STATE BOARD OF

ED, DISTRICT 2

Buehler, Matthew R.

Response 1: My passion is Service! And, as a life-long learner, I believe that one’s inner drive for knowledge determines how far they can go in life. I want to ensure that every young person in Nevada has the opportunity to become successful.

As a retired Air Force Officer who has served for nearly 22 years, education has been very important in my life and career. During my Air Force career, beginning with my time as an ROTC Cadet, I have earned a BSE in Biomedical Engineering (Arizona State, 1992), a MBA in Information Systems (UNLV, 2004) and a MS in Biology/ Developmental Neuroscience (UNR, 2009). I was able to use both my BSE and MBA degrees in my early career as an Air Force engineer and program manager. I used my MS in Biology in course/curriculum design and teaching Pre-Med Cell Biology to Cadets at the United States Air Force Academy. Twenty-six of my students went on to become successful physicians in the Air Force, and four became nurse practitioners and physicians assistants (two each).. After instructing at the Air Force Academy for three years, I went on to finish my career as the Air Force ROTC Commander at Fresno State University.

Upon my retirement in June of 2014, I served as a LongTerm Substitute Teacher in the WC School District for 16 months, teaching math and science at North Valleys and Damonte Ranch High Schools, respectively. From 2016-2019, I served as the ASVAB Test Administrator for Northern Nevada.

Response 2:

My passion is Service! And, as a life-long learner, I believe that one’s inner drive for knowledge determines how far they can go in life. I want to ensure that every young person in Nevada has the opportunity to become successful.

I believe in the concept of “leadership by walking around”. Once elected, I will be meeting with each of the leadership teams of Northern Nevada’s school districts to determine their needs and how I can be an advocate for those needs at our state’s Board of Education and the Legislature in Carson City. Then, I will be active in working with those organizations to get the funding and programs in-place to ensure they can be carried out.

Nevada’s current K-12 education system is BROKEN. Soon, if it hasn’t already, this will negatively impact our economy. I have the tools, drive and experience to be a key contributor to fixing this problem. I will also restore respect for education and the teaching profession here in Nevada. We must institute programs that will help our children build successful futures. One such opportunity is to partner with businesses in our State to offer training programs in the Trades (i.e., welding, electrical, plumbing, etc.) to our high school students. We must provide our motivated students who do not wish to immediately enter college upon graduation the opportunity to complete a dualtrack diploma and trade certification program that will enable them to obtain good-paying, in-demand jobs upon graduation.

Orr, Angela

Question 1: With over two decades dedicated to the field of education, my background and experience align closely with the responsibilities and challenges of serving on the Nevada State Board of Education. I began my career as a history and government teacher, where I developed a deep commitment to nurturing critical thinking and leadership among students. My role expanded over the years to include significant curriculum development work at the Washoe County School District (WCSD), where I was instrumental in enhancing educational practices across social studies and disciplinary literacy.

Brown, Sam

Sam Brown is a Purple Heart recipient, a small businessman, a committed husband and father, and he represents a new generation of conservative leadership.

Further extending my impact, I served as an instructor at the University of Nevada, Reno, teaching both pre-service and master’s students, which deepened my understanding of the educational landscape at multiple levels. Currently, I am the principal of Doral Academy of Northern Nevada, a five-star charter school renowned for its high educational standards and strategic planning prowess. Under my leadership, the academy has consistently met and exceeded benchmarks for student achievement and well-being.

My commitment to education extends beyond the classroom. I founded several local non-profits, including the Nevada Center for Civic Engagement, aimed at fostering civic education throughout the state. This work, combined with my appointment to the Nevada State Board of Education in 2022, has equipped me with a robust framework for educational policy and administration, underpinned by a firsthand understanding of classroom dynamics and school management.

Question 2: If I retain my seat on the Nevada State Board of Education, my commitment will remain focused on ensuring that every student, regardless of their background or location, receives a quality education. This belief drives my dedication to fostering inclusive, equitable educational policies that cater to all Nevada students.

My objective is to elevate Nevada’s educational standards into the top ten nationally. This involves ensuring all schools across the state have access to high-quality curriculum and continuous professional development for teachers, enhancing both student growth and academic excellence. Additionally, I emphasize the importance of creating safe and supportive educational environments where the social and emotional well-being of every family, student, and educator is prioritized.

As the principal of Doral Academy, a five-star charter school, I have seen the benefits of school choice firsthand and how it allows for tailored educational experiences that meet diverse student needs. My experiences have deepened my advocacy for school choice, underscoring its role in empowering parents and enhancing personalized learning.

Furthermore, I will continue to champion policies that ensure equitable resource distribution, particularly addressing the unique challenges faced by Northern Nevada. My approach is to ensure decisions are data-driven, reflecting the specific needs and strengths of various regions, thereby providing an effective and tailored educational strategy.

Through these initiatives, I am committed to transforming Nevada’s education system into a model of excellence that prepares every student not just for academic success but also for meaningful participation in college, careers, and civic life.

No response was received from these candidates.

As the oldest of five children, he quickly learned the importance of servant leadership, and his parents instilled in him an undying commitment to the service of others. Sam always had a desire to serve his country but, when he witnessed the 9/11 terrorist attacks, that desire became an ironclad resolve.

One year later, Sam was accepted to the United States Military Academy at West Point.

After Graduating from West Point, he was commissioned as an Infantry Officer and was assigned to the 3rd Brigade, 1st Infantry Division at Fort Hood. In 2008, Sam was deployed to Kandahar, Afghanistan.

Only four months into his deployment, Sam was on a mission when he received word that another nearby platoon had been ambushed. So he led his team into battle to provide support for his fellow soldiers.

Upon entering the engagement area a roadside bomb detonated under the fuel tank of his vehicle, leaving him drenched in diesel and covered in flames. By the grace of God, Sam’s gunner was able to extinguish the flames before they took his life.

Following the injuries he sustained, Sam was medically retired from the US Military as a Captain. In the three years following the explosion in Afghanistan, Sam underwent intense physical rehabilitation. During this process of recovery, Sam recognized that God had given him a new life. A life that was intended to be dedicated to the service of God and Country.

During the three years he spent in recovery, Sam fell in love, married, and started a family with U.S. Army First Lieutenant, Amy Larsen, who worked as his Burn Unit Dietitian.

Knowing that his career in the military had come to an end, Sam understood that if he was going to rededicate his life to service, he would have to take a different path.

So, Sam enrolled in Southern Methodist University’s MBA (Masters in Business Administration) Program, looking to grow his resume and experience. Once Sam graduated, he took a job as a manager at an Amazon fulfillment center, while also using his newfound set of skills to launch a small business that provides emergency pharmaceutical support to Veterans outside of the VA.

Sam is proud that the business he founded in pursuit of his American Dream has provided life changing medical support to countless veterans, coast to coast.

Once again, Sam is being called to serve his country in a new way. That’s why today, he’s running to represent Nevada in the U.S. Senate.

Question One: I am the only candidate that understands the instruments of national power and how they affect the U.S. This gives me insight into how to advise our leaders and to effectively legislate on day one. Additionally, I know how the Appropriations process operates and have written language for budgetary bills. Simply, my experience makes me the most qualified candidate in this race.

I’ve been married to my wife Donna for 40 years and we have raised four children. We need to elect leaders that want all American children to be successful. I’ve dedicated my life to service – service to my country in the U.S. Air Force and service to the great state of Nevada. Now, I’m ready to step up and serve again.

We need new leadership – someone who will put Nevadans before a party agenda and shake things up. That’s exactly what I will do. My entire life has prepared me to serve in the U.S. Senate - as a veteran, small business owner and a retired FedEx pilot. My successes in life are because of the American values that my parents raised me with.

I’ve served our country in the U.S. Air Force, helping to manage the budget while serving on the Air Staff at the Pentagon, and leading the Air Force’s B-2 flight test squadron. Now, I am the only candidate in this race with the experience and the determination to get things done for Nevadans and am ready to work for you.

Question 2: I’m running to defend the American Dream. Our country is built on American values but right now, we have leaders in Washington that do not support the ideals that our country was built on.

The Democrats’ policies are destroying the American Dream, resulting in the rapid decline of our country.

The ideals of life, liberty, and the pursuit of happiness that our founding fathers believed in are part of why the United States has been a city upon a hill for Democracies across the world. Our Forefathers believed that with hard work, you could achieve your goals and dreams. They outlined the government’s responsibility as making sure that our laws are enforced and there is a level playing field. We’re not seeing that anymore. I want our country to go forward and my children to live in a vibrant America. I want future generations to have better choices than the path that we’re on right now. But we need a course correction to make sure that the American Dream is attainable. I’m running to turn our country around and be a part of the solution. We need to secure the border, lower prices and make our country energy independent. I’m not a politician, I’m just a veteran who sees a problem and wants to try to fix it. My experience will allow me to get stuff done in Washington.

Hamilton, E.T. “Eddynomics”

(1) My background and experience: I am a well educated candidate for public office, with two college degrees, including a graduate school degree.

My broad education background comprises of Manufacturing engineering, economics, political science, education, and law school.

Politically speaking, I was once the President of CCM (Coalition for a Conservative Majority) that partly was responsible to restore the Republican Majority in the U.S. Senate a few years back - and thus ending the tenure of Senate Majority Leader Harry Reid (D-NV).

I was one of the 11 elected statewide Nevada Trump National Delegates to the 2016 RNC Presidential Nominating Convention in Cleveland, OH (in other words I am one of the Original Trump MAGA warriors).

I am also a duly elected Republican representative in the Nevada Republican Party State Central Committee, as well as the Clark County Republican Party.

My work experience covers my tenure with the State Department USAID in Washington DC, a Manufacturing Engineering Executive with the auto companies (building car/truck plants, workers training, designing-engineering automotive products), school teacher, and I am a part time DJ for a music genre called Reggaeton hip hop latino mix

(2) I am running for the Senate to Undo Inflation for Nevada families because Prices are just too damn high for people to survive. As U.S. Senator I will use my power to legislate all my plans by adroitly utilizing the annual “Omnibus legislation…”

I am strictly an 1864 Battleborn-Nevada-First U.S. Senator candidate focused on Nevada.

Accordingly, my economic plan is called “EddyNOMICS” which is designed to defeat Bidenomics & JackyRosenomics. I

have plans to bring back the $2 a gallon gasoline prices at the pump by way of us in Nevada making our own gasoline, diesel, fertilizer, and jet fuels for the Nellis AFB & Fallon Naval Air Station. This plan will be accomplished by extensively developing, drilling, and fracking in Eastern Nevada counties of Elko/ WhitePine/Eureka/NE Nye (“our liquid gold deposits”). I will use the Alaska oil & gas policy.

I have plans to build 400,000 affordable Ikea-sized small homes (as a reminder, the Chinese government & private interest built 55 million homes is the last decade !). We can do 400,000 easily (the enemies are local zoning and BLM politics).

For National Security, I believe in president Reagan’s “Doctrine of Peace Thru Strength.” Accordingly, I will restore our American Tactical Nuclear Weapons Deterrence in Nye County. This deterrence was launched in Nye county in 1961 by president John F. Kennedy but dismantled foolishly by president Bill Clinton. This project will also create high paying jobs in Nye county.

On Immigration, in the Senate I will support president Trump’s Border Policy and deport illegal immigrants.

I am also proposing a temporary suspension - or a moratorium- of Legal Immigration. Currently pres. Biden has brought in over 11 million illegal migrants on top of the 20 million illegals already in the country. Additional legal immigrants will only burden the limited amount of federal immigration processing employees. The results are more foreigners here on welfare benefits because there is no affordable housing available - and most of the jobs created by the Biden Administration are parttime lower paying employment! America is already $34 trillion in debt and it’s climbing to $50 trillion…

I oppose cash-basis foreign aid. I believe foreign assistance should be in the form of low interest loan.

I will support the extension of the 2017 Trump Tax Cut & Jobs.

Mabey, Garn

I grew up in Rexburg, Idaho and when I was old enough, I worked on a local potato, wheat, and barley farm. In school and church, I was taught about the founding of our country and it’s my belief that those men and women were inspired by God and that our Constitution is a divinely inspired document.

At nineteen, I served a two -year mission for The Church of Jesus Christ of Latter-day Saints in Spain. Upon returning I met my wife, Sheri, and we have been married for 43 years. I graduated from Brigham Young University and Jefferson Medical College.

We moved to Las Vegas 39 years ago where I completed my residency in obstetrics and gynecology and we started a medical practice. We have five children and twelve grandchildren.

I believe in service and was elected to three terms in the Nevada State Assembly. During my third term I was chosen to be the Republican minority leader.

If elected, I promise to serve the interests of rural Nevada. I grew up in rural Idaho and I know that the needs of those living in the rural areas are different than those in larger cities, such as the lack of health care.

Nevada is my home and I love it’s people, it’s beauty, and our way of life and want to make it even better.

I can be reached at mabeyforsenate@gmail.com or (702) 955-8839.

Philosophy and Goals: I believe in being good and serving others. My grandfather, uncles, and my father were all physicians. My mother was a nurse. I saw how they loved and care for others. When I was small, I would make rounds at the hospital and make house calls with Dad. When I was older, I would drive with him to rural hospitals where he would perform surgeries. Now I love being a doctor and helping people feel better.

I was blessed to be a leader and consensus builder. I believe in standing for correct principles and being able to see and appreciate other’s perspectives. We all have had different experiences.

If elected, I would attempt to stop the dysfunction in congress. Too many politicians worry about their reelection and so they don’t vote for what is best for our country. I want to be known has a hard -working moral senator who finds common ground on legislation.

Our federal budget and inflation have to be brought under control. Our children and grandchildren should not have to pay for our expenses.

Being a physician and a patient, I see the many problems with our health care system. This is especially true in the rural areas of our state and country. There are better ways to provide medical services.

Illegal immigration, lawlessness and illegal drug use are all concerns I have.

Most importantly, I want to pass laws that help our families succeed. If our families thrive our country will succeed.

Phillips, Stephanie

Question 1:I am the only one in my race who has an entire career serving, representing and negotiating for Nevadans. I didn’t move here, after running past failed campaigns, to just run for a seat. Nevada is my Home! I am a 31 year resident of Las Vegas, NV and have been in the real estate business that whole time. I know how to represent and negotiate for people. I have built a business based on Trust of all my clients whom I served over these past decades. Trust is the basis for all relationships and as Nevada’s FIRST Republican Woman United States Senator, Nevadans will have the kind of transparent and honest representation they deserve. I am not ‘bought and paid for’ by any of the RINO establishment in DC, nor ‘owned’ by any mega donors. I answer only to God and to We The People.

Question 2: I intend to uphold, protect and defend the Constitution! We The People have been sold down the river by “We the Government” and I intend to bring back accountability and integrity to this high office. Nevadans will know they can Trust me to represent their Best interests, defend their liberties and freedoms and I will work tirelessly for Nevada and this great Country. I will put our National Security first and stop this invasion from being allowed into our Country. I will support a mass deportation initiative to rid our Country of all illegals who’ve been allowed to invade us the last three and a half years. I will not support any foreign aid before securing our own Country. I will protect our kids and secure appropriate funding and resources to end trafficking. I will not vote for these outrageous spending packages with wasteful ‘pet projects’ built into them. I will work to get a balanced budget passed. I will always be available to voters and be transparent. I will work to improve the VA system and will not allow illegals to be served before our Veterans. I will protect social security. I will stop all funding to any schools who support putting ‘boys’ in girls’ private spaces and sport programs. We will stop this two-tiered justice system and rid our federal judicial system of politically biased and radical Judges. I support term limits, not only for Congress, but for Federal Judges and Supreme Court Justices.

The Constitution is the Supreme Law of the Land and I intend to protect our liberties and freedoms, including, and most importantly, our Second Amendment rights... they shall not be infringed.

No response was received from these candidates. Conrad, Bill “Green Beret” Gunter, Jeff Kennedy, Ronda Lindemann, Barry Cameron Marchant, Jim Marinch, Gary A. Rego, Vincent G.

Question 1: I am proud to be ranked one of the most bipartisan and effective members of the U.S. Senate.

My record shows that I work with Republicans and Democrats to get things done for Nevadans.

I helped write and pass the Bipartisan Infrastructure Law, which is bringing millions of dollars to upgrade and improve rural infrastructure – boosting schools, supporting smaller airports, investing in clean water projects, and expanding access to rural broadband. I helped pass the PACT Act to expand health care for veterans exposed to toxic burn pits, and now I’m working to bring a new VA hospital to Reno that will better serve veterans across Northern Nevada. My bipartisan bill to help fund more mobile health clinics in underserved areas was signed into law in 2022, and I’m leading efforts

Rosen, Jacky S.
UNITED STATES SENATE — Democrat —

with members of both parties to address Nevada’s doctor and nursing shortage and expand access to health care in rural areas.

In the Senate, I have worked with my colleagues to secure millions of federal dollars for local community projects across rural Nevada. That includes over 10 million dollars in the past two years for Humboldt and Lander Counties for wastewater treatment facilities, crime prevention, tribal water and sewage lines, safe routes for schools, a business incubator, and more.

I am also proud to have passed my Lander County Land Management and Conservation Act in 2022. This law transferred land to Lander County to strengthen small airports, water infrastructure, outdoor recreation, and economic development while also protecting more than 14,000 acres of new wilderness.

Question 2: I’m focused on getting things done for our state – not on playing the same old Washington games. I’ve never hesitated to put partisanship aside or take on special interests to deliver results for hardworking Nevadans.

Working across party lines is at the core of my work. For example, I’m pushing to pass a bipartisan plan that will help police departments across Nevada hire and retain more officers, and I’m supporting a bipartisan package to secure our border and stop the flow of deadly drugs like fentanyl.

In the Senate, I’m looking out for the middle class and that’s why I’m focused on lowering everyday costs for hardworking families on everything from prescription drugs and housing to gas and groceries.

I’m committed to defending Nevada’s growing agricultural economy. I have joined bipartisan efforts in this Congress and stood up to my own party on passing a Senate bill to block beef imports from Paraguay that would hurt Nevada cattlemen, as well as voting against regulations of U.S. waterways that hurt Nevada’s farmers and ranchers.

Mining is a critical part of Nevada’s rural economy and supports tens of thousands of good-paying jobs. I secured a bipartisan provision in the CHIPS and Science Law to strengthen Nevada’s critical mineral industry and mining workforce, and I helped introduce bipartisan legislation to protect critical mineral production in Nevada and across the West.

If Nevada voters send me back to the Senate, I will continue to make delivering for rural Nevada a top priority

Question 1: As a native of Las Vegas, Nevada, I have had the privilege of growing up in a diverse and vibrant community. Being the youngest of six siblings has taught me the values of teamwork, communication, and adaptability from an early age.

I graduated from the Academy for Individualized Study and pursued my education at the University of Nevada, Las Vegas, where I obtained a Bachelor of Science in Criminal Justice. This educational background has equipped me with a solid foundation in understanding the intricacies of the legal system and the importance of upholding justice.

I have established myself as a leader throughout my career and significantly contributed to various organizations. As the President of the Zakari Walker Group and Impact Nation, I have been actively implementing impactful community initiatives and fostering positive change.

Additionally, my involvement with the Young Adult Department at the Progressive National Baptist Convention has allowed me to demonstrate my leadership abilities and unwavering commitment to faith-based initiatives.

As a Program Development and evaluation Consultant, I have gained extensive experience in the healthcare and nonprofit sectors. This has enabled me to provide essential support and insights into improving healthcare services and addressing individuals’ needs.

Furthermore, my diverse skill set as a Life Coach, Playwright, Author, and Public Speaker has allowed me to inspire and motivate others to achieve their full potential. I believe in the power of creativity and effective communication to bring about positive change in individuals and communities.

I am eager to bring my expertise, passion, and dedication to the office I seek. I am confident that my background and experience make me a strong candidate who can contribute effectively and make a meaningful impact.

Question 2: First and foremost, my goal is to provide effective representation for all people in Nevada. I believe every voice deserves to be heard, and I am committed to creating a platform where everyone can contribute and have a say in decision-making processes. By bringing diverse perspectives to the table, we can ensure that the needs and concerns of all Nevadans are addressed.

Accountability is another key aspect of my philosophy. I firmly believe that elected officials should be answerable to the people they represent. I am dedicated to being transparent, accessible, and responsive to my constituents’ concerns and

feedback. By actively engaging with the community, I aim to build trust and establish a strong bond with the people of Nevada. As a young leader, I recognize the importance of proving myself capable of leading the charge and serving the people of Nevada on a national level. While Washington, DC, may be filled with experienced politicians, fresh perspectives and innovative ideas are vital for progress. I am committed to demonstrating that age does not determine one’s ability to lead and make a positive impact effectively.

Ultimately, my philosophy centers around the belief that teamwork is essential for creating the country we want and deserve. By fostering collaboration, promoting inclusivity, and prioritizing the needs of the people, we can work together to overcome challenges and build a brighter future for Nevada.

STATE ASSEMBLY DISTRICT 32 — Republican —

I am a proud Nevada girl. My great-grandfather, Jake Johnson, was the Sheriff of Lincoln County, Nevada in the late 1800s. My grandfather, Alexander Lloyd, was Superintendent of Mines in Lincoln County and my father, Johnson W. Lloyd was the youngest elected County Clerk in Lincoln County, the D.A. of Esmeralda County, and D.A. of Eureka county for over 30 years.

Being raised by a strong single mother, always living paycheck to paycheck, has given me empathy. I know what it feels like to have the utilities turned off and eat pancakes for every meal. I also developed a firm resolve to overcome.

Having a charming, brilliant father who suffered from alcoholism taught me what pitfalls in life to avoid and I developed a sense of pride in his success overcoming his addiction. I was blessed with loving, human parents and I learned valuable lessons from them.

I am an optimist.

I look for solutions instead of excuses.

Can’t is not an option.

I studied journalism at the University of Nevada, Reno. The best decision I ever made was to marry my high school sweetheart, Ira Hansen. Together, we took on the world with youthful enthusiasm! We married, bought a home and started a plumbing business at the ripe old age of 20. We have weathered business challenges that have taken others out of business. We have consoled each other through tragedy and trials. We have raised 8 of the most amazing children and are the proud grandparents of 20. We like to jokingly remind our children, all college graduates - who hold degrees in fields that make us feel both pride and wonder - that Ira and I have a PhD in LIFE.

I am also a licensed Nevada Realtor. Collaborating daily with so many hard-working families of Nevada is something that has always provided me with a great deal of joy and purpose.

Our children are grown and the time has come for me to put to use the business sense, the mom sense and the common sense I have developed throughout the years. I have an innate desire to learn and to serve. I am up for the challenge and would be honored to serve my fellow Nevadans in the State Assembly. I would appreciate your vote this coming election day.

Hello , my name is Jason Bushey and I am running for the opportunity to represent the State of Nevada Assembly District 32. I was born and raised in Northern Nevada and have always had a strong connection to my community. My father has been the pastor of Fellowship Community Church in Lemmon Valley for over 20 years, where the importance of loving God, loving people and serving others has been the building blocks of who I am.

I joined the United Sates Army at the bright old age of sixteen when my parent’s consent was still required. I eagerly waited until I turned seventeen to actually ship off to basic training and begin my service as an 11B infantryman. My time in the service provided me with countless invaluable experiences and allowed me to serve alongside some of the finest Americans anyone could ever hope to have the pleaure of knowing. Unfortunately, I was wounded in combat during my deployment in Iraq on August 1st, 2008. However, I did not let that hinder me from continuing my service and completing my active duty contract. Once I was back in Nevada, I furthered my military career in the State of Nevada Army National Guard as a combat engineer in Fallon, Nevada. The wounds I incured over the course of my service innevitably led to my full medical retirement in 2018. My personal experiences have given me a deeply unique understanding of the challenges soldiers face when returning to civilian life.

In addition to my upbringing and military service, I am also a devoted husband and father. My bride Sara and I have been mar-

ried for over twelve years, we have an eleven-year-old son, Jacob, and twin three-year-old girls, Evelyn and Raegan.

I am ready to use my passion for service and my understanding of the community’s unique challenges to serve the people of Nevada to the best of my ability. I strongly believe in responsible leadership and am committed to making informed decisions that will best represent my constituents within my district of representation. I am dedicated to listening to the needs and concerns of the people and using my voice to foster positive change. With my strong work ethic, determination, and commitment to serving others, I believe I am the right candidate for the job. I am ready to bring a fresh perspective and a strong voice to the State of Nevada Assembly District 32 and represent the best interests of the people. Thank you for considering me as your candidate.

served as mayor pro tem under Di An Putman, for many events and business needs. Moreover, I have served on numerous boards and committees. I’m still actively involved with the Frontier Community Coalition (FCC), the Winnemucca Basque Club and I am currently serving as President of St. Paul’s Altar Society.

Having been a successful business owner for over 25 years, I have developed a strong understanding of financial reporting and pledge fiscal responsibility for Humboldt County. Running my own business also allows me to set my own schedule to have the flexibility to attend events and manage the county’s business, no matter the day or time.

Having a long history of community service to Humboldt County, I intend to dedicate my time to this community as I have been doing for many years.

Question 2: I have been fortunate to develop a strong understanding of financial reporting and I pledge fiscal responsibility to our County. I believe in hard work and relationships with all of rural communities.

I will support the progress made toward mitigating the nitrate issue in Grass Valley. I hope to be a good listener and fair steward for all Humboldt County residents. I hope to be a voice for the people of Humboldt County.

I will be citizen- focused and evidenced- based on any policy-making that is brought before the Commission.

I believe in honesty, integrity, and transparency. I am morally ethical and I feel strongly that I will be an asset to the commission and feel I could have a great working relationship with our current board. I feel I could help navigate our County through many changes and growth that are before us.

My name is Paige Brooks and I feel strongly that I need to give back to the community I love by leading and serving in local government. I am honest, ambitious, dedicated and experienced; qualities which I will use to be your Humboldt County Commissioner Seat B if given the opportunity!

Hill, Jesse

I am currently a trustee for the Humboldt County Hospital Board.

Newton, Crystal

Question 1: When I was elected in 2020. I said I was not a “Politician” This still holds true. Although my understanding of the workings of local govt is much better now. My experience as a local business owner has served me well in the last 4 years. The county is a business in my eyes and should be ran like one. I have served for the previous 4 years and been thru 4 County budget cycles. I continue to learn every year. I currently serve as chairman of the board of county commissioners. I sit on several different boards within the county. I work and live in the county. I am a problem solver by nature.

Question 2: My philosophy about this office. Think and weigh all facts before speaking on any subjects and issues. Be available! Do your homework, make phone calls, gather as much information as you can from people. Don’t let any fears stand in your way of doing what you feel is the best thing for all of Humboldt County now and in the future. Have all those tough conversations.

What are my goals for the office? My goal is to have a balanced budget sheet without putting additional burden on the taxpayers. Support the board on recruitment for a Replacement for our current retiring Comptroller. This position is essential to the county commission. Continue to support our new county manager towards the goals and vision the board has set. Continue to monitor the federal/State government on land and water control issues. Explore economic development opportunities that are a good fit for Humbold County. I look forward to serving Humbold county for another 4 years as a commissioner. Thank you for your support!

Brooks, Paige L.

Question 1: Hello, I’m Paige Brooks Humboldt County Commissioner, Seat B Candidate. I was born in Winnemucca and have lived here nearly all my life. Five generations of my family call Humboldt County home. I love the community we all live in and will continue to serve it in any capacity I am able. I am married to John Brooks. Together we have 3 incredible children and 6 stunning grandchildren. I was elected to the Winnemucca City Council in 2008 and reelected in both 2012 and 2016. I also

Question 1: Crystal has been a business consultant for emerging and highly regulated industries for the past 20 years. With her wide knowledge of law, political strategy, and economic development, her career has taken her across the United States seeking approval from governmental boards, councils and commissions for special projects on behalf of private companies. Leveraging her cultural sensitivity, negotiation skills and steady leadership, Crystal has brought over $30 million of business investments into the State of Nevada since 2017. In 2018, she built a company that was valued at just over $100 million. Her business activities have allowed her the opportunity to work with celebrities such as Jose Canseco and Willie Nelson and prominent politicians such as US Senator Mike Gravel, Nevada Senator Mark James, and New Mexican Governor Gary Johnson. She currently owns and operates an agricultural service company and a water resource nonprofit in Winnemucca, NV. Crystal is the Winnemucca Rotary Club’s 2024–2025 president and an active member of the Humboldt County Republican Central Committee. During her time off, Crystal enjoys flying airplanes, riding her motorcycle, and spending time with her family. She is seeking Commission Seat B for the opportunity to serve and protect Humboldt County’s citizens and culture.

Question 2:The Board of Commissioners is the executive management team of the county. Historically, the Board has done a great job managing Humboldt County in a conservative manner. Unfortunately, a number of changes have arisen since the COVID-19 pandemic, leaving the county in fiscal jeopardy. Inflation, increasing insurance premiums, and other factors have left the county with an $8 million annual deficit. We will need a Board that can tackle this issue without raising taxes, and that strong problem-solving skill set is exactly what Crystal would bring to the Board. Her top goals for the next four years are to 1) balance the budget without raising taxes, 2) recruit more teachers into the school system, 3) provide support to first responders, 4) preserve the county’s water rights, 5) preserve the agricultural industry, 6) address the high addiction rates, and 7) vote conservatively when it comes to permitting any new commercial activities. Those are the internal county issues; outside of the county, we face even bigger threats. On the state level, Nevada’s legislature is majority-controlled by Democrats. So far, Governor Joe Lombardo has vetoed most of their bills. If Democrats get one more seat this 2024 election cycle, Lombardo will lose his veto, and virtually all planning and funding mechanisms for counties will change. On the federal level, we are dealing with an administration dedicated to climate change and eliminating all those that stand in the way of those policies. Crystal is the candidate you want to help the Commission Board think creatively and tackle these new, emerging challenges.

I have held this position since Nov 2019. I am a local business owner and a long time Winnemucca resident, having grown up in Winnemucca. I have a degree in business and worked at a large regional medical center for several years. I have been involved in the medical insurance industry for over 30 years. I have seen many changes in the industry and feel my knowledge and insight are beneficial to the position.

As a rural community hospital quality patient care is critical. A Critical Access Hospital is vital to a growing community. When outside business looks to relocate the hospital image is a major consideration. We must work together to improve the options for quality care for our citizen’s while  maintaining economic viability and embracing the growth potential that may be coming to our community.

My name is Stephen Tibbals, and I am honored to be a candidate for Hospital Board Seat C. As a proud native Nevadan and a resident of Winnemucca for the last 35 years, I am deeply invested in the well-being of our community.

Background and Experience:

After earning a degree in Mining Engineering from the Mackay School of Mines, UNR, I have spent decades in various leadership roles across Northern Nevada. My career in mining management, my active participation on the boards of five nonprofit organizations, and as a 7-year member and chairman of the Humboldt County Planning Commission equipped me with robust experience in overseeing complex operations and making strategic decisions.

Commitment to Humboldt General Hospital: Since my appointment to the Hospital Board of Trustees last December by the Humboldt County Board of Commissioners, I have dedicated myself to understanding the challenges and opportunities our hospital faces. As a member of the HGH Finance Committee, I am acutely aware of the financial and technical difficulties Humboldt General Hospital has endured. I am committed to helping to ensure our hospital not only continues its progress but also thrives as a cornerstone of healthcare in our community.

Vision for the Future: My vision is to build upon the progress we have made by: Enhancing financial transparency and accountability, Ensuring high-quality care remains accessible to all residents, Supporting our outstanding staff in attracting top talent to our facility.

With your support, I will strive to help make Humboldt General Hospital an institution we can all trust and be proud of. I am fully committed to this cause and ask for your vote to continue our journey towards excellence in healthcare.

Dawson, Jeff

Question 1: I am Jeff Dawson and I am a candidate for Justice of the Peace. After receiving my bachelors degree, I located to Winnemucca where I have been a resident of Humboldt County for 36 years. I am a former 24 year law enforcement officer in Humboldt County where I served as a patrolman, sergeant, and head law enforcement officer for Humboldt County School District. I am currently in my 10th year at Walmart overseeing the asset protection division. I also served as the market asset protection manager for 13 supercenters in Northern Nevada. During my 24 years as a law enforcement officer, I received invaluable training in DUI law, traffic law and investigations, search and seizure law, domestic violence law, issuance of temporary restraining orders (TPO), investigator training, sexual assault training, right to counsel training, and landlord tenant laws as well as a number of courses pertaining to the protection of law enforcement officers and other first responders. I have testified in justice court, district court, and federal court. I have a strong understanding of courtroom procedures and decorum and have worked closely with the Humboldt County Sheriff’s Office, Winnemucca Police Department, Nevada State Police Highway Patrol, Parol and Probation, Nevada Division of Investigations, Bureau of Indian Affairs, as well as both the district attorney’s office, public defender’s office, and other private attorneys.

Question 2: First and foremost, I want to ensure that citizens of Humboldt County are represented in court and that citizen rights are protected, including your constitutional rights. I will ensure that the justice court continues to strive for professionalism while ensuring that defendants and victims are allowed their day in court without delay. Secondly, this is my home; it is important to keep Humboldt County safe and a place where victims of crime know that justice will be served within the scope of the law. My career has been dedicated to serving the public. My two sons are both serving as public servants as a sheriff deputy and firefighter. Maintaining law and justice is a part of who I am. I have the skills, education, and experience that are relevant and transferable to the work of a Justice of the Peace. I have demonstrated good judgment in the face of real or perceived conflict and threats. I have proven my ability in making sound, practical, and timely decisions with complex factors. Protecting the citizens of Humboldt County against violent crimes and repeat offenders while ensuring that we can enjoy the quality of life we have come to know without worry or fear of dangerous criminals is my utmost priority. At the end of the day, Justice of the Peace is not a job or a career. It is a role that must be served for the people. I would appreciate your vote.

The constitution allows for all people the opportunity to run for public office. I have a moral obligation based on what I believe to know and where we are headed. In fact, according to the constitution I would be derelict in my duty if I did not run. The position of Justice is set up on the basis of common law/ common sense as established by the original constitution therefore allowing for anyone to hold office and sit this bench. There is no membership to disallow one of the people. These laws are written in laymen’s terms on purpose. You do not need a degree to Gleen, pursue or to speak the truth. By virtue of maxims, law of nature, natural law, declaration of independence, bill of rights and the bible we can clearly earmark any trespass.

This country is on the move for big changes ahead. The use of the emolument in effort to redress, and remedy grievances of the people. To provide support and guidance from the chains of foreign interference and to reset the local Judicial system back on track to the constitutional republic. With determination in trust, both God and we the people will prevail.

I have been a resident of Humboldt County for 28 years. My wife and I raised our 3 children here. I’ve been an active member of this community, involved with the Winnemucca Century Club, the United Methodist Church, the Boys & Girl Club, and more. I have always had an interest in the legal system and the Justice of Peace position in rural Nevada counties is a unique opportunity for a citizen to serve the judicial system. The opportunity to run for this position only comes along every 6 years. Justice of the Peace is a demanding, 24/7 position, and I am ready for that commitment. Humboldt County has elected men and women to the Justice of the Peace position from backgrounds similar to mine. I come from a business background, bringing strong skills in management and communication which will apply well to our court room. The roll of Justice of the Peace requires more than legal knowledge, it requires integrity and a connection to this community. I’ve spent years getting to know our residents, having conversations about the concerns and challenges we see here. I will bring patience, courtesy, and respect to this position I will carefully hear the information and recommendations presented to me in court. Simply put, I will apply the law with common sense and without bias. Justice Court is a limited jurisdiction court, but the outcomes affect the safety and welling being of Humboldt County, and I care deeply about this community.

Goals

Since filing for office in January I have spent many hours observing in Justice Court, reviewing NRS, and studying specific court cases that have been brought to my attention. I am closely following the Nevada Code of Judicial Conduct, as judicial candidates are held to a high level of rules and ethics. I have attended Humboldt County Commission meetings when agenda items apply to Justice Court and I have had many conversations with law enforcement, agency representatives and local citizens. I would like to see the count calendar function more efficiently with fewer delays and continuances. I will continue to make sure that there is clear communication between Justice Court and District Court. Misdemeanor domestic battery cases need to be handled in a timelier manner so that cases can come to trial if necessary. Even with bail reform, some bail amounts need to remain higher, especially involving crimes against juveniles or involving repeat offenders. I will bring a new energy to this position. Justice of the Peace should be a part of civic education in our community. It is important to talk to youth and adults about the role of Justice Court. I look forward to working with the qualified staff at Justice Court. I will not be afraid to make the “unpopular” judgement when needed. Courts at every level are charged with ensuring the American people the promise of justice under the law and this means acting as a guardian of the Constitution for all involved in the system.

Hello fellow Winnemucca’s residents, my name is Roel Hilomen and I am running for School Board of Trustees Seat C. My history in education is limited from my experience as a Saint Francis High School graduate in Mountain View, California to my time in United States Marines after high school and attending San Jose State University as a Biochemist major. I’ve worked for biotech companies over ten years in California and as an armed security guard for the Federal Deposit Insurance Company (FDIC) before coming to Winnemucca Nevada. While in San Francisco I was a PTA executive for my daughter’s school. My daughters has since made their way as successful working members in California economy. Sayles, Charles “Chuck”

Question 1: When my father retired from the Navy after 23 years and two wars; he bought a farm where I was raised until leaving to join the military. I am a Viet Nam vet where I was a Squad Leader.

I worked 20 years underground for two different mining companies, and was a Foreman for both companies. I quit the underground mines, and started working open pit, where I spent 24+ years as an operator, Foreman, and Mine Production General Manager.

While working underground, and supporting my family, I attended College, taking enough credits to qualify as full time, starting as pre-med, then changing my major to Business Management. My responsibilities at the mine where I worked, forced me to pull out of college during the first semester of my third year.

When working 8 hr. shifts underground, I bid on and worked commercial timber sales in the National Forest.

I also have had 3 Contractor’s licenses in Nevada; A General Contractor, Electrical Contractor, and Paving & Excavating Contractor.

On my days off before retiring, my wife and I spent 3+ years building our house just outside Lovelock, where we live today.

Question 2: I believe we need a county Manager/Administrator to bring all of the different departments together working toward the same goal, and eliminating many of the inefficiencies by not having good short term and long term plans.

I attend most Commissioner’s Meetings, and see resolutions voted on and passed, then a month or two later the affected departments either do not even know about it, or have not acted on it. There is limited accountability.

We need fiscal responsibility with knowledge of Government accounting standards, and a formal procedure for each department to arrive at a rational budget with the documentation to back it up. The budget process should be methodical. Started months ahead of time, and not rushed.

Pershing County has two advisory committees; One in Imlay and the other in Grass Valley. They are great sources of information as well as the regular 1st and 3rd Wednesday of each month Commissioner’s meeting, open to the public. The public should attend any or all of these meetings that fit their schedule and feel free to voice their concerns directly to the Pershing County Commissioners.

COUNTY COMMISSION SEAT B

— Republican —

Rackley, Larry

Hello, my name is Larry Rackley and I have filed for re-election to continue to serve you as your Pershing County Commissioner and would appreciate your support and vote on June 11, 2024.

My motto for this election is “Experience Matters”. I have a vast amount of County Government experience and a proven record of leadership and successful grant writing. Grants are an absolute necessity to supplement our county funding. Grants have been accepted and awarded for the Pershing County Senior Center. We just took delivery of a new Homebound Meal Delivery Vehicle to serve our Seniors a hot lunch meal every day of the week. Funding for this vehicle was from a successful grant application I submitted. Other grants accepted and awarded have been for kitchen equipment, an electric power upgrade for the building and a standby generator for our walk-in freezer. Recent Grant Applications have been done to expand the area we serve for our Homebound Seniors and another grant application for new kitchen equipment.

Most of you know that we have a small but busy airport in Pershing County called Derby Field. We have an approved FAA Grant project, totaling approximately $1,800,000, that will start in June, to install a new taxiway to the South end of our main runway. I am currently working with NV Energy to extend electric service for future hangars. During my second term we received an FAA grant to secure the airport with improved fencing and an automatic electric gate. Also, during this term, for safety and supply, we replaced two miles of the old existing 2” water line to the airport with an 8” water main that made way for needed fire hydrants.

We are in the planning stage to lease another parcel of land near the airport for a business operation. When this lease is finalized, it will be our 8th lease for Pershing County’s Derby Field. We also have a lease for space on our property on Toulon Peak.

Experience really does matter. I have a working relationship with the State of Nevada Department of Health and Human Services and their Aging and Disability Services Division, the BLM, the FAA and the FCC where we do business for our programs. I sit on the Central Nevada Health District Board, the Nevada Aviation Association Board and the Pool Pact Board as well as numerous Pershing County Boards and Departments. This experience comes from being involved in the community. As my commitment to being a Pershing County Commissioner I have not missed even one County Commission Meeting.

Please vote on June 11 and check the square on your ballot to elect Larry Rackley as your County Commissioner.

Question 1: Hi, I’m Marci (Talcott) Carruth. I’m a 4th generation Pershing County graduate. I have been serving on school board for 2 years as I was appointed half way through the term. I have since attended many mandatory and non mandatory trainings to help teach me what how to effectively and legally serve the people of Pershing County and all of our children. I am a mother of 4, ages 17, 10, 8 and 4. I understand the needs and struggles of our children today and hope to be able to continue to serve and make sure that our children have all the best opportunities possible.

Question 2: My approach to school board governance is always doing what’s best for kids. One of the ways we can do what’s best for kids is by taking care of our staff. Happy supported staff equals better student outcomes. I hope you’ll vote for me so I can continue to do this important work.

Safford, Charles M.

I have dedicated my life to Pershing County making it my home for approximately 60 years.

After graduating from Pershing County High School and the University of Nevada, Reno with a degree in metallurgical engineering, I returned to Lovelock, where I successfully raised hay, grain, and cattle for 17 years and then became an educator for about 30 years.

I have always been passionate about education and have served the youth of our community as a coach, teacher, athletic director, and principal. Presently, I teach mathematics for Great Basin College. During my tenure as principal, the middle school and its staff earned designation as an Exemplary School by the Nevada Department of Education, the highest level of recognition achievable. Out of 660 Nevada schools, only 11 schools were so honored. I was also honored as Principal of the Year by the Reno Gazette-Journal.

For 12 years, I was a trustee of the Pershing General Hospital and practiced the concept that a board united in pursuit of a shared vision can perform wonders for our community. The hospital board, along with the hospital’s staff, transformed a hospital that was $1 million in debt into a hospital that is now operating in the black.

During my tenure as hospital board president, the Pershing County High School’s (PCHS) principal contacted the hospital to see if it could help PCHS with the COVID testing required

if the school wanted to have a football season. Since the school district could not do the testing themselves, the Pershing General Hospital and its staff stepped up and performed the testing for the school district for free. Later that year, PCHS’s football team won the Northern Conference championship.

I have been a member of the Pershing Hospital Foundation since its inception and have served as the Foundation’s president. Annually, the Foundation holds a fundraising dinner, which, over the past seven years, has awarded 15 scholarships to local students totaling $63,760.00. This year’s fundraising Basque-style dinner will be held at the Lovelock Community Center on Saturday, August 10.

While a teacher, I wrote two grants to the E.L. Cord Foundation totaling $54,000, which was used to purchase and erect the school district’s greenhouse. I have served as president of the Pershing County Alumni Association and was recently inducted into its Hall of Fame.

My educational philosophy is that all children can learn and develop a positive self-image when provided with a nurturing environment. Affirmative two-way communication between parents and the school district’s staff is essential. I endeavor to live by Abraham Lincoln’s maxim, “No man stands so tall as when he stoops to help a child.”

Throughout the years, I have been elected to various positions and have always been blessed with the support and trust of the people of Pershing County. I believe that my broad range of experiences can continue to serve the people of Pershing County well into the future.

Sayles, Sondra G.

Born at Saint Mary’s Hospital in Reno, Nevada, and raised in Sparks, my journey has been deeply influenced by a family with a rich history of service and dedication. With a father who achieved the rank of General in the military and a mother who worked in accounting, I grew up in a household of high standards and ambition, alongside four siblings.

Intriguingly, my upbringing was enriched by the presence of my grandmother, born in 1887, who pursued a remarkable career as both a physician and a teacher. This influential figure introduced me to the world of healthcare at an early age, leaving a lasting impression.

My academic journey began with graduation from Sparks High School, after which the pursuit of a career in healthcare beckoned. Starting as a Candy Striper during junior high school, I worked alongside my aunt, Marian Garretson, a Registered Nurse at the Reno Convalescent Home.

Continuing my pursuit of education, I became a Certified Nursing Assistant (CNA). My marriage led to a move to Travis Air Force Base in California, where my educational journey continued, culminating in becoming a Licensed Vocational Nurse (LVN). The career path led to Saint Mary’s Hospital, where I worked on the orthopedic floor, under the guidance of Sister Julian, who headed the department. In addition to patient care, I also took on responsibilities for overseeing supplies and housekeeping on the floor.

A pivotal move to Washoe Medical Center marked the next chapter in my career, which was again altered when I returned to Travis Air Force Base. It was during this period that I followed my husband and enlisted in the Air Force. Three children came into our lives during this period, and they embraced the opportunity for our family to live in various countries.

Later, I ventured into a new career as a Logistics Readiness Planning Specialist, responsible for ensuring the timely deployment of equipment and personnel. This role took me to locations such as Saudi Arabia and Kuwait during Desert Storm, where I carried an M16A-2 for personal protection.

With a total of four children in my life, I found enduring love in my marriage to Chuck Sayles, spanning over 24 years. Together, we have blended our families to encompass six children, an impressive 22 grandchildren, and four great-grandchildren.

In am committed to leveraging my wealth of experience and expertise to benefit our hospital. My aspirations include delving into the intricacies of hospital operations, fostering a supportive and vibrant environment for our esteemed medical professionals, ensuring patients’ swift recovery, and maintaining a home-like setting for in-house patients.

With a keen focus on collaboration and dedication to the hospital’s success, I am determined to work alongside the CEO and fellow Board Members, striving for the highest standards of service, care, and staff excellence. Additionally, I would like to address and rectify any negative feedback from residents, ensuring a positive and enriching healthcare experience.

Question 1: I’ve read our state constitution and have drafted many legislative amendments, which you can find here: https://linktr. ee/47cardiff

Question 2: I’m a registered nonpartisan pro-Trump millennial. I’m aware of exactly how the deep state has corrupted our Legislative Branch. The NRS was designed to supersede our state constitution, and our “inalienable” Right to Liberty (defined as: freedom from oppressive government) has been eroding ever since (1957). The NRS is over 13,000+ pages long, and it contains countless infringements on our constitutional rights all throughout numerous statutes. We will be much better off (liberty restored) once that NRS is completely null and void. If elected, I will primarily post daily recap videos during the legislative session(s) on my Twitter or Truth account, and publicly call for each corrupt legislator to be recalled from office (article 2 section 9) each time they misbehave. I have deep experience with our statewide voter data, and will catalyze any recall efforts by a grassroots group of indirect constituents. I don’t trust the Republican Party leadership, their apps or data. We can do this without them. The NRS was credited to Russel West McDonald. Let’s destroy the deep state once and for all. Who’s with me?!

Nichols, Chris

Question 1: I have worked in the non-profit sector for more than 20 years, managing budgets, applying for grants, organizing and executing projects and events including experience supporting government agencies and programs such as the Bureau of Land Managements Wild Horse and Burro Program. I am an exceptional communicator, motivator and team player.

Question 2: I have spent years advocating for our natural resources on our public land, in particular as they relate to and impact our nation’s wild horses. It is my belief that the conservation of agriculture and natural resources is more critical today than ever before. Raising awareness and education, for example, Ag in the Classroom programs will play a critical role in the overall health and longevity of our natural resources and wildlands.

As your candidate for Argenta Township Justice of the Peace, I bring a unique skill set to the office. In addition to being the only candidate with a license to practice law and to have ever actually tried a case before a court and jury, I am admitted to practice before all Nevada courts, civil, criminal and tribal, and federal courts up to and including the US Supreme Court and US Court of Appeals for the Armed Forces.

I have served our community as a prosecutor, a public defender and a private attorney. In doing so, I have prosecuted criminal cases from stop sign violations to capital murder. As a defense attorney I got the first “not guilty” jury verdict in a battered wife murder defense in Nevada, beating the Nevada Attorney General’s special prosecutor team on behalf of my client.

Additionally, I won several criminal cases as a special deputy for our current District Attorney when he was DA in Eureka County, including putting a multi-count child molester in prison. The Justice Court is rightly called “the Peoples’ Court”. That’s where my focus will be - on protecting the people and their rights. To me, “justice reform” means putting dangerous criminals in jail and keeping them there. There will be no revolving door - free bail philosophy in my court. I respect private property and there will be no “squatters rights” in my court. I believe in the 2nd Amendment so no government agency will be taking your firearms in my court.

As to non-legal experience, among other things I’m proud to have raised a family here and that my daughters graduated from Battle Mountain High School. I was elected and served as president of the school Board and on the local PTA. I contributed to and sponsored the first Sober Seniors party at the Civic Center.

NEVADA PRIMARY ELECTION RULES

Primary elections allow voters to determine which candidates compete in the general election and can be nonpartisan or partisan. In partisan primaries, voters choose the candidates they prefer for a political party to nominate in the general election.

The laws governing primary elections vary from state to state and can even vary within states by locality and political party. For example, only registered party members are allowed to vote in closed primaries, while registered party members and unaffiliated voters are allowed to vote in semi-closed primaries, and all voters are allowed to vote in open primaries.

Primary elections also vary by the way their outcomes are determined. Majority systems require the winning candidate to receive at least fifty percent of the votes cast, while plurality systems do not. In top-two primaries, topfour primaries, and blanket primaries, all candidates are listed on the same ballot, regardless of partisan affiliation.

HIGHLIGHTS

Nevada state law provides for closed primary elections, meaning that a voter must be registered with a party in advance in order to participate in its primary.

In Nevada, the winners of primary contests are determined via plurality vote (i.e., the candidate with the highest number of votes is declared the winner of the primary even if he or she did not win more than 50 percent of the vote).

Congressional and state-level elections

In 20 states, at least one political party utilizes open primaries to nominate partisan candidates for congressional and state-level (e.g. state legislators, governors, etc.) offices. In 15 states, at least one party utilizes closed primaries to nominate partisan candidates for these offices. In 14 states, at least one party utilizes semi-closed primaries. In 5 states, top-two primaries or a variation are used.[6] These state primaries are a separate entity and are not included in the totals for open, closed, or semiclosed primaries.

Nevada state law stipulates that voters must be affiliated with a political party to vote in its primary. Winners in primary elections are determined by plurality vote

NEVADA JUDICIAL PRIMARY ELECTION RULES

Election rules, Primary election

Judges in Nevada participate in nonpartisan elections in even-numbered years. Judges must run for re-election in nonpartisan elections for subsequent terms.

The primary is held on the second Tuesday in June in even-numbered years.

In the nonpartisan primary, the two candidates who receive the greatest number of votes advance to the general election. Though Nevada has a closed primary system, where

voters may only vote for members of their own political party, this does not impact the judicial elections, which are nonpartisan. Voters registered with either major party, or those who are not registered with any political party, may still vote for all judicial candidates in the primaries. If there are only two candidates who file to run for any one seat, they skip the primary and compete only in the general election.

Unopposed candidates

If only one candidate files for election to any one seat, he or she must still appear on the primary ballot. They then only need at least one vote in the primary to be elected to office without appearing on the general election ballot. Only candidates in contested elections may accept campaign contributions; unopposed judicial candidates may not.
