how a panel for the Isle Of Dogs and South Poplar will help locals shape the future

This number of people Frame is looking to recruit to form the Isle Of Dogs And South Poplar Community Development Panel

R
ecruits are being sought for a panel aimed at ensuring schemes proposed for the Isle Of Dogs and South Poplar are of the highest possible quality. Identified by the ayor Of London as one of 12 opportunity areas in east London, the land around and south of Canary Wharf is expected to see substantial growth over the next two decades with 31,000 homes built and around 110,000 jobs created. As part of its plan to shape and manage that development, Tower Hamlets Council has decided to form the Isle Of Dogs And South Poplar Community Development anel. anaged on behalf of the authority by Frame Projects, the body will have an independent voice. embers will meet and give their views on plans, projects and planning applications as they are developed, tackling such issues as housing, transport, public spaces and the environment. “This is going to be a diverse mix of people to represent the people who live on the Isle Of Dogs and in South Poplar,” said Tower Hamlets Council cabinet member for planning and social inclusion Cllr ve c uillan. “It’s going to look at planning applications before they get to the committee stage, when they’re still in discussion, so they can be shaped to be more in line with what people want and what they think is going to benefit them. “The panel won’t replace any of the existing consultation processes, and it doesn’t take away any resident’s ability to object to plans. I really want to emphasise that.” putting the panel together Applicants to join the panel should either live on the Isle Of Dogs or in South Poplar, work locally or visit the area regularly. No experience in planning or architecture is necessary, but the council is keen to attract people who want to have a say in this part of the borough’s future and know it well. Prospective members will also need internet access as meetings are currently taking place online. “We are looking for people who

are thoughtful and willing to listen to differing points of view, said Cllr c uillan. “ embers can expect to attend one meeting a month, probably on an evening, to scrutinise plans. “It’s important to remember that people don’t need to support development – they can have ambivalent views or anti-development views. They can also expect to get quite a lot of training opportunities. It’s a great opportunity to learn about design and how to create areas and spaces. “The meetings will be scheduled in advance and the panel will be a regular commitment. “ embership will be a chance to learn about what’s going on from experts – especially for younger people. We really want to make sure some of them get involved in this. We’re also really interested in hearing from our private and

social tenants as well. You don’t have to be an expert, but you have to be interested and engaged in your local area.” Applicants should ideally also be confident in making contributions in meetings, able to provide positive advice on plans from a community perspective and be aware of the constraints under which the council operates.
Cllr McQuillan says the new panel will give residents an extra voice as developers bring forward proposals to the council before making a formal planning application

shaping the future The panel’s discussions will be turned into formal reports that will help guide council discussions and decision making. “This panel will be very much an independent body – the council is setting it up, but we’ve got another organisation that recruit members and manage it, said Cllr McQuillan. “It’s about getting that extra voice. The panel is really for before things get to the planning application stage. Usually a developer comes forward with a proposal and the council’s o cers discuss it with them – whether it meets with planning regulations and local planning policies or whether it needs to be changed. “ uch consultations are complex, with competing interests and we want to hear local residents’ views as well. If people feel that something doesn’t suit the area, and don’t feel it’s right, they will still have the ability to object. “We really want to avoid buildings that feel bland, isolating, dark or that have a negative impact on people’s mental health. “ uccess looks like a community that uses public spaces and mixes with each other. It’s not an easily tangible thing to put your finger on, but I think it’s development that doesn’t feel exclusive and divided.” getting involved Those wishing to join the panel should either email rame via community frameprojects.co.uk or call 020 3971 6167 to request an application form. Applications must be submitted on or before ebruary 1 . hen Ted Grunberg and Tod Stewart wanted to relocate from Chicago to London, they came up against an obstacle. While there were plenty of rental properties to choose from, the list was significantly curtailed when Scotch, their much-loved terrier was factored into the equation. “We spent around a year deciding where we wanted to live in London before making the jump across the pond,” said Ted, who works as a technology relationship manager. “Surprisingly, when we put the pet filter on, we were dismayed at just how many flats were knocked out of the running.”
Tod and Scotch, one of Canary Wharf’s first ever canine residents, enjoy open space outside 8 Water Street
Following an extensive search, the couple discovered 8 Water Street in Canary Wharf – a collection of 174 pet-friendly apartments ranging in size from studios to three-beds. Designed by Stanton Williams, the building is managed by Vertus, which is owned by Canary Wharf Group. “We debated compromising on quality so our dog Scotch could live with us, but we chose not to settle,” said Tod. “We kept looking and came across 8 Water Street and were blown away by the quality compared to other pet-friendly developments. Now we have a beautiful flat meeting all of our requirements and we didn’t have to give anything up.” Their arrival, having rented a one-bedroom property, means Canary Wharf is now home to residents with four as well as two legs. Tod, a consultant for a technology company said: “The kitchen is beautiful; it caught our eye right away. It is so different to American homes where they take up a lot of room. “Our balcony is huge and lets in lots of light through the windows and it has been a big hit with Scotch – he’s been out there sunbathing the odd moment the British winter weather has let up. “We have had no issues so far. The internet speeds here are lightning quick – a huge factor for us given our jobs – and the amazing Waitrose store is so close, everything we need is very convenient. Scotch has settled in very quickly too. He’s already made friends with the concierge team.” Prices at 8 Water Street start at £1,950 per month for a studio. ook beneath the columns of Harbour Central’s Maine Tower and you’ll find the Isle Of Dogs has welcomed four new residents. The bronze figures, each resting on its own block of stone, together make up Emergence – a work by sculptor David Breuer-Weil. As lockdown grinds on and outdoor exercise routes become routine, the installation and the opening of the landscaped gardens in which the sculpture sits, offer fresh turf for the feet and diversion for the eyes of local residents. Unveiled by Galliard Homes, which built the five blocks that make up Harbour Central, David’s piece depicts a figure rising from the ground. He said he drew inspiration for the bronzes from the area’s history and the physical strength of the lightermen who sailed small ships carrying cargo between the great traders berthed in the Port Of London. “I was really excited to produce this work, not only because the history of the area is so fascinating but because of the architecture itself – the vast columns at the base of the towers reminded me of ancient Greece and Rome and had an impact on the decision to cast sculptures in bronze, he said. “At a challenging time for the creative industries I think it’s brilliant that I’ve had this project to work on to contribute to the living area here. Emergence took two years to finalise, including eight months of practical construction and bronze casting ahead of its recent, public unveiling. Harbour Central includes 642 private apartments with facilities such as a concierge service, a gym, a spa, business suites and a cinema.

Its tallest structure at 42 storeys is Maine Tower, which contains 297 homes in studio, one, two and three-bed configurations as well as a foyer and residents’ lounge designed by Argent Design’s Nicola Fontanella. The properties range in size from 307sq ft to more than 1,200sq ft and while the majority are now occupied, a few remain on the market. Prices start at £575,000 for a one-bedroom home, meaning it qualifies for the Government’s Help To Buy scheme. Galliard sales director David Galman said: “At Galliard we pride ourselves on creating high-quality public realm around our developments and making them more than just a place to live, and so we’re delighted to have been able to work with such a well-known artist to bring these sculptures to life at Maine Tower.” Located in the centre of the Isle Of Dogs, Harbour Central is surrounded by numerous amenities including restaurants such as bustling Italian Capeesh, high-end steakhouse Goodman’s and meze specialist Moira. Less than 10 minutes’ walk from Canary Wharf, it also benefits from all the estate has to offer, including its transport links. The Isle Of Dogs boasts extensive off-road cycling with links into central London to the west, Greenwich to the south and Stratford to the north. While significantly delayed, Crossrail will eventually arrive at Canary Wharf, meaning residents will see whole swathes of the capital opened up including routes to Royal Docks – an area that’s rapidly emerging as a concentration of future development and civic power just across the river Lea. hile the phrase: “An Englishman’s home is his castle,” has been in use since the 17th century, never has its sentiment been more true or accurate than in the present climate. Our homes are our most valuable and prized assets. For me and my family, lockdown necessitates daily local walks, giving us the opportunity to admire streets of beautifully manicured lawns, front gardens and extremely well-maintained properties. It’s a clear demonstration that we are a nation that takes great pride and pleasure in our castles. Lockdown has made us re-evaluate our homes, whether it be the need for home improvements or a desire to relocate. Zoom and Microsoft Teams video calls have perhaps made people a little envious of what they can see on the screen: “Wow, look at that kitchen” or “I wish Outside space, close I had an open-plan proximity to parks and living room like that”. In our sales office, we space to work from have noticed the varied effect that staying at home have all jumped home has had on our to the top of buyers’ buyers’ needs and requirements. requirements lists From outside space David Galman, Galliard Homes to the close proximity of parks and woodlands or simply space to work from home – all have jumped to the top of our buyers’ requirements lists. No longer is proximity to the office a leading factor. In this evolving climate it’s vital to keep the housing market moving. Its strategic importance to the overall economy is often ignored but its links to consumer spending are innumerable. There’s DIY, furniture, gardens and homewares to buy, not to mention all the services associated with owning a property. Put simply, when house prices rise, homeowners become better off. As a consequence consumer confidence soars and so does spending and the overall health of the economy.

he evolution of Royal Docks continues with the launch of 295-home development Pontoon Reach. A joint venture between house builder Redrow and housing association Peabody, the scheme will see a mixture of studios, one, two and three-bedroom apartments and duplexes spread over four buildings near Pontoon Dock DLR station. The first of the quarter to reach the market is River Walk, a block containing 69 properties with prices starting at £330,000, making them eligible for the Government’s Help To uy scheme, which offers purchasers a 0 five-year, equity free loan towards the cost of a home. Buyers are expected to be able to move into the first tranche of properties in the summer. Redrow Greater London sales director Neil Bowron said: “The Royal Docks has transformed dramatically in recent years into a thriving residential neighbourhood with excellent connectivity to Canary Wharf, the City and beyond. “The much-anticipated release of Pontoon Reach by two of the UK’s leading developers brings high quality homes, where first-time buyers will also have the rare opportunity to purchase using Help To Buy, so making these homes even more accessible to Londoners.” Peabody director of sales and marketing Lisa Crush said: “This corner of east London has experienced a dramatic change over recent years, forging an exciting new riverside neighbourhood for homebuyers to enjoy living

Each property also has either a balcony or private terrace as well as benefiting from communal space – a courtyard at ground level and a residents’ roof terrace. Pontoon Reach is located within easy walking distance of Thames Barrier Park, which stretches along the river and provides expansive areas of open space. In addition to the DLR, the area offers cycle path connections all the way into central London as well as to other parts of the docks. The area is set to be served by Crossrail at Custom House, with connections to the West End from that station in 17 minutes. Other attractions in normal times include the Uber Boat by Thames Clippers service from Royal Wharf offering scenic journeys to Woolwich, Greenwich Peninsula and Canary Wharf plus London City Airport for ights to urope and beyond. While the Royal Docks has already seen much in terms of development and regeneration, there’s a lot more to come. ABP’s RAD business development – just across the water from Pontoon Reach – is well underway and, as London’s only designated Enterprise Zone, the area is already benefiting from more than £300million in investment, aimed at generating 4,000 new homes and 35,000 jobs. Nearby the £3.5billion Silvertown Quays project, which will see the Millennium Mills building and Silo D returned to use, is expected to provide further housing and numerous shops, bars and restaurants as well as work space for start-ups. Royal Victoria Dock is also set to become the home of the Greater London Authority when it moves to The Crystal building, signalling a shift in focus for the capital as cultural and civic institutions increasingly relocate to the capital’s east. My London Home is raising money to buy devices so kids can learn from home
agency creates fundraising drive to buy local kids laptops by Jon Massey
E
state agency My London Home has raised more than £11,000 to buy laptops to help children in Tower Hamlets learn from home while schools are closed due to lockdown. The firm, which has offices at South Quay, is aiming to raise a total of £15,000 so it can purchase 75 computers in addition to machines it has already donated. Managing director Andrew Griffith said: “During the most recent lockdown, when schools were again advised to close and pupils to work from home, it became apparent not every child had access to their own device. Often families only have one to share among a number of children
– this means they will miss out on vital learning. So we’ve come up with a way we can try and help, as we are all in this together. “We’ve already donated Chromebook laptops to schools in Tower Hamlets, but we know the need is much greater, so we’ve set up the Computers For Tower Hamlets Kids Appeal. Every penny donated will be used to buy devices for children in Tower Hamlets so they have access to home schooling during these challenging times. If you can help we’d really appreciate it.” Scan this code to find out more about the appeal or to make a donation online

Docklands Property Market: Is it Time to Stamp Out Stamp Duty? M
Hello
I started my property career working for an independent estate agent in the Wapping area. Since 1994 I have been based in and around East London. I started my own company in 1995 and it has grown from humble beginnings to become a well respected sales, lettings and property management agency operating in the Docklands and East London areas. Then in 2007, I opened my first branch in the Medway area. I am proud that we now have three branches in Kent. My operation is set to expand in 2020 and beyond. I am a long term member of both the NAEA and ARLA and a former Regional Representative for the latter. As the owner of a growing residential and commercial property portfolio, I understand well the trials and tribulations that property owners go through. I have well over 20 years experience of regenerative Dock’s areas and specialise in new development reporting. I am happy to advise you on all aspects of property. So, if you are looking at your first buy-to-let (even if it is with another agency), or have trouble with a tenant, feel free to contact me. I offer honest and impartial advice.
Spencer Fortag
ost people pay Stamp Duty Tax when they buy a property, house, apartment or other land and buildings over a particular price in the UK. The Chancellor, Rishi Sunak (quickly followed suit by the Welsh and Scottish Governments), announced last July that Stamp Duty was partially being suspended on all English property transactions up to £500,000 (£250,000 in Wales and Scotland) - a Stamp Duty Holiday.
That meant only 1 in 8 English buyers would pay any Stamp Duty Tax on their home purchase (if it was over £500,000), saving any buyer up to £15,000 in tax on the purchase. The problem is the property needs to have been purchased and bought by the 31st March 2021. Complete the transaction a day later, and those buyers will have to pay Stamp Duty. The issue is local authorities are snowed under with local search requests, mortgage companies and conveyancing staff are working from home, so property transactions are taking much, much longer. This means many Docklands (and UK) buyers who have currently sold (subject to contract) will miss out on the stamp duty saving. Most (not all) estate agents have been warning the buyers and sellers in their property chains that some deals might not make the 31st March 2021 deadline and pleasingly, most people aren’t moving because of the Stamp Duty Holiday (they are moving because they need extra space because of the pandemic). However, it only takes one person in the chain not to be
‘singing off the same hymn sheet’ for the whole chain to collapse … so keep in touch with your estate agent. A campaign by one of the national newspapers and an online petition to extend the stamp duty holiday has meant the topic could be debated in Parliament in the next few weeks, after 100,000 home buyers and sellers signed that petition, asking for an additional six-month Stamp Duty Holiday. The home buyers and sellers are worried the property market will collapse after March 31st when the Stamp Duty Holiday is removed. The last time British home buyers were conscious of upcoming Stamp Duty changes, it distorted the number of properties sold. The bigger question though is, did it change the overall number of people moving home? In November 2015, the then Chancellor, George Osborne, announced in his Autumn Statement that buy to let landlords would have to pay an additional 3% in Stamp Duty (over and above owner occupiers) for all property bought after the 1st April 2016. As shown in the graph below, this caused a surge in property buying (which we have seen since this summer with the Stamp Duty Holiday), with many Docklands buy to let landlords completing their property purchase in March 2016, as they dashed to complete their property purchase before the tax increase. In the 3 years of 2015/6/7, the average number of Docklands and Tower Hamlets properties sold (transactions) per month was 343 per month, yet in the month before stamp duty was changed in March 2016, Continued on page 2
Wharf Life Feb 3-Mar 3, 2021 wharf-life.com
21
Continued from page 1 transactions rose to 615, an uplift of 79.3% from the average or an extra 272 transactions in that month alone. Yet, look at the months of April and May, the property transaction numbers slumped, meaning in those two months combined, there were 199 less transactions. Fascinating don’t you think?
Yet, with the average value of a Docklands home at £524,900, the stamp duty cost if the sale is delayed after the 31st March 2021 is an additional £15,000 – a figure that shouldn’t break the bank. So, if the Stamp Duty Holiday isn’t extended – it might not be such the nightmare scenario as some people believe. My advice to all buyers and sellers is to be constantly talking to your estate agent, your solicitor and your mortgage broker. With your estate agent to ascertain if they have asked every person (or asked the other agents in the chain to ask the question), “What if we don’t meet the stamp duty deadline?” With your mortgage broker and solicitor to give them all the information they need to ensure there are no delays with any information they request from you. One final thought, some mortgage providers allow insurance policies to be purchased by your solicitor in case your searches (from the local authority aren’t back in time) … the cost of those will be much lower than the cost of the stamp duty ... again, speak with your solicitor. Irrespective of whether you are a client of mine or not, if you would like a chat about anything mentioned in this article, don’t hesitate to contact me.
So, if the Stamp Duty Holiday isn’t extended, what will that mean for the UK and Docklands property market? London and the South East seem to be particularly exposed to the removal of the Stamp Duty Tax break because it has such a high proportion of property priced between £300,000 and £500,000. These areas benefit from the highest tax savings relative to house price.
