Rosie’s on the River still testing the waters By Jananne Abel
New chef making positive changes
I
t’s been four years since Anthony Salvatore took over Per Voi on Port Chester’s North Main Street from Joe Fornino. Fornino was one of the first restaurateurs to make a major investment on North Main in the 1990s, at one time owning Per Voi at #23 and Shipwrecked next door (soon to be Mary Ann’s Mexican Restaurant). Eventually Fornino was arrested and had to serve time for his organized crime connections. That’s when Salvatore, a lifelong Port Chester resident, bought the restaurant, which had been known for its fine Italian cuisine, and has been struggling to find the right niche and make it his own. In June 2009, Salvatore, 57, renamed the Italian eatery Rosie’s on the River. “I wanted to get away from the past and to do something for my mother,” he said. His mom, Rosie, 84, has been living for a dozen years with Alzheimer’s Disease. Salvatore, who serves as a personable, dapper maitre d’ and circulates throughout the restaurant, had worked as a bartender and cook at various eateries before buying Per Voi. He also worked at Westchester Country Club for 22 years, first as a bartender and then running the men’s locker room, a job his father held before him. Three months ago, Salvatore hired Anthony Rubeo of Harrison as chef de cuisine and together they have put together a new menu. “It is constantly changing to see what people like to eat,” said Rubeo. “We’re trying to serve great food and plenty of it at the highest quality and a reasonable price,” said the new chef. He said he is trying to stay away
from traditional Italian food in favor of Italian cuisine with a “contemporary modern American feel.” He likes to “keep it simple and let it speak for itself.” Rubeo has family from all three regions of Italy—northern, middle and southern—and incorporates dishes from each into his cooking. He also likes to combine American products and Italian preparations.
Specials and specialties When asked about specialties, Rubeo said: “I like to consider all my food special. I put my heart and soul into everything.” Before coming to Rosie’s, he and his brother owned two restaurants over a period of 12 years—Stoneleigh Creek in Croton Falls serving American contemporary food and Armonk Lobster House. Last summer, he said, Westchester Magazine readers voted him one of the top chefs in Westchester, and Stoneleigh Creek got four out of five stars on the four reviews The New York Times did of the restaurant over 10 years. Salvatore cited the Mussels Bianco, sautéed in white wine, garlic and oil with a hint of cream ($10) as a special, and that appetizer is marked on the menu as “chef recommended.” In addition, Rubeo, 41, has brought back “the traditional Port Chester pan pizza” which he said was once made at Michael’s Famous Pan Pizza and the original Tarry Lodge. A deep dish pan pizza, it’s thicker than any pizza I ever had at either of those places, but I only go back 30 years. “Everyone who

My husband and I ordered the Quattro Fromaggio Pizza ($9/$14) made with parmesan, mozzarella, gorgonzola and fontina cheeses, and it was creamy and delicious. I also liked it because it was different from any other pizza in town. Thick but light, it has a fairly strong taste of gorgonzola. Other varieties include sausage and pepper ($9/$14), cheese ($8), Main Street (fresh tomatoes, fresh mozzarella, basil, garlic, anchovies and cherry peppers at $9), white clam ($9/$14) and gorgonzola shrimp ($9/$14). Listed on the lunch menu, it is also available for dinner. Braised Boneless Short Ribs with a Porcini Black Truffle Gravy ($22) is a regular special that has been so popular it will remain as such throughout

the winter. An example of an American product with an Italian preparation, the beef ribs are served over mashed potatoes and vegetables. The Tagliatelle Bolognese ($17 for a large portion, $8 for a smaller one), described on the menu as “house made wide egg noodles tossed with the chef’s own family recipe from Bologna,” is another special that caught my eye and was exceptional. Rubeo said the tasty meat sauce is made from a family recipe (his cousin’s grandmother’s) that takes him five hours to cook. The only ingredient he added to the original recipe is garlic. Eight flavors of ravioli make up the Fall Ravioli Specials ($17-20), from Shrimp Scampi Stuffed to Wild Mushroom to Red Pepper Pasta Beggar’s Purse (stuffed with chicken and mushrooms in a gorgonzola sauce) or even traditional cheese in a Bolognese meat sauce. The shrimp scampi—parsley and black pepper pasta stuffed with shrimp and covered in a sundried tomato cream sauce— brought a generous portion of this flavorful, filling stuffed pasta. Other specials include three to four soups of the day, such varieties as butternut squash, lobster bisque and seafood gumbo. I particularly enjoyed the first, a thick, sweet blend. Rubeo’s thinner than the average bisque blends a purée of carrots and onions, lobster stock and tomato paste into a savory mixture. With the menu still in flux, Rubeo plans to add an appetizer cart right after Thanksgiving which will be brought tableside so customers can pick and choose what they like.
Italian marketplace decor Salvatore and his staff are friendly, accommodating and make you feel at home in this long, narrow restaurant whose glittering Italian marketplace décor remains much the same as it’s been since it first opened as Per Voi in 1993. Mock storefront windows displaying flowers at one, fruits and vegetables at another still look fresh although the green floral carpeting looks tired. The ceiling with its exposed pipes is painted sky blue with puffy white clouds. Tiny white lights are strung across the end of the restaurant toward North Main Street behind which a striking fake fireplace with mantle is the focal point. Large attractive lanterns on the walls as well as candles on the tables in pretty beige and brown holders provide additional light. Tables in this main dining room are covered with beige cloths topped with white ones and set with matching beige napkins. Many customers prefer to eat at tables in the cozier bar area, where a fresh coat of pumpkincolored paint has replaced the previous flashy décor. This area is purposely kept separate from the dining room, said Salvatore, and thus the royal blue and white cloths and blue napkins here instead of beige and the earthenware dishes decorated with fruit as opposed to white ones. The long black bar accommodates 13 at tall stools with black backs and black and white seats. The tin ceiling is painted a copper brown. You can enter Rosie’s on the River either from North Main Street or Abendroth Avenue, although the preferred entrance seems to be through the bar from Abendroth. Please turn to page 6R

If you don’t feel like slaving in the kitchen on Thanksgiving, Rosie’s is the perfect place to book your holiday meal. The restaurant will be serving a 3-course feast for $29.95 featuring escarole and roasted turkey soup or Tuscan salad; penne vodka or baked stuffed manicotti; turkey, prime rib or baked ham with Brussels sprouts, broccoli, whipped sweet potatoes with marshmallows, garlic mashed potatoes and candied yams; coffee, tea and dessert of pumpkin cheesecake or warm bread pudding with vanilla ice cream. Or, if you do want to eat at home, Rosie’s will cook your turkey for you with at least three days’ notice. Seating up to 140 people, it’s also a good place for holiday parties large or small. My husband had the arugula salad ($8) where crispy pancetta, roasted apples and red peppers and the greens are tossed in a red wine vinaigrette and topped with shaved Grana Padano cheese to create a pleasing combination. For our main meal, we had a four-slice Quattro Fromaggio Pizza ($9) and the Tagliatelle Bolognese ($17), both described earlier and very satisfying. With our meal we enjoyed a bottle of Merlot Folonari ($28). For dessert, I chose the crème brulée ($7) from the tray of options brought to our table. Yummy custard was topped with a layer of hard caramel. Out of this world! Other desserts included New York style cheesecake, tira misu, apple crumble, carrot cake and double fudge cake. Rosie’s has also had homemade peach cobbler, which Salvatore said the Rye Brook Seniors raved about, and will be making bread pudding. About 50% of the desserts are house made. With two coffees, our check came to $86.44.

The lunch menu includes many of these items plus pizza, sandwiches ($9) and burgers ($10). Besides the Panini Italiano ($10), a whole list of other Panini have recently been added as specials. Some of the burgers include a cheddar bacon burger, gorgonzola burger and a Rosie’s burger with prosciutto and mozzarella topped with a fried egg. A new wine list is being developed to replace the current “archaic” one, said Rubeo. It will have more current wines and more Italian varieties including Proseco and sparkling wines. He plans to stick with Italian and American wines that are current, familiar and reasonably priced from $20 to $50. “People know wine today and are familiar with the pricing,” said Rubeo. They can’t be marked up as much as they used to be or people won’t buy them.
Hours, parking Rosie’s on the River is open Tuesday through Thursday from 11:30 a.m. to 10 p.m., Friday from 11:30 a.m. to 11 p.m., Saturday from 4 to 11 p.m. and Sunday from 4 to 9 p.m. There are no set hours for lunch and, except on Friday and Saturday nights, sandwiches and burgers can also be ordered for dinner. Parking is on the street (either North Main Street or Abendroth Avenue) or in the marina parking lot on Abendroth.
RESTAURANT UPDATE
Arrosto is now open for dinner at 25 South Regent St., Port Chester after an opening cocktail party on Nov. 8 with more than 500 guests. Anybody who is anybody in town was there. The long-awaited Italian restaurant, whose managing partners are Tony Longo from Park Deli and New York City restaurateur and Port Chester native Godfrey Polistina, will not be open for Thanksgiving. Lunch will be served starting Nov. 29. Starting Nov. 29, hours will be Monday through Friday from 12-3 p.m. for lunch, Sunday through Thursday from 5-10 p.m. and Friday and Saturday from 5-11 p.m. for dinner. A late night menu featuring pizza and appetizers will continue one hour after dinner is served Tuesday through Saturday. Bartaco is getting closer to completion with a sign now on the front of the building. Brought to you by the owners of Barcelona in Greenwich and other Connecticut locations, it is expected to open next month at 1 Willett Ave., Port Chester, the location of the former Ebb Tide. It will serve tacos and other small plate Mexican dishes and, of course, margaritas.
