Two new restaurants on Westchester Avenue By Jananne Abel
Two new restaurants have opened within the past few months across the street from one another on one of Port Chester’s main thoroughfares. One of them involves the takeover of a longtime village fixture and the other is a brand new restaurant in a space that was previously occupied by another business. T&J Villaggio Trattoria 223-225 Westchester Ave. Port Chester 937-6665 John Ruggiero of the Bronx, John Muscatella and Ray Sassano, both of Hawthorne, took over ownership of the Village Inn, a longtime Port Chester restaurant and banquet hall at 223-225 Westchester Ave. on Jan. 15 and renamed it T&J Villaggio Trattoria. The owners are all family members of the owners of T&J Pizza & Pasta next door at 227 Westchester Ave. The original T&J opened over a decade ago as a pizzeria and later expanded into the store next door to create a cozy dining room serving traditional Italian dishes. It has become a tremendously popular place where people stand in line almost every night of the week to get into the dining room. Owners Grace and Jerry Vitiello of Hawthorne were later joined by Ray and Filomena Ruggiero of the Bronx, Grace’s brother and sister-inlaw. John Ruggiero, who has worked at T&J for five years, is the Ruggieros’ son and the Vitiellos’ nephew while Muscatella and Sassano are the Vitiellos’ son-in-laws. The three decided to take over the Village Inn, said John Ruggiero, because “it’s bigger and provides more space for our customers, has a full service bar which is something new and a banquet room for parties.” There is limited space for parties at T&J Pizza & Pasta. The new venture also gives the three young people a place to call their own. “It’s passing on the tradition from the older folks to the younger guys and we’re trying to branch off in another direction, offer more to our customers. We will maintain the family tradition but at the same time provide something new our customers haven’t been able to experience,” said Ruggiero. “It’s a whole new ball of wax that we’re offering, but we haven’t forgotten our ties.” All three continue to work at T&J Pizza & Pasta as well as at their new restaurant. “We switch off,” said Ruggiero. “We’re all working seven days a week.” Villaggio Trattoria seats 90 in the main dining room and 40 in the bar area where for now customers can smoke until the county’s new law goes into effect which totally bans smoking in bars and restaurants. “I’m not too happy about that law,” said Ruggiero. He insists that there’s no competition between the two restaurants because they’re
so different. T&J Villagio Trattoria “is more of a fine dining experience whereas the original T&J is more casual,” said Ruggiero. “It is a pizzeria restaurant that offers takeout.” This new venture, on the other hand, features “more of a selected gourmet menu and more of a fine dining experience.” Ruggiero, Muscatella and Sassano took over the Village Inn from Sam Terenzi, James Girardi and Paul Zumbo. Zumbo is still involved as one of the chefs. Girardi was also to remain part of the operation but for health reasons was unable to do so. The restaurant never closed when the new management took over. A temporary sign with the new name went up to cover the old one for a short time which has now been replaced by an altered awning. Since the new ownership took effect, the dining room has been renovated—it has been repainted, some structural work done, and new decorations put in place. “It was also cleaned up a lot,” said Ruggiero. The owners are currently in the process of renovating the banquet room. Some of the old staff were retained but the new owners also brought in many of their own people, “so it’s a good mix,” said Ruggiero. Maroon and white cloths cover the tables set with fancy bottles of olive oil and either globed candles or lamps, all matching in brown and beige glass. Wooden window frames and ledges set with pots decorate beige walls. Large lit candles and dried flowers on the window ledge add further ambiance. Villaggio Trattoria is open for lunch and dinner. Some of the house specialties are Chilean Sea Bass ($20.95), Spaghetti Carbonara (in an egg parmesan sauce at $13.95), Chicken Scarpariello (chicken on or off the bone cooked with sweet vinegar peppers and hot cherry peppers and sliced potatoes in a rosemary garlic sauce at $14.95), Gamberi Villaggio (shrimp rolled with prosciutto over a bed of spinach in a sambuca sauce at $17.95) and Cappellini Grattugiato ($12.95), angel hair pasta with bread crumbs, walnuts, anchovies and argentino reggianito cheese in a garlic and oil sauce. Meals start with two kinds of olives and artichoke hearts in olive oil and a basket of Italian bread. I can recommend the Pollo Capriccioso ($14.95), lightly fried breaded chicken cutlet topped with arugula, fresh tomato and fresh mozzarella, the Rigatoni Portobello ($17.95),

T&J Villaggio Trattoria at 223-225 Westchester Ave. pasta tossed with shrimp, capers, tomatoes, thyme and olives, a special of the day, and, my favorite, chicken breast sautéed in a white wine sauce with gorgonzola cheese, pears and walnuts ($15.95), another special. The amaretto cake ($4.95) was also delicious, not too sweet and nicely presented with whipped cream dollops, chocolate sauce decorating the plate, and a cherry. Villaggio Trattoria began opening for lunch about a month ago. The management is in the process of developing a lunch menu but in the meantime is serving hamburgers, open face steak sandwiches and pasta dishes. Customers may also order off the dinner menu and get smaller portions at less cost for lunch. Hours are Tuesday through Thursday from 11:30 a.m. to 11 p.m., Friday and Saturday from 11:30 a.m. to 12 midnight and Sunday from 12 to 10 p.m. Dinner is served up until an hour before closing time each night. Locolomo Restaurant 220 Westchester Ave. Port Chester 933-0155 Aline Polimeni of Newtown, Conn. opened Locolomo Restaurant at 220 Westchester Ave. on Dec. 21, 2002 in the space where Port Chester Rug and Linoleum had been for 50 years. It took over two years for the owner to get approval from the Village of Port Chester to construct the new restaurant specializing in Argentinian and other South American cuisine. Many of the dishes are cooked on the grill. It made sense for Polimeni to open a restaurant in Port Chester since she and her husband, Dr. Angel Polimeni, own the building in which it is located and Dr. Polimeni, an internist, has his office upstairs. The Polimenis hail from Argentina. When the Port Chester Zoning Board of Appeals didn’t approve the zoning variances required for the project, the Polimenis took the matter to court and “the court gave it to us,” said Aline. With its brand new stucco exterior and arched windows, Locolomo stands out on the street from the other older storefronts that surround it. Bright and spanking clean, Locolomo is a casual eatery that is open for breakfast, lunch and dinner. Manager Carlos Sanchez is friendly and speaks English well as did the waitress we had on a recent visit. There are three large striking tables for four in the front of the restaurant set with fresh flowers in vases and smaller booths for two along the right wall. Customers may also sit at stools at the marble counter with arches where takeout orders are placed. Bright lights hang above the tables, two murals of the outdoors decorate the walls and large rust ceramic tiles cover the floor. Besides the regular dinner menu and a Milanesa Party Menu, there is a grease
board with daily specials. The specials are served with homemade soup or salad. The chicken noodle soup, made with spaghetti, carrots, celery and hunks of chicken, is especially good. The dinner menu ranges in price from $7 to $12.50 and includes beef, chicken, fish and shrimp dishes. Spicy Argentinian chorizo sausage also figures prominently. Among the dishes I’ve tried is Fiesta Latina a la Parilla ($12.50), a combination of grilled skirt steak, baby back ribs and chorizo served with Spanish rice flavored with carrots, peas and corn. Only the ribs, with little meat and not much flavor, were disappointing. Milanesa Gardel ($7.95), breaded beef with chopped tomatoes, fresh parsley, mozzarella cheese, olive oil and drops of lemon served with Spanish rice, was tasty and interesting but too well done around the edges. Salmon Locolomo ($11.95), fish decoratively seared on the grill with Dijonaise sauce served with rice and perfectly cooked carrots, broccoli and zucchini, was excellent as were the Carmarones al Ajillo ($12.50), nine medium sized shrimp sautéed in a garlic sauce on a bed of Spanish rice. Both of these specials came with homemade soup. For dessert, we sampled Jello, rice pudding, fresh fruit salad and Duraznos (peaches and cream) and I would recommend all except the Jello. On the lunch menu there are sandwiches such as Lomito ($6.50), skirt steak cooked on the grill topped with Chimichurri sauce, lettuce and tomato on a wedge served with French fries; Lomito Especial ($7.50), prime rib cooked on the grill with a chimichurri sauce, served on a wedge with lettuce and tomato with onion rings and waffle fries on the side, Loco chicken ($4.50), grilled chicken on a wedge with fries; grilled meats; a vegetable wrap ($6.50), a quesadilla with chicken ($5), half of a roasted chicken ($6.50), barbecue baby back ribs ($6.95), and Locolomo Salad served in a tortilla shell with a choice of grilled chicken ($6.50), skirt steak ($8.50) or grilled vegetables ($6.50). Breakfast is served Monday through Friday from 6 a.m. to 11 am. and brunch Saturday and Sunday from 8 a.m. to 3 p.m. Banana pancakes ($4.50); banana and walnut pancakes ($4.95); Huevos Rancheros ($4.50), two fried eggs with ranchero sauce, ham, home fries and toast; grilled hot cakes ($4); Locolomo Steak Breakfast ($7.50), skirt steak with two eggs any style, home fries and toast; omelets (one made with Argentinian chorizo); and Media Luna Special ($2.35), ham and one egg with muenster cheese and mozzarella. Hours are Monday through Friday from 6 a.m. to 9:30 p.m., Saturday from 8 a.m. to 9:30 p.m. and Sunday from 8 a.m. to 9:30 p.m. While they’ve only been open two months and it’s the slowest time of the year, Polimeni said they have developed a good clientele and her overall feeling about the future of the restaurant is positive.
