About This Report The Workforce Intelligence Network (WIN) partnership is a collaboration of Michigan Works! Agencies (MWAs) and community colleges across a 16 county region in Michigan. The counties in the partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. Prosperity Region 10 includes: Macomb, Oakland, and Wayne counties. This report highlights labor market information and real-time job posting data for the tri-county Prosperity Region 10 with special sections devoted to 8 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Occupational groups include:

Introduction: Region 10
KeyFindings for Q3 2016
Region 10 employment and labor force increase during Q3 2016. Employment in Region 10 grew 1.1% during the recent quarter. The labor force grew as well with 2.0% more people participating in the workforce. Unemployment rose by 0.8% with the labor force growing faster than employment, but more participants and higher employment indicate a stronger labor market. (See page 4 for details). Employer demand at 5 year high with increase in job postings. There were over 4,000 new job postings throughout Region 10 during Q3 2016. The total number of postings surpassed 115,000 online job ads. During the past year postings seemed to have leveled off over 100,000 indicating labor demand has continued to hold strong. Despite increase in postings overall, majority of occupation groups witnessed decreases in job postings. Of the eight occupation groups analyzed within this report, five reported a drop in online job postings. The three occupation groups that saw growth include Customer Service, Health Care, and Education saw a relatively large boost in postings, accounting for the large increase in demand within the county. Engineering and IT Occupation groups advertise high salaries during Q3 2016. Both the Engineering and IT occupation groups reported mean advertised salaries greater than $80,000 a year. Although both of these occupation groups require high educational attainment, they present lucrative opportunities for job seekers. Occupation groups searching for individuals with 0 to 5 years experience. All the occupation groups analyzed for Region 10 reported that a majority of online advertisements were searching for individuals with 0 to 5 years experience. While most groups had a large portion of postings for applicants with 3 to 5 years experience, entry level job were largely available in Customer Service, Education, and skilled trades.

Online job postings increased by 4,483 between Q2 and Q3 2016 (+3.9%). This increase represents the highest quarter total since data began being collected in 2011. Postings have now surpassed 100,000 ads per quarter in Region 10 in six consecutive quarters.
Labor force/employment/unemployment The labor force in Region 10 increased by 36,000 individuals (+2.0%) to 1,873,000 in Q3 2016. Employment increased by 18,701 individuals (+1.1%) to 1,763,000. Since labor force increased at a greater rate than the employment, unemployment climbed 0.8 percentage points to 5.9%. Employment continues to reach higher levels of employment and individuals in the labor force in Region 10 even higher than employment has been in recent years.

These workers need strong mathematical and accounting abilities along with project management and planning skills. Workers in this occupation group are in high demand in southeast Michigan.

Job Posting Analysis Online job postings for Business and Finance occupations dropped by 68 postings (1%) to 7,568 between Q2 and Q3 2016. Despite the drop, employer demand continues to remain relatively high over the 5year span. Postings for this group have surpassed 7,000 in Region 10 for seven consecutive quarters.

Customer Service
Introduction The customer service group is the largest occupational group that WIN analyzes, both in terms of employment and online job postings. This group is of very high importance to the region because it is the first to grow when the economy expands and the first to contract in a downturn: it is often a leading indicator. As defined by WIN, this group encompasses all customer service occupations, with skills transferrable across the retail sector, the hotel industry, food and beverage service industry, call centers, and other areas.

Job Posting Analysis Online job postings for Customer Service occupations increased by 11.0%, between Q2 and Q3 2016, from 493,941 to 498,234. Employer demand has increased compared to the 23,442 postings in Q3 2015 as well.

Employment Analysis Employment for Customer Service occupations in Region 10 continued to increase into early 2016, marking a seventh year of continuous growth. The nearly 500,000 workers in these jobs has surpassed 2008 levels of employment. An additional 30,000 individuals would need to gain jobs in this group to reach 2001 employment levels.

Most Customer Service occupations do not require any formal education at the entry-level. Customer Service Wages Customer service related postings most often advertised annual salaries of less than $35,000, but a substantial minority advertised salaries over $75,000. The disparity in wages for Customer Service occupations can best be seen in the wage table at the bottom of this page. Three occupations offer less than $15 per hour at the median level. Meanwhile, the average sales managers in Region 10 earns $55 per hour.

Education Introduction Education-related jobs can be found both in the private and public sectors with Online Job Postings teachers and other education-related workers employed in public schools, private schools, and training institutions. Jobs in the education occupation group require a variety of skills and credentials dependent on the target age group and topic area for the educator. From elementary school teachers to college professors, educators are the backbone of training the future workforce. Job Posting Analysis Postings for jobs in Education do not follow a traditional business cycle like many other occupation groups. Instead, postings for Education positions peak during quarter three, particularly in July and August when schools ramp up hiring for the school year. This is evident to the large spike in job postings during this quarter as there were 2053 total online job advertisements. This is 38% increase in postings from Q2 2016, which only reported 1,484 job ads.

Employment Analysis Unlike many other occupation groups that have experienced employment gains since the recession, Education employment has declined. Also, unlike others, there was no precipitous drop in employment during 2009 and 2010 as the economy collapsed. Education positions, many of which are publicly funded, have fallen more in line with government spending on educator positions and universities changing from tenured faculty to adjust and part-time staff that are not counted in full-time employment numbers. Compared to a pre-recession high employment level of 91,309 in 2004, employment has dropped 25% with 22,400 fewer individuals employed in Education occupations.

Education Wages Starting wages for many teaching positions are not competitive but have the opportunity to grow. For many positions, wages are negotiated by a union and increase over time. While postings often list wages below $35,000, most open positions require little to no experience so it stands to reason that this is why wages in postings are so low even though most jobs require at least a Bachelor’s degree. A majority of the top in-demand jobs offered median wages over $29 dollars an hour or over $60,000 a year indicating wages grow the longer a teacher works.

Introduction Jobs in the manufacturing industry can range from assembly and production, to skilled trades and technicians, designers and engineers, and even computerrelated occupations such as software development. Demand for engineers in the region has been consistent, and employment has been growing quickly.

Job Posting Analysis Online job postings for Engineers and Designers remained relatively stagnant, decreasing just 0.6% between Q2 and Q3 2016. Employer demand for this group seems to have plateaued following a record high of 9,400 postings during Q3 2015.

Introduction WIN’s health care occupation group includes jobs related to health care support and practitioners. Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group.

Health Care Educational Attainment Required Unlike other occupation groups, one particular form of educational attainment does not dominate postings for Health Care occupations. An Associate’s degree was the most common form of education asked for by employers via online ads with 3,100 online ads. Meanwhile, 2,450 postings required a high school diploma or vocational training while an additional 2,300 asked for a Bachelor’s degree. The 900 ads asking for graduate or professional degrees were most likely for occupations like physicians and pharmacists which require years of education and training beyond a Bachelor’s.

Information Technology Educational Attainment Required Over 85% of online postings that provided minimum education requirements asked that prospective candidates have a Bachelor’s degree. While most IT occupations require a Bachelor’s or more advanced degrees, opportunities do exist for candidates – particularly those with some vocational training or an Associate’s degree in an area such as web development. A majority of the postings that provided required experience indicated that employers would like workers to have three to five-years of experience. Opportunities do exist for IT workers with less experience as over 2,000 online ads asked for entry level workers with zero to two years of experience.

Information Technology Wages The high demand and high level of skills necessary for IT occupations are demonstrated through advertised salaries – for postings that did provide that information, the majority offered more than $75,000. The IT occupation group had one of the highest salaries offered with the mean average advertised via postings of just over $88,000. Similar to engineers, nearly all of the top IT occupations offer wages near or above $40 per hour at the median level. One exception are computer user support specialists, which offer $22 per hour at the median level but requires an Associate’s degree whereas the other top jobs require at least a Bachelor’s.

Introduction WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country.

NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only. Job Posting Analysis Employer demand for Skilled Trades and Technician occupations dropped slightly during from Q2 to Q3 (-0.4%). Despite the decline, the nearly 3,500 ads posted represented the third highest quarter total. Employer demand remains strong for these occupations in Region 10.

Most often, employers want Skilled Trades workers with either previous experience or training relevant to the position prior to hiring. Another 334 postings indicated a Bachelor’s degree as a requirement, most likely for supervisor/management positions. In terms of experience, the majority of postings express that an employee with five or fewer years would suffice. The “zero to two years” category had the second highest frequency of postings, indicating the availability of entry-level positions.
