Outside dining remains popular in Port Chester and Rye Brook By Jananne Abel
E
ven in a suburban, non-tourist community like Rye Town, outdoor eating is a simple pleasure people enjoy when the weather is fine. Whether it’s on their own deck or patio, at a casual eatery or fine restaurant, dining al fresco makes the experience twice as nice—unless it’s particularly hot and humid. From April to October—and especially during the summer months— restaurants that provide outdoor seating are definitely in demand. The outdoor dining experience has been ebbing and flowing in Port Chester and Rye Brook over the last several years with the number of restaurants offering a place to eat outside nearly doubling 10 years ago and then leveling off with only subtle additions, deletions and upgrades since then. The phenomenon has caught on thanks to the Port Chester Board of Trustees which has encouraged sidewalk cafés through legislation and because savvy restaurateurs have realized it’s the way to go to increase visibility, business and/or add interest to their establishment. It’s also a way to make room for overflow crowds at smaller eateries which can accommodate many fewer patrons the rest of the year. For a small community, it’s amazing first of all how many restaurants there are—113 in Port Chester and Rye Brook—and of those how many—28--have an area set up where you can eat outside. The latter number remains the same as last year. All the restaurants that offered outdoor eating last year are doing so in 2007 except two, one of which is closed for renovations. Pantanal Brazilian Restaurant has been closed about a month and will remain shut for another month to allow for new carpeting to be installed and other improvements, according to owner Richard Cuddy, Sr. of Port Chester. A third—Tropic--still has a nice outdoor patio but is no longer considered a restaurant, having changed its focus to be strictly a nightclub. Tropic serves only drinks—including many tropical varieties--and appetizers Thursday through Sunday from 9 p.m. to 4 a.m. Two eateries have added tables outside for the first time this year, one a restaurant that opened within the past year in the Waterfront at Port Chester development and one an Italian restaurant in the Rye Ridge Shopping Center that provided for outside eating as part of its recent remodeling. Another Rye Ridge restaurant that was closed for expansion
last July has resumed offering its customers the option of taking their food outside. Over the years a handful of eateries have discontinued offering the outdoor dining experience because of the difficulty of providing enough staffing to serve both their indoor and outdoor venue or because not enough people were eating outside to make it worthwhile. Some restaurants offer outdoor table service while a number have just placed tables outside for customers who choose to take their food and dine al fresco.

Table service is provided on this fairly private stretch of sidewalk. Euro Asian, part of a chain of nine similar restaurants which do not bear the same name, the

Euro Asian joins Panera Bread, the first restaurant in the new downtown development to place tables outside. At Panera, located at 10 Westchester Ave., just down the street from Euro Asian at the corner of Traverse Avenue, eight rust and green umbrellas emblazoned with the name of the bakery-café shade gray round metal tables and matching chairs grouped on the wide sidewalk outside, seating a total of 23. Table service is not provided inside nor is it offered here. Customers may simply take their drinks and/or food outside to enjoy the air and watch the passersby. Outside speakers allow customers to hear their name called when their order is ready to be picked up inside. Panera, a national chain, is known for its fresh baked bread, bagels and pastries, soups, salads and sandwiches. Beverages to be enjoyed in the summer months include iced tea, iced coffee, home style lemonade, iced chai tea lattes and espresso or green tea and ice blended to frosty smoothness and topped with whipped cream. Refreshing frozen drinks include strawberry smoothies as well as mango, mocha almond, mocha and spice-flavored beverages. Summer hours at Panera are Monday through Thursday from 7 a.m. to 9 p.m., Friday and Saturday from 7 a.m. to 10 p.m. and Sunday from 7 a.m. to 8 p.m. At 23 North Main St., a lovely little deck extends off the back of the building on the Abendroth Avenue side of Per Voi for dining al fresco across from the Port Chester Marina. Tiny white lights strung from the awning and loads of red and yellow flowers--window boxes filled with them on the ledge of the deck and a garden of them at the base of the deck--add ambiance. It’s the perfect atmosphere to enjoy Pasta Per Voi’s fine Italian cuisine. The menu features appetizers, salads, interesting pasta combinations, chicken, veal, seafood and meat dishes. In addition, customers can select a lobster from the restaurant’s tank and have it prepared any style. Some summer specials include cold seafood salad; lobster, shrimp and crab cocktail; shrimp topped tomato-based gazpacho as well as watermelon and strawberry gazpacho; asparagus ribbons and oysters Rockefeller for appetizer; and soft shell crabs; lobster and shrimp tortellacci in a champagne cream sauce; chicken rollatini with prosciutto and roasted peppers, asparagus and Swiss cheese in a Madeira mushroom sauce; loin of veal in a Barolo wine sauce and prime rib of beef in an au jus sauce for entrée. For lunch, ¾ pound black angus burgers, a number of wedges such as sausage, peppers, sliced potato and onion with broccoli rabe; Italian combo; and chicken parmigiana; and other sandwiches including turkey club and hot open steak are on the menu in addition to salads and entrées. Hours are Monday through Thursday from 11:30 a.m. to 10 p.m., Friday from 11:30 a.m. to 11 p.m., Saturday from 5 to 11 p.m. and Sunday from 4:30 to 9:30 p.m.

and now resides in Greenwich. As in the past, in this highly visible outdoor dining area patrons can eat Brazilian specialties and consume homemade desserts. A combination of 10 black wrought iron and black metal tables with green plastic chairs, seven topped by cheerful green and yellow Bavaria umbrellas and two by a blue Corona Extra variety, provide a tranquil place to eat in this garden setting shaded by trees and decorated with Brazilian flags. The new owner has created a window display of Brazilian artifacts visible in the courtyard. He has also beautified the space with additional shrubbery. However, he has done nothing with the non-working fountain, now looking murky, which should be removed or fixed. The food and setup are much the same as they were under the previous two owners with typical Brazilian cuisine offered in a selfserve format in two buffets, one for hot food and one for salads. It is priced at $3.75 per pound for the buffet and salad bar, $5.75 per pound for the buffet, churrasco (rotisserie meats) and salad bar and $8.75 per pound for churrasco and the salad bar only. Meat selections include barbecued chicken, pork, sausage or steak cooked on the rotisserie. Café Brazil USA also offers cakes, flan and other desserts. Sandwiches and breakfast foods are also available. An easel set up in the courtyard advertises breakfast, lunch buffet and dinner as well as “beautiful cheese bread” baked fresh daily. Café Brazil is open from 6 a.m. to 8 p.m. seven days a week including holidays.

For the sixth year customers can eat outside at the tiny enclave at the back of Sonora, the nuevo Latino eatery that opened in May 2001 at 179 Rectory St. A deck around the side of the restaurant off Rectory Street is hidden by tall trees and bushes. Black ceramic pots with a floral design planted with yellow marigolds and wooden planters filled with pink and yellow flowers ring the ledge of the deck—painted a pretty shade of red--where a total of 14 people can dine at various table setups. Tables are covered with white cloths and the black metal chairs that surround them have bamboo seats and backs. In this tranquil setting, reached by entering the front door and walking through the restaurant, you can enjoy Latin food with a French flair. Tapas, literally small appetizers from Spain, have been extrapolated at Sonora to include a wide variety of appetizers. Tapas and ceviches--South American seafood cocktails--are among the specialties at Sonora, where seafood has top billing. Outside dining remains popular in Port Chester and Rye Brook in a chipotle, honey, Chardonnay sauce with Monterey Jack and black bean ravioli from Mexico; asparagus ravioli with cilantro pesto, yellow tomatoes, wild mushrooms and artichokes from Argentina; and grilled Chino Latino boneless chicken breast topped with cilantro pesto with fingerling potatoes, chorizo, tomato and zucchini hash from Cuba. A variety of cocktails, margaritas, mojitos, tequilas and international beers are on the menu to go with your meal. The same attentive service that is offered inside is provided on the deck. Lunch is served from 12 noon to 3 p.m. Tuesday through Friday, dinner from 5 to 10 p.m. Sunday through Thursday and 5 to 11 p.m. Friday and Saturday. A particularly pleasant plein air dining spot is the wraparound deck at F.I.S.H., short for Fox Island Seafood House. The Mediterranean seafood house opened in September 2002 at the foot of Fox Island Road where other seafood restaurants have existed before. William Rosenberg of Port Chester and Denis Ossorio of Greenwich opened this seafood eatery with its unique nautical dĂŠcor and a deck that seats 34 for outdoor eating. Rosenberg and his wife Gina took over ownership in January. F.I.S.H. also has docks in front so customers can reach it by boat during the spring, summer and fall. The deck wraps around the back of the restaurant and overlooks the Byram River in a tranquil, beautiful spot with lovely homes across the way and boats pulling in and out. On the ground level, a casual outdoor bar has been set up for boaters or anyone else who may choose to imbibe there rather than at the lovely glass-enclosed bar inside the restaurant. Diners eat at white square plastic tables that can be pushed together for larger parties and the same plastic chairs with yellow seats and red metal arms, backs and legs that are used indoors. Tables are shaded by a brand new bright orange awning that covers much of the deck. The largely seafood menu includes appetizers such as cioppino (steamed shrimp, mussels and calamari in an excellent spicy tomato lobster broth); a F.I.S.H. style crab cake with whole grain mustard aioli, tomato salad and baby greens; crispy Point Judith calamari served hot and spicy or plain with smoked paprika aioli; shaved octopus salad with houseroasted red peppers, white beans, minced red onions and red wine vinaigrette; raw East Coast oysters and Rhode Island top neck clams, shrimp and lobster cocktail. Zataar crusted Alaskan halibut with falafel, hummus, tomatocucumber salad and pomegranate drizzle; pan roasted king salmon with Yukon mashed potatoes, roasted asparagus and tomato in a whole-grain mustard emulsion; F.I.S.H. paella a la Valencia with shrimp, mussels, clams, chicken, chorizo, sofrito, peas and saffron rice; and marinated grilled shrimp with black beans and rice, guacamole, Jerry’s salsa cruda, cumin crema and corn chips figure among the entrĂŠes on the summer menu. Covered on three sides and open in the back, it is decorated with four large pots of palms. Colorful Mexican ponchos brighten the stucco walls and Latin music plays in the background. Mexican-born Nestor Morales of Queens and Raphael Quintero of Bridgeport, Conn. opened Kiosko, which offers authentic Mexican food, in February 2004. Full Mexican and American breakfasts of Huevos Rancheros, Huevos a la Mexicana, Huevos con Chorizo, eggs with home fries, beans, ham or on a roll and omelets can be had here as well as all the Mexican favorites including enchiladas, quesadillas, burritos, nachos, fajitas, tacos, sopes, tortas, chimichangas, flautas, molotes, chulupas and tostadas. Seafood and meat entrÊes, salads and homemade soups are also available. Besides wine, beer and soda, you can get a variety of refreshing fruit shakes made to order with a milk or water base. Kiosko is open 6 a.m. to 10 p.m. Sunday through Thursday, 6 a.m. to 11 p.m. Friday and Saturday. Frank’s Restaurant & Pizzeria at 23 Putnam Ave. provided outdoor seating for a number of years, dropped it two years ago following the eatery’s renovation, but brought it back last season. On the other side of town, Coyote Flaco at 115 Midland Ave. serves up some of the freshest Mexican food around on the patio in front of the tiny restaurant. It was newly renovated two years ago and is now enclosed on three sides by an attractive wall of beige and gray bricks inset with lantern fixtures that light up the eating area at night. The patio is covered by a bright green awning. Seating is at an eclectic mix of chairs and rectangular tables with Aztec design plastic tablecloths as well as at green picnic tables with beige umbrellas. Flowers and plants in window boxes ring the patio, covering the top of the wall that surrounds this outdoor eating area, and more flowers are planted in containers outside the wall which brighten up the entrance to the restaurant. Trees have been planted in front of the patio along the street. Coyote Flaco serves yummy gazpacho with a cucumber rather than tomato base (offered daily in the summer), and you can’t top the salmon and shrimp fajitas or just about any of the Mexican specialties offered here. The cold vegetable soup, seafood gumbo, Fajitas Mariachi made with sea bass, salmon and shrimp, Enchiladas Cancun (corn tortillas stuffed with fresh Maine crabmeat), and Fajitas Festival (beef, chicken and shrimp) are among the summer specials. Outside dining remains popular in Port Chester and Rye Brook Sidewalk cafés
Four eating establishments have been approved for permits to put tables on public sidewalks in the Village of Port Chester this season. The village board passed legislation allowing for this use of public sidewalks in May 1997. According to the village’s License Bureau, those eateries that have received permits are Sam’s Bar & Grill and T&J Pizza & Pasta. Deli Delight and Frankie & Louie’s Restaurant & Pizzeria had been approved as of Tuesday but had not yet sent in their checks. Since last year The Kneaded Bread at 181 North Main St. has been seeking to operate a sidewalk café, but, as the law is currently written, it needs a variance since the bakery/café is located in an M2 (manufacturing) rather than a commercial zone where sidewalk cafés are permitted. Village Attorney Anthony Cerreto has drafted an amended law which would increase the permit fee and allow sidewalk cafés in M2 zones. The new legislation has been reviewed by the Planning Commission but has not yet gone before the Board of Trustees for a public hearing. Permitted hours of operation for sidewalk cafés are currently from 8 a.m. to 10 p.m. Sunday through Thursday and until 11 p.m. Friday and Saturday from May 1 through Oct. 31. Besides paying $25, restaurant owners must provide proof of liability insurance holding the village harmless and a drawing showing the arrangement of tables and barriers they plan to put out. There must be a minimum distance of five feet free of obstructions on the sidewalk for adequate and safe pedestrian movement. The Office of the Village Clerk is authorized to issue an annual permit for the seasonal operation of a sidewalk café after the application has been reviewed and approved by the Building Department and the Department of Public Works. Applications may be picked up at the License Bureau on the second floor of the Rye Town Office Building at 10 Pearl St. A small outdoor eating area has been set up for the 10th year adjacent to the Byram River in front of Sam’s Bar & Grill at 1 Mill St. This year there are simply two square green tables with several white resin chairs. Window boxes on the outside of the building planted with white impatiens add charm to this quaint little spot. When it gets dark, one of the old-fashioned style street lights on the bridge, located just at the edge of the seating area, casts a subtle glow. Here customers can feast on burgers and steaks, grilled chicken sandwiches, chicken wings, chili and daily dinner specials. Dinner hours are 5 to 10 p.m. seven days a week. T&J Pizza & Pasta at 227 Westchester Ave. has pretty much the same setup for outdoor eating this season as it did the last five years. Two round inlaid stone tables for two with black metal ice cream chairs are offset by three evergreens potted in stone planters. T&J’s red and green awning provides protection from the sun. Besides all types of pizza, T&J serves appetizers, pasta, soups, salads, wedges and other Italian meat and seafood dishes, including daily specials. Pasta Craze where
you get a choice of several pasta dishes plus a salad for $10.95 ($1 extra for gorgonzola cheese) is popular on Wednesday nights. The restaurant is open from 10 a.m. to 10 p.m. Sunday through Thursday, Friday and Saturday from 10 a.m. until 11 p.m.

This large area features 11 beige tables and matching chairs covered by a mix of light blue San Pellegrino, red Acqua Panna and red and white Leuven Belgium umbrellas on a patio surrounded by hedges and flower gardens. Additional seating is provided on a slate veranda a few steps above the patio. Guests may order lunch on Saturday and Sunday afternoons in this lovely setting. The Club Sandwich offers a tremendous variety of sandwiches of all types, from simple roast beef on rye to smoked salmon with egg salad, horseradish sauce, capers, onions, lettuce, tomato and bacon on a tortilla. The curried chicken salad and brie with scallions, avocado, sprouts and mayo on a croissant is excellent. The gourmet sandwich shop serves Boar’s Head deli meats on its sandwiches and offers nine different choices of bread on which they can be made.
Up the hill in the shopping center at 200 South Ridge St., Lenny’s Bagels also provides outdoor seating for its patrons. Four round silver metal tables with matching silver chairs afford space for 11 to munch on Lenny’s homemade bagels, bagel sandwiches with all types of salad and meat fillings, soups, salads and gourmet desserts. There are daily lunch specials. During the summer cold gazpacho and cucumber dill soups are usually on the menu. As cool seasonal beverages, Lenny’s is offering frozen strawberry and frozen mocha coffee drinks as well as iced tea and iced coffee. Hours are Monday through Saturday from 6 a.m. to 7 p.m. and Sunday from 6 a.m. to 5 p.m.

That Little Italian Restaurant, located just across the river in Byram, Conn., has a beautiful outdoor eating area on a red brick patio in a quiet courtyard behind the restaurant, located at 228-230 Mill St. The patio is situated just outside the windows of the upper portion of this fine Italian eatery where a mural of Venice, similar to others inside, decorates the wall that provides a backdrop to this outdoor venue. There’s room for eight tables for two in any configuration— square marble-look tables with white plastic chairs. Besides potted plants, sunflowers and a tall purple flower as well as yellow and pink mums are planted in beds on two sides of the patio. Window boxes full of petunias hang from the green railing that surrounds this lovely haven. Four pretty lamplights hang from the side of the building to provide light once darkness sets in. In the open air customers may enjoy the restaurant’s excellent array of appetizers, salads, pastas, chicken, veal and seafood dishes plus daily specials. Lobster ravioli, Veal Marsala and ricotta gnocchi come highly recommended. For lunch there are also specialty pizzas, calzones and sandwiches, the latter served on the excellent homemade bread That Little Italian Restaurant has been known for since it opened in 1980. Hours are Tuesday through Friday from 11:30 a.m. to 2:30 p.m. for lunch, Sunday and Tuesday through Thursday from 5 to 9:30 p.m. and Friday and Saturday from 5 to 10:30 p.m. for dinner. The restaurant is closed Monday.
