our students. He is a presence at each end-of-day dismissal and makes it a priority to attend school functions in order to get to know the parents and families. He will continue to work bus and community safety while building these important relationships with students. At Westchester Intermediate School, Officer Rob has visited classrooms on a weekly basis and has been a positive influence for the students. He has steadily been building relationships between staff and himself by attending a faculty meeting and being visible at the end of the day for dismissal. We are looking forward to having Officer Rob available to present mini-safety lessons on topics such as internet and neighborhood safety to our students in 3rd to 5th grade in order to promote positive student relationships. Likewise, finding time for Officer Rob to participate in bus rides home will only help improve overall visibility and safety for our students. Aside from building relationships, Officer Rob has helped in all three schools with their statemandated safety drill throughout the month of December. They all went very smoothly, and the Westchester Police were very pleased with how the buildings performed.

As part of our PBIS program (Be Here Be Ready, Be Responsible, Be Respectful, Be safe) Ofc. Rob is a constant reminder to the students of what good citizenship is and that Westchester is a place that values responsible thinking and progress for all. At Westchester Middle School, Officer Verber started the year by visiting with the students during their lunch periods. He has visited classrooms to support the students in their learning environment. He has supported students with technology concerns and helped in preparing them to be safe when using various forms of technology. He will start presenting mini lessons in classrooms and additional lesson during students’ Prime Time periods. These lessons will revolve around internet and technology safety and will be developed to meet the needs of students and staff. He has attended our school dances and has helped with traffic control at its conclusion. Officer Verber served as the police contact for the mandatory intruder drill which took place during the beginning of December. It was a great opportunity for students to practice the drill while also having the police department officers in the building to view and make suggestions for safety with these plans. We have had additional discussions with Officer Verber regarding safety plans and any improvements that can be made to them. The school district is very fortunate to have such a positive relationship with the police department and look forward to the continued support. As part of Officer Rob’s responsibilities,he will be working his way through the various bus routes to support student safety on rides home. He has supported appropriate safe behaviors on the bus and will continue to support those needs. By doing these activities, Officer Rob will continue to support staff and students with PBIS initiatives. Daily school goals with PBIS are: WPS - Be Ready, Be Caring, and Be Safe. Curriculum Supplemental Educational Services Under the No Child Left Behind Act of 2001, students from low-income families attending schools that do not make adequate yearly progress for three or more years are eligible to receive Supplemental Educational Services (SES).

On December 10thWestchester Intermediate participated in its annual lockdown drill. These drills, mandated by the state of Illinois, are a simple but effective way to help instruct and teach our students how to react in case of an emergency.

The goals of SES are to provide opportunities to students to help them increase their academic achievement, to provide options to parents to help them ensure that their children receive a quality education and to provide incentives to districts to improve schools in need of improvement.

On Monday and Tuesday during the last week of school before the break saw all grade levels creating a Holiday Gift, sponsored by the WPTC. It was a wonderful opportunity for all students to be able to make something for someone special.

Students who qualify for SES are able to enroll for 30 sessions of supplemental educational services. Parents have a choice of providers for their child. This school year, SES providers have the option of renting space at Westchester Intermediate School.

On Thursday December 19th, the Intermediate school celebrated some holiday cheer as a staff during their annual morning breakfast. Individual staff members brought different dishes for everyone to enjoy as a nice way to close out the week before the last day of school. It was truly a festive and heartwarming time had by all.

As we know, the cost of education continues to increase while government reimbursement for these valuable services continues to go down. School districts such as 92½ continue to make tough choices on how best to spend shrinking funding to meet the needs of children in the best way possible. The main purpose of the WEF is to supplement educational funding in order to alleviate some of the financial stress the District encounters by helping enhance the quality of education and learning opportunities provided to students. While this fundraising project has been a success, it’s not entirely finished. Thirteen classrooms remain

The taxes are complicated and are based on many factors when the calculations are prepared. As we are under a tax cap limit by law the amount the taxes can be increased each year is set by the Consumer Price Index.This year the CPI is 1.7% for the increase in taxes. This is only one part of the calculation that the Clerk’s office uses to calculate the final bill.

115 Units of Blood Donated Despite the Snow Thanks to the generosity of dozens of village and area residents, the Westchester Blood Program collected 115 units of blood for area hospitals at its Jan. 18 drive at Divine Providence School, 2500 Mayfair. The drive started early in the morning with several inches of snow on the ground, left by several wintry fronts. Then, with the drive at its halfway point, more moisture descended, leaving a few more inches. Despite these intimidating conditions, donor after donor marched through the door, rolled up a sleeve and donated a pint. The “Gift of Life” came at a crucial time -- after the holidays

-- when most hospitals are short of blood products. The Blood Program extends its appreciation to the many village residents who stepped up as donors or as volunteer helpers at the drive, the first one on the WBP’s 2014 schedule.
