CHONGQING -- Police here look to work with their American counterparts on an investigation into potentially forged official documents connected to wealthy businessman Guo Wengui, a vocal critic of the Chinese government now accused of donating money to U.S. political campaigns.

Beijing is ratcheting up pressure for Washington to extradite Guo, who seeks asylum in the U.S. and continues to lob allegations of corruption at figures including Vice President Wang Qishan, President Xi Jinping's right-hand manand, until last year, his anti-corruption czar. Amid rising Sino-American trade tensions, U.S. President Donald Trump might try to use Guo, who lives in a New York City penthouse, as bargaining chip with China. A major donor to the U.S. Republican Party sought to have Guo returned to China by way of the United Arab Emirates, The New York Times reported last week. Chongqing police said Monday they had arrested two Guangdong Province residents, alleging they were paid by Guo to falsify more than 30 official documents. The police said they will cooperate with U.S. authorities looking into this case and allegations that the tycoon made illegal campaign donations to American politicians. U.S. law bans donations to federal or state campaigns by people who are not American citizens. 2


Some of the documents purport to show orders by China's government to secretly dispatch agents to the U.S. Guo claimed in a news conference last year that the papers were verified as genuine, including by the U.S. Federal Bureau of Investigation. Chongqing authorities also said they were continuing to investigate Guo's accusations that top Communist Party officials were illegally enriching themselves. In 2015, Chinese media group Caixin published an investigation into Guo himself that painted a checkered picture of his politically connected businesses. Guo, whose investments include real estate development, fled overseas after reportedly being asked by Chinese officials to help find people amassing wealth illegally. An avid user of social media, the businessman has declared that he intends to continue challenging China's ruling class.

Wang helped cement Xi's authority. Some expected him to remain part of China's elite Politburo Standing Committee after the Communist Party congress last autumn, despite his having reached retirement age. Guo's accusations were seen as a possible reason for Wang's stepping down, which in any event proved short-lived. He was appointed as vice president last month, showing Xi's faith in him remained unshaken.

“I couldn’t be more excited to join the DNC at their LGBTQ Gala this Pride season. Over the last year, the Trump-Pence administration has pushed our community to the sidelines, attacking us for who we are and who we love,” Kenworthy wrote to ABC News in a statement.

“It’s time we take a stand against this administration by electing representatives this upcoming November who actively support and believe in equality for everyone,” he said.

Kenworthy shared stories with his Twitter followers Friday about what he said were the large number of his fellow Olympians who missed the White House event, adding, “The resistance is real.”

The DNC's annual LGBTQ gala consistently has been one of the Democrats’ top-performing events, according to staff at the organization. Last year, Vice President Joe Biden was the keynote speaker. Donors and activists will likely be able to take pictures and greet Kenworthy at the 19th annual event on June 25. 6


Kenworthy has been an active activist for gay rights. He was recently featured on the cover of Out Magazine and last month presented U.S. figure skater Rippon with the Human Rights Campaign’s Visibility Award.

“Freeskiing is such a macho sport that I felt like I couldn’t show my true self, but with every person that I told, I felt so liberated,” he said in the ad.

“Gus has been a tireless advocate for his community, standing up to hate and a Trump-Pence administration that has repeatedly attacked and demeaned LGBTQ people,” DNC chair Tom Perez wrote to ABC News Friday. Perez applauded the election first openly transgender state legislator in 2017 and said LGBTQ candidates in Palm Springs, Seattle, Minneapolis and New York were breaking barriers.

Kenworthy -- from Telluride, Colorado -- won a freestyle skiing Olympic silver medal in the men’s slopestyle event at the 2014 Sochi Winter Games. This year, he came up short and finished 12th. 8


Democrats called for an inquiry into the House chaplain’s forced resignation Friday as lawmakers on both sides of the aisle struggled to explain the popular priest’s dismissal at the behest of House Speaker Paul Ryan.

Tim Ryan, D-Ohio, said. “Nobody can seem to figure out what the heck happened.”

Ryan refused to publicly address his rationale in demanding Father Patrick Conroy’s resignation earlier this month, though he explained 9


his decision to the House Republican Conference behind closed doors Friday – citing member concern over his pastoral care and a lack of chaplaincy service, such as proactively reaching out to a grieving member of Congress.

“He just said that there was dissatisfaction among members with Father Conroy, and that was it,” Rep. Pete King, R-N.Y., told reporters. “So we need more of an explanation. I'm not aware of any discontent or any criticism and to be the first House Chaplain removed in the history of Congress in the middle of the term raises serious questions and I think we deserve more of an explanation and why was there political pressure.”

King said he has seen “no evidence why he should be removed,” calling the abrupt dismissal “unprecedented action.”

“To me, it would only be taken if there were very, very serious issues,” King said. “And the speaker said it was just because certain people felt he was not complying with their requests or was not giving good counseling. I never heard that from anyone.”

ABC News twice attempted to seek an explanation directly from Ryan in the Capitol Friday.

“You know me. I don’t walk and talk,” Ryan, R-Wis., said as he hurried back to his office. “I'm not a walker and talker.”

An aide to Ryan contends that House Minority Leader Nancy Pelosi was kept abreast of the discussion throughout the process, though her aides insist Ryan moved ahead without her blessing.

“It's all poppycock. This is balderdash,” Rep. Joe Crowley, D-N.Y., said of the notion that Ryan asked Pelosi. “Simply notifying someone of something and just unilaterally going and doing it is meaningless.”

“She said don't do this,” he added.

Democrats took to the floor Friday afternoon to call for the creation of a select committee to investigate why Ryan essentially fired Conroy, marking the first time in the history of the U.S. House of Representatives – dating to 1789 – that a chaplain has been fired.

The motion for an investigation was tabled – or rejected – 215-171.

Democrats believe Ryan grew frustrated by political messages in the chaplain’s daily prayer, though an aide to the speaker denied that Conroy was pushed out for a November 6 prayer warning of the

potential impact of tax reform. Conroy told the New York Times that Ryan warned him to keep politics out of his prayers.

“I am unfamiliar with the chaplain's daily prayers being so political that anyone would take offense at them,” Rep. Mo Brooks, R-Ala., said. “I have not taken offense at them.”

“The speaker made it clear, and I totally trust him on this, that there were no politics involved,” Rep. Doug Lamborn, R-Colo., said. “This is a position for someone to provide spiritual guidance. And that's what the issue is.” Friday 147 Democrats and one Republican – Rep. Walter Jones of North Carolina, sent a letter to Ryan requesting information on his decision.

“The sensitive nature of this situation requires a description of the process followed to arrive at the decision and a justification for that 13


decision,” the letter states. “We believe that, absent such details, questions will inevitably arise about the politicization of the process for hiring and dismissing a House chaplain.”

Rep. Jeff Fortenberry, a Roman Catholic, said it’s “sad to see” Conroy go.

“This is not a church. It's a public institution, but there's a time-honored tradition of having a chaplain and I think that's a very important position because the person is not just the mind and the heart, they're also a soul,” Fortenberry, R-Neb., said. “You just really wanna keep a chaplain decision out of any political dynamic.”

“It's really a black stain on the House of Representatives and on Paul Ryan, and he has to account for himself,” Rep. Gerald Connolly, DVa., said. “It's not any kind of gracious way to treat a man of God who has served the House for seven years ably and well.” 14
