More districts in Urban Suburban program next school year by Kristina Gabalski The Urban-Suburban program has captured more than its share of headlines in 2015. This year not only marks the 50th anniversary of the inter-district transfer program, but there has also been an unprecedented influx of districts deciding to join for the upcoming 2015-2016 school year. Since late February, no less than five districts have joined: Spencerport, East Irondequoit, East Rochester, Hilton and, most recently, Kendall. They join districts which have been part of the program for decades: Brighton, Brockport, Fairport, Penfield, Pittsford, West Irondequoit, and Wheatland-Chili. Many of the new districts have joined without fanfare, but in Spencerport, a number of parents and residents passionately voiced concerns over the program’s exclusion of white students. Others urged the board of education to bring the issue to a public vote. Jeff Crane, superintendent of the West Irondequoit Central School District and chairman of the Urban-Suburban governance board, says board members heard those concerns, and some changes are in store for the program that will open up the application process and expand the program’s mission to include reducing segregation based on socio-economic status in addition to reducing racial isolation. Also, out-of-district opportunities will be increased for suburban students as well as urban students. “We’ve been discussing changes to admission requirements for years,” says Crane. He was a featured speaker during one of the public comment/information sessions in Spencerport and tells the Suburban News/The Herald, “Spencerport caused a greater urgency,” regarding implementation of changes. He notes students in West Irondequoit, for example, can go from suburban to urban with no limitations. “We feel no student should be kept from accessing the application process,” Crane says. He explains that the governance board has also sought legal advice regarding potential changes to the program’s mission and goals. Crane observes that many things have changed over the years, “but one variable hasn’t changed. New York State has some
of the most segregated schools in America.” Because of that statistic, Urban-Suburban’s initial mission, “to decrease racial segregation,” must continue to be honored, he says. Therefore, the initial goal will remain intact while expanding the mission to include the goals of, “de-concentrating poverty and enhancing opportunities for students in the city and suburban districts,” Crane says. The governance board hopes to have changes implemented by September 2016, as it is too late to make changes for the 2015-2016 school year. “It’s our desire to have overall equity,” Crane says, “enhancing the opportunities for all kids.” He notes that the movement of UrbanSuburban students goes both ways - there are students in suburban districts who look to take advantage of specialized schools in the Rochester City School District, such as the School of the Arts. “The city school district is doing great work in various areas,” Crane says. In addition to increasing diversity in suburban districts, Crane says he sees Urban-Suburban as one component of a larger, community-wide effort to prepare students for life after graduation and make sure they are well-prepared for success in an ever-expanding global workplace. Superintendents from many newly signed-up school districts have cited that the program, in addition to its other benefits, will help them to increase enrollments which are on the decline, while also helping them to maintain their full line-up of course offerings. Crane says he feels increased interest in Urban-Suburban is also due to the significance of the milestone anniversary of the program this year. “People started to think about it in a different way,” he observes. “In a way, the 50th anniversary gave us more traction.” He adds that the board is excited to see the jump in school district participation. Urban-Suburban has a track record of success, Crane says, with data that indicates, “residents and non-residents graduate at the same high levels. Thousands of kids over the past 50 years have had opportunities because of this program that otherwise would not have been open to them.”

Monroe 2-Orleans BOCES Monroe 2-orleans BoCes Career and TeChniCal eduCaTion award winners student Of the Year The Student of the Year is chosen from among the year’s Student of the Month recipients, one each from the a.m. and p.m. sessions. Teachers of the 18 Student of the Month recipients may nominate their students for this award. A selection committee reviews the nominations and one outstanding candidate is chosen for Student of the Year. Michael disessa (Gates Chili) Certified Nurse Assisting II JOhn B. BarrY MeMOrial award John B. Barry was an honored Chrysler Motors dealer with over 25 years of service. Barry Dodge is the oldest Dodge dealership in Monroe County. Mr. Barry was also a life member and past President of the Kiwanis Club of Brockport and the Kiwanis Club International. In 1967, Mr. Barry was instrumental in developing the automotive program at the WEMOCO Career and Technical Education Center. He served with distinction on the very first Advisory Committee. The Kiwanis Club of Brockport has created a memorial fund in Mr. Barry’s honor. The monies from this fund have been given to an outstanding student in the automotive program. david J. creamer (Gates Chili) Autobody/Collision Repair Technology II ferris gOOdridge auxiliarY award The Ferris Goodridge Auxiliary Award is presented to a senior student who is pursuing a career in nursing. The student must display commitment, initiative, responsibility and competency in the field of nursing. Davison family has dedicated a scholarship to be awarded to a graduating senior who has earned distinction and is pursuing fulltime study in an accredited college, university or technical school. The scholarship will be awarded to a student in the Advertising Design/Multimedia, Certified Nurse Assisting, or Engineering and Metal Fabrication Academy class at WEMOCO Career and Technical Education Center. The student needs to have demonstrated distinction via at least one of the following: school performance, leadership, service and/or character. Michael washington (Gates Chili) Engineering and Metal Fabrication Academy II the victOr & Janet salitan schOlarship Victor Salitan served for 30 years as a school district attorney for several school districts and specifically for the Monroe 2–Orleans BOCES for approximately 16 years. Mr. Salitan was the driving force behind acquiring the BOCES facilities. He was one of the founders of Monroe–Orleans Veritas Development Corporation, one of the first not-for-profit education corporations in the state of New York. The purpose of this corporation was to purchase the BOCES 2 buildings from the LeChase Corporation, from whom the buildings were previously leased. Mr. Salitan’s foresight and expertise certainly assisted in the growth and development of BOCES 2. In 1980, the Victor Salitan Fund was established at the Rochester Area Foundation. This gift is held by the foundation as an endowment designated to benefit BOCES 2. This generous designation is yet another example of Mr. Salitan’s vested interest in programs serving youth and affords students in BOCES programs additional opportunities. vicki trieu (Gates Chili) New Visions Health Professions
JOhn M. dennis MeMOrial schOlarship The John M. Dennis scholarship fund was established in memory of a dedicated Monroe 2–Orleans BOCES retiree. Mr. Dennis worked at Monroe 2 Orleans BOCES for 21 years, employed in both the Center for Workforce Development and WEMOCO Career and Technical Education Center. He taught Robotics and Electronics/Robotics for 11 years. He became the School-to-Work Coordinator which he held for 10 years until he retired in 2009. During Mr. Dennis’ tenure he was a WEMOCO representative for the Monroe 2 Orleans Teacher Association and was actively involved in SkillsUSA. He was the NYS Officer Advisor for one year; the WEMOCO SkillsUSA chapter lead advisor for a number of years; and up through retirement a judge for many leadership competitions and the webmaster for NYS SkillsUSA. Mr. Dennis’ love for cars, specially Corvettes and racing, continued into retirement, hence serving on WEMOCO’s Automotive Technology Advisory Committee. This award honors a student who has demonstrated the ability to achieve his/her academic and career goals and possesses a strong work ethic. caMerOn B. estes MeMOrial award Throughout his life, Cameron B. Estes was a man who skillfully balanced the requirements of a family, a career and a need to creatively use leisure time. Following his death in 1982, members of Mr. Estes’ family, many of his friends, as well as many associated with Monroe 2–Orleans BOCES, helped establish a fund in his memory aimed at recognizing the benefits of wise and creative use of leisure time. The Cameron B. Estes Award will recognize a student who is cognizant of the fact that the proper use of leisure time takes as much careful and thoughtful planning and preparation as does a career, and that effective use of leisure time can provide individuals with the opportunity to make a significant contribution to their communities, their families and to themselves. emma hernandez (Gates Chili) Certified Nurse Assisting II the JOhn d. klOck schOlarship John D. Klock served the school districts of Monroe 2–Orleans BOCES as a Board of Education member for 28 years, beginning with the Hilton Board of Education in 1962. He served on the Hilton board for 14 years, 10 of those as president of the board. In 1975, Mr. Klock was elected to the BOCES 2 Board of Cooperative Education. He served on the BOCES board until 1990, as vice president for four years and president for one year. Mr. Klock was also president of the Monroe County School Boards Association from 1977 to 1978, and Area 2 Director of the New York State School Boards Association from 1980 to 1982. Mr. Klock’s years of service are a testament to his abiding interest in education and in the young people and adults in this area. Salutes 2014-15 Students WEMOCO students inducted into the National Technical Honor Society Twenty-nine students were inducted into the WEMOCO Chapter of the National Technical Honor Society (NTHS). WEMOCO teachers presented students with their NTHS stoles, certificates and tassles. To be a member of NTHS, a student must have a 90 or above average, an excellent attendance record, a CTE teacher recommendation and be graduating with a local, Regents or Regents with Distinction diploma. The students must adhere to the seven tenets of the NTHS: skill, honesty, service, responsibility, scholarship, citizenship and leadership. McGrath Charitable Foundation awarded 18 scholarships totaling $63,500 to local students for the 20152016 academic school year. The Foundation offers two types of scholarships to residents of the Towns of Sweden and Hamlin. The Philip and Margaret Dollard Business Scholarship is awarded to those majoring in business and the Marie Dollard McGrath Elementary Education Scholarship is awarded to those majoring in elementary education. Cole II, Class of 1971, by his wife, children, grandsons, and family friends, to the senior boy or girl who best exemplifies the qualities that Dan displayed throughout his life: compassion for others, involvement in school, a love of the arts, a keen sense of friendship, a willingness to help others, and a strong sense of humor. ANDREW HANAWAY ROWLEY In loving memory of Austin Boyd, Class of 2009, $500 is awarded by his family to a senior demonstrating the character trait of unselfish cheerful service and devotion to the welfare of others.
