as the Government’s Help To Buy: Equity Loan scheme’s deadline looms, we take a look at how it works and who can use it by Jon Massey
first-time buyers with the purchase of a newly built property in England.
he Government’s current Help To Buy scheme is set to end on March 31 next year. While the measures in place now were a replacement for an assistance package that ran from 2013 to 2021, there are at present no plans to extend or replace them with something similar after they expire. The political turmoil that has brought Boris Johnson’s time in power to an end looks set to continue through the summer, making any change unlikely. That leaves prospective buyers with a looming deadline of October 31 this year – the last date anyone can apply for Help To Buy that should allow enough time for legal completion before the scheme ends in March. For those considering a purchase we’ve put together a few FAQs to help.
why is everyone talking about it now? The current scheme, which was introduced in 2021 ends on March 31, 2023 – however the last date for applications to use it is much closer.
what is Help To Buy? Help To Buy: Equity Loan – to give it its full title – is a scheme designed to aid
how much can I borrow? That depends on which region you’re buying your property in. In London the maximum property price is £600,000. An equity loan could cover up to £240,000 of that. The deposit of 5% on such a property would be £30,000, with a mortgage for £330,000 needed to complete the purchase.

so that’s just what I borrowed? No. Because it’s an equity loan, you repay the percentage you borrowed based on what the property is worth when you sell it. If the home has gone up in value, that will be more than the amount you borrowed. If it has fallen in price, it will be less.

how does it work? Essentially the scheme allows prospective buyers to combine money they’ve saved for a deposit with an equity loan from the Government (between 5% and 40% of the value of the property in London). The buyer then contributes a deposit of at least 5% and takes out a repayment mortgage to cover the rest of the cost, buys the home and becomes the full owner of the property.

do I have to repay the loan? Yes, although it remains interest free for the first five years. In year six payments must be made but these are interest only. The loan can be repaid in part (at least 10%) or in full at any time during the period of ownership.

is it only for newly built homes? Yes. The buyers must make their purchase from a homebuilder that’s registered with the scheme. can anyone do this? No. Buyers must be 18 or older and be first-time buyers. That means they cannot own a home or land anywhere in the world now or in the past, have any form of sharia mortgage finance, own a home bought with other people or have inherited property or be married or co-habiting with anyone who owns a property. anything else? Applicants should be aware that they cannot buy a second home before repaying their Help To Buy Equity Loan

F
irst up in our Help To Buy focus is Goodluck Hope, a development located on the Thames near the mouth of the River Lea in east London. Both studio apartments and one-bedroom homes qualify for the Government scheme with prices starting at £430,000 and £550,000 respectively. Built by developer Ballymore, Goodluck Hope’s 804 properties are located on the Leamouth Peninsula within walking distance of East India DLR station and Canning Town station via the bridge from the company’s nearby London City Island scheme. With work and completions well under way, the homebuilder recently announced the launch of the Lantern Room – a residents’ lounge on the 29th floor of Douglass Tower. This facility offers panoramic views across London including nearby Canary Wharf and The O2 across the river on Greenwich Peninsula. Available to residents and their guests all day, every day, this communal space has been designed to accommodate flexible
remote working, relaxation, events, social gatherings and celebrations. Featuring interior design by Amos And Amos, the Lantern Room is named because of its close proximity to the lighthouse at creative workspace and business district Trinity Buoy Wharf, and includes an outdoor mesh platform so residents can step outside to investigate the views further. The room comes fully equipped with long tables for group gatherings, intimate seating areas, and quieter workstations, along with its own communal kitchenette serving soft drinks and a selection of wines. “The space is an extremely flexible and inviting lounge space for residents to enjoy all-year round, highlighting the fantastic location of the development and showcasing its unrivalled views of the London skyline,” said John Mulryan, Ballymore group managing director. “Ballymore is committed to preserving the unique heritage of all our development projects, which is reflected in the bespoke industrial designs at Goodluck Hope – we are excited to welcome residents into their new Lantern Room to work, play and live.”

The space forms part of an extensive list of facilities available at the development. Residents automatically become members of The 1595 Club, which includes a 24-hour concierge, a 25m indoor swimming pool, a steam room, a fully equipped gym with studios and weights room, a private cinema and a dedicated business centre. In addition to facilities on-site and at Trinity Buoy Wharf, the development benefits from its proximity to the nature reserve at East India Dock Basin, the attractions of business and education campus Republic, and the amenities at London City Island. Canary Wharf is within walking and easy cycling distance, while other destinations such as London City Airport, Excel and the City can be reached by both the DLR and Jubilee line connections nearby. Plans for the area include the Hercules Bridge across the Lea to the north of the development and Trinity Buoy Wharf’s aspirational idea for a Living Bridge to take walkers and cyclists over the river towards Royal Docks. In addition to properties available through Help To Buy, Goodluck Hope also offers a selection of two and three-bedroom apartments as well as townhouses (set to launch on August 6) and loft penthouses. Starting price for a one-bedroom apartment at New Union Wharf on the Isle Of Dogs
Rivers are often the heart of cities. Paris has the Seine, Rome the Tiber and New York the Hudson. London, of course, has the Thames and properties along its length are some of the capital’s most desirable. Figures from estate agency Knight Frank suggest homes in the UK that are near rivers are worth an average of 46% more than those further away. That doesn’t mean, however, that homes on the banks of the Thames are beyond the reach of first-time buyers. Housing association L&Q’s New Union Wharf includes a selection of apartments available with Help To Buy. Located on the eastern edge of the Isle Of Dogs, a 20-minute walk from the various attractions of Canary Wharf, the development is offering one-bedroom homes with a starting price of £460,000. Designed by architects Jestico + Whiles, the scheme’s U-shaped blocks face the water and Greenwich Peninsula, interspersed with landscaped gardens. The apartments themselves feature flexible open-plan living space, private balconies and fully fitted kitchens with handle-less units, integrated appliances and bathrooms with white sanitaryware and mirrored cabinets. L&Q sales director Claire Brenlund said: “London’s riverside homes have long been some of the most sought-after in the capital, providing a sense of tranquillity and calmness that can be hard to find in a city. “We’re pleased to be offering Help To Buy at New Union Wharf, meaning buyers need just a 5% deposit to secure their home, supported by an equity loan of up to 40%. This gives a whole new generation of homeowners the chance to enjoy living on the River Thames.” In addition to its proximity to the water, New Union Wharf is also close to outdoor space at Mudchute Park And Farm and within walking or cycling distance of Greenwich Park via the foot tunnel over the river. Nearby amenities on the Isle Of Dogs include the Lotus Chinese Floating restaurant and oriental supermarket, La Nina Caffe And Mercato for Italian refreshments and the Pepper Saint Ontiod and Waterman’s Arms pubs. The development is seven minutes’ walk from Crossharbour DLR for easy access to Bank and the City and the interchange at Canary Wharf for the Jubilee, Elizabeth Line and Uber Boat By Thames Clippers. 18 how a pair of developments by Countryside offer options for those looking further to the east by Jon Massey
T
he size of deposit needed to use Help To Buy varies with the purchase price of the property. Consequently for those with a smaller amount of money to put towards a home will need cheaper options than can be found in central London boroughs. Countryside has two developments in east London with properties available from £345,000 at one and £285,000 at the other. Fresh Wharf Located in Barking And Dagenham, this development comprises 911 new homes, a landscaped public plaza, riverside cafes, shops, restaurants and green space. It’s less than a mile from Barking Station, which is served by the District and Hammersmith And City lines, London Overground services and National Rail trains into Fenchurch Street. That puts the development 14 minutes from Westfield Stratford City, 16 minutes from The O2, 18 minutes from Canary Wharf and 24 minutes from the City. Much change is also afoot in the borough – the only one in the capital with access to a freeport zone, which is expected to bring an additional 25,000 jobs to the area. Other regeneration projects include the creation of London’s largest film production campus costing £300million and the relocation of London’s wholesale markets from Billingsgate, Smithfield and New Spitalfields to a single site in Barking.

Beam Valley is being delivered by Countryside and L&Q
Buyers looking to purchase at Fresh Wharf can use Help To Buy at Teal Point, the latest phase in the development. Nearly 70% of this collection of one, two and three-bedroom properties has already sold, so buyers will need to act quickly. Prices start at £345,000. Go to fresh-wharfbarking.com Beam Valley This project is one of London’s largest regeneration schemes, with Countryside and L&Q building more than 3,000 homes. On completion Beam Valley will see a range of one and two-bedroom apartments and two, three and four-bedroom family homes built alongside a medical centre, two primary schools, retail spaces, a leisure centre, a nursery, community facilities, a multi-faith space and two energy centres. The development also includes a new park running through the site, which is close to Beam Valley Country Park – a 180-acre nature reserve. Transport links come in the form of the District Line from Dagenham Heathway, and rail services into Fenchurch Street from Dagenham Dock station that take 21 minutes. A £2.7million investment into local public transport means the development will be well connected with bus routes alongside its dedicated Zipcar club with residents getting free membership. Cycle routes connect the site to Rainham Village. Prices at Beam Valley’s latest phase of one and two-bed apartments – Portland House – start at £285,000. Go to beampark.com

onnectivity is one of the first things that comes to mind when talking about Royal Arsenal Riverside. The Berkeley Homes development saw its own Elizabeth Line station open in May, joining a host of transport links serving the area including the DLR, Uber Boat By Thames Clippers and National Rail. The new route means residents can now get to Canary Wharf in eight minutes – a 25 minute improvement – as well as rapidly cross London to Paddington, Liverpool Street and Tottenham Court Road in well under half an hour. The development – a blend of newly built properties and conversions of existing Grade II listed structures – is well established, with a thriving residential community, restaurants, bars, shops and leisure facilities already on site. When complete, Royal Arsenal Riverside will be home to around 5,000 properties in addition to many public open spaces and the Woolwich Works cultural district. This facility is home to a multitude of performance venues and creative companies including Punchdrunk, Chineke! and the National Youth Jazz Orchestra. Other amenities include the Dial Arch pub by the Elizabeth Line station and SALT beer factory as well as a pharmacy, a doctors’ surgery and a nursery. Prospective Help To Buy applicants have two options at the development. A limited number of one-bedroom homes are available in both its Building 10 and Compass Wharf phases with prices starting at £510,000. The former overlooks Windsor Square – a space created from one of the existing buildings that will house an arcade of commercial spaces – and promises interior decor inspired by the history of what was once the Royal Carriage Factory. P
roperty values have dominated our lives and the headlines for an eternity. The house building boom of the 1950s and 1960s in post war Britain, almost definitely kick-started the public’s interest in home ownership. Rows and rows of terraced houses were constructed and towers created from scratch, along with inner city council estates. This was the birth of the high rise, as home ownership and local authority tenants lived side by side. There followed the great local authority sell off, introduced by Margaret Thatcher’s Conservative Government, enabling thousands to buy their council-owned property at a huge discount to market value. Maggie’s reign coincided with the birth of Canary Wharf too, as the East End began its transformation from post industrial and dockside wasteland into one of London’s most progressive, forward-looking destinations. The creation of the London Docklands Development Corporation and the enterprise zone enabled the area and surrounding locations to take off. Thousands of new homes, a new railway, improved roads, and rail infrastructure and some of the finest modern offices and substantial While the economy is retail spaces now sit on the brink and we are alongside a wealth of restaurants and bars. in the midst of a cost Canary Wharf and of living crisis, demand all of the surrounding residential and will continue to outstrip commercial locations have combined to supply in this area make each of the David Galman, Galliard Homes following postcodes a sought-after destination – E14, E16, E1, SE1 and SE16. My grandparents and parents couldn’t wait to escape these areas, but thanks to regeneration projects, enterprise zones, low taxation and foresight by the Government at the time, these areas have flourished. They have also became a barometer for the state of the property market. They say if America sneezes, the UK catches a cold. It could be said if values fall in Docklands, prices in London and the South East follow suit. In the last 12-18 months Docklands values have fallen, or shall we say “corrected”. However, demand has stabilised – all of the more recently built towers are close to full occupation. Viewings on an ever-decreasing volume of vacant flats have increased again and tenants are flocking to the area with rents increasing. We are also seeing the international market return. So, while the economy is on the brink and we are in the midst of a cost of living crisis, demand will continue to outstrip supply in our most wonderful of areas. For those with the necessary savings, it could well be the right time to buy. Prices at Oxbow – a development located on a bend in the River Lea opposite Bow Ecology Park – start at £438,000 with select apartments available through the Government’s Help To Buy scheme. Situated within walking distance of East India DLR and Canning Town station for access to the Jubilee Line, Oxbow benefits from both the amenities of Canary Wharf (including the Elizabeth Line) and the rapid regeneration of the areas to its east. Homes at the development have styling inspired by the warehouses of East India Docks, which once stood
on the site. They come in two colour palettes, boast high-spec fittings and are ready to move into immediately. On-site buyers will find a residents’ lounge, a concierge service, a gym and a new landscaped park called East India Green as well as public art created in collaboration with the local community. A nursery, GP practice, wellness cafe, and grocery store centred around the new Aberfeldy Square are all set to open by the end of 2022. A new community centre is also set to open on-site in early 2023, offering activities and services for local residents including after school clubs and coffee mornings. Oxbow is also close to Aberfeldy High Street, which has been given a makeover as part of the project. Aimed at revitalising the area, shop fronts have been painted in bright colours with amenities including a boxing club, barber, arts space, grocer and the Tommy Flower pub. The development is also close
to Poplar Works, which provides workspaces for fashion businesses and makers alongside The Works Cafe. EcoWorld and Poplar Harca’s future plans include improvements to existing parks and open spaces, walking routes and cycle paths. There will also be more homes as well as new public and green spaces, shops, cafes and restaurants as part of the next phase of development.
