Opinion Dad’s time with the boys IT’S BEEN A tradiABOUT THE tion in our family for me TOWN to take the boys walleye fishing. For many years, we went to Leech Lake on the opening weekend. Sometimes I would go with my publisher friends. After they would head home, GENE JOHNSON my boys would come up to join me for a couple more days. We usually fished in the northwest corner of Leech Lake called Little Hardwood. When the cormorants took over the lake, we decided to try Lake of the Woods. That has been our favorite for several years. My oldest son, Cam, caught his biggest walleye there, which holds the record for our family at 10 lbs. My youngest grandson, Kellen, first joined us at the age of four. This year we were back on Lake of the Woods in late June, for the first time going out from the Northwest Angle. We got our limit of walleyes, but they were no larger than 18 inches. The fish were slow to bite primarily due to the previous week’s infestation of mayflies. Sunset Lodge, about five miles off shore on Oak Island, was a very pleasant setting. While there we discovered White Bearites who have enjoyed island living for a number of years. Steve and Phyllis Sawyer have a home on Flag Island. We also met Geoff Ratte from Mahtomedi who was staying at the same resort. Going out into Lake of the Woods from the Northwest Angle provides more island protection from wind compared to Baudette or Warroad. There are over 14,500 islands in the lake within Minnesota and Canada which provides 65,000 miles of shoreline. DID YOU KNOW that Minnesota is ranked the third most popular state for inland fishing in the country? We also rank second in participation measured by the number of licenses sold among residents at 32%. Fishing is good for our economy. According to the Minnesota Department of Revenue, fishing contributes $2.4 billion in the State’s economy and supports 35,400 jobs. Furthermore, I can’t think of anything that beats a walleye shore lunch. SEVERAL YEARS AGO, Kathy and I were guests of Dr. and Mrs. George Brushaber of North Oaks at a conference in Charleston, S.C. One of our speakers was Leighton Ford, brotherin-law of Billy Graham. I never forgot the point he made. “Whoever you come in contact with, they’re either going into a hurt, or are in a hurt, or are coming out of hurt.” When there is a trust interchange, you will learn more about what your friends and family members are experiencing. Being an employer of small newspapers in Minnesota and Wisconsin, there is always someone on our staff in a big hurt. In the past year, a 16-year-old son of an employee came down with leukemia. Another employee’s adult son was killed on a highway in Wisconsin while working construction. A wife and mother had her husband die suddenly while ice fishing. The husband of one of our managers was diagnosed with ALS. I could go on and on. The point is, build relationships. Treat employees or co-workers as family. Be an encourager. Don’t get burned this summer Sunshine, fireworks and roaring bonfires! Sound like some of your favorite things about summer vacation? They’re also among the top activities that bring patients to us at The Urgency Room. In fact, burns are one of the most common injuries we see, especially during the summer months. Fortunately, these injuries are preventable.

Sunshine and Sunburns Ahh… we all love the warmth of a Minnesota summer, especially after our long winter. It feels so good you might wonder, what could be more natural than sun light? The truth is, sunburns happen fast and are not only painful and dangerous, but can also set you up for future health problems. Our white Minnesota skin, deprived of summer sun for many months, is very susceptible to burning and to forming skin cancers. The summer sun is strong and has the ability to burn skin in just minutes, even on a cloudy day. In addition, there are many common photo-sensitizing drugs (antihistamines, antibiotics, chemotherapy, cardiac drugs, and even many fragrances) that can cause your skin to be more susceptible to damage from the sun’s rays. Make sure you use a sunscreen that is SPF 30 or higher. You should use 1-2 ounces

of sunscreen (30-60 ml) for your full body and don’t rush when you put it on because you will miss spots and surely pay for it later. You should apply the sunscreen a half hour before initial exposure and then every 30 minutes thereafter. Don’t listen to claims that your sunscreen is “waterproof ” or will “last all day.” Always re-apply every 30 minutes.

Firework Burns According to the Consumer Product Safety Commission (CPSC), nearly 10,000, Americans suffer firework related injuries ever year and nearly half of those injured are children. Most of these injuries occur during what is referred to as the “high season” of fireworks, from June 19 to July 19. Sparklers are the top firework offender and what many consider the most innocent. But, according to the National Fire Protection Association (NFPA), the tip of a firework or

sparkler can burn as hot as 1,200 degrees – hotter than boiling water. Bottle rockets are also a major cause of firework-related visits to the ER. The most common injuries we see resulting from fireworks are eye damage, burns to the body and face, poisoning from children ingesting materials, and hand and foot wounds. If the burn is not deep and smaller than the size of your palm it is possible to be treated at home. However, if the burn is on your face, genitals or major joints, you should see a doctor. You’ll also need to determine the type of burn: • Superficial or first-degree burns result in reddened skin without blisters. These types of burns can be treated at home. • Partial thickness or second-degree burns cause reddened skin with blisters. It’s best to have a doctor assess this type of burn. • Full-thickness or thirddegree burns are characterized by white or charred skin. The area loses sensation to pain and touch. This type of burn often needs a skin graft to prevent bad scarring. Again, the level of care depends on the size and location of the burn. If you are unsure, check with your doctor. Before coming in, cover the burn with a sterile dressing or clean washcloth

or towel. Bonfire Burns While enjoyable, bonfires are also a source of serious burn injuries. The first and most important step to treating minor and serious burns is simple: cool it down. If you’re at home, run the injury under cold tap water. If you’re out enjoying a bonfire at an event, pour a soft drink or any cold beverage over the burn. The key thing is to act quickly because when you get burned your skin literally starts to cook. Speedy action with cold water reduces pain, swelling and the risk of scarring. Here are a few other tips for treating a burn injury: • Loosely cover the burn with cling film or a clean plastic bag. This helps prevent infection by keeping the area clean. • Never put butter or oil on a burn. It will only make the injury worse and it’ll probably be very painful to remove. • Burnt fingers can quickly swell, so remove all jewelry to prevent restricted blood flow. You don’t want our doctors to have to cut off your favorite ring. • Always seek medical advice if you are unsure about the severity of a burn, especially for burns on children. The Magna Carta June 15 marked the 800th anniversary of the signing of the Magna Carta, in 1215. Magna Carta, meaning “The Great Charter,” set the foundation for a legal system in England that eventually re-defined the Western world’s view of law, governance, and sovereignty. In 1215, England was ruled by King John. Many regarded him as being corrupt and abusive. By 1215, he was also weakened after waging and losing a war against France. English barons, resenting his reign, sought to reform his rule or overthrow him. Under pressure, King John eventually agreed to their demands which were written down in the document known as Magna Carta. The terms of the charter protect against illegal imprisonment, establish the right to jury trial, limit the King’s unilateral taxing authority, and instituted protections for the church. Magna Carta was the first great document to establish that the King was bound by the law. A council of 25 barons was charged with enforcing Magna Carta. If King John violated the agreement, the council was authorized to seize the King’s lands and castles until he complied. Magna Carta originally only applied to “free men.” This included the barons and other nobility. It did not apply to most of the

JUDGE GREG GALLER populace because they were not considered to be “free.” Left unprotected were serfs - agricultural laborers in the feudal system - sometimes known as peasants. Serfs worked land owned by a nobleman (the landlord) in exchange for housing, protection from enemies, access to justice (in the nobleman’s courts), and to keeping a small percentage of the fruits of their labors. The landlord, who retained ownership of the land, received the rest. Also, unprotected were those laboring to pay off debts, those in military service, and those working as part of a criminal sentence. When the New World was settled, the colonists borrowed heavily from Magna Carta in establishing colonial charters. Some sections were copied nearly word-for-word. Magna Carta also inspired our founding fathers. The Declaration of Independence declared that sovereignty, the right to exercise the power of governance and

to set and enforce the rules of society, resides in the people as a gift from God and not in a monarch. This logically follows Magna Carta’s major themes. Eventually, after our American independence was won from England, Magna Carta was again drawn upon. Our Constitution embodies the ideal of limited governmental power that remains with the people and may only be exercised with their consent. From Magna Carta springs protections such as a right to a jury trial, the right to a speedy public trial, the writ of habeas corpus, and the idea of a representative form of government. While Magna Carta originally applied to only a limited few in 1215, it served as the under-pinning for so much of what followed. It stands today as a reminder that the government, and its’ officials, must follow the law and serve the people. It is an enduring and invaluable symbol of people striving for freedom, liberty and self-determination. Judge Galler is chambered in Washington County. Post 566 improves and impresses By Mark Aguirre Contributing Writer CIRCLE PINES — Lino Lakes Post 566 head coach Rollie Goertzen was surprised when his Centennial High School crew finished second in the conference and advanced all the way to section finals. With his young American Legion crew prospering near the midway point of the season, the coach is surprised again. The Cougars improved to 12-5 overall and 6-3 in North Hennepin play with a 5-3 victory over a tough St. Michael/Albertville team at home last Wednesday. "Our stud beat their stud," he offered concerning his ace pitcher Kyle Nordby. The team spotted St. Michael a 3-0 lead before roaring back with a single run in the top of the third inning, followed by four big runs in the fourth. Kyle Kuznia, Levi Falck and Dylan Hagen had hits in the third, and Ha-

gen, Falck and Dan Stein knocked home runs in the profitable fourth. Nordby pitched a complete game, allowing a half-dozen hits and a pair of walks while walking two and striking out eight. "Kyle pitched 1-2-3 innings in the third through the sixth, then retired the first two hitters in the seventh,” noted the coach. “He really pitched very well." Lino Lakes began the week with a 4-2 setback to

Osseo. The two games in one week are the least the team has played since the opening of the high school season. Centennial had a trio of games during the week before beginning play in the Gopher Classic, featuring 16 pools of six teams apiece. Lino Lakes will play its pool games at McKnight Field in North St. Paul. "If you keep winning, it's five games in three days," said Goertzen. "We're in a tough pool."

We’ve been enjoying a beautiful stretch of fine weather. Temperatures have been very comfortable, in the 70s, and dew points have been relatively low too. The most noticeable weather event or sky event is the high thin overcast from the fires in Canada. For well over a week the high thin haze has been with us, turning blue skies a milky white. As long as our upper winds prevail from the northwest the smoky high haze will be with us. Still shockingly, the Twin Cities has experienced only one day in the 90’s, with my station yet to reach the 90º mark. Judging by the longer range forecast, we shouldn’t reach 90º this time period.

Lexington mandates bars’ cooperation with video for police investigations

By Emma Theis Staff Reporter Two bars in Lexington faced possible liquor license violations for failure to cooperate with police requests for copies of their video surveillance recordings. Such recordings were requested to aid local law enforcement in their investigations. Bamboo Betty’s and Cowboy’s Saloon, both located on Restwood Road, now have special conditions attached to their city-issued liquor licenses that require them to provide access to law enforcement of their video surveillance equipment, within 24 hours of a request by the city or by the police department. A recent incident that aided in spurring this city action occurred on April 26, where a male was reportedly assaulted by five people just east of Bamboo Betty’s and Cowboy’s after being at both bars earlier in the night. The man reportedly had been drinking at Bamboo Betty’s, but was kicked out for causing problems. He then allegedly went to Cowboy’s, where he was involved in a verbal argument which led to a physical fight outside the bars. Detective Bill Jacobson of the Centennial Lakes Police Department was unable to retrieve video surveillance for his investigation from either Bamboo Betty’s or Cowboy’s after the incident. To date, no suspects associated with the crime have been firmly identified. If assault charges were filed in the matter, they would likely be at a felony level, according to Lexington City Attorney Kurt Glaser.

Bamboo Betty’s and Cowboy’s Saloon are both located on Restwood Road in Lexington. Glaser said the number of incidents leading to police calls at other Lexington establishments combined pale in comparison to the number at Bamboo Betty’s and Cowboy’s. In June 2012, Glaser recommended to the council that in order to renew their liquor licenses, Bamboo Betty’s and Cowboy’s must install video surveillance equipment, which would record all of the public spaces and parking lots at their establishments. The ability to review recordings of the large number of assaults, disorderly conduct and criminal behavior incidents, the council reasoned, would help law enforcement identify aggressors and resolve cases. Both bars complied. Since then, despite the installation of the surveillance equipment, Glaser reported that extensive criminal behavior continues at the two

bars. He said it has been difficult to access and download the recordings of the incidents due to the actions or inaction of bar staff and management. At its June 18 meeting of this year, the Lexington City Council approved the following conditions to renewal of liquor licenses for Bamboo Betty’s and Cowboy’s Saloon: first, that the bars allow law enforcement key access to the video surveillance system to view or download

recordings within 24 hours of a request; second, that the bars allow downloading of video from their surveillance system within 24 hours of a request by the city or the police department; and third, that the bars must maintain all video surveillance recordings for a minimum of 14 days before they can be overwritten or deleted. The new license conditions, which were accepted by both establishments, became effective July 1.

Gratz, who also owns the Liquor Barrel in Lino Lakes, says he has always been a quasi-fan of the Blues Brothers, but after receiving two life-size statues of Jake and Elwood as payment for a debt, he knew he had icons to put to use. Jake, who currently sits outside of the Liquor Barrel, is a popular photoop for customers, according to Gratz. The statue of Elwood will be hung in the ceiling of the new restaurant. Gratz says he also plans on renaming the Liquor Barrel as Jake’s Liquor Barrel in the future. According to Gratz, Elwoods will be a unique feature in Lino Lakes because of its focus on craft beer and wine, and healthy food. No hard alcohol will be served, and it will stand apart from
