P
roperty investment is often about looking into the future. While the delay to Crossrail’s arrival was a bitter disappointment for everyone in east London eagerly awaiting the sweet release of pressure on TfL’s wider network and much shortened journey times to a whole swathe of the capital along its route, the pain is shortterm. Whenever the line does open, it will transform journeys into the centre of the city with a speed that will have to be experienced to truly be appreciated, knitting together districts with a fresh thread of footfall and access. Not least, the 12 minutes it will take those in Canary Wharf to get to Tottenham Court Road – at present a journey of some 20 minutes involving a lengthy change from Jubilee to Northern at Waterloo. The time saving might not be enormous, but the experience will be very different. Consequently Galliard Homes’ decision to pay a little over £43million to TfL for Tottenham Court Road West (TCRW) before the Elizabeth line trains start running is a smart move. A mixture of residential and retail space, the scheme comprises 92 apartments for private sale and 9,939sq ft of commercial space on the ground floor, complete with its own Crossrail entrance, ticket hall and areas accessible to the public. The antithesis of a speculative brownfield site, the development is already in a prime location and spread over more than half an acre, bordered by Oxford Street to the north, Great Chapel Street to the west, Dean Street to the east and Diadem Court to the south. TCRW’s master plan was created by architects Hawkins\Brown and features interiors by Argent Design. It is essentially two buildings – one in Art Deco style, reportedly inspired by Edwin Lutyens’ 1938 creation the Pantheon further up Oxford Street, and the second intended to echo the Georgian townhouses of Soho. The former will rise to six storeys and boast a polished black

TCRW’s Crossrail station reconstituted stone façade with gold decorative panelling based on the etched windows of a Victorian bath house that once stood on Fareham Street. In addition to housing 69 apartments, ranging from studios to three-beds, it will also feature a 7,989sq ft Oxford Street retail unit and the Dean Street entrance to Crossrail. The other building, a storey shorter than its neighbour, will be covered in glazed bricks with recessed balconies for all of the 23 one, two and three-bedroom properties within. It will house a 1,950sq ft commercial space as well as kiosks opening onto Dean Street and Great Chapel Street. With ground floor ceiling heights of more than 28ft, the residential properties will be high above the crowds below. Most will also feature exterior space with winter gardens, covered balconies and sun terraces all on offer. Inside, the homes have been styled by Nicola Fontanella of Argent Design and will boast oak flooring, bespoke entertainment units, full-height windows and carpets in the bedrooms. The fully-fitted kitchens will have gloss cabinets, Quartz stone worktops and integrated appliances by Miele. Bathrooms will feature marble and porcelain as well as Geberit AquaClean remote control technology. The properties will also have hotel-style integrated master switches to turn off appliances and lighting on leaving and the ability to turn on pre-set lighting on arrival. The apartments will have ultra-fast fibre broadband enabled and pre-installed, cabling for Sky Q satellite and terrestrial TV, programmable mood lighting in all principal living areas and bedrooms and recessed electrical curtain tracks to all windows. While Crossrail’s opening date remains uncertain, when Elizabeth line trains do start running, passengers will likely flock to the Tottenham Court Road station, which includes gold-leaf artwork by Richard Wright and a digital piece by Douglas Gordon. station will act as an interchange with the Northern and Central lines, offering connections to Heathrow Airport in 28 minutes, Bond Street in two, Liverpool Street in five and Stratford in 14 on the new line. The first phase of apartments at TCRW – 81 available for private sale – have just been launched to the market with prices starting at £899,000. A glib statement in reality, because what is a starter home? By the way, ministers delivered zero, probably because the Government faced the same issues as private developers in respect of land acquisition, planning committees with their own agendas and time consuming and close to impossible pre-start conditions. I've got more years under my belt working in the E14 property market than I might care to admit! Of the many great benefits to having so much experience, probably the most important is having seen all the market's ups and downs. This experience puts us in a better position to advise our clients on the best time to make their move.
As we all know, the credit crunch brought things to a sudden stop. A new market cycle began, which saw more subdued levels of market activity. This cycle is now trying to come to a halt, but Brexit uncertainty has delayed the start of its successor. At the time of writing, it's still 18 days until the 2019 election. The result has the potential to be decisive.
Back in 2000, the market saw an almost unbroken run of growth in both house prices and sales volumes. For the eight subsequent years, prices rose by an average of 8.1 per cent per year, and by the end had lifted the price of the average home by £136,000. That was only part of the story. Transaction levels built up steadily over the period and by 2007, 7.5 per cent of the entire housing stock was changing hands each year.
The end of the market cycle is often the perfect time to make your move. The reality on the ground, as described by the multitude of buyers and sellers we speak to every month shows that things are finally starting to pick up in E14.
