First Aid
On site emergency services can be quickly located by contacting a volunteer or event staff member wearing a green vest. Event staff operate radio communications and will find appropriate help. Minor first aid complaints can be addressed at Booth #19 near the Information Booth.

The ATM is located in the Rec Hall across from the Information Booth on the corner of Alexander and Coveland Streets.
Parking
Festival Parking is conveniently located adjacent to the Entertainment and Food Court. Children’s Activities are located in the library. Daily parking fee is $5. Parking signs along Main Street direct patrons to festival parking. All parking attendants are Coupeville Boys and Girls Club volunteers.
FESTIVAL INFORMATION Parking fees directly benefit the Coupeville Boys and Girls Club (a Coupeville Festival Association partner), higher education scholarships and Coupeville Community project grants. There is NO charge for parking after 5PM on Friday and Saturday evenings.

Festival and Overflow Parking Signs along Main Street will direct you to either parking lot. Regular festival parking is located behind the Town of Coupeville parking lot also know as the Village Green (adjacent to the library). Overflow parking is located next to Island County Annex (WSU Extension Office area). Parking attendants at both locations are Coupeville Boys and Girls Club volunteers. Parking fees directly benefit the Coupeville Boys and Girls Club.

REFLECTIONS
President Carol Heimgartner Moliter: I may have been President for only a few short months, but my involvement with the festival extends back to 1989 when I did the festival’s first professionally printed poster. I have been involved - in the background of publicity - with the festival almost continually since then. One would think I knew what I was getting into? H-m-m-m! What an absolute delight it has been to associate with the many, many volunteers needed to put this seemingly short event together. It is only two days, at least that is what the advertising says. Consider that the festival more than quaddruples the number of businesses in town. The artisans with vehicles, merchandise, tents and support personnel must be located within a three-square block area in a matter of hours late Friday and early Saturday. The tear-down on Sunday evening goes even quicker. Somewhere in that 48 hour period, a crowd estimated at 15,000 - 20,000 along with their vehicles, land in the same small space to enjoy the giddy atmosphere of a task well-done! Improvements this year include refinement of a more convenient overflow parking lot across from the County buildings; additional golf carts to transport weary shoppers and their merchandise back to the parking lots; and festival traffic routed around the food/music/beer location for a more leisurely experience for attendess taking a break from shopping.

President Coupeville Festival Association After our volunteers, one entity deserves special thanks. That is the Town of Coupeville, without whose support, professionalism and allegiance to this historic town environment, events such as the Coupeville Arts and Crafts Festival could not happen.
Past President Mike Dessert, now Operations Chair: As an 18 year veteran volunteer, seven as board President, I have many positive experiences connected to this yearly event which requires year-round planning and activity. Community support is the single most impressive part of the festival which is managed by an all-volunteer Board of Directors and Chairmen. The festival has grown from an office in the back room of a volunteer’s house to a permanent office in Coupeville. Years ago the volunteer staff numbered less than 100. That number is now approximately 250 volunteers to assemble and tear-down the twoday event which is host to 15,000 - 20,000 visitors. The Central Whidbey Chamber of Commerce (as it was called in 1964), the Central Whidbey Sportsman group and the Front Street Development Association were the organizers of the first festival. The goal was to bring visitors to the Front Street area. The hope was that once people realized there were businesses located there, they would come back after the festival to patronize those businesses. Almost from the beginning the festival made more money than was required to operate the next year’s festival. The giving-back-to-the-community began! As of 2017, the festival had generated $976,000 which has been returned to the community in the form of project grants and scholarships. This year, barring unforseen difficulties, the festival should surpass the MILLION DOLLAR mark. What a commendation for the efforts of all the volunteers since 1964 who have made this possible!

8 Poster Artist
Deborah Francis Deborah has been an artist and teacher for most of her adult life. She has taught ceramics and sculpture to high school, college, and adult students and worked as an art teacher at the international school of Kenya in Nairobi.
Stoneware, Raku clay, and recycled materials were her primary focus prior to discovering a relatively new material: polymer clay. Moving to Whidbey Island, Washington thirteen years ago from the “other Washington” allowed her to concentrate on using polymer clay to create jewelry and sculpture. The properties inherent in polymer clay opened up a world of color and texture. While polymer clay is generally used for small applications such as jewelry, she is exploring the use of the material on a relatively large scale to create relief sculpture. An example of her sculpture work is the image that was used on this years Arts and Crafts Festival poster. The desire to expand her art vocabulary led to working with various metals as well as incorporating found objects, beads and wire in both sculpture and jewelry. Since her time is divided between both media, some cross pollination occurs and new ideas emerge. Her working process can best be described as a tactile dialogue. The direction the work takes is guided by her willingness to see the unexpected and possible directions the sculpture or jewelry takes until it resonates with her.

JURIED ART GALLERY
The Art Gallery Opening is held in the Coupeville Recreation Hall Friday, August 10, beginning at 7 pm. The opening is a social event designed for patrons to stroll through and purchase multi-media fine art. The gallery is also open regular festival hours from 10 am - 6 pm Saturday, and from 10 am - 4 pm Sunday.

A cross organization incident management plan is in place. Emergency Services’ Aid and Fire vehicles are on festival grounds. The purpose of the incident management plan is to identify any incident, large or small, and respond to that incident using available manpower and resources. The CFA Emergency Incident Manager is in direct contact with medical first responders, the town Marshal, Coupeville Festival officials and Emergency Services through the use of radios and/or cell phones. Festival Visitors – Please Remember:
1. If you see a life threatening incident, call 911 2. If you see something unusual, say something to a festival official. Incident team members are wearing green vests. Questionable incidents may be reported to a CFA Incident Team Member in a green vest, or you can walk into the Festival Communications Command Center at the corner of Grace and Coveland Streets, 901 Grace Street. Communications Command Center representatives are in direct contact with multiple agencies. The ultimate goal of the Coupeville Festival Association, the Coupeville Town Marshal and Island County Emergency Services is to provide a safe community event for all participants. We want your visit to Coupeville to be fun, pleasant and a positively remembered experience.
