Judging strictly by the numbers, the economy of North Whidbey looks like it’s in trouble.

She has little doubt that things will get better. She said people will start spending more once the weather improves. Also, she said high-profile projects like the construction of the new Navy Federal Credit Union and the Pioneer Way street revision should help create more optimism about the economy.

But Jill Johnson, director of the Oak Harbor Chamber of Commerce, said business owners and real estate agents remain confident about doing business on North Whidbey. She was surprised by recent statistics showing a downturn in the local economy. “Our business leaders tend to be more optimistic, but the numbers don’t reflect that,” she

The state Employment Security Department reported April 19 that unemployment inched forward in the Oak Harbor metropolitan statistical area to 10.2 percent, not seasonally adjusted, for March 2011. That’s up from 9.7 percent in February. The actual number of people employed increased by 60 from February to March, but the unemployment rate increased because of the increase in unemployed people searching for jobs.

which isn’t surprising with the recent loss of car dealerships in the city. Industrial building construction was also down significantly. Nelson noted that general retail sales — like Walmart and Kmart — has held its own and remain “extremely high.” Oak Harbor remains the retail center for the island. Dianne Binder of the Anchorage Inn in Coupeville reported at a recent meeting of the Island County Joint Tourism Committee that lodging is up in the county as a whole, but down in Oak Harbor. The amount of taxes collected by the 2 percent lodging tax was up in the entire county by 5.9 percent, but it’s down in Oak Harbor by 16.6 percent. Coupeville lodging taxes decreased by 23 percent, but Binder

said much of that could have been due to the way the Anchorage reported tax receipts, which delayed reporting. She said some of Oak Harbor’s decrease could be due to delayed reporting by smaller hotels, motels or beds and breakfasts. The real estate market is still slow. The Northwest Multiple Listing Service reports that listings for houses and condominiums in Island County were down by 18.4 percent in March 2011, compared to March 2010. Pending sales were down 18.6 percent, but closed sales only decreased by 6.6 percent. The median price of the 62 homes that sold in March was $224,000. That’s down from $240,000 in March of last year. According to a report by accredited appraiser Gregor Strohm, the Oak Harbor real estate market remains the most affordable in the county. The average price of a North Whidbey home sold in the fourth quarter of 2010 was about half of the cost of the average South Whidbey house. While Johnson said the cold, dreary winter hasn’t been good for the economy — from retail sales to construction to employment — the sun has started to appear again on North Whidbey. And that can only be good for business.
