Murder charges for drug overdose deaths making dent By Debra Neutkens Editor HUGO — The county’s narcotics division is plenty busy these days. In his annual report to the City Council May 4, Washington County Sheriff Bill Hutton said methamphetamine is making a comeback. “Meth abuse is on the rise,” the sheriff said. “Back in the day, labs were cooking it. Today there’s a pipeline from Mexico supplying users.” Investigators list the usual suspects in drug cases: marijuana; meth; WAX, a potent and dangerous derivative of the marijuana plant that is fused with butane and smoked in an e-cigarette; cocaine, prescription medications, and opiates like heroin. Except the face of the heroin user has changed. “When I was a young detective, there was a particular socio-economic group addicted to heroin. Now we’re seeing teenagers 15 or 16 years old from all neighborhoods using heroin,” the sheriff said. County law enforcement is also actively investigating third-degree murder charges for persons responsible for overdose deaths. It’s making a difference, Hutton said. The murder investigations have helped curb narcotics use. Synthetics are also a problem and can be deadly. A 17-year-old Woodbury girl, Tara Fitzgerald, died last November after taking 25iNBOMe. She was an excellent student from a good family, the sheriff noted. Five people were charged with her murder. On a positive note, the prescription drug take-back program has been a huge success. Hutton said the county has destroyed 14,000 pounds of pills over the last three years. “The amount of unused pharmaceuticals we collect is amazing,” he told council. The number of individuals addicted to prescription medication is incredible, too, Hutton added, using the word “incredible” to also describe the number of people in jail for addiction.

Part of his annual report included other crime trends, such as: • Mail theft. “It still happens because people keep putting outgoing mail in the mailbox.” • Computer technology crimes. “Every criminal case we work involves technology.” • A drop in the more serious Part I crimes from 2013 to 2014 countywide. These are the “I can’t believe it happened in my neighborhood” kind of crimes, Hutton explained. Crimes like murder, robbery, and sexual assaults within the county dropped from 705 in 2013 to 694 in 2014. • Part II crimes, or “quality of life” issues such as mail theft, vandalism, and property damage, dropped slightly: 2,722 in 2014 from 2,753 in 2013. • In Hugo, Part I crimes dropped from 134 in 2013 to 129 in 2014. Most were theft, followed by reports of burglary. • Part II crimes are up in the city. The sheriff attributes the uptick to community growth. • Traffic enforcement has intensified in Hugo. Citations saw a significant jump from 2013 to 2014 (382 to 538). • The number of incident case reports in Hugo went from 4,826 to 4,996. Again, more calls equate to more people, Hutton said. • The number of accidents increased, especially in the “other” category due to collisions with deer. There were no traffic fatalities in 2014 within the city. • Permits to carry firearms dropped from a five-year high of 3,417 in 2013 to 2,205 in 2014. Permits are good for five years. • So far in 2015, there have been seven overdose deaths related to opiates. Last year there were 15 total. Also mentioned was a new law enforcement program that is being installed in county squads. Called ArchAngel, it turns computers off when squad cars are traveling at certain speeds so deputies aren’t distracted.

• Set a September deadline for marketing the city property on Egg Lake. Staff will continue acting as agent for the land, valued at $1.3 million, but council felt a time frame was needed. “We can’t wait through another six years of vacancy,” said Councilman Chuck Haas. “I’d like to see an end date.” If there is no movement on the property by September, the city will likely enlist the St. Paul Port Authority to broker the real estate. The entity charges a 5 to 7 percent commission. In the meantime, City Planner Rachel Juba said staff will continue its current marketing strategy. • Approved minutes for the Brent Huberty benefit. Mayor Tom Weidt observed he’s never seen so many people packed into the Legion. “Well done, city,” he said of the $30,000 raised for the former Marine.

• Approved variance for construction of a 1,040-square-foot accessory building to be placed in front of a house owned by Michael and Debra Petronack, 12997 Elmcrest Ave. Ordinance states accessory buildings shall not protrude in front of the principle building. Staff recommended approval. • Approved Board of Trustees request for a $100 annual increase in lump-sum pension for the Hugo Firefighter’s Relief Association. The pension benefit increases from $3,100 to $3,200 in 2015. Haas called the increase “a very important issue of morale for our firefighters.” • Approved resolution to acquire tax forfeited parcels. There are no new parcels in Hugo but the county is “cleaning up parcels” from previous years. The city will purchase two lots in tax forfeiture. One lot to be conveyed to the city is an outlot in the Garley Addition development, with a market value of $500. The other is a landlocked parcel in the south Egg Lake neighbor-

HBA race canceled The Hugo Area Business Association has canceled its 5K race scheduled for June 7 due to time constraints. The group hopes to hold its first annual race next year.

Senate passes Bergeron bill The Minnesota Senate voted May 7 to name a section of Highway 36 in honor of Sgt. Joe Bergeron, a veteran Maplewood police officer from Hugo who lost his life in the line of duty May 1, 2010. The section of road within the city of Maplewood will be called Sergeant Joseph Bergeron Memorial Highway.

Watering restrictions in effect Hugo residents and property owners who use the municipal water supply are being asked to help conserve water and protect the environment by restricting watering of lawns, trees, or other vegetation. In a resolution implemented May 15, 2001, the days you may water are determined by your street address. If your address ends in an odd number, you may water only on odd-numbered calendar days; if your address ends in an even number, you may water only on evennumbered calendar days. An exemption from the odd-even restriction of up to 30 days is available for new sod, seed, or plantings. Call Hugo City Hall at 651-762-6300 to be added to a 30-day exemption list.

Q&A with Hugo Lions Who are the Hugo Lions? We are a service organization comprised of men and women from Hugo and White Bear Lake. We are your friends and neighbors. When was the group founded? May 15, 1975. I was 15 years old at the time. Are there any founding members still in the club? Yes. Last summer he distributed frozen turkeys to neighbors near his Second Street home and challenged them to a cooking contest potluck. He hopes to repeat the contest this year if he accumulates enough birds. Simpson was interviewed for a third time in as many weeks on the “WCCO Live Outdoors� radio show. A team from the “Minnesota Bound� TV show is scheduled to film a segment with him later this month. Back in South Carolina he was too chicken, he said, to enter calling contests. He decided to go for it shortly after moving to Minnesota. “I figured, ‘No one knows me, so what if I make a fool of myself ?’� he said. He took home third place — at the Midwest Sports Show in Minneapolis — and was hooked. Now he competes several times a year in turkey and owl hooting. He’s won 17 calling titles, including winning the 2011 and 2015 State Calling Championships. He claimed his first medal this year at the National Wild Turkey Federation Grand National Calling Championships in Nashville — third place in the owl hooting division.

What is your mission or goals? We have a simple mission: We serve. Our primary focus is on serving the citizens of Hugo, but we often reach out to neighboring communities and occasionally assist on a state, regional, national and even international level. How do you accomplish your goals? We raise funds and donate 100 percent of those funds to worthy civic and charitable causes. We also volunteer our time for various community events, such as the Kidz ‘n Biz Fest, sponsored by the Hugo Business Association, and grilling hamburgers for the Hugo Legion Memorial Day observance event. What are your major fundraising events? The vast majority of the funds we raise come from Hugo Good Neighbor Days. It is held in early June each year. This year Hugo Good Neighbor Days runs from Thursday, June 4 through Sunday, June 7. Again, 100 percent of the money we raise at Hugo Good Neighbor Days is donated. We hope to see you there. How else do you raise money? Over the years we’ve sold Christmas trees, brought in a circus, coordinated and run a snowmobile radar run, coordinated and run Hugo Fall Harvest

Fest, coordinated and run the concession stand at Hanifl Fields Athletic Park, and other activities. How has the money been distributed (in past year or past decade) Again, we donate 100 percent of the funds we raise to worthy civic and charitable causes. Some of those causes include post-secondary scholarships to graduating seniors from White Bear, Forest Lake, Stillwater and Mahtomedi high schools, benefits organized for Hugo area residents, local youth sports teams and associations, financial support for the Hugo Yellow Ribbon Chapter, various camps throughout Minnesota serving those in need, etc. Who should potential members contact to join? Shane Simpson likens turkey hunting to a game of chess. The White Bear Lake man says bagging a gobbler requires a lot of strategy. It’s his favorite animal to hunt because there is a lot of interaction between hunter and bird, he said. He sometimes spends hours luring the same turkey with calls and a decoy, while deciding whether to chance moving closer or to a better vantage point. The chase of the very vocal birds is as rewarding as the kill, he said. Simpson travels the Midwest every spring and fall in search of turkeys. He’s also a champion turkey caller and organizes an annual calling contest. And he hosts a website and social media pages where he shares blogs and videos about hunting and calling. His young daughter is also a medal-winning caller and is aiming to snare her first turkey this spring. His fiancÊe also is a hunter, although she prefers to chase deer. A hunting question initially posed by his fiancÊe on a social media site is what sparked their relationship. He’s from South Carolina and moved to Minnesota in 2008 to be with her. The move prompted his first calling contest entry and his first videotaping of hunting trips, which prompted him to start a website. He was a frequent hunter back in South Carolina, where there are longer seasons and a five-bird limit. In

Minnesota, hunters are limited to one bird per season. After Simpson had claimed his Minnesota bird but wanted to spend more time in the woods, he started following hunting buddies and filming the excursions. He started a website as a way to share his footage with his hunting companions and so they could share it with their friends. Its audience has grown as his videos have become more polished and his website has added more features including a blog, turkey-calling tutorial videos and a calendar of calling contests. The site — www.callingallturkeys.com — makes a little advertising revenue that helps subsidize Simpson’s hunting equipment and travel expenses. In addition to the website, he also shares videos and other hunting resources on a Facebook page (facebook.com/callingallturkeys) that has nearly 2,700 likes and a Twitter page (twitter. com/callingallturks) that has nearly 500 followers. He now travels to multiple states each season so he can claim more birds. So far this year he’s been to Nebraska, Wisconsin, South Dakota and Illinois. He works three 12-hour shifts as a printer at a Little Canada small business, allowing him five days a week for hunting. He films each hunting excursion and, assuming they aren’t a bust, posts a 10- to 20-minute video recap online. A shotgun is his weapon of choice. He’s tried bow-hunting but, he said it’s nearly im-
