An icy challenge illustrates responsible risk taking Sometimes it takes a little cold water to get your point across. So that’s just what the administrators at Village Elementary School in Hilton did to illustrate responsible risk taking to their students – had buckets of cold water dumped over their heads! The ALS Ice Bucket Challenge was part of the school’s first assembly of the year – each of which will illustrate a different International Baccalaureate (IB) learner profile trait. The 10 traits are what IB students strive for in their education. According to the learner profile, responsible risk taking is “approaching uncertainty with forethought and determination; and working independently and cooperatively to explore new ideas and innovative strategies. IB learners are resourceful and resilient in the face of challenges and change.” Before Principal Tracie Czebatol and Assistant

Principal Brian Lumb took the live challenge, students watched a video of their teachers taking the challenge over the summer at different locations – by their backyard pool, on a boat, in front of their school – just to name a few. Students are being asked to complete a form for their teachers outlining a responsible risk they will be accomplishing during the school year. The ALS Ice Bucket Challenge has been raising awareness about the disease amyotrophic lateral sclerosis by challenging people to record and post on social media a video of themselves dumping ice water on their heads and challenging others to do the same. In addition to raising awareness, the Ice Bucket Challenge has raised $113.3 million to support the fight against ALS. Provided information

Jones named Hilton CSD’s 2014-15 Teacher of the Year The Hilton Central Schools Teachers Association (HCSTA) 2014-15 selection of the Teacher of the Year was presented at the annual staff convocation at Hilton High School in September. This year’s honoree is Quest Elementary School teacher Carol Jones, who was honored for her ability to celebrate students’ individuality and inspire them to excel. A graduate of SUNY Cortland and The College at Brockport, Jones began teaching in Hilton in 2002 as a substitute teacher and then was hired the following year at Quest Elementary School. The daughter of a teacher, principal, then superintendent, Jones grew up learning the importance of education from her father, while her mother inspired her to work hard, persevere and follow her dreams. Four out of her five siblings are now working in education. Jones and her husband of 27 years, David, have three grown daughters, Ashley, 24, Emily, 22, and Sarah, 19, all of whom attended Quest and graduated from Hilton High School. “Volunteering in my children’s classrooms sparked my interest in teaching again,” said Jones, who took time off to raise her daughters. “After volunteering in Suzanne Pilon’s classroom, she convinced me and inspired me to get back into teaching and served as my mentor.” Jones is also inspired by her 86-year old classroom volunteer, Janet Lincoln. “She keeps me organized and shares her wisdom and life lessons with me and the students every day.” Nominees are screened by the HCSTA Teacher of the Year Committee chaired by Hilton High School teacher Debbie Montrallo. Letters of recommendation are collected from colleagues, parents and students. The finalists for this year’s award were: Tric Hess and Geoff Russo, Hilton High School; Steve Sorensen, Merton Williams Middle School; Tricia Clasgens, Northwood Elementary School; Carol Jones and John Weingart, Quest Elementary School; and Michelle Farrell and Tammy Reddinger, Village Elementary School. Readers may recall a recent article about acquiring 30 pheasant chicks from the New York State Department of Conservation to be raised and released. On September 8, the ones that didn’t escape were released at around 12 weeks old. The males were almost in full color which was interesting to watch develop. As chicks, males and females looked identical, but in a week or so some were obviously larger and around two to three weeks developed longer tail feathers - a solid clue that they were the boys. Colors came along slowly and the distinguishing white ring on the necks came on one feather at a time, it seemed. They could fly after only a few weeks and soon some of them were hanging upside down on the wire ceiling of their outdoor enclosure, searching for a way out. The mortality rate was higher than I expected but apparently that is not uncommon. About 20 survived to be freed. It will be interesting to see how often they are seen in the coming weeks and months, assuming their instinct keeps them from becoming coyote or fox food.

Having them around reminded me of an autumn Sunday morning in the late 1940s. We came home from church about 9 a.m. to observe a pump cock pheasant strolling through our garden, sampling the veggies as he went along his way. We all enjoyed watching him, but my mother, Anna, had other ideas, such as roasting him in her Dutch oven. She reminded my father, Joe, that he had only brought home two pheasants during the hunting season, which was now closed. Anna urged Joe to harvest this one, since we were obviously feeding him. Joe was a man who pretty much went by the rules and declined. Unhappy with the decision, Anna said something about how other men would do it. That was a challenge, so Joe went to the gun rack, picked up his Stevens single shot 22 caliber rifle and a couple of long rifle shells. He went to the house window closest to where the pheasant was, took aim and squeezed the trigger. The pheasant dropped in his tracks. Despite losing his right eye in WWI, and having to switch to left-handed shooting, Joe was a very good shot. Besides, as he joked, “I don’t have to close my right eye.” Realizing that someone may have heard the gunfire, he waited a while before heading over to the garden with a bushel basket in his hands, to retrieve the bird. As he bent down to pick it up, the pheasant jumped up, but couldn’t fly. He could, however, run and run he did - all over the garden with Joe in hot pursuit. Joe kept trying to drop the basket over the bird but it eluded him several times before he finally caught it. Meanwhile, half a dozen cars had gone down the road and some folks likely saw the activity. Joe ran to the barn, threw the bird in the wheat bin and buried it with wheat. After an hour or more, since no one showed up to question the activity, Joe retrieved the bird, dressed it and brought it in for cooking. It was a good fresh meal but I am not sure Joe enjoyed it. NYS Queen of Country Music launches book series for children by Kristina Gabalski Local country music fans are well aware of the musical talents of Nashville/Rochester recording artist Josie Waverly of Hilton. Now, the New York State Queen of Country Music can add children’s book author to her list of creative endeavors. Waverly recently released her first book in the Josie the Singing Butterfly series for children. The recording and performing artist says the books were inspired by her love of children (she is now a grandmother) and the fact that the love of her life calls her “Butterfly.” Twenty books are planned for the series which will follow Josie the Singing Butterfly as she experiences various adventures, inviting children along with her as she meets new friends and learns new things. The stories feature rhyming text for pre-readers and early readers alike. Waverly has partnered with local illustrator Jamie Rizzo to bring the singing butterfly to life. “I’m thrilled to be partnering with such a wonderful artist,” Waverly says of Rizzo, “she caught the spark immediately and illustrated Josie the Singing Butterfly, bringing her from concept to reality. The cherubic faces that she has drawn for this character will endear her to boys and girls.”

Waverly and Rizzo will introduce Josie the Singing Butterfly the weekend of October 4 and 5 during the Hilton Apple Fest. The two will have books, coloring books and t-shirts available for sale at the Hilton Community Center and will also be available to autograph them. “Launching this book series has been like giving Josie the Singing Butterfly her wings,” Waverly says. “I’m happy to see her fly.” Waverly also continues to express herself musically. She is currently at work writing songs for a new music release project. She has performed country music all over the United States and recently wrote and starred in two musical productions “My Gal Patsy” and “The Queens of Pure Country.” includes staff reports

The Ogden Police Department has received a grant through the National Association of Drug Diversion Investigators (NADDI) for a Pharmaceutical Drop Box. This grant is sponsored through Endo Pharmaceuticals and Zogenix. The drop box will allow citizens the opportunity to deposit unused, unwanted, or expired prescription drugs. The pharmaceuticals will be collected and disposed of in accordance with Federal and State laws. The box will be located in the lobby of the Ogden Police Department in the Community Center at 269 Ogden Center Road. Access to the drop box will be during normal Town business hours.

MaMa’s Toolkit LEGOS® aren’t just for kids by Michelle A. Dick LEGOS® are everywhere, with every kind of play set imaginable. From Harry Potter™ to Batman™ and Star Wars™ to Teenage Mutant Ninja Turtles™, LEGO® has obtained rights to just about every superhero and movie character that comes out today. When I was a child, there were only a few sets to choose from: police stations and space stations. I remember one of the best Christmases I ever had was when my brother received all of the LEGO® space stations from Santa. I soon took them over and couldn’t stop building. Back then, they didn’t have LEGOS® geared towards girls, such as “Friends” LEGOS®or Hello Kitty® and Barbie™ Mega Bloks® play sets. If you wanted to build stuff, it had to be a masculine creation. Thankfully, girls’ toys have come a long way since the 80s. Passing down the LEGO® tradition I saved all of my brother’s space station LEGOS® and now my boys enjoy playing with them, as well as the castle sets that I bought over the years. They also insist on getting the latest sets that money can buy. LEGOS® have slowly taking over our house, and you must be careful where you walk at night. We build together, and the boys enjoy buying me “girl” sets for my birthday and Christmas. On special occasions, we go to the LEGO® Store at Eastview Mall, where we can buy specialized pieces. The boys build vehicles, planes, buildings, and castles, while I build the Emerald City and tree houses. When word of “The LEGO® Movie” got out, we couldn’t wait to see it. The LEGO® Movie: Here we come! As soon as the boys had a school break, I took a day off from work to see it with them. Little did I know what an unforgettable movie experience it would be. Before the movie started, we sat for the previews which showed side nudity, a possessed little girl levitating, violence, and other not kid-appropriate things. The children in the theater, as well as the parents, were questioning the choice of previews. I figured other parents weren’t putting up a stink, and some had children younger than mine,

Donate gently used musical instruments to Hilton elementary schools

Research has found that learning music facilitates learning other subjects and enhances skills that children inevitably use in other areas. Unfortunately, not all parents can afford the cost of renting or purchasing a musical instrument for their beginning music student. That is why the Hilton School District is asking the community to search their closets, basements, and attics for gently used musical instruments that they can donate to the Hilton Elementary Music Department. There is a need for bass clarinets, bassoons, clarinets, flutes, oboes, and especially saxophones, trombones, and trumpets. Once the instrument is donated, the donation must be approved by the Board of Education, and then an acknowledgement letter is sent for tax purposes. Donations may be dropped off at any of the three elementary schools: Northwood Elementary School, 433 North Greece Road; Quest Elementary School, 225 West Avenue; or Village Elementary School, 100 School Lane, or pick-up can be arranged by calling the school’s main office. so we just sat and I distracted the boys from the previews until the movie started. Then “The LEGO® Movie” started, with Samuel Jackson as a newscaster explaining military robots, and there was a terrorist scene with a family huddled together as bombs were going off. I was in shock! I told my terrified boys to put their heads down and cover their ears. I said firmly, “Don’t look; people might die!” I told them to stay put as I and other parents ran out of the theater to tell staff to stop the movie. It turned out the movie label above the theater door was labeled wrong. It was supposed to be labelled “RoboCop.” Many people walked out and demanded a refund, the rest changed theaters to where “The LEGO® Movie” was actually playing. When the correct movie started, we were relieved that we didn’t have to sit for anymore previews.

Local artist’s paintings included in newly published art book Local artist Dianne Hickerson has three watercolor paintings included in a recently published art book, The Artistic Touch 6, edited and published by Chris Unwin. About 150 works were selected from across the United States and the United Kingdom. “A collection of today’s finest contemporary artworks” is Unwin’s description of the book. She adds, “Each painting in this book is a story told with passion. The use of beautiful, subtle color combinations, exquisite use of lines and unusual, sometimes complicated compositions will entertain you and make you think as well as feel the emotions expressed by the artists.” The artists featured in the book comment on their work, and explain their inspiration and technique. Hickerson’s work includes “Rose Bowl Three,” featured on a two-page layout that

introduces the section “Nature’s Beauties.” Her “Apricots & Sweet Peppers” appears inside as well as being featured on the back cover of the book. Her third included piece is “Breath of Spring.” All three paintings appear in the artist’s web site www. diannehickerson.com. Hickerson, a signature member of the Transparent Watercolor Society of American (TWSA) is a town of Sweden resident. She taught third and fourth grades at Brockport Central School for 33 years. After retiring, she pursued watercolor painting. Over the years her work has appeared in major exhibitions around the U.S. and Canada, and in books and magazines. Hiscock-Fishbaugh Post #788 wins Monroe County Baseball Championship He’s only been on the job for one season, but HiscockFishbaugh American Legion Post #788 Baseball Coach Daryl Wolf has already accomplished something no other Post #788 coach has done. Local civic leaders and Post #788 members were on-hand Wednesday night, September 10, to congratulate Coach Wolf and team members as they presented their Monroe County championship trophy – the first in Post #788 history. This year’s 18 wins and 4 losses in league play was no easy feat, with many wins secured in the last inning. “Historically, our teams haven’t hit well, but what won games for us were our pitching and defense,” Coach Wolf told those in attendance. “We spoiled several rallies by our opponents, some in the last inning.” Monroe County and District 7 American Legion Baseball coordinator George Debray echoed that sentiment: “These boys weren’t as strong as some of the other teams in the league but they played good, fundamental baseball.” While the Hiscock-Fishbaugh team bowed out of the District 7 tournament after one win and two losses, finishing the season with an overall record of 19 wins and 6 loses, the 18-man squad can truly say they earned it themselves. “One of the things that sets (Post #788’s teams) apart from the others is that we only select Hilton players,” said Hilton-Parma Recreation Assistant Director of Recreation Jim Volkmar. “I’ve been associated with Legion baseball for many years and while other Post teams can recruit from multiple schools, Post 788 has only selected from Hilton.”

The American Legion baseball program is a training ground for future college and professional players. More than 70 percent of college players have experience in Legion baseball. Hilton led early in game one by as many as four points before the Rangers went on an 8-0 run and used four consecutive service errors by the Cadets to earn a 25-17 win. Game two was tied on 11 separate occasions, including 22-22, before Schumann and Rabidoux registered three consecutive kills to finish a 25-22 win. In the third game, Hilton rebounded from an early five-point deficit to tie the game 19-19, but a Ranger kill by Jarod Barnard and a match-winning tip-kill by Rabidoux ended the 25-23 win and completed the three-game sweep. David Bocach led the Cadets with seven kills, Nick Jay 12 assists, Evan McIntyre five blocks and Armand Florio had eight digs. For the Rangers, Rabidoux added three aces to his team-high eight kills, Schumann had six kills and a pair of blocks and Barnard added four kills with 13 assists. Andrew Bertino led with five digs and chipped in three aces while Trevor Lane had three kills with two blocks.

Legal Notice Town of Riga Adoption of Local Law 1-2014 The Riga Town Board adopted Local Law 1-2014, entitled “A Moratorium on Average Density Developments and Planned Residential Developments” at a duly held meeting on September 10, 2014. Notification of the public Hearing was published in the Official Town Newspaper and Posted and on the Town Hall bulletin board. The Public Hearing was held on September 10, 2014 where public comment was heard. A copy of the Local Law is below: Local Law Number 1 of 2014 entitled, “A Moratorium on Average Density Developments and Planned Residential Developments.” Be it enacted by the Town Board of the Town of Riga as follows: Section 1. Title. This Local Law Number 1 of 2014 shall be referred to as the “A Moratorium on Average Density Developments and Planned Residential Developments.” Section 2. Purpose and Intent. Pursuant to the statutory powers vested in the Town of Riga (hereinafter the “Town”) to regulate and control land use, and to protect the health, safety and welfare of its residents, the Town Board of the Town of Riga hereby declares a temporary six (6) month moratorium on the establishment or development of any new Average Density Developments (hereinafter “ADD”) and Planned Residential Developments (hereinafter “PRD”) in the Town, or the issuance of any approvals or building permits therefor. Recently the Town Planning Board has become aware of possible developments being proposed within the Town. The Town anticipates that there may be an increase in the demand for these types of developments in the Town and that it may receive a number of new applications for, and inquiries about, the establishment of said developments within the Town. The question of integrating these types of developments within the Town’s existing pattern of predominately residential and agricultural land use emphasizes the need for suitable siting, land use and zoning standards with reference to the specific types of developments, consistent with applicable provisions of law. The Town Board of the Town of Riga desires to address, in a careful manner, this integration question on a comprehensive Townwide basis, rather than on an ad hoc basis, to update existing and possibly adopt new Land Use Local Law provisions to properly regulate same. The Town Board of the Town of Riga is now in the process of considering various options relating to this issue. The Town Board of the Town of Riga finds and determines that it needs the period of time covered by the moratorium imposed herein in order to carefully study the integration issue, draft proposed amendments to the Land Use Local Law, make appropriate changes to the draft of the proposed Local Law, schedule and hold the required public hearing on the Local Law, perform an appropriate environmental review of the Local Law, comply with applicable provisions of law, adopt the Local Law, and file a copy of the Local Law (as adopted) with the Secretary of State of the State of New York. Section 3. Scope of Controls. A. During the effective period of this Local Law: 1. The Town Board of the Town of Riga shall not grant any approvals which would have as the result the establishment or development of any new ADD or PRD within the Town. 2. The Town Planning Board shall not approve any site plan, approve any special use permit or other permit which would have as a result the establishment or development of any new ADD or PRD within the Town. 3. The Town Zoning Board of Appeals shall not grant any variance, special use permit or other permit for any use which would result in the establishment or development of any new ADD or PRD within the Town. 4. The Building and Code Inspector of the Town shall not issue any building permit or other permit which would result in the establishment or development of any new ADD or PRD within the Town.

Injunctive relief in favor of the Town to cease any and all such actions which conflict with this Local Law and, if necessary, to restore any extraction or excavation which may have taken place in violation of this Local Law.

Section 7. Validity. The invalidity of any provision of this Local Law shall not affect the validity of any other provision of this Local Law which can be given effect without such invalid provision.

Section 9. Effective Date. This Local Law shall take effect immediately when it is filed in the Office of the Secretary of State in accordance with section 27 of the Municipal Home Rule Law.

Section 8. Hardship. A. Should any owner of property affected by this Local Law suffer an unnecessary hardship in the way of carrying out the strict letter of this Local Law, then the owner of said property may apply to the Town of the Riga in writing for a variation from strict compliance with this Local Law upon submission of proof of such unnecessary hardship. For the purposes of this Local Law, unnecessary hardship shall not be the mere delay in being permitted to make an application or waiting for a decision on the application for a variance, special use permit, site plan, or other permit during the period of the moratorium imposed by this Local Law. B. Procedure. Upon submission of a written application to the Town Clerk by the property owner seeking a variation of this Local Law, the Town Board shall, within thirty (30) days of receipt of said application, schedule a Public Hearing on said application upon five (5) days’ written notice in the Official Newspaper of the Town. At said Public Hearing the property owner and any other parties wishing to present evidence with regard to the application shall have an opportunity to be heard, and the Town Board shall, within fifteen (15) days of the close of said Public Hearing, render its decision either granting or denying the application for a variation from the strict requirements of this Local Law. B. The Town Board of the Town of Riga reserves the right to direct the Town Building and Code Inspector to revoke or rescind any Building Permits or Certificates of Occupancy issued in violation of this Local Law. Section 4. No Consideration of New Applications. No applications for excavation, construction, development, establishment of any ADD or PRD affected by this Local Law or for approvals for a site plan, a subdivision, a variance, a special use permit or other permits relating to ADD or PRD shall be considered by any board, officer or agency of the Town while the moratorium imposed by this Local Law is in effect. Section 5. Term. The moratorium imposed by this Local Law shall be in effect for a period of six (6) months from the effective date of this Local Law. In the event that the Local Law entitled, A Moratorium on Average Density Developments and Planned Residential Developments” or a similar local law relating to ADD and PRD is adopted prior to the date that the moratorium imposed by this Local Law expires, then in that event the moratorium imposed by this Local Law shall expire immediately on the date that Town Local Law relating to mining takes effect in accordance with section 27 of the Municipal Home Rule Law. Section 6. Penalties. Any person, firm or corporation that shall establish ADD or PRD activity in violation of the provisions of this Local Law shall be subject to: A.
