Introduction to geography and report The Workforce Intelligence Network (WIN) partnership is a collaboration of Michigan Works! Agencies (MWAs) and community colleges across a 16 county region in Michigan. The counties in the partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for the 4-county Thumb area (Huron, Lapeer, Sanilac, and Tuscola counties) with special sections devoted to 5 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Introduction: Huron, Lapeer, Sanilac, & Tuscola Counties

Key Findings 1. Thumb area workers are joining the labor force but employment has yet to rise for the expanding pool of workers. Over 1,000 new workers joined the labor force during Q1 2016, compared to Q4 2015 across the four counties. Employment across the region, however, slightly decreased triggering a rise in the quarterly unemployment rate from 6.2% to 7.0%. (See page 4 for details). 2. Thumb area employers are hiring in Skilled Trades, Health Care, and Customer Service occupations. Total online job postings across the region were up 7% in Q1 over Q4 2015 numbers. Employers here posted over 1,600 online job ads between January and March 2016. (See page 4 for details). 3. Employer demand for Skilled Trades workers increased 95% between Q4 2015 and Q1 2016. Thumb area advanced manufacturing employers posted 129 job ads for Skilled Trades workers, the highest level seen since beginning analysis in Q1 2011. High demand has the potential to drive employment growth if the Thumb area has qualified workers. (See page 7 for details). 4. Employer demand for Health Care workers in the Thumb area also reached a new high in Q1 2016. Area employers posted 413 online job postings for Health Care workers. Many of the in-demand Health Care occupations offer Thumb area workers high wages after short-term training or a two-year degree program. (See page 17 for details). 5. Over 6,000 Thumb area workers are employed in Transportation, Distribution, and Logistics (TDL) jobs in 2016. Employers in the area continue to seek qualified TDL workers for positions with annual earnings over $75,000. (See page 22 for details).

Online job postings by employers in the 4-county Thumb area during Q1 2016 were up 7% over Q4 2015 numbers. Employers in the region posted 1,673 online job ads between January and March 2016. This number is also 55% higher than the number of postings seen in the region during Q1 2015, a year ago. Job postings in the region have generally increased each quarter over the past year.

Labor Force, Employment, & Unemployment The Thumb area labor force grew by 1,352 workers from Q4 2015 to Q1 2016, a 1.4% increase to 100,621 workers in the market during Q1. Meanwhile, employment dropped 0.5% between Q4 and Q1. With labor force numbers growing while employment shrinks, the unemployment rate for Q1 2016 stands at 7.0%, 1.7 percentage points higher than the unemployment rate in Q4 2015. The unemployment rate for 2016 to-date is also at 7.0%, slightly higher than the 2015 rate of 6.6%. Overall, the unemployment rate in the county has decreased from 15.1% in 2010 and employment has grown by over 5,000 jobs in the same time period.

Skilled Trades & Technicians (Manufacturing Focused)

Online Job Postings

WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country. NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only. Postings Over Time Thumb area advanced manufacturing employers looking to hire Skilled Trades workers posted 129 online job ads during Q1 2016. This is a 95% increase over the 66 job postings in the region for this occupation group during Q4 2015. These 129 online job ads mark the highest point of employer demand for Skilled Trades workers in the Thumb area since WIN analysis began in Q1 2011. Continued growth in demand has the potential to drive employment growth if employers are able to find the qualified candidates they seek.

Employment Over Time In 2016, 4,002 Thumb area workers are employed in the Skilled Trades occupations. Despite the overall growth in demand for Skilled Trades workers in the region, employment numbers have stayed relatively flat over the past few years, hovering just above 4,000 employees since 2013.

Only 55 of the 129 Q1 Skilled Trades job postings specified a desired level of educational attainment. The distribution of these requirements can be seen in the graph to the right: almost all jobs are attainable with a high school diploma and/or some vocational training. Most employers require training outside of high school but not all training results in a formal credential. Only 5 postings explicitly requested that applicants hold a bachelor’s degree – these postings tend to be for management roles within the Skilled Trades occupations. A similar number of job ads specified a desired experience level for Skilled Trades workers. The data show that most Skilled Trades jobs available in the Thumb area are within reach for workers with less than 5 years of experience (32 postings during Q1). Again, those jobs requiring more experience, 6 years and beyond, are likely for some management occupations included in this group.

Skilled Trades & Technicians in-Demand Skills Q1 2016 The occupations in the Skilled Trades group require a wide array of technical skills, like computer numerical control (CNC) and machining, along with more foundational skills. Job postings in the Skilled Trades occupation group for Q1 2016 listed required knowledge or experience in inspection, repair, and scheduling. Employers are also seeking foundational skills like communication and writing in their candidates. Many Skilled Trades jobs also require some degree of physical demand.

Twenty-seven percent (35 postings) of Skilled Trades job postings in the Thumb area during Q1 2016 specified a wage or salary range. The majority of those (28 postings) offered wages that amount to less than $35,000 a year, or less than $17 per hour. The Skilled Trades occupations tend to be some of the lowest paying in southeast Michigan and across the country. Wage data from the Bureau of Labor Statistics show that the highest paid occupations in the group are in management, like first-line supervisors of production workers. The customer service group is the largest occupational group that WIN analyzes, both in terms of employment and online job postings. This group is of very high importance to the region because it is the first to grow when the economy expands and the first to contract in a downturn: it is often a leading indicator. As defined by WIN, this group encompasses all customer service occupations, with skills transferrable across the retail sector, the hotel industry, food and beverage service industry, call centers, and other areas. Postings Over Time Online job postings for Customer Service occupations in the Thumb area increased 16% between Q4 2015 and Q1 2016, from 239 to 278 postings. The number of postings in the Customer Service occupations fluctuates with the business cycle – Q1 postings are generally low thus, high postings now could indicate a trend toward higher demand. Continued analysis will reveal whether growth in employer demand will drive employment growth in Thumb area Customer Service occupations.

Employment Over Time

Employment Over Time In 2016, 36,784 Thumb area workers are employed in Customer Service occupations. Employment in these occupations has been fairly stable in the Thumb area. Regional employment has increased by approximately 4,000 jobs since the end of the Great Recession but has not seen substantial growth yearover-year.

Similarly, most Customer Service jobs available in the Thumb area during Q1 required less than 2 years of experience (65 postings). Of the 27 job postings that advertised a wage or salary, 24 of them were for earnings that calculate to less than $35,000 a year. WIN’s health care occupation group includes jobs related to health care support and practitioners. Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group. Postings Over Time Along with Customer Service, Health Care is one of the largest occupation groups in the Thumb area. Employers in the region posted 413 online job postings for Health Care workers during Q1 2016. This is a 24% increase over the 332 postings seen in Q4 2015. Employer demand in the Health Care occupations continues to grow in Region 6 – the 413 postings in Q1 represent the highest level seen in the region since the beginning of analysis in Q1 2011. Increased demand is correlated with growth in employment for these types of workers.

Employment Over Time With high and increasing demand for Health Care workers, employment in the Health Care occupations has grown, generally, over the analysis period from 2001 to present. In 2016, 5,334 Thumb area workers are employed in Health Care occupations. Employment is likely to continue growing with increased employer demand as long as Thumb area employers can find the qualified workers they seek.

Because occupations like registered nurses and medical assistants are the most in-demand Health Care jobs in the Thumb, most of Q1 2016 job postings did not require more than some vocational training or an associate’s degree. With this in mind, though, many Health Care professions are available to workers with higher education (a bachelor’s or graduate degree) and offer higher wages. Similar to the demand for applicants with vocational training or an associate’s degree, most of the Health Care postings in the region during Q1 were options for workers with less than 2 years of experience. Entry-level workers (155 postings) are able to secure a job as a medical assistant or registered nurse if they are willing to undertake some short-term training or a two-year degree program.

Logistics workers range from materials movers to logistics analysts, coordinating and analyzing material and goods movement. Postings Over Time Thumb area employer demand for Transportation, Distribution, and Logistics (TDL) workers continues to grow. Employers here posted 273 online ads for TDL jobs during Q1 2016, up from 37% from 199 in Q4 2015. Occupations range from farm workers, to environmental engineers, to meat butchers, and recreation workers. Postings Over Time Thumb area employers posted 40 online job postings in the Agriculture occupations during Q1 2016. Employer demand for Agriculture jobs varies with the season – employers are gearing up for spring and summer agricultural and recreational activity with the job postings seen in Q1.
