WHITE BEAR LAKE — Proponents of water conservation are invited to a special public meeting May 12 for Race2Reduce. The local nonprofit is on a mission to educate students, families and the community about the importance of preserving water resources and will use the morning event to introduce its programs and recruit volunteers. Director Paul Steinhauser started the program two years ago in the aftermath of the lake level lawsuit. “Everyone was talking about a $400 million to $600 million fix and no one was saying a thing about conservation. I took it upon myself to start this conservation piece,” recalled the Birchwood resident. “H2O for Life jumped in, they’re all about using water wisely worldwide, and we got the area chamber, two school systems

He helped found the former White Bear Racquet and Swim Club in 1988 (now Lifetime Fitness) and instituted “smart environmental practices” at the fitness club to reduce energy, water and chemical use. “Conservation has been part of my background for a long time,” Steinhauser said. Mostly, the Tuesday morning meeting is to raise visibility of Race2Reduce. It’s a three-facet program that includes a school curriculum, education aimed at adults who have ignored conservation practices, and instituting 21st-century devices and

WHITE BEAR LAKE — It’s been a busy 18 months in the police department, according to the chief. Police Chief Julie Swanson said the department is finally filling its second administrative vacancy after the retirement of one captain and her promotion to chief. Captain Dale Hager was hired a year ago for one of those open positions and he has done a good job fitting in, she said. The newest member of the administrative team is Captain Phil Henry. He took his oath of office April 28 before the chief and City Council after a four-month process that started last December. The city received applications for the captain slot from very qualified candidates, Swanson said. Applicants went through an essay portion, oral board and, ultimately, a final interview with the chief and city manager. The recommendation to the civil service commission was to promote Henry.

When Jim Brunzell graduated from White Bear Lake High School in 1967, he never dreamed his career would take him into the pro wrestling ring. That journey into the pseudo-reality wrestling world began with a phone call in 1972 from his friend Greg Gagne, son of the legendary heavyweight wrestler Verne Gagne. His dad was holding a wrestling camp, Greg said, and Brunzell was invited. The two had met as freshmen football walk-ons at the University of Minnesota, Gagne as a quarterback, Brunzell as a split end. Gagne ended up transferring to Wyoming but Brunzell stayed with the Gophers until his junior year when he left for the semi-pros. He tried out with the Washington Redskins in 1971 but failed to make the team. He was going to return to school when he got the call from his friend Gagne. The camp was a wrestling who’s who, Brunzell recalled, and included Kenny Patera, a weightlifter who had just competed in the Munich Olympics; Khosrow Vaziri, who went on to become the “Iron Sheik”; and Ric “The Nature Boy” Flair. “That group spawned a lot of talent,” Brunzell said. “We went on for 25 years at wrestling events around the world.” Most of those years were with the American Wrestling Association, based in Minneapolis and owned by Verne Gagne. The showman, businessman and mentor to Brunzell died April 27 at the age of 89. “He had a big influence on my career,” said Brunzell, who was known as “Jumping Jim” for his lofty drop kick.

Retiring DEA leader was a trailblazer A White Bear Lake Area High School graduate is leaving her post as the head of the U.S. Drug Enforcement Agency. Michele Leonhart recently announced she will retire later this month. She has worked at the agency for 35 years, was its first female special agent in charge and has been its leader for more than seven years. The 1974 White Bear Lake High School grad started her career as a Baltimore Police officer and two years later moved to the DEA. “I saw that drugs were the origin of so many of the crimes and I thought, ‘What better way to serve the country than to be a narcotics agent?’� Leonhart told the Press in 2004. Opinion Windows open It’s a rite of passage in PUBLISHER’S Minnesota to open up the VIEW windows on these first spring days, and I took the opportunity last weekend to air out the house by opening ours. However, fresh air can be disturbed by local campfires of smoldering leaves, and keeping the windows open may exacerbate the nuisance of barking dogs CARTER JOHNSON or blaring music. Just a few weeks ago we accidentally left our barking dog outside in the backyard while we were at a friend’s house. Thankfully, one of our neighbors called us instead of calling the police. In 15 minutes I was home to let the dog in – no real harm done with the exception of a slightly traumatized dog. As we all begin to spend more time outside in the coming weeks, make an effort to re-connect with your neighbors. Walk over to chat when you see them in the yard, or at least give a wave. Develop a relationship with those living around you so that you can work through any concerns that arise in a friendly way. It’s much easier to be a good neighbor than a hostile one. And be sure to keep an ear tuned to your own blaring music or barking dog. The League of Minnesota Cities The League of Minnesota Cities is a membership organization dedicated to promoting excellence in local government. The league serves more than 800 cities with an emphasis on advocacy, education, training, policy development, risk management and other services. An annual tradition is that the outgoing chair hosts a meeting in their hometown. White Bear Lake Mayor Jo Emerson is this year’s outgoing chair, and the group was among the first to see the new Boatworks Commons community room. Historical Society Director Sara Markoe Hanson also led the group on gangster tour highlighting the likes of 1920s-era gangsters such as Ma Baker, Alvin “Creepy” Karpis, John Dillinger and Baby Face Nelson who spent time in our area, including a visit to a former speakeasy in Dellwood. The mayors were treated to dinner at the White Bear Yacht Club, known for its Donald Ross course design and ties to F. Scott Fitzgerald’s short story “Winter Dreams.” White Bear Lake is said to be Minnesota’s first resort town, and this visit was a great opportunity for mayors from throughout the state to explore firsthand our community’s rich history and downtown charm. Streetcar tour In 1892 through 1951, streetcars operated throughout the communities surrounding White Bear Lake. The streetcar owner was looking for ways to increase the number of riders, so he built the Wildwood Amusement Park so residents of St. Paul would ride his streetcars all the way to Mahtomedi area. The cost to ride the streetcar from St. Paul was 10 to 15 cents, and with it admission to the park was free. The park included a roller coaster and numerous other rides, as well as what was considered the finest bathing beach around. A thousand people attended per day on weekends. The park closed in 1932, largely a result of the freedom brought about by the automobile, enabling people to travel more widely. Thank you to Mahtomedi resident Doug Wolgomot hosted the walking tour of the old streetcar paths that are now trails running through the communities of Birchwood Village and Mahtomedi. Recycling goal is attainable More value, less trash. That is the goal of Ramsey and Washington counties when it comes to reducing, reusing, recycling and processing of solid waste. Since 1982 the two counties have partnered to build and improve a solid waste management system that protects the environment, public health and taxpayers — and grows jobs here in the East Metro. The Ramsey Washington Resource Recovery Board is a joint powers board that oversees that system and I have been on that board for my entire tenure as a county commissioner. The state recently set a goal of recycling 75 percent of our solid waste. Now we need to work hard to reach that goal. The current recycling rate for both counties is just over 51 percent. But a combination of public and private efforts can make the 75 percent recycling goal attainable. The public and private sectors need to work to expand and develop markets for more recyclable products, particularly recycled plastics and compost (a product from recycled food waste). And we have

VICTORIA REINHARDT to take steps to prevent all recyclables, particularly high-value recyclable materials, such as iron and aluminum, from being buried in landfills. From 2010 to 2014, haulers dumped about 479,000 tons of trash in landfills, rather than have it processed by the counties’ solid waste management system to recover recyclable materials or generate electricity. That buried trash included an estimated $32.3 million worth of recyclable materials. Commissioners in the two counties are committed to supporting and strengthening recycling in our homes and businesses. For example, we have issued more than $500,000 in seed grants to local busi-
nesses to help them launch on-site recycling programs that will ultimately save them money and reduce what they throw away. The counties also are working together to find new technologies to use in the coming years to increase what we recycle. Food waste and foodspoiled paper account for more than 25 percent of what homes throw in the trash, where it does absolutely no good. That’s foolish, because food waste offers a lot of value. One way we could get optimal value from food waste is with an anaerobic digester to capture bio-gas that can be used to fuel vehicles or to generate electricity much more efficiently. Compost could be created from food waste directly or from the leftover “digestate” after an anaerobic digester has done its work. Compost can help build soils and improve water retention in parks, along roads, and on yards, gardens and farm fields. County officials support changes in municipal collection programs that may allow homeowners and businesses to separate their
Assessing our strengths and weaknesses One of the great things about the English language is its fluidity. What was popular at one time, like “groovy,” eventually falls out of favor and out of use. One current expression for which I’m anxiously awaiting its demise is “It is what it is.” To me, it means settling for the status quo even if it’s not what we really want. I find this is a goto statement when people feel there is truly no other way out of a situation. In fact, it may be a popular way for people to avoid taking what could very well be difficult action to make positive change. School districts often find themselves in these “It is what it is” situations. Many factors such as state and federal funding, state mandates and community conflict can make it feel easier to proceed on the same course because change — and all that it entails — can be difficult, scary, and at times alienating. After the successful operating levy, we are poised to re-examine what we’re doing and re-prioritize according to the needs of the students and the wishes of the community and staff. For many organizations this means defining (or redefining) a mission, which is a formal, written pronouncement of the organization’s core purpose. That’s often followed by an examination of the organization’s vision for what stakeholders want to achieve over time. For this very reason, I am fully embracing our

MARK LARSON district’s new strategic planning process. The resulting roadmap will tell us where we are, where we want to be in three to five years, and the roles we will all play in getting there. But during the journey we will dig deep into our current situation, define what we value, identify what we want to change, and outline the best way to get there. It’s a valuable process that will provide ample opportunity for staff, parent, student, and community input into how our school district educates our community’s children. A few weeks ago we gathered input by holding five listening sessions and an electronic staff and community survey that asked people what they value about our school district as well as what they would change. Next, we are convening a task force comprised of teachers, administrators, community members, and students. This group will review our existing mission, vision, etc. and decide what, if any, changes should be made. The group will then review where the district
is in areas such as student achievement and customer satisfaction and draft recommendations about areas of future focus. By the end of the task force’s tenure, the Mahtomedi School Board will get a “governance” document that is very big-picture oriented. The board can approve, amend, or even reject the document. The board then hands off the final document to administration to work with the staff to create the action plans that will move the buildings and district forward to attain the goals of the school board document. When we discuss candid evaluation and potential change, hopes and fears are a part of the process. My biggest hope is that the result of this process will be an honest assessment of our strengths and weaknesses, which will lead to the creation of a forward-thinking plan. This plan will eliminate weaknesses while building on strengths. In the end, of course, is the opportunity to implement a plan that will improve the educational experiences of all of our students. While a definitive plan will be developed, it is also important that it be fluid enough to adapt to educational, technological, and other changes. After all, Mahtomedi students deserve more than a “groovy” plan, but one that can stand the test of time. — Mark Larson is superintendent of Mahtomedi Public Schools.

Names in News A book by Willernie Mayor Barbara Parent is a finalist for a Midwest Book Award. “Journey's Seekers” is nominated in two categories: young adult fiction and fantasy/sci-fi fiction. The contest is sponsored by the Midwest Independent Publishing Association. Finalists and winners are selected by professionals in the publishing field. The winner will be announced at a May 13 gala.
“Moo!” by White Bear Lake author David LaRochelle won the 2014-15 Star of the North Picture Book Award. A committee selects nominees and children select the winner. School students and library visitors vote for their favorite book. An exhibit of the Native American beaded works of White Bear Lake artist Douglas Limón will be on display May 7 to July 3 at the Textile Center in Min-
neapolis. The exhibit, titled Turtle Voices, features Limón's signature cradleboards, bandolier bags and turtle medallions. An opening reception is 6-8 p.m. Thursday, May 7 and will include a talk by Limón and performance by a Native American drum group featuring a grass dance performance by Limón's young son, Gavino Limón.
Letters to the Editor Creating connections Mike Brooks WHITE BEAR LAKE — On Feb. 18 people came to a city-sponsored event to give their opinions and ideas on how to make White Bear Lake safer and more accessible by walking or biking, or as it is sometime referred to, “nonmotorized transportation.” The event was wellattended and very positive. Citizens talked with each other, and to city, Ramsey County and Minnesota Department of Transportation representatives. Participants completed questionnaires and colored on maps provided by the city to indicate where they walked, biked or found difficult doing either. They also were asked to mark routes they would like improved or created. The city is compiling this information for formal review by the Planning Commission at its regular meeting on Monday, May 18. The City Council will most likely discuss at its meeting on Tuesday, June 9. These are key meetings to attend and advise our city leaders. Creating safe connections for biking and walking between our parks, neighborhoods, schools, and our arts and retail areas will visually define the values and lifestyle of our community. It is proven to have broad positive effects including more inclusive city planning, real estate values, better health and increased local merchant sales.
Lovable community Julie Trude ANDOVER — White Bear Lake can feel very proud of how well Mayor Jo Emerson showcased your vital and lovable community to mayors attending the Minnesota Mayors’ Conference at the White Bear Country Inn. We were greeted with tote bags loaded with local promotional materials to get us out of the hotel and encourage return visits. Community booster Bill Foussard really cared that we enjoyed quality meals at his establishment, asking whether we were enjoying a good meal. That’s a first for me at a conference. During our community bus tour, we were invited into a Dellwood home speakeasy lounge where we sampled the Rudytini as we admired a Gatsby-era room featuring a fullwall fresco. I enjoyed viewing the recent progress in your city, including the new public works facility. I overheard many mayors comment that they are looking at similar projects.
The event was a bit of a welcome home experience for me, as I left the area after I was married at First Lutheran over 30 years ago. I also recall the polar bear being hoisted to the roof of Polar Chevrolet when my father worked there. My parents, Lyle and Patricia Walstad, have been residents for over 55 years because your community has the small-town feel they sought. They have stayed because you have housing that serves all generations. I must add a special thank you to Dellwood Mayor Bob Nuffort for working with Mayor Emerson in arranging a fabulous concluding dinner at the White Bear Yacht Club. We viewed reflections of sailboats moored on the shore in the still, glass-like lake as the sun was setting. tendent and met with the director of community education. I was pleased to learn that any course which is designed to educate the public on the tenets of one’s faith walk will be accepted. I was also pleased to learn that the school district does not fund the extra-curricular courses; they are funded by fees. The persons promoting their faith walks in the community education brochure are to be commended for taking the initiative. The part that really saddens me is that Christians have been scared off from the public forum and public education. There is no law prohibiting Christians from participating in the public forum. There are a lot of misrepresentations regarding the separation of church and state. This letter is to encourage faith-based groups to engage and to support community education.

Jerry Helander GRANT — I have not seen it in the news, but Grant citizens will be happy to learn that the Grant Charter Commission passed three significant motions at its April 16 meeting: (1) Recall, a favorite provision early on but dropped after the November 2014 election, was re-inserted; (2) Final wording of the charter was approved; and (3) The November 2016 general election was chosen for the citizens’ vote on the charter. The latter will avoid the cost and bother of a special election, allow plenty of time for citizens to better understand what they are voting on, and gain the highest voter turnout. The Charter Commission, with all members present, did the right thing on all three, especially in choosing to use the general election rather than a special election.

Included is a cling for the bathroom mirror to remind families about wise water use, a plastic disc for the garden hose to remind users to use water effectively outdoors, and other information items. Money to fund its initiatives has been coming in from different groups. Steinhauser said they plan to put a recognition piece together soon listing donors. There is also legislation authored by Rep. Peter Fischer in the House and Sens. Chuck Wiger and Roger Chamberlain in the Senate requesting $150,000 to help fund school education programs for the next two years. “The final vote is a week or two out,” said Steinhauser, who testified at several committee hearings. “Rep. Jumping Jim Continued from page 1A The first time Brunzell met the senior Gagne was at a barbecue at his Lake Minnetonka home in Navarre. “Galloping Gourmet” chef Hank Meadows was there grilling steaks for guests that included Vikings coaches. “I was watching him cook when Vern came up to me and said, ‘Jim, you have as many of those filets as you want.’ I was 18 and it was my first sampling of someone who was successful and wealthy. I remember he had a waterfall in his home office.” Gagne was an outstanding athlete, Brunzell said. He was a college football player and wrestler who won the Big 10 championship four years at the U of M. He was also an avid tennis and racquetball player who enjoyed staying active. “It was the reason for his physical longevity,” Brunzell noted. The wrestler known for his sleeper hold had Alzheimer’s disease, however, which put Gagne in a nursing home. He was diagnosed in 2009. “So many fellows in pro wrestling take repeated blows to the head and back,” Brunzell said. “The older ones from my era all have Alzheimers: Maurice ‘Mad Dog’ Vachon, Nick Bockwinkel, Angelo Mosca.” Brunzell, 65, wrestled under the AWA for 13 years; 10 of those tag-teaming with Greg Gagne in a duo known as the High Flyers. “Vern was hard to work for,” he said. “He was very demanding and envied by his peers. But we didn’t have to wrestle seven days a week, 30-some days in a row. When I went to the World Wrestling Federation (now World Wrestling Entertainment) in 1985, I wrestled 27 days a month for three years.” Brunzell’s former boss had a professional career that spanned four decades. His WWE bio called Gagne “an instrumental figure in the expansion of sports entertainment in the early 1980s.” He held the AWA World Heavyweight Championship title 10 times between 1960 and 1981. The wrestling pioneer also plays a part in Brunzell’s soon-to-be published book: “Matlands.” The book contains true stories from the wrestling road. There’s a story in it about Gagne that the Vadnais Heights resident wanted to tell. “Vern liked to wrestle quite a bit. He especially loved Moline, Illinois. After a match, we went to this little restaurant by the Quad Cities airport known for its chili. We thought we’d have a bowl of chili and a few beers before leaving for the next town. The villains, or the heels (wrestling always features “good” versus “evil”), were in the same restaurant. They were sitting on one side and we were on the other. Everybody ordered a cup of chili. Unbeknownst to us, Ray “The Crippler” Stevens, Nick Bockwinkel’s partner, had just got a new set of dentures. He went into the kitchen and asked the

cook to immerse [his] pair of old dentures in Vern’s chili. So Vern put his spoon in and the first thing that came up were these old dentures. He didn’t know what to say. Then all the heels started laughing. It was funnier than heck. Normally Vern would have had a fit and gone into the kitchen to grab the cook. The cook came out and said he hoped Vern didn’t mind the joke. Vern loved to mix it up. He liked to mingle with the talent. He really enjoyed his celebrity.” Gagne’s funeral was May May 3 – 5 at Pax Christi Catholic

1990 White Bear’s resident adventurers, Bob Herr and Don Mooney were at it again last weekend. The duo competed Saturday in a 15 mile canoe race in Mora down the Snake River. The event is one part of the Mora Classic which entails a one-half marathon, one 70 mile bike

The duo canoed the 15 miles in 2 hours and 26 minutes to finish fourth in their age class and seventh overall in the aluminum canoe division. Herr is 46 and Mooney 52 years old. One would have thought the duo would have taken Sunday off, but no way. They both ran in the Jump to It 10K race around White Bear Lake. Herr was fourth in the Men’s 45-49 age group and Mooney was fourth in the men’s 50-59 division. Late last month, the pair also completed the Boston Marathon… 2005 White Bear Township residents can look for new playground equipment and improved park facilities this summer at two locations. Mead Park in the 5000 block of Dillon Street will receive new playground equipment. The new park equipment will also have access to people with disabilities. Another upgrade will be 80 feet of fencing added along the first and third baselines of the baseball field. Columbia Park will receive an additional to
its parking lot and a ramp which will make the park accessible to people with disabilities…. Deputies found an apartment door kicked in and determined a verbal altercation between a man and a woman had occurred. The woman had a restraining order against the man. 30-year-old man was arrested on potential charges of restraining order violation, interfering with a 911 call and property damage. • Staff at the Barnett dealership on Highway 61 reported April 27 that spare tires had been stolen off of five Jeeps. • A man at High Crest Apartments reported April 28 he found his mailbox door was open. The mailbox was empty and he assumed mail had been stolen because he hadn't checked his mailbox in a few days and he expected there should have been some mail accumulated. • Theft from auto was reported April 28 at Wal-Mart.

ARREST/CITATION • A witness reported a suspected drunk driver in the area of Highway 61 and County Road F April 25. When an officer located the vehicle in the 4900 block of Highway 61, it crashed into a parked vehicle. The driver, a Hugo woman, 22, was arrested for DWI. • A White Bear Lake man, 53, was arrested for misdemeanor domestic assault and interference with a 911 call after officers responded to a 911 hangup April 27 in the 4700 block of Kretch Avenue. • Officers were called to a possible domestic assault in the 4700 block of Centerville Road April 29. A man and a
woman denied there had been any assault. The man was arrested on a felony warrant.
OTHER • A vehicle window was broken by what appeared to have been a BB gun April 27 in the 2200 block of Spruce Place. • A bench was tipped over and damaged April 29 in the 1500 block of Park Street. • A woman in the 1800 block of Cedar Avenue reported her apartment was ransacked while she was at work April 29. Liquor lounge granted license The owner of the Alchemist's Parlor says he's working fast and furious to get his new liquor lounge at 2222 Fourth St. ready for an early June opening. "There are a million things I can't control," Terry Kellerman said last week when contacted for an update. "I'm trying to go as fast as I can." The establishment's bar is not done but interior stairs leading to a rooftop patio are close to completion. The liquor lounge will seat 30 people in a motif described as "19th century steam punk." Kellerman transformed the adjoining event center on the second floor of his building in a similar style. An on-sale liquor license for the parlor was approved April 28 by the White Bear Lake City Council. A memo from the city manager's office indicated Kellerman is working with Ramsey County Public Health to define what upgrades are needed to an on-site kitchen to allow sale of food. If he pursues this, the memo read, he would be coming back to council at a later date to request a Sunday liquor license. For now, Keys Cafe will provide a menu and has agreed to deliver food to bar patrons.

Sports Bear golfers running first in conference Midway through the conference season April 29, the White Bear Lake boys golf team had a 7-point lead over second-place Woodbury. On April 27 the team played at the 20- team Dellwood Invitational, winning by scoring 302. The Bears were led by medalist Mason Fiddle, who shot an even-par 72 followed closely by John Delaney who shot a 1-over-par 73 for second place individually. Also scoring for the Bears were Scott Marston with a 78 and Matt McCoshen with a 79. On April 28 the Bears competed in the Stoneridge In-
vitational, compiling a score of 323 to place in the top 10 of 20 teams. They had a split team due to the statewide ACT test for juniors and were led by senior co-captain Matt Pitcher, who shot an even-par 72 good for third individually. Also scoring for the Bears were Casey Reif and Mike Vowels who both shot 82, and McCoshen who shot 87. On April 29 the Bears competed in the fourth conference event at Highland National, claiming first place and nearly setting a school record in the process. They scored 289 as a team, only 1 over par. Scoring for the

The Bears competed in another conference event Monday, May 4 (after press time) then travel to Detroit Lakes to compete in the two-day Detroit Lakes Invitational at the Pine to Palm course. Bears edge Polars for Ron Sass title WHITE BEAR LAKE â&#x20AC;&#x201D; The annual Ron Sass Track and Field Invitational turned out to be a sprint to the finish between White Bear Lake and neighbor North St. Paul. Individual event winners came at a premium for the Bears, but they used their depth and balance to chase down top team honors and finish with 161 points â&#x20AC;&#x201D; just 7 in front of the runnerup Polars.
Buffalo was third with 139.5 points, followed by Cambridge (98 points), Mahtomedi (93.5), South St. Paul (64), Tartan (53) and Fridley (30). Zach Suedbeck grabbed first in the triple jump for the Bears with a best effort of 41-02.50, and was also third in the 200 meters. Gage Johnson placed second in the 300 intermediate hurdles, and Eric Servatius claimed third in both the high
jump (5-10) and triple jump. Ben Vanderbosch was second in the 3200, as was Easton Perron in the discus with a toss of 152-01. The Bears excelled in the relays, winning four of them. The 4x800 crew of Josh Truen, Austin Callahan, Mike Rohlinger and Garrett Shah wheeled to top honors in the 4x800, with Jeff Bance, Cobi Heckmann, Liam Krodel and Owen Parker joining forces to take

Back in South Carolina he was too chicken, he said, to enter calling contests. He decided to go for it shortly after moving to Minnesota. â&#x20AC;&#x153;I figured, 'No one knows me, so what if I make a fool of myself ?â&#x20AC;&#x2122;â&#x20AC;? he said. He took home third place â&#x20AC;&#x201D; at the Midwest Sports Show in Minneapolis â&#x20AC;&#x201D; and was hooked. Now he competes several times a year in turkey and owl hooting. He's won 17 calling titles, including winning the 2011 and 2015 State Calling Championships. He claimed his first medal this year at the National Wild Turkey Federation Grand National Calling Championships in Nashville â&#x20AC;&#x201D; third place in the owl hooting division. He records many of the contests and posts them online; oftentimes he also streams them live. At the next national contest, the turkey federation is partnering with him to make his the official national championships live stream. Simpson also sponsors and judges a turkey calling contest at the Game Fair in Anoka each August. His daughter, Brooke, who is a pupil at Frassati Catholic Academy, is a budding hunter and caller. She won her first junior calling contest at age 3 and shot at her first turkey last year at age 5.

Shane Simpson likens turkey hunting to a game of chess. The White Bear Lake man says bagging a gobbler requires a lot of strategy. It's his favorite animal to hunt because there is a lot of interaction between hunter and bird, he said. He sometimes spends hours luring the same turkey with calls and a decoy, while deciding whether to chance moving closer or to a better vantage point. The chase of the very vocal birds is as rewarding as the kill, he said. Simpson travels the Midwest every spring and fall in search of turkeys. He's also a champion turkey caller and organizes an annual calling contest. And he hosts a website and social media pages where he shares blogs and videos about hunting and calling. His young daughter is also a medal-winning caller and is aiming to snare her first turkey this spring. His fiancĂŠe also is a hunter, although she prefers to chase deer. A hunting question initially posed by his fiancĂŠe on a social media site is what sparked their relationship. He's from South Carolina and moved to Minnesota in 2008 to be with her. The move prompted his first calling contest entry and his first videotaping of hunting trips, which prompted him to start a website. He was a frequent hunter back in South Carolina, where there are longer seasons and a five-bird limit. In Minnesota, hunters are limited to one bird per season. After Simpson had claimed his Minnesota bird but wanted to spend more time in the woods, he started following hunting buddies and filming the excursions. He started a website as a way to share his footage with his hunting companions and so they could share it with their friends. Its audience has grown as his videos have become more polished and his website has added more features including a blog, turkey-calling tutorial videos and a calendar of calling contests.
The site â&#x20AC;&#x201D; www.callingallturkeys.com â&#x20AC;&#x201D; makes a little advertising revenue that helps subsidize Simpson's hunting equipment and travel expenses. In addition to the website, he also shares videos and other hunting resources on a Facebook page (facebook.com/callingallturkeys) that has nearly 2,700 likes and a Twitter page (twitter. com/callingallturks) that has nearly 500 followers. He now travels to multiple states each season so he can claim more birds. So far this year he's been to Nebraska, Wisconsin, South Dakota and Illinois. He works three 12-hour shifts as a printer at a Little Canada small business, allowing him five days a week for hunting. He films each hunting excursion and, assuming they aren't a bust, posts a 10- to 20-minute video recap online. He usually hunts and stays with a family member or friend or two. A shotgun is his weapon of choice. He's tried bow-hunting but, he said it's nearly impossible to snag a turkey because they see the movement of the bow and flee. â&#x20AC;&#x153;If they see you, it's over,â&#x20AC;? he said. The birds never go to waste. Last summer he distributed frozen turkeys to neighbors near his Second Street home and challenged them to a cooking contest potluck. He hopes to repeat the contest this year if he accumulates enough birds. Simpson was interviewed for a third time last week on the â&#x20AC;&#x153;WCCO

Yawn, yawn, boring, boring until Sunday evening! Itâ&#x20AC;&#x2122;s been a pretty uneventful several weeks. Our last thunderstorm was way back on April 1 when a rather loud thunderstorm strolled through our area. Our last meaningful rain was back on April 19 when .32 inches fell. This past Sundayâ&#x20AC;&#x2122;s weather event wasnâ&#x20AC;&#x2122;t much of a rain producer, only .23 inch with slightly heavier totals to my north. I saw that Hugo totaled .63 inch. No, this Sundayâ&#x20AC;&#x2122;s storm will be best remembered for the hail that fell. While winds whipped up a bit, it was the hail that roared through, covering yards. Most of the hail was pea-sized, but I did see some posts of three-quarter to one inch. This was just the start of what looks like an active weather pattern for the next week or so. Brought to you by

The White Bear Lake City Council conducted the following business at its April 28 meeting: • Heard a first reading of a proposed ordinance to allow dogs on outdoor patios at food and beverage establishments. Restaurant owners will make their own determination whether to allow dogs on outdoor patios if the ordinance is passed. Therapy and companion dogs are exempt from restrictions. The second reading is planned May 26. • Granted a raise to the mayor and council effective Jan. 1, 2016. The mayor will receive compensation of $9,600 and the council $7,500. It is the first increase in 17 years. • Approved on-sale intoxicating and related business licenses to The Alchemist, Inc., doing business as The Alchemist's Parlor. • Granted an off-sale liquor license to Supervalu Inc.'s Cub Liquor. • Heard a report from Abdo Eick & Meyers auditor Brad Falteysek related to 2014 financial operations. He gave an unmodified or clean opinion, similar to past years. Some of the auditor's observations: The city spends about $50 per resident in general government; peer cities spend $103. The water fund showed a deficit, meaning expenses exceeded revenues. "I know you're looking at rates to turn this around," Falteysek said. "I realize you had litigation costs that caused an increase in expenses. Going forward, the city will have sufficient resources." The Pioneer Manor fund is doing well, and so are the license bureau and ambulance funds. He noted the city pays for capital projects with internal resources rather than by bonding. The city's infrastructure assets are also much older than peer cities. Lastly, taxes per capita are about $200 per resident versus about $450 for peer cities. "The audit affirms frugal operations and fine financial management of the city," said Councilman Kevin Edberg. "I didn't see any major differences from previous years, so kudos to our staff." • Heard a report from Shane Hoefer regarding the area YMCA.
Since the grand re-opening June 21, 2010, about 28 percent of residents have participated in the Y. All residents are entitled to join once for a $0 enrollment fee between 2010 and 2015. As of Dec. 31, 2014, 1,491 households have done that. The teen center welcomed 35 to 40 youth per day on average. The Y expanded hours and secured free busing for area youth in partnership with White Bear schools. All White Bear households are entitled to a 20 percent discount on YMCA Swim Academy offerings through 2015. As of Dec. 31, 2014, residents used this discount 578 times. About 700 seniors attended a Health Fair in September. Hoefer said a fourth of Y members are seniors and retired. • Heard a proclamation from the mayor for National Police Week May 10-16, 2015. It was noted in the proclamation that since the first recorded death in 1791, almost 20,000 law enforcement officers have been killed in the line of duty. Last year, 117 officers were killed. • Considered a request from the city of Gem Lake to connect to the White Bear Lake municipal water system. The city attorney will review a proposed joint powers agreement. City Manager Mark Sather said a connection with Gem Lake does not mean more water will be consumed. Several businesses have shallow wells that will instead be tied to a municipal system. Costs will be borne by Gem Lake through assessments or direct payments by property owners. • Granted a temporary liquor license extension and use of Lions Park on June 25-27 for Admiral D's. The June 25 event is for a Cities 97 radio broadcast, "Oake on the Water," from 3-9 p.m. A craft beer tasting is planned June 27 in conjunction with Big Wood Brewery. The pedestrian/ bicycle trail along South Lake Avenue must remain open to thru traffic. Councilman Dan Jones questioned the number estimated to attend, saying it sounds low. The special events application from Mike McGoldrick estimated 150 people. Sather said they don't anticipate a problem. — Debra Neutkens
Charter Commission wants 2016 referendum, revives recall, three terms expiring by Kristine Goodrich Editor GRANT — A draft charter is essentially complete and its creators have decided to wait until fall 2016 to put it to a vote. But the Grant Charter Commission's decisions could be undone if new members are appointed to fill seats that are expiring. The judge-appointed commission is tasked with creating a proposed city governing document that voters will decide whether to adopt. At its last meeting the commission made one notable change to its proposed charter: it once again allows citizens to remove a sitting council member or mayor from office. A petition would trigger a recall vote. The petition would need to be signed by a number of res-
idents equal to the number of voters in the last city general election. A recall provision had been included in earlier drafts of the charter, was removed and now is back in. The draft document now is being revised to include that provision. Commission Chairwoman Barbara Kelley said a potentially final draft should be ready for the commission to approve at its next meeting on May 21. The commission majority (there were dissenters) also decided they want the charter to be put on the November 2016 ballot. Waiting until the next general election would save the city the cost of holding a special election, Kelley noted. Another reason to wait, according to Kelley: a special election would require a handcounting of ballots, open-
ing the door for miscounting or allegations thereof. Legally, the city must hold a referendum within 60 days after the draft charter is submitted by the commission to the city. So the commission plans to wait until next fall to officially turn over its work, Kelley explained. A potential change in commission membership could potentially change the balance of votes and bring about a new submission date or further revisions to the content of the proposed charter. Three of the nine commission members' terms expire on May 7 — Tom Carr, Larry Lanoux and Paul Rogosheske. A district judge will decide soon whether to reappoint them or appoint new members who have applied for the position.

Obituary Notice Krahn Roy J. Krahn, 85, of White Bear Lake, died April 29 following a lengthy battle with myasthenia gravis and cancer. Born on March 28, 1930, to Ewald and Margaret (Mueller) Krahn at the family homestead near Mayville, Wisconsin. Early in his enlistment in the Air Force, Roy married his high school sweetheart, Karen Kuether. Finishing his enlistment as a staff sergeant, Roy launched his engineering career, graduating from Michigan Technological Krahn University. Roy had a long, distinguished career as an engineer at 3M Company. Survivors include Karen, his wife of 63 years; sons Richard (Eleanor), Steven (Sally); daughters Gretchen and Rebecca; grandchildren Daniel, Elizabeth, Merrett and Timothy; his brother, Kurt (Joyce), cousin Donald Prehn (Patte) and nieces and nephews. Visitation will be held at South Shore Trinity Lutheran Church, at the corner of South Shore Blvd. and Bellaire Avenue, White Bear Lake, at noon on Saturday, May 9, with services at 1 p.m. Cremains will be interred in the family plot at Restlawn Memorial Park in Wausau, Wisconsin in June. In lieu of flowers, memorials may be sent to Myasthenia Gravis Foundation of America, South Shore Trinity or Camp Tesomas, Samoset Boy Scout Council.
Mayor gets unexpected award The president of the women's auxiliary of the White Bear Lake VFW Post 1782 surprised Mayor Jo Emerson with a special gift at the April 28 City Council meeting. Linda Osterbauer presented the plaque, thanking the mayor for her support of veterans and community involvement. Emerson is a life member, joining in 2006 under her son Doug's service in Korea. In addition to her involvement in civic, church and veterans affairs, Emerson is a cancer survivor, Osterbauer said. The mayor is also legislative chairwoman
for the auxiliary, which Councilwoman Renee Tessier called "a very important position with all our issues for veterans." "We wanted to honor the mayor for doing so much for the city and VFW," said Tessier, who is also active in the auxiliary. Emerson thanked the women but admitted she was "at a loss for words. This was totally unexpected," she said. "I am thrilled to receive this." â&#x20AC;&#x201D;Debra Neutkens
