This is the way the framework was designed: to capture, in broad terms, the pressing issues evident in the Arctic and enable public policy experts and others to explore themes from the micro to the macro level. The 7 Cs provide to policymakers a more clear and applicable connection between their daily duties and responsibilities to the broader challenges and opportunities evident in the Arctic. For those living and working in the Arctic, we understand it is a big neighborhood yet a small community. For those who do not live in the Arctic but are duty-bound to make decisions about the region’s future, relevant, applicable, meaningful, and easily communicated insights and recommendations are required.
