A few dozen lucky hockey players got to skate with a local legend last week thanks to a nonprofit led by a White Bear Lake hockey mom. Most of the participants in the three-day camp came from lower-income families and were invited to drill with volunteer coaches, including Ryan Carter from the Minnesota Wild, free of charge. Hockey Moms USA was founded in 2013 by Becki Boldt with a mission of making sure cost isn't a barrier that keeps less advantaged youths off the ice. The nonprofit provides

free equipment and registration fee scholarships for youth players across the Twin Cities. The camp at the White Bear Sports Center is a new addition this year. Along with sponsorships, funding for Hockey Moms USA is raised through a variety of fundraisers. A golf tournament and a game between NHL alums are among the upcoming events. A cookbook, book of essays and online apparel store also are in the works. Boldt was a fan of hockey long before her now 14-year-old son started playing the sport. She has a Wild tattoo, was a hockey cheerleader in high school and college, and sports management was one of her college majors. She serves on the White Bear Lake Area Hockey Association board and the board of Minnesota Hockey District 2 (which governs nine area youth hockey associations) and is a member of the coach screening board for Minnesota Hockey (governing youth associations statewide). MAHTOMEDI — Two people are running to unseat the city's longtime mayor while two political newcomers are challenging incumbent councilmen. Three Mahtomedi city offices are up for election in November. The candidate filing period closed last week. Mayor Jud Marshall is seeking a fourth term and is being challenged by former fire chief Todd Rogers and former Planning Commission member Bill Coleman. Councilmen Tim Deans and Dick Brainerd are seeking re-election and are being challenged by former firefighter Chris Belflower and former hockey association leader Richard Geier. Marshall, a lifelong Mahtomedite, is serving his 12th year as mayor. The retired manufacturing sales consulting business owner said the mayoral post requires many

Teen who shot bar owner gets 27 years STILLWATER — The Pine Springs teen who shot and killed a Willernie bar owner was sentenced to 27 years in prison. Bailey Jordan Garcia, 19, was sentenced Aug. 14 by Washington County Judge Ellen Maas. The more than 200 days he already spent behind Garcia bars was deducted from his sentence. He'll be eligible for parole after a little more than 17 years.

Garcia admitted to using a rifle to shoot at a passing pickup the early morning of Jan. 24 in the area of Mahtomedi Avenue and Stillwater Road. The driver of the pickup was David Frigaard, owner of Frigaard's Bar. Frigaard was shot in the chest and died from blood loss before his crashed pickup was discovered. Garcia was identified because he crashed his vehicle while fleeing from the shooting. Garcia pleaded guilty in May to second-degree murder. His attorneys sought a sentence of 12.5 years; they requested leniency because they said Garcia has had depression.

In a statement, Washington County Attorney Pete Orput called the apparently random shooting "a senseless crime" that "truly boggles the imagination." He added: "The only saving grace is that this case came to a swift resolution so as to give the victim’s family as much closure as the system can provide.” Garcia was a new member of the Mahtomedi Fire Department. Frigaard lived in Roseville and also worked as an art teacher in the South Washington County School District. — Kristine Goodrich

From produce to paint When the Abbotts decided to expand their St. Paul paint store nearly 25 years ago, White Bear Lake was the place they wanted to be. They'd been eyeing property on the corner of Fourth Street and Cook Avenue that traditionally was occupied by grocers, so when Applebaum's owners decided to sell, the family was ready to buy. It all started in 1945 when the founder and patriarch, Mike Abbott, opened Abbott Paint in St. Paul, focusing on quality products backed by extensive knowledge and expertise. Seventy years later, his sons now operate the three locations, with Dave, 55, running the White Bear store. When they bought the building in 1991, the former supermarket underwent extensive remodeling, including splitting the space in two. The Outdoor Cooking Store leased half the space for a number of years, followed by businesses that "staged" homes for realty companies. White Bear Glass now shares the building with Abbott. While Mike, 90, is mostly retired, he keeps a watchful eye on the business his

Five years of tossing dough Pino's Pizza & Pasta is celebrating five years in White Bear Lake Aug. 24. The restaurant, owned by Alessandro Damiano, is named after his uncle Pino, who immigrated to Minnesota 40 years ago. There are four Pino's in the metro area, all family owned, Damiano said. The other three are owned by his uncle Pino, another uncle and his brother. Born in Palermo, Italy, Damiano moved to Minnesota two decades ago at the age of 21. He takes pride in the fresh ingredients used for his hand-tossed pizza and pasta dishes. His mother sends him oregano from Italy and he grows his own tomatoes and basil. He grew up watching his Italian mother cook, Damiano said, and picked up his talent in the kitchen from her, as well as her old family reci-

Flips Gymnastics got the go-ahead to expand its facility at 3505 Commerce Blvd. The White Bear Lake City Council Aug. 12 approved three variances to construct a 5,000-square-foot addition and expand its parking lot. Approved was a 10-foot variance from the 20-foot building setback along the north side of the property; a 4-foot variance from the 10-foot hard surface setback from the west property line and an 11-stall variance from the 74 stalls required.

A White Bear Township site has been identified as available for data center development by Great River Energy, a not-for-profit cooperative based in Maple Grove. The energy company enlisted a consulting firm to evaluate sites around the state for data centers. Criteria included a site's electric power capacity, high bandwidth fiber availability, proximity and capacity of general utility infrastructure, risk of natural and manmade hazards, and zoning and surrounding uses. The 40-acre site off I-35E was listed as one of three secondary sites available, meaning it shows strong potential. A shovel-ready primary site was designated in North Mankato. The other two secondary sites are in St. Cloud. The energy cooperative hopes to showcase its designated sites to future partners to see why Minnesota is an ideal state for data center development. Great River Energy describes itself as the state's second largest wholesale power provider.

The White Bear Area Chamber of Commerce held a ribbon-cutting ceremony Aug. 11 for owner Michelle Nguyen and her family, friends and customers at Elite Nails & Spa in Mahtomedi. Michelle’s sister and brother-in-law operate and manage the spa, and have a loyal customer following. Overheard from customers attending the ceremony: “We have followed them around from place to place, we are so happy they now have their own shop.”

People-powered pub A new venture by Ryan Jaeger is like a pedal pub on water. Called Paddle Tap, his 25-foot pontoon on White Bear Lake is a human-powered paddle boat with a large bar in the middle. He is already offering tours on the lake, which start at $349 for two hours. The boat holds 11 people so it's about $31 per person, and it's bring your own beverage. No hard liquor is allowed. Names in News Mahtomedi Assistant Fire Chief Sarah Tubbs retired Aug. 15 after 15 years of service. She was the first female assistant chief on the department, according to Chief Terry Fischer. Tubbs is moving to Rice Lake, Wisconsin.

Sen. Chuck Wiger is receiving the Literacy Action Network's 2015 Adult Basic Education Legislative Award. He was recognized for his commitment to providing adult basic education opportunities.

Marian Eleanor (Lenton) Richardson, beloved Mother, Nana and Aunt, age 100, of Mahtomedi, formerly of Rochester, passed away on August 8, 2015. Marian was born on March 6, 1915 to Edward G. and Mary Jane Lenton in Stewartville, Minn. She was preceded in death by her parents, her devoted husband of 75 years, Robert C. Richardson, her son, Alan E. Richardson and her brother, Dr. Richardson Herbert P. Lenton of Carlisle, Penn. She is survived by loving daughter Jan (Dr. John C.) Lillie Jr. of Dellwood; beloved nephew, Michael (Mary) Lenton, of Carlisle, Penn.; grandchildren, Heidi (Glenn) Lillie Gray, Chrissy (Rod) Haworth, John C. Lillie, III and Paul R. Lillie; great-grandchildren, Ella and Owen Gray, Dani and Johnny Lillie, and Andrew and Olivia Haworth. She is further survived by brother in-laws, Wallace (Glad) Richardson of Plainview, and Wayne (Lil) Richardson of Daytona Beach, Fla.; and several nieces and nephews. Marian received her degree in elementary education from Winona State University, and she enjoyed her years teaching children. She loved music and sang in the glee club both in high school and in college, where she performed in several musical productions. Marian took pleasure in spending time at their place on the bluffs overlooking Lake Pepin. In her spare time she enjoyed gardening, bird watching, and caring for her pets. She also liked to knit, crochet, create ceramics and was an avid bridge player. Marian was a member of the Christ United Methodist Church of Rochester. She became involved with the Methodist Hospital Auxiliary, where she later served as its president. Marian also volunteered in the Rochester schools and in scouting programs. In later years, Marian and her husband enjoyed spending their winters in West Palm Beach, Fla. They experienced many wonderful trips to Europe and other countries. Of all of their travels , their cruises on the river boats on the Mississippi and Ohio rivers were their favorite trips. Most of all she dearly loved her children and grandchildren. The times she spent with her family were the most important part of her life. A memorial service will be held at St Andrew’s Lutheran Church in Mahtomedi. A date is yet to be determined. Memorials are preferred to St. Andrew’s Village Foundation, in care of: 368 Quail Road, Dellwood, MN 55110.

Alma Louise (St. Amand) Limbach passed away gently on August 10, 2015 at age 92. She was the youngest of 5 girls growing up in Babylon, Long Island. After getting her degree at Buffalo State Teacher’s College, she married Gustave A. Limbach (deceased), who was lured by her “money and her legs.” An adventurous soul, she willingly moved with him to Texas, Michigan, Belgium and Minnesota. She was a funny, straight-talking, wise Mom to Alex, Lucina (Johnson), Anne (Florenzano), and Corey. She taught them that “When in doubt, don’t”; “Everything takes longer than you think”; “Nothing is easy”; and most importantly, “When people tell you they want you to be honest, they don’t.” She always said she “came in handy”, especially true at St. John’s, where she volunteered on many committees. Beloved friend to her Sherry Sisters; warm and witty M-I-L to her favorites Tom, David, and Paula; creative story-teller to her grandchildren Tyler, Diana, Corinne, Mandy, Eric, and Kevin; and spirited resident in the caring communities of St. Andrew’s Village in Mahtomedi and Sunrise Senior Living in Edina. We don’t know what we’d have done without her. Funeral service at 1 p.m. Monday, August 24 at St. John’s in the Wilderness Episcopal Church in White Bear Lake. Scott “Red Dog” Giefer Age 60, of Mahtomedi. Loving husband, dad, grandpa, brother, and friend. Passed away peacefully on August 10, 2015, after a long struggle with Huntington’s disease. Preceded in death by parents; and sister, Cindy Hicks. Survived by wife of 35 years, Denise; children, Joel (Katie) Giefer, Becca Giefer; step-children, Stephanie Harvey, Daniel (Jessica) Harvey; grandchildren, Jake Harvey, Ben Harvey, Joshua Harvey, Aiden Giefer; siblings, Marvin (Harriet) Giefer Jr., Richard (Judy) Giefer, Roger (Diana) Giefer, Rene (Dale) Lindorff, Robert Giefer, Lisa Tvedt; and many nieces, nephews, relatives, and friends. Krautkramer Leon “Pep” Krautkramer passed away at the home of his youngest son, Dan, August 8, 2015, surrounded by his family, in White Bear Lake. He was 84 years old. Opinion Fun at the museum WHEN THE ABOUT THE MINNESOTA State Fair TOWN opens Thursday, August 27, the Minnesota Newspaper Museum is ready to receive visitors. The 1930s vintage newspaper office is located on the front side of the 4-H building GENE JOHNSON at the corner of 1416 Cosgrove Street and Wright Avenue, with updated information and demonstrations. The relocation last year required a battery of volunteers working with the fair administration to relocate. Minnesota State Legacy funds have been available to assist the museum foundation board to engage a consultant in further development of the museum mission and message. The newspaper museum got its start in 1984 when Maynard News owner Barney Shelrud sold his newspaper to Kermit Swanson, John Neely and Andy Kahmann. The three owned other newspapers in the area and were presented the problem of what to do with the old equipment when they converted to the offset process. In 1987 Swanson struck a deal with the Minnesota Newspaper Foundation. He would donate his equipment to the Minnesota Newspaper Foundation if it would be used to educate others on how newspapers were produced using the letterpress method. The Newspaper Foundation went to the state fair board who welcomed the idea of an on-site museum. Kathy and I have been a part of this annual exhibit. While newspapers have changed in their production process, their purpose has not changed. The primary purpose of newspapers is to hold government accountable for its actions or inactions, stimulate the economy of the business community through marketing and advertising, and to allow community groups of people to have a voice through letters to the editor. Newspaper publishers and editors have a responsibility to call attention to their readers about what is taking place in their community, whether it has positive or negative implications. Newspapers also challenge readers to debate issues in public through the newspaper to reach decisions that will be of benefit to the entire community. The museum volunteers continue to print a four-page newspaper in the letterpress process all twelve days of the fair. This is a working, living museum typical of the newspaper offices throughout the United States in the 1930s and 40s. The letterpress process dates back to the 1600s and continued until the 1960s when newspapers converted to the offset process. It was typical for weekly newspapers to do commercial printing like auction bills, business cards and tickets on Thursday and Friday of the week. Two commercial presses are in the museum, one hand fed, the other automatic. While you are at the museum you will even see how to make a printer’s hat out of newspapers. As co-publishers, Kathy and I plan to be at the museum on September 1, 3 and 5 and would love for you to stop in. This year our shift is from 9:00 a.m. to 2:30 p.m. Also in the afternoon and evening of August 29 we will be at the museum hosting the National Newspaper Association President John Edgecombe and fi rst lady, Jo. The Fair I was maybe twelve years old the first time my sister took me to the Minnesota State Fair with her husband and his mother. When it came to the fair, his mother was a real pro. She would arrive when the doors opened, then walk every square foot of the fair – through every building and every exhibit, up and down every street. By the time we had seen everything and walked back to our car, tired and sore, it was after 10 p.m. It’s safe to say I remember little else from my first fair experience but exhaustion and soreness. Since that time I have learned to embrace the fair, like a returning family member you only see once a year. My wife and I attend several times each year. For several years I volunteered with the Red Cross and other organizations; one year I had the opportunity to work as an assistant gate supervisor. All great experiences, but a separate story

ROGER CHAMBERLAIN themselves. It was hard work that left me little time to fully enjoy the fair, but I loved the unique opportunity to meet people from such diverse backgrounds. Every year, nearly 2 million people visit the fair. It began with the founding of the Minnesota Agricultural Society in 1854 – before Minnesota was even a state. The group wanted to promote agriculture in our state by holding an annual fair. After four years of territorial fairs, in 1859 the first state fair was held in Minneapolis.

Early fairs were entirely focused on agriculture, a deliberate effort to highlight the potential for opportunity in our young state and encourage current residents to try their hand at farming. Agriculture is still the backbone of the fair, but it offers so much more. There are now exhibits on new technologies, industry, and education, as well as celebrations of arts and crafts. There are multiple venues for music and entertainment, there are rides, games, and all the interesting food you can handle – and then some. Our world has changed a lot in the 156 years since the first fair. New technologies have advanced our society beyond what could have been imagined by the first fairgoers. We’ve gone through recessions and times of prosperity, through war and peace, but the fair has been a near constant -- only five times since 1859 has the fair been canceled.

It serves as our connection to the past, rooted in rich tradition and history. No matter how much our society changes, the fair always maintains its character and meaning. This connection to our past is important; it is a unique place where old and new meet. Everyone who attends has their own memories and their own stories. Some go for the music, some for the food. Some have stories about their parents and grandparents performing or working at the fair. Others go for the livestock, 4-H, the beer gardens, or the lights and noise of the midway. It doesn’t matter where you’re from, there’s something for everyone. Each year I await the start of the fair, and each year it’s over in the blink of an eye. Ramsey County Sheriff Reports The Ramsey County Sheriff’s Office reported the following incidents:

• A White Bear Lake man, 43, was arrested for thirddegree DWI at 2:15 a.m. Aug. 7 on Otter Lake Road near Whitaker Street. He was stopped for drifting out of his lane and rolling through a stop sign. He admitted he had been drinking at Macaluso's Roadhouse and he tested 0.15 on breathalyzers. He had a prior DWI conviction in 2012.

WHITE BEAR TOWNSHIP • Three men were arrested after a report of a home break-in Aug. 6 in the 2600 block of Lake Avenue. The complainant said he was house-sitting and heard noises. He appeared to be high and methamphetamine was found between the mattresses of the bed he had been sleeping in. The Spring Lake Park man, 38, was arrested for drug possession. Two 19-year-old men were found hiding in the basement. They claimed the complainant had let them in and later told them to hide in the basement. The teens were both arrested on warrants.

VADNAIS HEIGHTS • A White Bear Township man was arrested for felony drug possession and driving after license revocation Aug. 5 in the Wendy's parking lot. A deputy on patrol ran a license plate and found the vehicle's owner had a felony warrant. The driver turned out not to be the vehicle's owner. The man consented to a search of a

Washington County Sheriff Reports

A White Bear Township man is accused of abusing his infant son, possibly causing permanent harm. Anthony Michael Longville, 29, was charged Aug. 7 with malicious punishment of a child. When Longville’s son was 2 months old, the baby sustained multiple injuries allegedly caused by shaking or blunt force trauma. Longville According to the criminal complaint, the baby was taken to a hospital by ambulance because he was having difficulty breathing on Jan. 21. Longville was home alone with the baby and said he had left his son briefly unattended and returned to find him gasping for breath. The baby, now 9 months old, had no prior health issues, Longville and his wife told an investigator. Children's Hospital medical professionals found that the baby had bruising of his brain, bleeding and tearing in his eyes, scratches on his torso and multiple broken ribs in different stages of healing. Multiple medical professionals suspected the child was abused, according to the complaint. The brain injuries might have caused permanent brain damage and the eye injuries might have caused permanent vision impairment, the complaint states. Longville's attorney provided a statement from a

His top infrastructure priority is continuing, in phases, the replacement of aged utilities in the Historic District. The cost is high, but the updates are dangerously long overdue, he said. Marshall ran unopposed in the last two elections. He joked that his opponents this time around “are all wonderful in their own right, I just don't just want them to win.” In addition to leading the city, Marshall also leads the Hill Legacy Award Committee, is a board member for the Mahtomedi Area Educational Foundation, is a member of the Mahtomedi Community Education Advisory Council and is a Wildwood Lions Club member. Rogers was the city's fire chief before the post became a full-time position in 2009. He ran for City Council in 2003. He did not respond to an invite to comment for this story. Coleman is a 20-year resident of Mahtomedi and a member of the Mahtomedi Community Education Advisory Council. He founded TEDxMahtomedi and helped start the RITE of Spring. He also served on the Planning Commission and was a Cub Scout pack leader. On a campaign website, Coleman lists his priorities as citizen engagement in planning, “smart infrastructure investment,” and “thoughtful redevelopment.” About engagement, he writes that he would “commit to planning that involves residents at the neighborhood level, recog-

nizing the unique characteristics of our diverse neighborhoods.” About infrastructure, he writes that “Each project should be analyzed for return on investment and its positive impact on the neighborhood and community.” About redevelopment, he writes that Mahtomedi and Willernie need to partner to establish “a common vision and a sensible plan to create a vibrant, accessible downtown commercial area with committed and engaged property and business owners.” Brainerd is nearing the end of his fourth term and said he wishes to remain on the council because the “city has been doing a lot of good things but there is a lot of work yet to be done.” He said that work includes completing the remaining phases of the Historic District utility improvements and other projects in the city's capital improvement and road maintenance plans. He'd strive to complete those projects while “keeping taxes reasonable,” he said. Before the council, Brainerd served six years on the city Finance Commission. The “semiretired” human resources consultant has lived in Mahtomedi for nearly 30 years. He previously worked as human resources director for the Metropolitan Council and Ramsey County and as deputy commissioner of the Minnesota Department of Employee Relations. Brainerd is a board member for three organizations: the Century College Foundation, the Nature Conservancy of Minnesota, North Dakota and South Dakota, and the North Central Blood Services Region of the American Red Cross. Deans is a former volunteer leader of the American Red Cross. He served on the local chapter and region boards and on the national youth council and

the national leadership council. The Pine Springs native also has served on the Mahtomedi Fire Department for nearly 12 years, currently as a paramedic and fire captain. Deans joined the council in 2012 and said he wants to continue to serve so he can work to complete some yet-to-be accomplished objectives. Those goals include eradicating invasive species from Katherine Abbott Park and extending the Streetcar Trail. Like his fellow incumbents, he also listed the Historic District utility improvements as a priority. Neither of the council challengers have any grievances with their city's governance. Belflower recently retired from the Mahtomedi Fire Department and said he is looking for a new opportunity to serve his city. Geier said he threw his hat in the ring because he believes contested elections are healthy because they bring in new viewpoints and spur discussion. An 18-year resident, Geier said he loves Mahtomedi as it is and would seek to retain its unique small-town-like charm. He works as a manufacturing manager for a telecommunications company. He previously served on the Mahtomedi Youth Hockey Association board. Belflower said his top priorities if elected would be “keeping a lid on taxes” and supporting small businesses. The 14-year Mahtomedi resident has a small business of his own organizing bar poker leagues. He also works as a safety compliance trainer for a construction contractor. He previously worked as a fire engine and equipment inspector and trainer. He served on the Mahtomedi Fire Department for 12 years through the end of 2014 and before that served nine years with the Inver Grove Heights Fire Department.

White Bear City Council Notes The White Bear Lake City Council conducted the following business at its Aug. 12 meeting: • Agreed to write a letter of support for Cerenity Care Center's proposed projcet to capture rain water. The center is applying for Legacy grant money to collect runoff from the roof into underground cisterns. City Administrator Mark Sather said the water will be used for irrigation and reduce the volume of water that runs into the storm sewer. "Cerenity needs local support to get financial support from the state," noted Sather, who believes the project makes "good public policy sense." • Approved request by Jessica Storey for a special home occupation permit to renew and expand an existing beauty salon in a

single family residence. Size of the salon will increase from 20 percent to 25 percent of the floor area at the home, 4699 Krech Ave. • Heard a report from Sather regarding safety concerns on Hoffman Road when the Ski Otters perform their waterski show. Those concerns prompted staff to close the road Aug. 9. The county, which owns the road, requested the popular event cease or the road close. The only business impacted during the event is The Little Bar on Hoffman Road. "We want the show to continue," Sather told the council. "It's a great family event. Hockey mom Continued from page 1A Hockey Moms USA has distributed approximately $45,000 worth of hockey equipment and has given approximately $6,000 to help families pay for association participant fees. Families in need are referred by association leaders or can make a request themselves on hockeymomsusa.org. There is no defined eligibility criteria. After an interview, Boldt and volunteers decide on a case-by-case basis depending on the family's circumstances and amount of funds and equipment they have available. The equipment is stored in Boldt's White Bear Lake garage. It's a mix of used and new equipment donated by individuals and companies. A $20,000 grant from the National Hockey League Players' Association funded many of the items distributed to date. If a family has a need she doesn't have in stock, she often puts out a donation request on Facebook. Helmets are currently the most needed. Boldt said she hopes to make last week's co-ed camp for peewees and squirts an annual offering. Former youth coaches Kelly Rittenhouse, Paul Ballis and Pete Schauer volunteered to come out of retirement to lead the camp. Carter, who is a White Bear Lake native, also volunteered to help coach for an hour or two each day and signed autographs for all the participants. Most of the campers attended at no charge and were chosen, based upon referrals, because their families couldn't afford to send them to a summer hockey camp. The local hockey mom is also a new contributor to Minnesota Hockey Magazine. Boldt is writing a column for the online magazine targeted at fellow hockey moms. Her first submission provides scrapbooking ideas. She's also writing a “hockey mom of the month” feature recognizing outstanding moms; a committee of Boldt and other moms are selecting the honorees from the essays they receive. Public Safety Briefs 2014 deputy crash prompts lawsuit over $750,000 damages An insurance company is suing the Ramsey County Sheriff's Office and a former deputy who crashed into a Vadnais Heights office complex in May 2014. Ohio Security Insurance Company seeks compensation for the reported $750,000 in damage to the building on Willow Lake Boulevard caused by Christopher Dugger, then a deputy with the department. The deputy was pursing a vehicle on May 29, 2014 when he lost control at a curve and crashed into a building, striking a gas line and starting a fire. The suit alleges "Deputy Dugger knew or reasonably should have known that driving a patrol squad at 101 mph westbound on Willow Lake Blvd to the west of Fuller Way endangered public safety." In a response seeking dismissal of the case, Dugger's attorney argued that Dugger was “performing discretionary acts in

the scope of his duties with a good faith belief his conduct was lawful, proper, reasonable and pursuant to probable cause.”

Washington County Sheriff's Office launches mobile app The Washington County Sheriff's Office now has a mobile application that is the first of its kind. Users can give crime tips, view cold cases and missing person reports, find personnel contacts, thank a deputy, access the department's social media sites and more. Additional features, including press releases and jail booking reports, also will be added. “We hope for this to be another useful tool to add to our broader community engagement effort,” Commander Brian Mueller said. The app is available via the Apple App Store and Google Play to mobile devices that use the Apple and Android platforms. The sheriff's office has been working with an app developer for two years. According to Mueller, his office is the first law enforcement agency to have its own standalone mobile app.

Hayfield ablaze in Grant GRANT — It was something Mahtomedi Fire Chief Terry Fischer had never seen: a burning hayfield. The field belonged to Loren Sederstrom, a hobby farmer in Grant who cuts 30 acres of hay. Spontaneous combustion is blamed for starting a large pile of fresh cut hay last month that Sederstrom said was "beyond repair" due to rain. "I had two guys pile the ruined hay in mounds 6 feet high and 20 feet across for disposal," Sederstrom said. "That night, the first pile caught on fire and sparks started two more ablaze. It started by itself. I was shocked. This was an experience I've never had before." Sederstrom, who also sits on the City Council, called the fire department, which prepared to

put the piles out. "I preferred they let them burn since I was going to get rid of the hay anyway," he recalled, "so I got a burning permit and the next day lit the rest on fire. I just had to remove the ashes." Fischer said he's heard of barns starting on fire from spontaneous combustion in stored hay bales put up too green and too wet, but never in a field. An extra sense of urgency joined pigskins flying through the air last week with the beginning of prep football practices. There is absolutely no time to dally this season, because games are set to commence one week earlier than usual. In the case of Dave Muetzel's Mahtomedi crew, the incentive to be ready from the get-go (as an individual and as team) comes in the form of familiar rival St. Thomas Academy. Complicating the process is the new rule that prevents teams from having two-a-day practices on consecutive days. The Zephyrs pack up and square off against the Cadets this Saturday night in Mendota Heights, with opening kickoff set for 7 p.m. "We had a good week of practice," offered Muetzel. "It's been a challenge to get used to the new rules (about practices), but we're hoping cutting down on the contact before the season begins is good for the players." The coach said he looked to captains Brandon Hull and Quinn Lemke for leadership over the summer and so far in practices. Hull is a very active defensive lineman and offensive guard, while Lemke earned Metro East All-Conference honors and was cited the team's top linebacker last season. Muetzel and company have some key holes to fill due to graduation, including the quarterback position which has been handled so adeptly by All-Conference performer Kellen Campbell the last two campaigns. "We'll stay with our basic offense we've run over the years, but change it a bit according to our personnel," Muetzel said. "Our numbers are pretty good with 60 juniors and seniors, and playing someone like St. Thomas in the first game has created a good atmosphere. We have a lot of respect for them. MARK AGUIRRE prevailed 12-7 last season, snapping a Mahtomedi two-game winning streak over the Cadets. The Zephs went on to finish with a 4-3 MEC mark and were 6-5 overall. They began section play with victories over Robbinsdale Cooper and Irondale before falling to top-seeded Spring Lake Park in Section 4(5A) finals. Snyder's drive to the PGA Diabolical. I think it's a pretty cool word. I've never used it much in print, and I certainly have never heard the word used as often as I did last week watching the PGA Championship at Whistling Straits Golf Course in Kohler, Wisconsin. Time and time again the commentating crew described the 7,400-yard layout on the shores of Lake Michigan, littered with more than 1,000 bunkers, as diabolical. When it comes to the real world, two things you hate to hear described as "diabolical" are your new neighbors and the golf course on which you're battling to make the cut. Mahtomedi graduate Brent Snyder barreled head irst into the PGA challenge last week. He was one of just 20 club pros who qualified for the prestigious event, and was excited about playing in his first-ever major. "If you don't think you can make the cut ... you probably shouldn't (be in the tournament)," he reasoned the week prior. With brother Kyle on the bag, Snyder gave himself a chance to make the cut from 156 golfers to the low 70 and ties with an opening-round 76. His 4-over par score was shared by the likes of Keegan Bradley, Paddy Harrington and Adam Scott, and he was one shot behind Tiger Woods. Snyder began Friday's second round with bogeys on the third, fourth, seventh and eighth holes. He birdied the short-par 4 10th hole before a rainstorm which put the breaks on the tourney for the rest of the day. Snyder returned Saturday morning to finish his second round and had a costly double bogey on the short 143-yard par-3 12th hole, with bogeys on numbers 14 and 18. He finished with a 79 and a 155 total for the two rounds. That left him 10th among 20 club pros entered. How tough was the examination? Just one club pro made the cut. Jason Day went on to win the tournament, and wept for joy on the 18th green while holding his young son. Snyder accompanied his contingent of family and friends back to Troy Burne Golf Course base in Hudson. Mahtomedi School Board Notes Action taken by the District 832 School Board at its Aug. 13 meeting included: • Heard a summary of the results of a building capacity study. A company was contracted to conduct the study based on assumptions including target class sizes and how many hours per day each classroom has historically been utilized. The study found that there is room to expand enrollment at each school. At Wildwood, the study found a capacity of 621 in the K-2 portion of the school (the preschool area of the new facility was not included in the study). Projected K-2 enrollment for 2015-16 is 608. At O.H. Anderson, a capacity of 729 was found while projected enrollment is 702. The capacity number for the 3-5 school includes the factor that the Spanish teacher doesn't have his own classroom. The study also found that the capacity at the elementary schools could be increased by eliminating specialists' classrooms or computer labs (the computer labs are used primarily for standardized testing and the state would need to change its rule requiring the tests be taken in a lab and not on a portable device). At the middle school, a capacity of 1,035 was established. Projected enrollment is 817. The high school's capacity was identified as 1,454 and enrollment is projected at 1,167. The secondary schools' capacity could be expanded by utilizing classrooms more hours of the day, by holding multiple types of courses in elective classrooms and by moving teachers out of their classrooms during their prep hour. There would be challenges and drawbacks to expanding

enrollment, the study also found. At O.H. Anderson, for example, the classrooms are small and the ratio of square footage per student is already significantly less than the state recommends (O.H. has 99 square feet per student compared to the recommendation of 110 to 135). And at the middle school, for example, more lockers would need to be added and the cafeteria would need to be expanded. • Accepted 57 more open enrollment students and decided to accept no more open enrollees for the 2015-16 school year. The board had a lengthy discussion regarding class sizes, current enrollment projections, a handful of unconfirmed prospective resident enrollees and projections of how many mid-year resident enrollees to anticipate. Weary of class sizes potentially growing higher than desired, the board approved open enrollment admittances based on target class sizes and the assumption that all of the unconfirmed enrollments would occur. Fifteen open enrollees were admitted in kindergarten, seven were admitted to sixth grade, seven were admitted to seventh grade, 21 were admitted to eighth grade, six were admitted to 10th grade and one was admitted to 11th grade. That brings the district's total projected enrollment to a little under 3,300. The superintendent proposed that the board grant him the authority to potentially admit in a few additional open enrollees if the enrollment counts changed. Board member Mike Chevalier supported that idea, but the rest of the board members were ready to cut off and be done with open enrollment for the forthcoming school year. A mother left the board room sobbing following the decision. She had pleaded with the board to admit her incoming first-grader, noting that her two older children

are open-enrolled students. • Approved the board's meeting schedule for 2016. Regular action meetings will be held at 7 p.m. the second Thursday of the month, with the exceptions of January and November, when they will be held on the third Thursday; and July, when the meeting will be held at 4 p.m. • Accepted two donations: $5,000 from the CenturyLink Clarke M. Williams Foundation to the engineering program and $750 from the 3M Foundation to Community Education. • Approved personnel changes, including the resignation of longtime administrative assistant to the superintendent Dawn Maslowski. She is leaving on Aug. 26 to accept a position in the TIES collaborative. • Heard a summary of changes in special education and counseling services. Three counselor position are being added: at O.H. Anderson, the middle school (part time) and the high school. The responsibilities of the high school counselors are being shifted. In special education, there will be additional behavioral interventions at the elementary schools, new programs are being added at O.H. Anderson for students with autism spectrum and emotional behavioral disorders, and programs for students with developmental cognitive delays are expanding at O.H. Anderson. In addition, a new employee has been hired to develop a transitions program for 18-22-year-olds that will launch in fall of 2016. – Kristine Goodrich

Facilities Update Director of Administrative Services Kristine Carr introduced Jamin Wood, supervisor of buildings and grounds. Brian Buchholz, from BWBR Architects, presented an update on the design and progress for the K-8 special education building in Lake Elmo. The 70,000 square foot floor plan will have four pods with five classrooms each. There has been a lot of staff input and most elements of the unique design that have been found to be positively impacting student outcomes and safety at Karner Blue will be employed in this building as well. Member Sager left at this point in the meeting. Additionally, Superintendent Hayes reviewed a draft communication tool that school board members may use, if necessary, with their own school boards regarding the planning for Capitol View Center. The document will be finalized after the member district business managers meet later this month. She hopes to have a school board vote in September or October. Presentation: 2015-16 Preliminary Budget Kristine Carr, director of administrative services, presented budget recommendations for the next fiscal year. The overall budget is balanced. Valley Crossing is spending down some fund balance based on planning with the participating member districts. Construction costs for Lake Elmo are represented in the budget. Approval of Health & Safety Program Budget Kristine Carr, director of administrative services, noted that asbestos abatement will not be done at Capitol View Center during the 2015-16 school year. Approved a health and safety program budget for district facilities for the 2015-2016 school year in the amount of $39,525. The various components of this program budget are presented as Exhibit A and are incorporated herein by reference and administration is directed to apply to the Commissioner of Education for approval. Approval of Board Policy This policy was presented at the April 7 Board meeting for review and comment. A change was made at the May 5 Board meeting and is presented for final approval. Adopted board policies of the Board Policy Manual as follows: 506 – Student Discipline (revised) Approval of Food Service Agreements Northeast Metro 916 contracts with our member districts to provide food services to the students in our programs located across multiple member districts. Listed below is a list of food service agreements for the 2015-2016 school year needing approval. Approved the food service agreements with the identified school districts for the 2015-16 school year. Rescind Termination and Nonrenewal of Teaching Contract of Certain Teacher Rescinded the termination and nonrenewal of the teaching contract of the following teacher: Anthony Denny, Teacher, Emotional/Behavior Disorder Board Forum On behalf of Member Sager, Member Forsberg noted that Member Sager left to attend Mounds View’s Irondale graduation. Of special note is that eight graduates received both a diploma and an AA degree from Anoka Ramsey. Member Forsberg reported that Spring Lake Park’s commencement is Friday night with 300 students graduating. Teacher negotiations may be complete when the Governor signs the budget bill. A district branding open house was attended by about 80 people. She reported that the City of Brooklyn Center is entertaining a proposed lawsuit related to integration. Member Forsberg shared pictures from the NSBA Conference. Member Newberg reported that the White Bear Lake ALC graduation is on Thursday night and Friday night is the main student body. Today was the last day of school for seniors—tomorrow is service day for the seniors. Three school board members are not running for re-election. Eight people have filed for the school board election. Member Schwartz reported that Mahtomedi’s graduation will be June 6. The school board is continuing to be involved with strategic planning with the community. They have space issues in their 3-5 building. Member Edstrom reported that Roseville’s graduation is Friday night, with their ALC on Wednesday night. They have two more board meetings with Superintendent Thein. On Monday, there will be an event for the community for John Thein. A retirement dinner will be scheduled in late July. Member Edstrom reported that the barn dance she bid on at the 916 Education Foundation Gala was a spectacular event. Member Lindblad reported that Fridley held graduation last Thursday for their ALC and high school. U.S. News and World Report has named Fridley High School as one of the Best High Schools in Minnesota—coming in at number 29 out of more than 500 high schools in the state. Member Palmer reported that Columbia Heights’ graduation is on Thursday. The city donated a playground to the school district a number of years ago, and the 23-year old wood structure is falling apart. For safety reasons, the structure will be torn down and replaced. Member Ptacek reported that with the passage of their May 12 bond election, the district is working on selecting a location for a new elementary school and bus garage. Teacher negotiations have begun. At Friday night’s graduation, this year’s distinguished alumni will be honored. On July 1, their new superintendent will officially start, although she has begun the transition. Member Auge’ reported that U.S. Secretary of Education Arne Duncan, along with Governor Dayton, visited one of North St. Paul-MaplewoodOakdale’s poorest elementary schools. The district is planning a retirement event on June 18 for Superintendent Phillips where the school board will do a musical skit. Christine Osorio has been selected as their new superintendent. The district receives $2.7 million from QComp—they need to resolve a QComp staff development day reduction vs staffing reduction by June 30 or it expires. The school board will have a study session on June 9 to talk about a levy. Member Lodico reported that the Centennial School Board negotiates directly with teachers—they do have an agreement. The district will be going out for a levy and talking about how to make their OPEB financing last— working on their questions. The Centennial High School graduation is Saturday afternoon, with the ALC graduation on Thursday evening. Member Brunnette reported that South Washington County held their graduations (three) last weekend with 1,400 students graduating. Superintendent Hayes announced the hiring of Jill Stewart-Kellar as the new Career & Tech Center principal. She comes to our district from the Osseo School District. A meeting was held with MDE last week related to the number of annual instructional minutes and federal requirements. We also learnt that our district is not held to the after Labor Day start date, and that there is still additional room for more QComp districts that receive $3,000 per teacher. Superintendent Hayes will be speaking with Chair Brunnette about the retreat agenda on June 17. Agenda items will include the school board orientation warehouse, Jenna Johnshoy (Data & Research Analyst) to present on two district DMC projects (Columbia Heights and Fridley), and sharing her services to the member districts, superintendent evaluation, and school board substitutes. The meeting will run from 4:00-8:00 pm at Bellaire School with a break for dinner. Presentation: Academic-Return on Investment Process & Results Jenna Johnshoy, data and research analyst, provided the school board with a summary of two member school district projects in the AcademicReturn on Investment initiative started this year with the District Management Council. She also summarized for the school board those skills she has made available to the member districts not participating in the A-ROI initiative. Policy Conversation: Substitute Board Members The board discussed the pros and cons of having substitute board members when members have to be absent for a meeting. It was decided that Superintendent Hayes would develop a policy for the board to consider. He was concerned the 55-year-olds and up who would live in the complex couldn't walk or bike to Walgreens for their meds. "I don't see a sidewalk in front of Tires Plus; I don't see a purpose for a sidewalk if it doesn't connect anything," Jones noted. Kane said the developers are well aware of the desire for connectivity but continuing south may not be a critical connection. "Seniors will take the shortest route," she said, adding that identifying a land use raises the priority of having pedestrian connections. It was the first reading for the planned unit development, which requires rezoning of 1.2 acres from public facilities to performance zone. The city is selling a small parcel below the water tower to provide access to both pieces of the property, formerly owned by the late Jarmila Lande. Sept. 8 council meeting. Traffic through the property is also a concern. Kane said a traffic impact analysis will be required before the start of Phase Two, which is the retail part. One property owner wanted a straight shot through the development, Kane told council members, but the Planning Commission agreed to place priority on pedestrians while accommodating traffic. John Moriarty, White Oak Development Co., argued that the county is recommending a more prominent road near the new retail site to better handle traffic flow from McDonald's, Walgreens and Anytime Fitness. White Oak owns the building leased to the fitness company.

"The city is accepting a flawed traffic study from the new developers that does not review the crash count at the Meadowlands and Centerville Road intersection," Moriarty wrote in an email. "We feel a prominent service road [to a north access signal] will alleviate this issue into the future." Kane made council aware of the property owner's request but said "staff desires to see traffic calming components." Another minor issue is the site plan shows a second access point to the south, she noted. "That was rejected by the Ramsey County traffic engineer because it's too close to the existing drive that services Tires Plus," Kane said. "We will have further conversations on this. They may want a shared access that serves both properties and gives their customers access to the traffic signal to the north." The senior housing planned for Phase One will consist of 76 independent and assisted living and 36 memory and enhanced care suites. Parking will be underground. Three stories are planned to the south and along Centerville Road with projected balconies and varying rooflines in what was described as "good design principles." Due to an extremely sloping site, however, the back side will be four stories in a walk-out design. The building height is then 44 feet, which requires zoning relief from a 35-foot limitation. "Given that three stories is the dominant design, staff feels the site can handle the height," Kane said. Councilman Bryan Belisle complimented staff on the development, as well as the developers, Division 25 LLC and Oppidan. "This was a challenging piece of property," Belisle said. "It's a busy area but I feel confident the service road issue can be addressed in Phase Two. It's nice to see closure to the Lande property."
