LINO LAKES — Construction traffic had moved a fair amount of dirt at the city’s new fire station site before the ground was even broken officially. As police and fire personnel gathered with the mayor and city council members for the ceremonial groundbreaking on May 4, work on building footings could already be seen and dump trucks moved in and out of the site entrance, pausing briefly to allow an official photo to be taken to mark the occasion. It wasn’t simply a case of being eager to get started; it’s a tight timeline to get the future Lino Lakes South Fire Station built, equipped and ready for firefighters to move in

When Jim Brunzell graduated from White Bear Lake High School in 1967, he never dreamed his career would take him into the pro wrestling ring. That journey into the pseudo-reality wrestling world began with a phone call in 1972 from his friend Greg Gagne, son of the legendary heavyweight wrestler Verne Gagne. His dad was holding a wrestling camp, Greg said, and Brunzell was invited. The two had met as freshmen football walk-ons at the University of Minnesota, Gagne as a quarterback, Brunzell as a split end. Gagne ended up transferring to Wyoming but Brunzell stayed with the Gophers until his junior year when he left for the semi-pros.

He tried out with the Washington Redskins in 1971 but failed to make the team. He was going to return to school when he got the call from his friend Gagne. The camp was a wrestling who’s who, Brunzell recalled, and included Kenny Patera, a weightlifter who had just competed in the Munich Olympics; Khosrow Vaziri, who went on to become the “Iron Sheik”; and Ric “The Nature Boy” Flair. “That group spawned a lot of talent,” Brunzell said. “We went on for 25 years at wrestling events around the world.” Most of those years were with the American Wrestling Association, based in Minneapolis and owned by Verne Gagne. The showman, businessman and men-

tor to Brunzell died April 27 at the age of 89. “He had a big influence on my career,” said Brunzell, who was known as “Jumping Jim” for his lofty drop kick. The first time Brunzell met the senior Gagne was at a barbecue at his Lake Minnetonka home in Navarre. “Galloping Gourmet” chef Hank Meadows was there grilling steaks for guests that included Vikings coaches. “I was watching him cook when Vern came up to me and said, ‘Jim, you have as many of those filets as you want.’ I was 18 and it was my first sampling of someone who was successful and wealthy. I remember he had a waterfall in his home office.”

by Michelle Miron HAM LAKE — Rhoda Olsen isn’t able to relax at her Ham Lake home as often as she’d like, but that’s only because there aren’t enough hours in a day. The 62-year-old CEO of low-cost haircut chain Great Clips Inc. said she still finds her job fun even when it’s grueling. She spends 100 nights a year at after-hours functions, traveling 200 days a year to brainstorm with executives and oversee the firm’s 3,800 branches. One of her priorities: personally meeting with franchisees to reinforce the company’s official value statement “We are kind.” Clearly that company

culture is paying off. Now the largest hair salon brand in the world, the privately held Great Clips just completed 10.5 consecutive years of same-salon sales growth, with 2014 revenues of $1.03 billion. It’s already 86th largest among franchises worldwide, and it plans to add an average of 200 new salons nationwide in each of the next five years. It employs 200 in its corporate office while its 1,000-some franchisees employ about 35,000 stylists. The Type A Olsen, 62, will touch on the company philosophy and success story as one of three speakers at the first business conference sponsored by the Stillwater Women’s Bridge networking group May 20.

A New Brighton man is dead after reportedly fleeing arrest during a traffic stop and dragging a police officer down I-694. Sam Matthew Holmes, 31, of New Brighton, was pulled over for speeding at approximately 11 p.m. May 8 on westbound I-694 and University Avenue in Fridley by Lino Lakes police officer Sgt. William Owens. Owens, who has been with the Lino Lakes Police Department for 13 years, was reportedly working as part of a DWI saturation detail, according to the Bureau of Criminal Apprehension (BCA) press release. The preliminary investigation reported that Sgt. Owens attempted to place Holmes under arrest for outstanding warrants and a suspected DUI. Holmes reportedly resisted arrest, at which point Owens used his Taser. Holmes reportedly reentered the vehicle and started to drive away, dragging Owens on the interstate. At this point, according to the BCA statement, Owens fired his firearm, striking Holmes. Owens reportedly fell onto the interstate and the vehicle occupied by Holmes reportedly went off the road, through a fence,

Calling all turkey hunters by Kristine Goodrich Shane Simpson likens turkey hunting to a game of chess. The White Bear Lake man says bagging a gobbler requires a lot of strategy. It’s his favorite animal to hunt because there is a lot of interaction between hunter and bird, he said. He sometimes spends hours luring the same turkey with calls and a decoy, while deciding whether to chance moving closer or to a better vantage point. The chase of the very vocal birds is as rewarding as the kill, he said. Simpson travels the Midwest every spring and fall in search of turkeys. He’s also a champion turkey caller and organizes an annual calling contest. And he hosts a website and social media pages where he shares blogs and videos about hunting and calling. His young daughter is also is a medal-winning caller and is aiming to snare her first turkey this spring.

This is an architectural rendering of the future Lino Lakes South Fire Station. Lino Lakes voted last year to develop a fire division within its public safety department, extricating itself from the existing joint powers agreement with Circle Pines and Centerville under which the city receives fire service coverage from the Centennial Fire District through the end of 2015. The city is already home to one fire station, currently Centennial Fire Station 2 at 7741 Lake Drive, which will become the property of the Lino Lakes fire division Jan. 1, but the new station will ensure adequate coverage of the city’s south and east neighborhoods. Its location on the southeast corner of Birch Street and Centerville Road was chosen for good north, south, east and west access, and with an eye to the development taking place along 20th Avenue, said Dan L’Allier, deputy public safety director-fire division. The South Fire Station will be a stateof-the-art facility, said architect Quinn Hutson, of Apple Valley-based CNH Architects, who was present at the groundbreaking. Hutson has designed several other fire stations, including one for Roseville, which won a national award from Firehouse Magazine. “Some of the exciting things are that

there are a large number of built-in training elements so firefighters can train right on site, while still being able to respond to emergencies,” said Hutson. In fact, 11 of the 12 elements firefighters must cover for their continuing education requirements will be incorporated into the facility, which has been designed with a four-story training tower to the rear, a training mezzanine, search room equipped with artificial smoke machine to simulate realistic search scenarios, ability to practice ladder work from the second floor — and more. Hutson confirmed that progress would need to be swift over the next few months to meet the short project timeline. Within the next few weeks, he said, passers-by could expect to see the framing of the building edging up from the ground, with concrete block walls rising. In a couple of months, he said, the entire structure will be visible. “Sometimes, things worth doing are tough to do and this was a little bit of work to get done, but I think it’s for the betterment of Lino Lakes and everyone who lives here,” said Mayor Jeff Reinert. “We are going to get her done, and we will get her done on time — we’ve got a great start with the early spring.”

Opinion Fishing opener Fishing is a state sport PUBLISHER’S in Minnesota. With more VIEW than 1.5 million licensed anglers and more than 11,800 lakes in the state, the fishing industry makes up more than $2.3 billion of our economy and provides thousands of jobs. For years CARTER JOHNSON I watched as my father loaded up the rods and tackle boxes to fish with a group of newspaper buddies. I have had experiences going on fishing trips with friends to Canada, where you’re wiped out by the end of each day from catching one walleye after another. Recently my dad has taken the boys in our family, my 8 year-old son and father-in-law included, on a fishing trip to Lake of the Woods in June. We spend three days trying to catch walleye, making bets on who can catch the first fish, first walleye, biggest fish and biggest walleye. The real treat is getting back to the rustic cabin each evening to recount our fishing stories of the day and enjoy a gourmet walleye dinner prepared by my brother, Cameron. While opening weekend has a focus on catching walleye, the Minnesota Department of Natural Resources reports the real sought-after fish in the state is panfish like crappies, sunfish and bluegills. These fish are plentiful in our local lakes and easier to catch from a dock or along the shoreline. With thousands of lakes to choose from within a days drive, plan a Sunday afternoon or a week-long fishing trip of your own. Start a fishing tradition with your children or grandchildren and you will likely have a great bonding experience and make lifelong memories, as well. Mother’s Day Anna Jarvis came up with the idea of Mother’s Day in 1914, only to become disappointed in the commercialism it spurred. She died in 1948, reportedly exhausted from trying to undo what she helped create. While I don’t really embrace the “Hallmark holidays” either, Mother’s Day is a good excuse to honor the women who brought us into the world and those who enrich our lives as the mothers of our children. As our family gathered at my parent’s house for brunch on Sunday, it was fun to see how the dynamics are changing. My oldest sister, Julie, was there with three of her five little grandkids. My nephew, Blake, introduced us to his new girlfriend. My own superhero mom, who has entertained hundreds of guests over the years at the dining table, now delegates much of the meal preparation to the rest of us, because having that many people over has become overwhelming. With Grandma no longer around, my mom is now the matriarch of the family. Looking around at the new and aging faces in my family was a realization that life goes on and families are constantly changing. It’s a good thing we have people like moms to hold us all together. And you don’t have to wait until next Mother’s Day rolls around to make a big deal about your mother – it’s never too late to send your mom a note or a card, invite her over for brunch or send flowers. — Carter Johnson is the publisher of Press Publications

With $2 billion surplus, greater investment in education needed The Minnesota School Boards Association represents the state’s 333 public school boards. Today we stand with our allies in education in supporting Gov. Mark Dayton’s $695 million budget target for education. Gov. Dayton has wisely chosen to devote nearly 40 percent of the budget surplus to E-12 funding. The governor’s budget target gives school board members their best chance to maintain and enhance student learning opportunities. Minnesota’s competitive edge has been, and needs to be, a highly educated workforce. Without adequate funding we run the real risk of losing that edge for generations to come. With a nearly $2 billion budget surplus projected for the next biennium, school board members had hoped the state Legislature would provide adequate and equitable funding for every public school student. That hope was dashed by the inadequate funding targets proposed by the House and the Senate. Minnesota’s school board members bear the ultimate responsibility for school districts’ budgets and pro-

Public school boards need predictable and stable funding in order to close achievement gaps, maintain smaller class sizes, keep student programs, and prepare our students for college and a career. If the Legislature does not provide adequate funding, there will be adverse consequences for public schools and their communities. The vision and goals sets by our school boards will go unfulfilled. Many school districts are already experiencing budget cuts based on low statefunding projections for the next biennium. The Anoka-Hennepin School District educates

40,000 students and is already bracing for budget deficits as high as $8 million in 2016 and $17 million in 2017. Anoka-Hennepin’s board chair said that a $1 million cut is equivalent to roughly 20 teaching positions. A Minnesota School Boards Association survey asked local districts what would be the effect of a projected 1 percent increase in the funding formula. White Bear Lake Area Schools would see budget reductions/adjustments of approximately $750,000. This would also result in cutting seven to 10 teachers and would lead to larger class sizes. For the Forest Lake area, this would result in $2.5 million in budget reductions and cutting 15 to 20 teachers. This would lead to the elimination of some student programs, increased class sizes and salary freezes. These stories are repeated in districts all across our state. It is the Legislature’s constitutional obligation to provide adequate and uniform funding for our public school students. The Legislature expects school boards to meet the

goals in the World’s Best Workforce, to integrate technology into learning, and have all of our students reading by the third-grade — but the House and Senate education budget targets would undermine our ability to carry out these goals. Closing the achievement gap and giving all Minnesota students a first-class education requires sustainable investments. Now is the time to set a new funding target for public education. We have a great opportunity with a $2 billion surplus. Today parents, students, superintendents and school board members stand united asking the Legislature to adopt a higher budget target for public education. Role of police in society During the recent unrest in Baltimore, some have expressed astonishment when the police seemingly stood by and watched while crimes were being committed. This surprise demonstrates a misunderstanding of the role of police in our society. A tragic and disturbing case from 1981, Warren vs. District of Columbia, outlines the nature of the legal obligations of the police. Carolyn, Joan, & Miriam were asleep in their rooming house. Carolyn & Joan shared a third floor room. Miriam lived on the second floor with her 4-year old daughter. All three were awakened by the sound of their back door being kicked in. Two intruders found Miriam on the second floor and began to assault her. Carolyn and Joan heard Miriam screaming. Carolyn called the police, explained the situation, and asked for help. The dispatcher incorrectly advised officers that this was a Code 2 call instead of the highest priority “crime-inprogress” Code 1 call. To protect themselves, Carolyn and Joan crawled out a window onto an adjoining roof. There they saw a squad car drive down the alley past the rear of the home. The officers did not check the back door, stop

JUDGE GREG GALLER the car, or even roll down a window to get a better look and listen. A third officer knocked on the front door. When no one answered all three officers left the scene. Carolyn and Joan carefully re-entered the home and called police again. They reported that they still needed immediate help and could still hear Miriam screaming. Dispatch advised that help was again on the way. In reality, the dispatcher never sent another officer to help or investigate. Eventually, the screaming stopped. Believing that the police must now be present, the women called out to Miriam to see if she was alright. The police were not there. However, the intruders now knew of their presence. Carolyn and Joan were seized at knifepoint and over the next 14 hours were robbed and repeatedly beaten and sexually assaulted. The women sued alleg-

ing negligent failure to provide adequate police services. Will they succeed in their claims? No. Following clear legal precedent, the Federal Appellate Court dismissed their claims citing, “The well-established rule” that police “are under no general duty to provide public services, such as police protection, to any particular individual citizen.” Instead, the court explained, police owe only a general public duty. This means that while their work may personally benefit an individual, their duties are fulfilled by “promoting public peace, safety and good order” for the benefit of the government. None of this suggests that individual police officers aren’t outstanding people who nobly do their best every day. Most are genuinely committed to the ideals of serving and protecting - just like it says on their squad cars. However, free citizens in a free society need to understand that the police have no legal obligation to protect you or to render you aid. Police work for and owe a duty to the government at large, not to any individual citizen. — Judge Galler is chambered in Washington County.

Former leader of horticulture organizations pens gardening book A retired lawyer who helped found the Minnesota Landscape Arboretum and obtain the Honeycrisp apple patent is sharing gardening advice in a self-published book. The 78-page paperback titled “Garden Ideas From Dad” features photographs of Phillip Smith's past flower gardens and 36 chapters of tips from his own experience as a hobby gardener. Smith, who lives in White Bear Lake, tended extensive gardens at his former homes in St. Louis Park, Golden Valley and Montana. They were featured on many garden club tours and in gardening publications. In the 1960s he was a co-founder of the Minnesota Landscape Arboretum and was the first chairman of its board of directors.

He served as president of the Minnesota State Horticultural Society in the 1970s. He also was the U.S. vice president of the Delphinium Society for several years and was a longtime member of the Men's Garden Club of Minneapolis. He still writes articles for the horticultural society and delphinium society magazines, he said. And he does a bit of gardening at his downtown White Bear Lake senior apartment complex. The book has chapters about various types of gardens, such as Japanese and container gardens. There are tips on topics such as soil preparation, softwood propagation and deer control. There's a chapter dedicated to his favorite flower: the

delphinium. Other chapter topics include waterfalls, border design, sculpture ideas, wreath-making and fall cleanup. The print edition of the book retails for approximately $30 and is available through various online retailers and at Lake Country Booksellers. A Kindle edition is available on Amazon.com for $4. It's Smith's second book. His first was about trademark law and was published in 1992. Smith was a Minneapolis-based attorney who specialized in trademarks and patents. He obtained many plant patents, including the Honeycrisp apple for the University of Minnesota.
