SAPTA Services are funded through the Nevada State Legislature and the Substance Abuse and Mental Health Services Administration (SAMHSA) SAMHSA’s mission is to reduce the impact of substance abuse and mental illness in America’s communities.

Certification
Programs funded by SAPTA are required to be in compliance with all state licensure and/or certification requirements detailed in NAC 458. Non-funded treatment programs can also request certification for defined levels of service. If interested contact our office at 775-684-4190.

Women’s Services
• WestCare in Las Vegas and Step 2 in Reno provide the following additional services for pregnant women and women with dependent children in conjunction with substance abuse treatment: • Primary medical care
• Primary pediatric care for children including immunizations
• Gender specific substance abuse treatment and other therapeutic interventions that may address issues of relationships, sexual and physical abuse, and parenting

Individuals admitted to substance abuse treatment are covered under the Federal Confidentiality Laws and the Health Insurance Portability and Accountability Act. A Certified program must comply with all applicable confidentiality and record keeping provisions set forth in 42 CFR Part 2, 45 CFR Parts 160, 162 and 164, NRS 458.055 and any other applicable confidentiality laws pertaining to the services provided by the program.

Sliding Fee Scale
NAC 458.183 (7) requires funded programs to enable all persons, especially persons with low or no income, to have access to necessary resources and services related to the prevention or treatment of a substance-related disorder. Persons seeking treatment from a SAPTAfunded program cannot be denied services due to their ability to pay. Each funded program is required to maintain a SAPTA-approved Sliding Fee Scale based on family size, income level, and using the federal poverty level guidelines.
• Therapeutic interventions for children in the custody of women in treatment, which may, among other things, address their Required Admission developmental needs, and their issues of Priority for Funded Programs sexual and physical abuse, and neglect
Treatment admission prioritization for all programs, except for Civil Protective Custody Services, must be conducted in the following order:
Case management, transportation, and child care services are provided to ensure women and their children have access to the services referenced above.

Prevention Nevada’s prevention related goals include reducing the onset and the progression of substance abuse. Prevention is a proactive process of helping individuals, families, and communities access resources in order to develop and maintain healthy lifestyles. SAPTA does not provide direct substance abuse prevention services, but provides funding through a competitive process to non-profit coalitions throughout Nevada. These coalitions then provide funding to community level organizations in all 17 Nevada counties. The community and strategies are to raise awareness change norms, laws, practices, and procedures and identify programs and services designed to meet the prevention needs of each community. The agency also funds administrative programs to provide resource information related to drug and alcohol abuse and to provide training to substance abuse prevention professionals. Prevention services are provided free of charge. Substance abuse services for adults and adolescents are located throughout the state of Nevada. Co-occurring Disorders treatment services are available in Clark and Washoe Counties.
