WHITE BEAR TOWNSHIP — It was touch and go for a while, but ultimately it was a fairy tale ending for the story of the old Town Hall at the most recent township meeting. About 10 people addressed the Town Board in support of relocating the 1885 building, designed by renowned architect Cass Gilbert who later went on to design the Minnesota state Capitol and the U.S. Supreme Court building in Washington, D.C. Although no real action was taken at the July 6 meeting, the Town Board did direct staff to draw up an "implementation plan" for the moving of the Town Hall, currently situated on Hoffman Road, to a new location in Polar Lakes Park. A Town Hall Committee group has selected a spot within a grove of trees on the west side of the park's upper parking lot.

"We do live in a very historical community and what we can do to preserve its history and enlighten future generations as to what its history has been is a very valid reason for making this restoration possible," said David Gehrenbeck in comments to the board supervisors. He noted he had lived in the Bald Eagle neighborhood of the township "off and on" for 72 years. The old Town Hall has not been used for public meetings since 2011. After hearing that it would cost at least $145,000 to move and repair the building and prepare its new location in Polar Lakes Park, some concern had been expressed about the idea of using taxpayer money to fund the move and renovations. "I have no interest in spending a nickel on this," said Supervisor Ed Prudhon. "If there's a way to do this without jumping into property taxes, then I'm more inclined to go along with this.

Week of July 15-21, 2015 Weather tidbit: On average, this is the warmest and sunniest week of the year. Year Ago this week: A relatively cool period with highs in the low to mid 70’s from July 15-18. July 21 is the hottest day of the summer, as high hits 92° at the airport but only 88° at my station.

MAHTOMEDI — Homeowner incentive rebates and a higher rate for high consumers are among the measures the city is taking to promote water conservation. The Environmental Commission also recommended formation of a committee to educate top water users and that future city irrigation systems utilize stormwater. The City Council unanimously adopted the recommendations last week. The commission had been discussing the ideas for months. The commission and council members met last month to discuss the options. Next year the city will set aside $5,000 to give out $50 rebates to residents who replace their washing machine or a toilet. The rebates are limited to one per household and will be awarded first-come, first-served until the funds run out. Residents will need to bring a receipt to City Hall and purchases prior to now will not be eligible. For the toilets, there are two criteria: the new toilet must use 1.3 gallons of water per flush (look for a WaterSense label) and it must replace a toilet manufactured prior to 1980 (which use 5-7 gallons per flush). It was not noted how or if the city will require residents to prove they've met these criteria. Funding for the rebates will come out of the city water fund. Depending on response, the council will decide next year whether to continue the program into 2017. City Administrator Scott Neilson noted that at least two other metro communities have rebate programs.

She remembers immediately logging onto the Web to learn more about the international intergovernmental organization. application. Schroeder recently returned home from a year

in South Africa as part of a Rotary exchange program. Now she is attending a youth leadership conference. She speaks Spanish and is learning Arabic. As she's researching prospective colleges, only colleges that offer an international relations major and study abroad programs are being considered, as are a few colleges outside of the U.S. Given her longstanding interest in international affairs, her family and friends weren't surprised when she decided she wanted to spend her junior year in another country. Her mother, Jill, is a White Bear Lake Rotary Club member and suggested the Rotary International Youth

Exchange, in which Rotary clubs across the world host exchange students of high school age. The Schroeders who remained in White Bear Lake opened their home to a Rotary exchange student from Italy for a couple of months. Schroeder said she chose South Africa because, out of the available options, it was the country she guessed she'd be the least likely to have an opportunity to visit in the future. She lived in the city of Benoni, which is near Johannesburg. She arrived last July and came home in late June.

Ramsey County Sheriff Reports The Ramsey County Sheriff’s Office reported the following incidents: WHITE BEAR TOWNSHIP • First responders were called to a report of a man passed out in the bathroom of the Holiday gas station on County Road J and Centerville Road the afternoon of July 7. There were syringes and spoons in the bathroom. The man awoke and left on foot before responders arrived. He was located

near the township theater and admitted he was high on marijuana and opiates. He was cited for possession of drug paraphernalia and taken to a hospital. • Deputies were called three times, on July 3, 7 and 9, to mediate conflicts between a man and his elderly mother in the 3900 block of Lakewood Avenue. No charges were filed. The sheriff's office also responded three times in early June. • A water trampoline reportedly was stolen off

Public safety Briefs Elderly hiker killed by fall An 85-year-old White Bear Lake woman died after a fall while hiking on the North Shore July 9. The Lake County Sheriff's Office identified the victim as Sarah O'brien. According to a press release from the sheriff's office: O'brien was reported missing July 10. Her vehicle was parked near the Encampment River. Search and rescue teams searched the area and found O'brien dead upriver near the upper falls. It appeared O'brien had gone hiking on July 9 and had fallen and died from her injuries, the sheriff's office concluded.

A man robbed the TCF Bank on Fifth Street in downtown White Bear Lake July 13. No one was injured in the robbery, which occurred at 12:45 p.m. According to the White Bear Lake Police Department: The man gave a teller a note demanding cash. A weapon was implied but wasn’t seen. He received an unknown about of cash. He fled on foot; a search was conducted but he was not located. The suspect was described as tall, thin, in his mid to late 20s, with dark hair and a goatee. He wore sunglasses, a brown pullover sweatshirt, a blue T-shirt and jeans and carried a black backpack. The WBLPD and the FBI are investigating. Vehicle crashes into store There were no injuries but significant damage when a motorist crashed through the front entrance area of the Wild Bird Store July 10. The store's manager said a female driver accidentally drove forward. The store on County Road E is open while repairs are underway; customers must use the side entrance.

White Bear Lake Police Reports The White Bear Lake Police Department reported the following incidents: • A purse that was found near the bleachers at Central Middle School was turned in June 26. It was discovered that the purse had been stolen from a nearby residence overnight. The owner’s ID, passport, cash and debit cards were missing. • A Roth Place resident reported June 26 that someone had opened an account in the resident's name and had made nearly $400 in fraudulent purchases in California. • A flooring subcontractor at Boatworks Commons reported June 26 that thousands of dollars of flooring material had been stolen; an employee was suspected. • A vehicle reportedly was vandalized June 26 in the 4000 block of McKnight Road. • A Wyoming woman, 61, was cited for DWI June 28 at I-694 and White Bear Avenue.

• A Minneapolis woman, 28, was arrested for DWI June 28 in the 1900 block of Clarence Street. Charges were pending blood test results. • A vehicle and an attached trailer containing lawn equipment reportedly were stolen June 29 in the 2200 block of Orchard Lane. • A 1992 Buick was stolen from the 4400 block of Lincoln Avenue late June 30 or the morning or early afternoon of July 1. Opinion Exchange student is unexpected motivator We’ll have no privacy, SEIZE THE I grumbled. We’ll have to DAY rearrange our schedules, and we’ll wear ourselves out trying to negate the stereotype of the Couch Potato American. In spite of my curmudgeonly attitude, hosting a 16-year-old exchange student from Eastern Bloc country Belarus for two MICHELLE MIRON weeks has been a real eyeopener and a just-plain-fun experience with unforeseen perks. Aleh (pronounced Ah-LAKE) comes to us through a program called Worldlink Inc. for students from the Eurasian countries that don’t allow year-long academic exchange programs. Sponsored by the U.S. Department of State, its goal is “for Americans to learn more about their culture and lifestyle” and “for them to be exposed to the ‘real America.’” I thought maybe Aleh would be humorless, difficult to entertain and condescending about the shall-wesay-less-praiseworthy aspects of American culture. Turns out he’s a true diplomat with a great sense of humor who embraces experience and is willing to try most anything once (disclaimer: he regrets the Aleh sweet potatoes and Flaming Hot Cheetos and is not crazy about corn on the cob, donuts or Mexican food). Aleh is also crazy bright and self-motivated. His primary language is Russian, but his grandparents taught him Belarusian and Polish. Because he’s driven to improve himself, he’s gone on to learn English, German and French on his own. Without bragging, he explained he studies books about other languages then practices out loud during daily 10-mile walks around his home city of Polotsk, where he lives in a flat with his parents and pet cat. (Here’s where I struggle not to think about how I dropped Spanish in eighth grade, spend my spare time watching Netflix and mostly avoid my treadmill). During the school year, Aleh’s Saturdays are spent in optional extra lesson time at school or competing in olympiads in history and English. He’s already participated in student exchange programs in the Czech Republic, Poland, Slovakia, Lithuania, Germany, Hungary and Bulgaria and traveled with his family to Russia, Italy and elsewhere. Nevertheless, he’s humble about his accomplishments and confided he “feels stupid a lot” when trying to learn. The president of his 600-student school hopes after graduation to attend college in Poland to become an economist. On the flip side, Aleh is similar to American teenagers in that he dinks around on his Smartphone and the Internet, watches Western-culture TV and movies, plays sports, rolls his eyes over drama by female classmates and highly values time with friends. Even the social structure at his school sounds American; he noted classmates aren’t always friendly to each other, they often gossip and some value looks too highly. Because he lives under a regime that’s been called “the last dictatorship in Europe,” Aleh is smart enough not to opine on the Belarusian government. But website sources describe what it’s like to live there. Aleh’s parents must have done a phenomenal job raising him. Rather than letting it deter him that most people worldwide enjoy vastly more freedom, he chooses to focus on learning as much as he can, embracing experience, meeting people and improving himself to the fullest capacity possible. Talking to Aleh makes me want to step up to the plate and do more with my time here on earth. The Amazing Aleh goes home by mid-month, but we hope to keep in close touch with him via Facebook, letters and emails. Over the next decade, we would not be at all surprised to read about Aleh in the media helping solve world hunger, curing cancer, helping fix his country’s economy or otherwise making great strides. Just remember the little people who introduced you to bacon, karaoke, the water balloon slingshot and Nelson’s Ice Cream, Aleh. — Michelle Miron is a stereotypical American who likes Cheetos, speaks only English and Pig Latin and is lazy outside of work.

Breathing better in our homes There is a myth, perpetuated by homeowners and industry professionals alike, that kitchen ventilation is an unnecessary expense – especially if you have an electric cooking surface. This myth couldn’t be farther from the truth. The process of cooking food releases unwanted moisture that can harm your cabinets, walls, windows, and attic. It results in the creation of smoke, fine particles and toxins that can irritate lungs and cause breathing problems – especially in infants, children, elderly, pets, and immune-compromised people. Cooking with natural gas and propane can release carbon monoxide and other pollutants. Fast moving air from a hot pan does not move in a vertical column but fans forward, backward, and sideways as it moves upward. Three options exist to capture this air and all the unwanted stuff. Under cabinet and wall mounted range hoods are the most effective options because they use the wall to help guide air into the hood. Island range hoods are not as effective since there is no wall to help direct air. The least effective third option is

CINDY OJCZYK the downdraft system. At a minimum, a range hood should be as wide and as deep as the cooking surface below. For even better results, use a hood that is 6 inches wider than the cooking surface and centered above the elements. Most hoods are mounted with a distance of 24 to 36 inches. Raising the hood higher will make the system less effective. Lowering the hood can make it hard to reach into tall pots. Read product warranties to ensure your installation is covered in the event of a problem. Ventilation fan speed is measured by “cfm” or cubic feet per minute. To truly understand what this means imagine a basketball representing a cube of air (it’s almost that size). A 300 cfm

system removes roughly 300 basketballs of air from the kitchen every minute – along with heat, toxins, moisture and odors. A growing number of exhaust systems are rated 600 cfm to 900 cfm. These are commonly found with many modern ranges, downdraft systems and island hoods. These fans will remove 600 to 900 basketballs of air from the kitchen every minute. All of the air will be removed from the average sized kitchen in under 5 minutes. To equalize the loss, air will be drawn into the kitchen from other parts of the house. Many kitchen ventilation systems in today’s homes should consist of 2 parts: 1) the ventilation system that removes bad air and 2) the make-up air system that brings fresh air into the home to replace the air removed. This is part of the building code in many cities. It is a safety measure to prevent ventilation systems from causing carbon monoxide problems with gas/ propane furnaces, water heaters, and clothes dryers. Check with your city and get informed before choosing your ventilation system. A make-up air system will im-

pact budget and may impact kitchen design. Always have the duct work exhaust the moistureladen air through rigid metal ducts to the outside. Ducts going through attics should be insulated. When at all possible, avoid “recirculating” fans that vent air back into the home. While a filter can trap some grease and odors, it won’t stop heat, moisture, and cooking toxins from being released into your home. A ventilation system can’t help your health and home unless you allow it to do so. Turn it on when cooking. Clean grease filters and change charcoal filters as directed by the manufacturer. Get informed so you can speak confidently with the professionals you hire. Your legal rights: you may be eligible for a refund on certain prescription drugs The Minnesota Attorney General’s Office—along with other state attorneys general and the federal government—reached settlements with three large drug companies: Abbott Laboratories, Wyeth, and GlaxoSmithKline. The settlements provide restitution (refund) money for Minnesota customers who were prescribed the drugs Advair, Depakote, Paxil, Rapamune, or Wellbutrin for “off-label” uses during certain periods of time. Under the settlements, people may be eligible for a refund of some of the outof-pocket money they paid for these drugs to treat a condition other than those approved by the FDA. Outof-pocket expenses may include co-pays or amounts that individuals paid because they had no insurance, or costs their insurance carrier did not pay. Exchange Student Continued from page 1A She stayed with three different members of the Rotary Club: a school teacher for the first six weeks, a family of four for eight months and a grandmother for her last three months. Like the U.S., South Africa is also a culturally diverse “melting pot,” Schroeder said. Some post-apartheid unofficial discrimination is still happening but isn't the norm, she said. Eighty percent of the inhabitants are of black African decent and 8 percent are white. The country has 11 official languages. English is the first language for approximately 10 percent of South Africans and a popular second language. Most of the people in Benoni knew at least some English, Schroeder said. English was the first language for the women with whom Schroeder stayed at the beginning and end of her year. The family with whom she stayed were fluent in English but their first language was Afrikaans — a melding of Dutch dialects spoken by South Africans of Dutch descent. She attended a private high school for most of her time abroad. There was no summer break; instead, there were month-long breaks in December and July and several additional shorter breaks, she said. Her schedule varied daily, on a 10-day rotation. There were few elective options and Afrikaans language study was among the mandatory classes. Her class sizes ranged from three to 21. Computers were rarely used and homework was infrequently given. Schroeder also spent a few days as a visitor to a public school. There class sizes were much larger, there were no computers for students and there were even fewer course options. In both schools, students wore uniforms. Tuition was charged at both schools, though less at the public school. As in the U.S., there are 13 years of schooling; however, in South Africa attendance is mandatory only until age 16. Schroeder said she was surprised by the degree to which the emphasis was on fact memorization. She said there was little value placed on student concept comprehension and critical thinking skills. “They taught you what you needed to memorize to pass the test,” she said. When school wasn't in session, Schroeder ventured out to many other destinations across South Africa. She and her host family spent Christmas in a hostel in Cape Town. She spent a week with her host family on a desert sheep farm with no electricity. Her favorite destination was Kruger National Park, a game reserve where she saw lions, elephants and many other animals in the wild. Schroeder also spent much of her free time volunteering with her host Rotary club. She sorted books and clothes at a humanitarian center, helped build a school, helped install rainwater collection tanks at schools, distributed TOMS Shoes at a squatter camp and more. Schroeder said her year abroad made her “more mature” and expanded her “understanding of how the world works.” “When you spend time abroad you learn about yourself and start to think more from a global viewpoint,” she said. The White Bear Lake Area High School student didn't have much time to reconnect with family and friends before she was off on her next adventure. Schroeder was invited to the Global Young Leaders Conference in Washington, D.C. and New York City from July 13 to 22. A grant from the White Bear Lake Area Educational Foundation is helping fund her trip to the conference, which includes visits to the U.S. Capitol and workshops about global issues. In New York she'll pay a visit to the headquarters of the U.N. If all goes as she aspires, it will be the first of many visits.

A fixture at the air field famed for his storytelling, embellished or not, died July 5. It was fitting that Irwin "Slim" Flaten, 87, died Fourth of July weekend. Intensely patriotic, the Korean War veteran and former Green Beret was never at a loss for stories of his service to country and the 42-year career that followed. Slim was a first sergeant in the Army reserve post-Korea while keeping a full-time job as a lineman for Northern States Power. Armed with chainsaw and spurs, Slim cleared tree limbs off power lines for his regular job and earned extra money as a tree trimmer on the side. Fearless when it came to heights, he was well suited for sideline jobs climbing trees and soaring TV towers. During Slim's funeral July 9, son Brad shared two things about his father: he was generous and he was hard working. Those traits came up often as friends and family talked about the White Bear Lake man. Wearing his old Army dress uniform to deliver the eulogy, Brad Flaten recalled how growing up, Slim taught his sons a work ethic they never forgot. "He would say, 'if you weren't working, you were spending money,'" Brad said. His son Kyle is a thirdgeneration airborne ranger who recalled a 6 foot 3 inch grandfather who took cold baths in a kiddie pool while helping his dad build their house. A cousin remembered sitting in the VFW with Slim. "He asked me if I knew the most important song in the United States. I said, 'yes, I know it.' He said, 'I doubt you

do.' Then he stood up and started belting out the verses of 'I Want to be an Airborne Ranger.' Others stood up and joined in. He did love to sing." Township resident Doug Dorschner said Slim was more of a father to him than his own. "We were joined at the hip the last 15 years," Dorschner said of his mentor. "We rebuilt three airplanes together and helped run the airport. He was moral support as I restored old vintage airplanes; always looking over my shoulder, making sure I did it correctly." A military pilot, Slim flew helicopters in Korea and carried his love for aviation into civilian life. He owned a 1947 military observation plane that carried the White Bear Press photographer into the skies above White Bear Lake. Paul Dols remembered a flight in 2000 with Slim at the stick. "He was praying, coaxing the plane into the air as we rolled down the grass runway," Dols recalled. "It didn't make me feel very confident. I thought, 'OK, I guess there are worse ways to go.'" It was Slim's way of getting a rise out of people, Dorschner said. "He loved to yank people's chains." Slim's tall stories are legendary. No one could embellish a tale like the Army veteran. The entertainment value far outweighed worries about fact and fiction, however; you took Slim with a grain of salt. Former White Bear Councilman Darryl LeMire grew up at Benson Airport and learned much about life from Slim. "He had so many wonderful characteristics," he said. "I knew him more than 60 years and was closer to him than any man except my father. He had a huge heart and would do anything for anybody. "He was an incredible builder at a practical level," LeMire added. "I don't think

there was much he didn't try. He was stronger than a bull and his favorite thing to pick on were Swedes." Slim was Norwegian, of course. Slim is preceded in death by his wife Marjorie of 60 years. He is the father of Brad (Joela) of Sparta, Wisconsin; and Scott, St. Paul; six grandchildren and seven great-grandchildren. He is also survived by two sisters, Ruth Ann Mushallo and Bernice Stephenson, and Gene (Nira) Flaten of Rochester. He was interred at Ft. Snelling National Cemetery with full military honors. LeMire said Slim was a working man who always looked like he just came off the farm. "He looked like a hick wearing blue jeans and sawdust, but woe to anyone who picked a fight with him."

That conjured up a story that happened about 35 years ago. LeMire remembers it well because he was there. "Slim always cashed his tree trimming check at the 617," he said. "Two men saw him pocket the cash in his shirt and tried to rob him after he left the bar. They knocked him down and were kicking him in the head and back. But he got up and that was their mistake. Remember Slim was a combat expert. He grabbed one guy's wrist and snapped his arm in half. Slim's head was bleeding so he couldn't see but when the other guy tried to grab his money, Slim crushed his throat and almost killed him." For his family and friends, Slim would do anything. LeMire recalled another time while sitting on council when the city demanded a woman remove a tree. Her husband was serving in the Middle East. "I asked Slim if he was still climbing trees. He went over there at 80 and climbed that damned tree and cut it down for free. That's the kid of guy he was." And Slim loved horses. "He could look just like John Wayne in ‘True Grit,’" LeMire noted. "He had a horse named Shane. He'd put friends on his back and laugh hysterically while this horse was trying to kill them.” Simply put, Slim could "out shoot, out fight, out drink and out B.S. any man alive," LeMire said. And he meant it as sincere homage to his lifelong friend. "He was a bigger-than-life character who had a heart of gold."

Kotoski Avis Geneva Kotoski (nee Ballou) "Our Diamond from Rhode Island." Age 92 of White Bear Lake and formerly of East Providence, R.I. Loving wife, mother, grandma and great-grandma. Avis was born on September 23, 1922 in East Providence, Rhode Island. She married the love of her life, Edward, on October 28, 1944 in New York City. Avis will be remembered for her sweet, kind, Kotoski intelligent, caring, gracious and forgiving personality. She loved her family more than anything. Outside of spending time with her family, Avis enjoyed playing piano, knitting, music, sports and time spent on the St. Croix River. Avis passed away peacefully after a short illness on July 5, 2015, surrounded by her loving family. She will be dearly missed by her husband of more than 70 years of marriage, Edward Joseph Kotoski, Jr.; children, James (Linda) Kotoski, Donald (Joleen) Kotoski, Richard (Kathleen) Kotoski, Phillip (Gail) Kotoski and Susan (James) Tobin; grandchildren, Kali Kotoski, Weston Kotoski, Ariana (O’Brian) Baxter, Andrew (Amy) Kotoski, Molly Kotoski, Erin (Anthony) Barnum, Daniel, Annamarie (Jovani) Morales, Edward Kotoski, Elizabeth Kotoski, Michael (Angel) Tobin, Anthony Tobin and Timothy Tobin; and great-grandchildren, Ellianna, Brendan, Connor, Ryan, Angelo, Adrian, Miguel, Isabel Avis, twins on the way, and Addison. Preceded in death by parents, Ira and Ida Ballou; sister, Gladys Brightman; brothers, Arthur, Ira and Roy Ballou. A Mass of Christian Burial was held for Avis last week at St. Pius X Catholic Church, with her interment at Rutherford Cemetery in Stillwater. Stafki Richard Leo Stafki (Rick), 68, of White Bear Lake, died March 9, 2015. He was preceded in death by father, Leo Stafki. He is survived by his mother, Betty, his sons Lee and Brian, three grandchildren, Kaitlyn, Alexander and Sean, as well as siblings Carol, Sue, Lora, Tim, Cindy, Chris, Dennis, Lynn and Charlie. Rick was an outdoorsman, stock car driver and electrician. He enjoyed playing poker, fishing, hunting and painting. Services are Monday, July 27, 10 a.m. at St John’s Episcopal Church in White Bear Lake. In lieu of flowers, donations may be made to Minnesota Ducks Unlimited. Interment will be at Ft. Snelling National Cemetery.
