It was a great pleasure to attend the recent assembly at Blackburn Lake Primary School where the new student leaders were presented with badges to identify their important role in the school community.

In past years I have spoken about the qualities of strong leaders but this year I changed tack and reminded the school community they have the most important role. This is the role of communicating proactively to their leaders on issues and ideas so the leadership team can take action. It is important for everyone to know how significant each person is in supporting a strong community through active communication.

Of course, this is true, not just in a school setting but also in our broader community. As a Councillor I rely on hearing from the community. The community are often the eyes and ears for Councillors and I welcome your communication at any time.

On another topic, homelessness is growing. There is a severe shortage for social housing and affordable housing. The Eastern Affordable Housing Alliance, representing six councils including Whitehorse, held an event at a full Karralyka Theatre to discuss the homelessness of women over 55, the fastest growing demographic for homelessness. We watched the documentary “Undercover”, available on ABC iView which I highly recommend, followed by a panel discussion and audience questions. A sad and hidden problem and we must look for solutions.

Citizenship ceremonies are truly one of my favourite events. People are so excited to be joining our great country as citizens and more importantly contributing to the success and diversity of our great city.

Since my last column we have had a successful Lantern festival at Burwood Brickworks. This saw a huge crowd enjoy the Lion dance and festivities as a continuation of the Lunar New Year.

I have been privileged to visit the Sikh temple in Blackburn (The Blackburn Gurdwara). The temple on Whitehorse Rd is open for all people of all faiths to visit and enjoy some social interaction with many others. A truly wonderful experience to meet and enjoy the hospitality of the Sikh community.

Having the opportunity to visit both Alkira and Burke & Beyond in recent weeks was an amazing experience to re-visit what these organisation do to support people with a disability in our community and helping them to learn life skills and build confidence in being part of our community. Thank you and keep up the great work.

Keep an eye out for “Evening with an Arborist”. This is run by Council at the Nunawading Civic Centre and helps educate attendees on what is a healthy tree and what to be aware of when building close to trees. A very educational session.

I encourage everyone to have a look at the new Heatherdale Reserve Pavilion, it is a great outcome for our community with a fantastic community space being achieved. I hope to see you around Mahoneys Ward soon.

Public consultation was recently open in March for Draft Amendment C245whse relating to Vicinity’s proposed Box Hill North Master Plan. Thank you to residents and community members who have contacted me regarding this proposal.

Vicinity sought Ministerial intervention late 2020 to seek implementation of a Masterplan through a Specific Controls Overlay and an incorporated Document into the Whitehorse Planning Scheme. The controls, if approved, will supersede all other provisions in the local Planning Scheme that apply to the subject site.

Council has written to the Minister and made a formal submission highlighting a number of our concerns with the Draft Amendment – including, but not limited to – the process, inadequate notification and engagement, public realm and open space, urban design and amenity impacts, traffic and movement, housing diversity and affordability and the Incorporated Document itself.

We are also calling for the Minister, should she continue with the consideration of the Draft Amendment, to consent to the formation of a Standing Advisory Committee (SAC). Given a proposal of this scale in the heart of central Box Hill, local voices need to be given enough opportunity to be further heard. Council, alongside myself, will continue to strongly advocate on this front. With the cooler weather kicking in, do keep warm and enjoy the autumn foliage. Until next time, take care – Tina.

On Wednesday 15 March 2023, I attended the Whitehorse Manningham Regional Library Corporation board meeting in my capacity as Councillor board member.

I noted that the budget is available for public inspection at www.wml.vic.gov.au/About/ About-the-library/Library-Board and that the budget proposes a decrease in funding in real terms for capital collection items. Some members have expressed concerns about the impact on collection quality due to funding. I’m interested in your views. To enable me to represent your views on the board best, please make a public submission or email me your thoughts on library services.

On Sunday 26 February 2023, Deputy Mayor Cutts, Cr McNeil and I attended the Lift the Lid fundraising walk for mental health research supported by Mont Albert and Surrey Hills Rotary. Held annually at Gardiners Creek Reserve, the walk was an excellent opportunity to connect with local community members, discuss ways Council can better work with the not-forprofit sector and raise awareness for mental health. I look forward to the event next year.

On Thursday 9 March 2023, Mayor Cr Lane and I attended the Box Hill United Football Club launch at Box Hill Golf Club. With over 200 in attendance, it was great to see a strong season launch post-COVID.

On Sunday 19 March 2023, I attended Council’s harmony day with several Councillors. Harmony day encourages inclusiveness, respect and belonging for all Australians, regardless of cultural or linguistic backgrounds, and enables increased community connection. I congratulate the Whitehorse Interfaith Network for helping support the event.

On Friday 17 March, I was delighted to attend the opening of the newly constructed Heatherdale Pavilion, home to Heathmont Jets Junior Football Club and Heatherdale Cricket Club.

In attendance were the CEO of Whitehorse, Simon McMillan, Mayor of Whitehorse, Cr Mark Lane, Deputy Mayor, Cr Prue Cutts, Councillors, Michael Sukkar MP, Federal Member for Deakin and Will Fowles, MP State Member for Ringwood. Celebrations began with a Welcome to Country from Wurundjeri Elder and Whitehorse local resident, Uncle Colin Hunter. Club President, Lloyd Lezaro thanked all who had supported them on the journey.

The pavilion is sensational, with the corner viewing area from the multi-purpose room providing a perfect view of both ovals. This was complimented by the undercover all-round viewing area which was very popular last Friday with the cricket finals taking place. Multiple change rooms to accommodate women and men made this pavilion complete. Congratulations to Heatherdale U16 for taking the trophy and a hearty well done to Vermont South Cricket Club U16 for reaching the grand final. You should all be very proud of yourselves for your commitment.

I encourage you to visit Heatherdale Pavilion and the recently completed magnificent addition to Sportlink. Until next time.

Municipal Emergency Management Plan Review

We invite the community to have their say on our Municipal Emergency Management Plan.

The plan reflects the shared responsibilities of government, emergency management and response agencies and our community for the actions they will take to prepare and respond to emergencies. It also goes into detail about the recovery phase.

Our plan covers:

▪ The types of emergencies that may occur and what we do to minimise these risks.

▪ Where residents and businesses can find out more about preparing for, responding to and recovering form emergencies.

▪ Details about how Council, emergency services and agencies can minimise the impact of emergencies before, during and after an emergency event.

▪ How the community can assist during an emergency.

We’d like your feedback on the plan, your thoughts on emergency risks in our community and where you get your information during an emergency. Your responses will help inform our emergency management plan and processes. Submissions close on Sunday 30 April.

Nelson Road Safety Improvements

You’re invited to have your say on a proposal to make Nelson Road, Box Hill, safer for pedestrians and cyclists.

Nelson Road is a busy area with high volumes of pedestrian, bike and motorist traffic. Major destinations along the road include two hospitals, medical suites, Box Hill Institute, Box Hill Gardens, the RSL, hotels, apartments, and workplaces.

Over a five-year period from 2015-2020, an investigation into Nelson Road noted 18 serious car crashes, many of which involved pedestrians and cyclists.

The investigation identified a number of potential safety improvements. This has informed our draft concept plan with proposed works including:

▪ Reducing the posted speed limit to 40km/h

▪ Narrowing the width of traffic lanes

▪ Installing new pedestrian crossings

▪ Building a roundabout at the intersection of Nelson Road and Arnold Street

▪ Creating dedicated, separated bicycle lanes

The proposed works would occur over several stages, with the final stage to take place once the Suburban Rail Loop works are complete.

This proposal was developed in consultation with key local organisations. We’re now inviting feedback from the wider community.

Caring for the Community

Blackburn Sikh Gurdwara are inviting the Whitehorse community to join them on Friday 14 April at a community Khalsa Panth Sajna and Vaisakhi celebration.

This is an open event to the community, non-Sikhs and people of all and no faith are welcome and encouraged to join. There will be vegetarian food, drink, hymns, prayers, singing and much more.

Blackburn Gurdwara have been supporting the Whitehorse community for years, providing free food and groceries to those in need during natural disasters and throughout Covid lockdowns. As well as emergency shelter for family violence victims.

Blackburn Gurdwara was initiated in 1981 to provide a place for families to come together to worship, celebrate and practice the Sikh faith. Prior to that families had met in private homes and local primary schools in the Whitehorse area.

Today Blackburn Gurdwara is managed by an elected committee and a large team of dedicated volunteers, including a resident team of religious workers.

Blackburn Gurdwara committee member Harmick Singh Matharu says, “The management team and volunteers are excited to celebrate Vaisakhi with the Whitehorse community. A focus of the Sikh faith is helping the community. We want people to feel welcome to join us and learn more about the Sikh faith and culture. There will be heaps of delicious free food, we can’t wait to celebrate with our Whitehorse friends!”

The new Heatherdale Reserve Pavilion is officially open!

As part of the $5.1 million Heatherdale Reserve Pavilion redevelopment project, Council demolished the existing outdated sports pavilion and built a new pavilion to cater to growing community needs.

On Friday 17 March the new facilities were opened by the Mayor Cr Mark Lane alongside fellow Councillors. The new pavilion includes:

▪ a multi-purpose room

▪ kitchen

▪ four change rooms and amenities to service the two sports fields

▪ unisex umpire rooms

▪ first aid room

▪ covered spectator space

The project was jointly funded by Council, the State Government, and the Commonwealth Government.

We are excited to see the local community bring this space to life.

Wallflowering

Wallflowering is a delightfully amusing and poignant play about the nature of marriage, the pursuit of happiness and the perfect foxtrot! Peg and Cliff Small, an ordinary, suburban, middle-aged couple were once prize-winning ballroom dancers. Their story is interspersed with ballroom dancing by a younger couple, who represent not only Peg and Cliff in their glory days, but also their romantic, idealised view of themselves.

School Readiness

Orchard Sounds Concert

Join us at Orchard Grove Reserve for some contemporary live music under the trees.

Pruning keeps trees clear of power lines

Council manages tree pruning on public land to ensure a safe distances between trees and power lines.

Pruning will occur in Vermont and Forest Hill during April.

Pruning is done in accordance with the Electric Safety (Electric Line Clearance) Regulations 2020 and also with Council’s Electric Line Clearance Management Plan.

Kids Immunisations

Council provides free vaccinations against infectious diseases for children aged from six weeks to 19 years old, as well as a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

Council has a booking system for the Public Immunisation Program. To make a booking, please phone 9262 6197. Those without a booking will not be vaccinated.
