El Plebeyo welcomes all Experienced Peruvian chef makes authentic cuisine By Jananne Abel

ven for the adventurous nonHispanic, the most intimidating thing about trying a new Central or South American restaurant is the worry that no one there will speak English. So it was a pleasure when I visited Port Chester’s newest eatery, El Plebeyo, and was greeted by someone who spoke perfect English. (I assume her Spanish is just as good.) In addition, after seating my party and passing out menus, she asked if there were any questions she could answer about the food. As it turned out, the cuisine at this Peruvian eating place was excellent and reasonably priced, so I now have another ethnic restaurant in town to enthusiastically recommend. Two months ago the Davila family of Port Chester opened El Plebeyo in the spot formerly occupied by Caribbean Affair at 25 North Main St., just north of Liberty Square. Richard and Rosa Davila grew up in the restaurant business and at this point in their life wanted to run a place of their own. Their mother, Annabelle Davila, is helping them get started. In fact, she is the chef. The majority of the cooks in the area’s many Peruvian restaurants are not from Peru, said Rosa. That’s what sets El Plebeyo apart. The Davila family hails from Rima, Peru, a section of Lima. Rosa, 37, who prefers to be called Annabelle like her mother, came to the United States with her parents when she was only 2 years old. Richard, 33, was born here. Knowing no English, in 1972 their mother opened what Rosa and Richard called the first Peruvian restaurant in Westchester. Los Claveles (which means “carnations” in English) was located in Mamaroneck for 10 years. That’s where the family lived and Richard and Rosa grew up. The eatery later moved to New Rochelle.

“We grew up in the business and liked it,” said Rosa, a bright, outgoing person. She particularly enjoyed talking to people and the social aspect of the industry. “My mom said since I know how to run the business, I’ll help you get started.” Rosa serves as hostess and waitress, Richard as manager. Rosa’s 18-year-old son also works in the restaurant as his grandmother’s right hand man. The family has lived in Port Chester for the past 20 years. “We’re known for chicken here,” said Rosa, which I hadn’t tried on my first surprise visit but made sure to sample upon return. Rather than Pollo a la Brasa in which other Peruvian restaurants specialize, El Plebeyo’s top-billed dish is ½ Pollada con Papa la Huancaina y Ensalada, half of a chicken prepared with pepper, fresh garlic, vinegar and Peruvian hot sauce (made with natural hot pepper) and deep fried. It is served with boiled, sliced potatoes topped with a yellow creamy cheese sauce, a Peruvian specialty, and salad with Italian dressing, all for $7.50. Juicy and exceptionally flavorful yet not overly spicy, this dish in and of itself is an attraction. And, above all, it’s not greasy. The name of the restaurant, El Plebeyo, is taken from a Peruvian song, a favorite of Annabelle’s, about a gentleman who falls in love with a rich woman. walls with an aisle down the middle. Painted bright white, its focal points are a large fish tank with bright yellow tropical fish and two beautiful Peruvian wall hangings. Triangular mirrors interspersed with carved wooden boxes and other wood carvings line one wall. A bamboo bar with stools is left from when this location was a Caribbean restaurant. Tables are set with white cloths. Bright lighting is provided by pretty lanterns on the walls and track lighting on the ceiling. Native music plays in the background.
drink. I tried an Inca Cola, forgetting how sweet this gold-colored Peruvian soda actually is. For entrée, I selected Picante de Camarones, reasonably priced at $12 for about a dozen large shrimp sautéed with onions and a special spicy seafood sauce. It is served with white rice on the side. Mixing the rice with the reddish brown sauce, which tastes similar to curry but doesn’t contain any, is especially appetizing. Our second main course, Tallarin Saltado de Carne ($8), is made with spaghetti sautéed with beef strips, onions, scallions, tomatoes and red peppers. This colorful dish is also flavorful but not at all spicy. Portions are plentiful and service, at least when Rosa is in the house, is friendly and helpful. For dessert, there’s rice pudding—period. Made with raisins and topped with cinnamon, it is firm as opposed to runny and tastes yummy. I was disappointed there was no coffee to go with it. Our check came to $43.87.
