STRANGER THINGS BIKES FROM WISCONSIN
WHEN NETFLIX REACHED OUT to Madison-based Pacific Cycle about cobranding a bike for their critically acclaimed series Stranger Things, Pacific Cycle knew this was an opportunity to combine a current pop culture trend with a much-loved classic. It then became a matter of finding the balance between bringing the right bike to life while keeping in theme with the show. Netflix wanted Pacific Cycle to create a bike that would look “in-world,” meaning it needed to look like it would be at home on the show. Pacific Cycle ultimately decided to recreate the bike belonging to Mike Wheeler, one of the central characters. The product team developed an almost exact replica of Mike’s bike, which is closely related to the classic Schwinn Sting-Ray. Official Merchandise © Netflix. ©2019 Pacific Cycle, Inc.
Pacific Cycle produced 500 replica Mike’s bikes. Even the product packaging was designed in a vintage Schwinn style to look like it came straight out of Mike’s garage in 1983. Fans instantly purchased all 500 bikes and Schwinn/Pacific Cycle sold through the limited-edition bike in just five business days. As Netflix began working on season three, Pacific Cycle was given the opportunity to develop the entire line-up of bikes that would be used for filming. When you watch the new season of Stranger Things (July 4, 2019) keep your eyes peeled for classic 1980’s Schwinn and Mongoose bikes ridden by the actors, knowing that they were designed and developed in Madison, Wisconsin!

I am sorry to say, that due to rule changes that prohibit states from using federal safety funds for walking and bicycling, funding for Wisconsin’s very successful Share and Be Aware non-motorized safety program is all but gone. That was a big part of the Bike Fed’s budget. Without those grant funds, we have been forced to cut staff and will have to decline requests from communities to help with safety programs and classes. We have tightened our belts, and will continue to work with our state legislators to try to find some additional funding for behavioral programs to address walking and bicycling safety. We have started a Safe Streets campaign to try to raise private money to continue that work, but we will be hard-pressed to raise the $200,000 to $300,000 dollars that used to be budgeted for the Share and Be Aware statewide safety program. Please consider donating to our Safe Streets campaign. We hope that there are 1,000 people out there who might give $100 for safer bicycling and walking. That would raise $100,000, enough to continue to offer some of the safety education we used to provide communities through the Share and Be Aware program. We also hope communities that used to get those classes for free, might be willing to chip in and match our funds. That would bring the program back to levels we have had before the federal rule changes. On the bright side, this 2019 Ride Guide edition of our magazine is packed with stories about great Wisconsin bike rides you will want to put on your calendar. All our fun Bike Fed rides are back, but the big news is our Ride Across Wisconsin will start in La Crosse this year and end in Green Bay! The new route is 225 miles, and there are options for riders to complete the ride in one day or two. Two-day riders will ride 135 miles to Plover the first day, have a great party and stay overnight, then ride the remaining 90 miles back to Green Bay. At the time of writing this, we already have 388 one day riders and 288 two day riders! I am also very excited about the new organizational website we are launching this spring. The new site will be more inspirational with a searchable calendar of events and a map of rides that lets you download routes. The new site will also allow us to better share more stories, videos, and photos that used to only appear in our print magazine.

NEW ROUTE, SAME STATE AUGUST 17TH-18TH Tackle a new challenge with this year’s 225-mile route starting in La Crosse and finishing in Green Bay. Join the Wisconsin Bike Fed and special guest and 17-time Tour de France finisher Jens Voigt for our 5th Annual Ride Across Wisconsin. New for 2019, our ride begins along the Mississippi River at Riverside Park in La Crosse. The new longer route then follows scenic, low traffic roads and ends with a photo op of Lambeau Field and a finish party on City Deck on the Fox River in downtown Green Bay. With 2,000 less feet of climbing than our previous route, riders will enjoy the change in terrain that gets easier as you ride from west to east! Whether you choose the epic one-day option or the still challenging two-day option, our top-level support will ensure you finish with a smile on your face and huge sense of accomplishment.

A Little Raw History: Since the inaugural ride in 2015, the Ride Across Wisconsin has supported thousands of riders from 35 states and 9 countries complete a coast-to-coast ride across the great state of Wisconsin, from the Mississippi to Lake Michigan. The thought behind RAW was to create a challenging, but well-supported and fun ride across Wisconsin that people from across the country will put on their cycling bucket list. We have a one day, 225-mile epic in the saddle as well as a two-day option with an overnight party outside Stevens Point. With a 135 mile first day, the two-day option is still a challenge not to be taken lightly! After four great years of our 175 mile southern route from Dubuque to Kenosha, we are excited to bring the ride to the central part of the state and offer a new challenge. The longer route now offers something new for past RAW participants, and the extra 50 miles creates two legitimate days of riding for those who don’t want to power through 225 miles in one day. So while the two-day option was never popular with our original 175-mile RAW, we think the attractions in La Crosse, Plover, and Green Bay will make for a really fun two-day Ride Across Wisconsin.
14
One Day or Two? There’s a Ride Across Wisconsin Route for you! Whether you choose the one-day or two-day option, our helpful support staff will make sure you finish the Ride Across Wisconsin with an ear-to-ear grin. The new route follows the same sort of paved, rolling, low-traffic roads that make Wisconsin such a great state for cycling. While this year’s route is 50 miles longer than our first route from Dubuque to Kenosha, it has 2,200 feet less climbing. The one-day 225-mile option is a real challenge meant for very fit riders who train to ride long distances. We provide the highest level of support in terms of routing, food, and mechanical so all you have to worry about are your legs. If you add in some time at rest stops, you must be able to maintain about a 15 mph average speed to ride the full 225 miles and finish by 10:00 pm. The two-day, 225-mile option is still a challenge. Riding 135 miles in a day is no joke, but it allows for participation from riders with a much wider range of abilities. Even if you are fast enough to finish the One Day option within the time limits, you might want to consider the two-day option so you can enjoy the beautiful scenery as well as delicious food and beverages from local restaurants and breweries provided at the overnight stop in Plover. Two-day riders should be able to maintain 12 mph both days of the ride and must cross the finish line in Green Bay on Sunday by 5:00 pm. For those who just want to test their legs, we offer 135 and 90-mile one day options. You get to ride one leg of either of our two-day options. Ride the first 135 miles on Saturday from La Crosse to Plover or the last 90 miles on Sunday from Plover to Green Bay. The finish line party continues on Sunday in Green Bay with plenty of time to chow down at Hagemeister Park on the beautiful City Deck along the Fox River in Downtown Green Bay.
Timing and Cutoffs
It is a RIDE Not a Race
For the August 16th-18th 2019 weekend, sunrise in La Crosse will happen at 6:10 am with sunset in Green Bay at 7:54 pm. Start time on Saturday will be 5:30 am, and an end time of 10:00 pm. Sunday will start at 8:00 am and an end time at 7:00 pm. Regardless of your speed, we REQUIRE riders to have front and rear lights on this event. One-day 225-mile riders have strict cutoff times in the second half of the route and day. You must be on pace to hit Plover (mile 135) by 3:00 pm so that you can make it to Green Bay by the 10:00 pm finish cutoff (see chart below). Riders who do not hit Plover by 3:00 pm will have three options: 1. Stay overnight in Plover - we will have rooms available at nearby hotels 2. Get shuttled to the Black Creek Rest Stop (mile 200) to finish the ride 3. Get shuttled to Green Bay. You also must hit Black Creek (Mile 200) by 8:00 pm or be shuttled to Green Bay.
The route will take place on open roads and all riders are required to follow the rules of the road. We may have law some enforcement support at high volume intersections, you are responsible for your own safety, so be careful at intersections, stop when required to do so, and ride single file or two abreast at the most when it is safe to do so. Law enforcement will issue tickets to anyone caught violating the rules of the road and they can be disqualified and pulled from the route If you ride at a comfortable pace in a group and take turns at the front, you will have a much easier time finishing with some gas in the tank. Do not push yourself outside your comfort zone. This ride is long and difficult, but you should always have a smile on your face and be able to hold a conversation with someone next to you. The rest stop hours are based on riders averaging between 10 mph up to 22.5 mph starting at 5:30 am on Saturday, and 8:00 am on Sunday and rely on riders hitting the cut off times listed above. Support will not be offered before or after these time frames, so please plan to keep on pace!
Two-day & one-day 135/90-mile riders will also have cutoff times on Saturday and Sunday. On Saturday, riders must hit Wayside Park (mile 80) by 2:00 pm to finish in Plover by 7:00 pm. On Sunday, riders must hit Black Creek (mile 200) by 3:00 pm or be shuttled to Green Bay

Route Ride Across Wisconsin starts in Riverside Park in La Crosse and rides through many cycling friendly cities along the way to our end at City Deck in Green Bay, WI. Our new 225-mile journey offers new challenges. This route hosts 4,160 feet of climbing, and 4,220 of descending. Most of the climbing occurs in the first 65 miles of the route as we leave La Crosse. The majority of the route takes place on bike-friendly, low-traffic roads through some great towns in central Wisconsin and offers nice variation in terrain from town to town. Then last 85 miles are pretty much downhill from Amherst to Green Bay, and will be a great way to finish off the long journey. There will be a photo op next to Lambeau field at mile 221 and an epic finish line party at City Deck in downtown Green Bay at mile 225. As always, delicious free food awaits you at the finish line with a great new venue at Hagemeister Park. Wash it down with a well earned cold one (or two) featuring local taps from Green Bay breweries in your commemorative finisher gift. Saturday begins with a 5:30 am roll-out. There will be 13 hours and 57 minutes of daylight on August 16th so riders will be able to finish the 225-mile route before sunset at 7:54 pm if they maintain 16 mph. Remember this is a ride, not a race. All other riders must prepare to finish the last leg into Green Bay after dark. Lights will be required for all riders before sunrise and after sunset. Follow all the rules of the road and be an ambassador for cycling. Keep a steady pace, ride with a group you feel comfortable with, and you should have a great (long) day in the saddle. Sunday is a rolling start from 8:00 am-10:00 am. We ask that all riders complete the remaining 90 mile journey across the state by 5:00 pm, or be shuttled to the end.

Rest stops are staggered approximately every 25 miles.
How long will it take me to finish?
How fast can you ride 225 miles? If you have no idea, you might want to register for the twoday option. The fastest groups will likely ride 225 miles in 10 to 12 hours and the last one day riders must finish by 10:00 pm or in 16.5 hours. If you are worried about finishing in one day, just do the two-day option.

No, this is a long, hard ride, but not a race. Bragging rights are that you finished. Expect to ride at a brisk, but conversational pace, and everyone will follow all the rules of the road at all times.
Will there be timing?
Remember, this is not a race. This is a long ride. If you want to know how long it takes you, look at your watch, phone, bike, computer, etc.
Will the roads be closed to motor vehicle traffic?
No, riders must follow all rules of the road. We expect all riders to be “roll models” and ambassadors for cycling who follow the rules of the road.
Can I end my ride in Plover?
Absolutely. We will have hotel rooms on reserve in Plover for those riders who do not feel confident that they can make the 3:00 pm cutoff to continue the one-day to Green Bay.
Can I start my ride in Plover?
Yes! The one-day Sunday 90-mile from Plover to Green Bay.
Can I leave early to get a head start?
We prefer that you do not as we will not have any support vehicles out on the route or have rest stops open for service if you start early.
What is so special about RAW?
The goal of RAW is to put on a high quality, unique “coast-to-coast” ride across the state of Wisconsin. We offer some of the best ride support, food, and beverages you will find on any organized ride of this size and distance. We feel our ride is a good value compared to similar rides.
If I choose the two-day option, will you transport my baggage to and from plover?
Yes, baggage transport to and from Plover is included with your registration fee.
What should I bring?
Bring your bike and gear of course, casual wear for the Friday night talk and your

jersey/shorts/riding apparel for your one or two-day ride. We recommend that everything you bring should fit into a backpack or one duffle. Our host hotels in La Crosse, Plover and Green Bay are within walking distance of the registration sites/start-lines/finish-lines.
What is the “bag drop” add-on??
This extra service is for one-day riders. Some people like to change jersey and shorts halfway or want some special nutrition on the ride, so for an extra fee, we will bring your “special needs” bag to Plover and have it waiting for you at the rest stop. Again, this needs to be a small bag.

The thought behind RAW was to create a very challenging but really fun ride with a high level of support to ensure that everyone who tries our Ride Across Wisconsin has a good chance to succeed. Most other point-to-point rides do not provide sag support or anywhere close to the level of mechanical support you will find on RAW.
We have done everything we can to ensure you complete your ride with an ear to ear grin on your face:

The Lowlands Spring Classics Series Cycling and Wisconsin share European roots and we embrace them with a popular spring series. Ever wanted to ride to Belgium? How about Luxemburg or Rome? Well, you can ride to those places without ever leaving the country or even the state! Wisconsin has a Paris and a Rome and a Belgium. They add local flavor to the European influence, with cycling that’s just as good, if not better. This year’s series of longish, no-drop training rides starts in April and runs until May. As you can imagine, the Wisconsin weather ranges from surprisingly wonderful to, well... just surprising.

The Polish Moon Ride Friday, June 21st Look, people, if you’ve never ridden the streets of Milwaukee’s near south side at dusk, accompanied by an accordion player on the back of a cargo bike, with about 700 of your closest friends, well, then you’ve been failing yourself. Our ride plays on the local nickname for a gleaming landmark - the once-largest four-faced clock in the world. The AllenBradley (now Rockwell Automation) clock tower hovers like a giant moon over the once heavily Polish, and now mostly Latino, neighborhood. Both Polish and Latino cultures embrace Polka music, so our ride jumps off with a great Norteña band and tasty Mexican and Polish food at Fuel Cafe on South 5th Street. The Polish Moon Ride is a slow-rolling Polka party on two wheels, featuring accordion players pumping out the Polkas from cargo bikes. The ride finishes with a Polka street party back at Fuel Cafe for more Polish 34
and Mexican cuisine, Milwaukee Brewing Company’s Polish Moon Stout, and other beverages, along with Cedar Crest ice cream for the kids. Of course, there will be plenty of dancing afterward at this family-friendly event. Best of all, your modest registration fee covers not only the cost of providing Milwaukee Police to keep us all safe during the ride but there’s enough left over to support the Bike Fed’s southside Mobile Bike Repair Program. “The mobile repair program trains and employs Milwaukee high school youth to fix bikes for free at community sites,” explains program supervisor Jake Newborn. “Seeing first-hand the impact this program has on a range of youth in the south side neighborhood is beyond measurable.”

The tour is a great chance to ride the Northwoods scenic gravel roads and a few trails maintained by the Chequamegon Area Mountain Bike Association, with our friends from Fyxation. You bring your bike, your camping gear, clothes and we provide the rest. There’s also the option of renting an amazing Quiver or Carbon Adventure Bike from Fyxation. We guide you and provide mechanical support on the 112-mile, three-day 38
journey. Food is catered in from an area chef. We even have beer brought in from the Whistle Punk Cafe. More details on our Bike Fed Website or at ridefyxation.com. The route rolls through the glorious Chequamegon National Forest and its dense forest, uplands and remote lakes. This bikepacking adventure has put Wisconsin gravel on the map!
Wisconsin Bike Summit October 4th - 5th We are excited to shift our State Bike Summit to Wausau, an area that has made great progress in improving bike and pedestrian routes. Not only have they built an incredible new system of mountain bike trails, but they also recently completed a bike and pedestrian master plan for the area. Their work has been recognized nationally by People for Bikes, which designated Wausau the second best city for cycling in the U.S. at the 2018 Places for Bikes Conference. New this year, the Summit will feature LOTS more riding and take place on a Friday and Saturday. We see great promise in the shift to a weekend schedule. We have more than 5,000 Bike Fed members across the state, yet our Summit has never attracted more than 250 attendees. We determined the weekday schedule was part of the problem. Moving to a Friday-Saturday format should allow professional advocates including government employees and planners to attend during the work week, and attract more Bike Fed members on Saturday. At the Summit this year, our local host 40
committee members have created numerous riding opportunities to build upon the informational planning sessions and break-out conferences. Plan to take advantage of the amazing mountain bike trails, paths, and road riding that make Wausau a cycling destination. In addition to a bunch of great rides, we are organizing fun evening parties with entertainment. If you thought our State Bike Summits were kinda wonky and boring, this will change your gears. The full schedule is still under development, but we know there will be tracks on our further plans for Advocacy 2.0, to unite a formal network of bicycle advocates across Wisconsin. Given Wausau’s preeminent status, we will have a session about the Places for Bikes ranking system. We will also dig
into the economic impact of cycling and share new templates communities can use to do economic impact studies in their communities. With the recent increase in fatal crashes involving people walking, we will have a pedestrian safety track as well. Communities and neighborhoods that are safe and attractive to walk in tend to be great places for cycling as well. Specific details, schedule, and registration will be available on the Bike Fed website in the next couple of months. Please mark your calendars now to hold the dates open so you can attend this important AND FUN annual gathering of Bike Fed members and bicycle advocates. Not on the list to get our email updates? Just send us an email at info@wisconsinbikefed.org and you’ll be good to go. WisconsinBikeFed.org

Santa Cycle Rampage Saturday, Dec. 7th This is the original Bike Fed ride and remains our biggest, family-friendly ride. In 2017, the weather was 50 degrees and sunny, and police estimated more than 2,500 people stretched the cheery parade over 25 blocks! Last year, it was 42 degrees and raining, and we still had 500 jolly Santas spreading holiday cheer on two wheels. The police-led slow roll begins at Cranky Al’s Donuts in Wauwatosa. The route goes four miles east on North Avenue and ends at Lakefront Brewery. Lakefront donates $1 from every beer sold back to the Bike Fed! Since this ride attracts people from every corner of Milwaukee, we have a long list of other Santa Cycle gathering places for holiday revelers to meet close to home before and after the ride. You can find a list of official Santa Gathering Places on the Bike Fed website’s Rampage ride page. They say imitation is the sincerest form of flattery, and now there are Santa Cycle Rampage spin-off rides in other cities around Wisconsin and as far away as Boston. Of course, there’s nothing quite like the original. This year the Bike Fed’s lead Santa will be our State Program Director Jake Newborn. “My family always puts this 42
ride on our calendar early,” Newborn says. “The faces of people on the streets seeing you spread Holiday cheer by bike is priceless! A must do for anyone who rides a bike!” Whether you prefer to stroll through the streets of Milwaukee as part of the state’s largest rolling party, want to ride from one side of Wisconsin to the other in one day or simply want to help us reinvent bicycle advocacy, we’ve got just the event for you. Hope to see you at one or all of them.

BACK ON TRACK AT THE
MILWAUKEE MILE by Dave Schlabowske Executive Director Wisconsin Bike Fed Bike Nights are back for another spring season of practice racing and open riding at the Milwaukee Mile Speedway at the Wisconsin State Fair Park. The Wisconsin Cycling Association and the Bike Fed have worked out a deal to open the track for practice criteriums, time trials, as well as allow for open riding around the outside of the track. This is a great opportunity for individuals and teams to hone race tactics and get in hard training miles on the safety of a smooth pavement away from motor vehicle traffic. It is also a unique, safe place to go for a casual ride with friends without having to be careful of dog walkers or joggers. If you have not ridden there, you owe it to yourself to take a few laps on the historic Milwaukee Mile Speedway, the oldest operating race track in the world! The one-mile long oval race track located at Wisconsin State Fair Park has hosted at least one auto race every year since 1903 (except during U.S. involvement in World War II). It operated as a dirt track until it was paved in 1954. In addition to the asphalt-paved oval, there is a 1.8-mile asphalt-paved road circuit located on the infield. And of course, from 1934 until 1953, the infield was the Milwaukee home of the Green Bay Packers! 44

45
Cycling on the track got its start in the 1980s when Bob and Jean Dohnal helped start Team West Allis as a way for his five kids to burn off some of their youthful energy, compete and have fun. Team West Allis, the Brookfield Cycling Club, and Irv Ochowicz who partnered with the West Allis Recreation Dept. and the West Allis Skating Club, asked to rent the Milwaukee Mile on Wednesday nights for cycling, in-line skating training for the teams, and the general public. The track was a great place to hold training races, time trials, practice pace lines, echelons, pack racing, and do sprints, intervals, and tempos, all without bothering pedestrians or worrying about getting hit by a car. The turnouts in the 80s were huge, with hundreds showing up to ride the famed banked oval. The series was as much about socializing and riding for fun as it was about serious racing. It attracted old racers from the days of the Allis Chalmers cycling team as well as casual riders and inline skaters, which was quite popular at the time. Out of this series came some of the world’s best athletes of the day, Gold, Silver, Bronze medalists, Olympic athletes, national champions, state champions, in skating and cycling. We also had many thousands of people that just wanted a
46
safe place to ride, exercise, train, have fun, meet people. Names like Eric and Beth Heiden, Connie Carpenter, and Chris Witte were all part of our program. We opened up the stands so you could have a beer, soda, and hot dogs after riding. Thanks to the State Fair giving us a heavily discounted rate, the Wisconsin Bike Fed, VeloCause Centraal Cycling and others have managed to raise just enough money to open the Milwaukee Mile to cycling for six evenings this year. VeloCause will be running practice races on May 1st, 8th, 15th, and 29th, as well as June 5th. Each evening will kick off at 4 PM with paceline, echelon and drafting practice. Then there will be junior races, women’s races, cat 4-5, and cat 1-2-3 races, ending with time trials. During the entire evening, casual riders are invited to ride in the outer lanes, safely away from the racers. The Bike Fed is helping with the upfront costs and insurance for casual riders, and racers will be charged $15 to cover insurance and other costs. If you drive there, expect to pay $6 to park in the infield, or you can park for free by the Pettit Center and ride your bike over. The Mile also has direct access to the Hank Aaron Trail, which connects to the Oak Leaf Trail and beyond so you can always bike there too of course!

or the past year, it has been a privilege working with the Wisconsin Bike Fed, Southeastern Wisconsin Regional Planning Commission (SEWRPC), various Cities, Villages, Nonprofit groups, Citizens and the seven Counties of Southeast Wisconsin building the Route of the Badger map of interconnected trail and street connections. Together we have worked toward a new way of planning trails, shying away from autonomous pathways, and instead having an interconnected trail system bringing together both rural and urban communities. We have worked to link the best of our neighborhoods to each other and provide a new planning standard for the future of trails in Wisconsin.

When Trails are at the Heart of Communities, Communities Thrive The Route of the Badger offers a vision of healthy, thriving communities in Southeast Wisconsin centered around a connected world-class, 500-mile regional trail and on-street system that connects people across towns and counties. Southeast Wisconsin is home to 340 miles of existing trail, which means that building upon existing infrastructure can improve the connectivity of the trail system; better connecting people to the places they want to go. This approach to trail-system development is a placemaking strategy that positions trails as community necessities, rather than niceto-have amenities. When more people can use trails to get where they want to go, the benefits to the economy, public health and transportation become the foundation of healthy, sustainable communities.
What Can Route of the Badger do for Wisconsin? Expand Smart Transportation Options In Milwaukee, as many as one-in-five residents do not own a car, which means their transportation options are limited. With access to a connected regional trail system, they’ll have more active transportation options that safely and conveniently connect them—and others across the region—with the places they want and need to go. The Route of the Badger will integrate with Wisconsin’s burgeoning multi-modal transportation system, creating safe routes to everywhere for everyone, regardless of age, race, and income.
Fuel Strong Businesses and Economies In Wisconsin, the economic impact of bicycle recreation and tourism is more than $900 million each year. Vibrant regional trail systems are proven economic drivers, sparking neighborhood-scale economic development with tourism, new investment in trailside businesses, and commercial opportunities along trail routes.
Improve Public Health Creating accessible opportunities for people to get out and get moving is a game changer for public health. When people have access to safe places to walk within 10 minutes of their home, they are one and a half times more likely to meet
recommended activity levels than those who don’t. Route of the Badger will give people living in Southeast Wisconsin new access to outdoor recreation, with the potential for improved physical activity and potential savings in direct health care costs of more than $22.4 million.
Enhance Regional Competitiveness Quality of place is a key factor in attracting and retaining a younger, highly educated workforce and trails add value— millennials walk, bike, and take public transportation significantly more than people their age did a decade ago, and nearly 80 percent of those living in large cities say they get around on foot. The Route of the Badger will expand on this value, helping the region become a talent magnet.
Promote Social Equity Just like with other forms of infrastructure, disparities exist in the distribution of trail and active transportation networks. These disparities often coincide with other socioeconomic disparities that have a negative impact on people and places. If done thoughtfully and with meaningful community engagement, comprehensive trail systems can bridge gaps within and between communities, providing access to safe transportation, physical activity, and outdoor recreation, improving health and quality of life.
About Rails-to-Trails Conservancy’s TrailNation™ Projects At Rails-to-Trails Conservancy, we believe that trail networks can deliver smart transportation, strong economic growth, healthy people, competitive regional advantage, and social equity. Our TrailNation™ Projects are network-building projects that have the power to catalyze the development of trail networks nationwide, creating healthier places for healthier people. The heart of this work will come through smart investments that close gaps and improve access to trail networks across communities. The scope of this work expands to become a placemaking strategy, with trails at the center of healthy, sustainable communities. Watch the Bike Fed’s new organizational website for regular updates about the Route of the Badger project and for a full seven-county Route of the Badger map. Don’t Be a Bike Thief’s Dream! Register your Ride!
by Rachel Pomeroy Deputy Director Wisconsin Bike Fed photographs by Peter DiAntoni
Hello Wisconsin Cyclists!
Meteorological spring is here; astronomical spring is here, but more importantly, the snow has melted and bike shops are having their big sales! For the majority of riders who are more fairweather cyclists, it is time to lube up the chain, pump up the tires, check the brakes, and get back in the saddle! One other thing you might want to add to your spring pre-ride checklist is to register your bike on BikeIndex.org. The Wisconsin Bike Fed has been a partner with BikeIndex for several years. We have maintained a link on our website to register bikes and report stolen bikes, and now we are taking that partnership further; we are printing BikeIndex registration cards to distribute at all events we attend. We can also send bulk supplies of these cards to bike clubs and teams, bike shops, and local police departments.

Everyday unsuspecting bike owners take their eyes off their bike for five minutes or even come back to where the locked their bike only to find their favorite ride stolen. We met with Milwaukee Police Department Lieutenant Timothy Leitzke to discuss a new way you can help your local police return thousands of recovered stolen bikes per year. He shared with us the sad news that bicycle thefts are increasing, and the police have hundreds of bikes they recover which never find their owner. The silver lining in this news is, of course, that ridership is up as well. But riders have a responsibility not to make it too easy on the bad guys.
Lock your bike properly Bicycles that are properly locked are much less likely to get stolen. Cable locks are simple for thieves to cut, so should only be used for low-security parking in low-risk situations. For bikes that will be left unattended for longer periods or out of public view, be sure you are using a highsecurity lock, such as a U-lock, chain, heavy folding lock, or a smart-lock with built-in alarm, all available at any local bike store.
Register your bike with BikeIndex.org When law enforcement officers find a stolen or abandoned bike, often the first place they look is the Bike Index. Using their smartphones, they can look up the serial number and brand. Using Bike Index, they’ve had success in returning 5,489 bikes to their owners. Before BikeIndex, the only option officers had was to check if the owner registered their bike with the city. Since bike thieves seldom resell high-end bikes in the same geography they stole them from, it’s no surprise the registries almost never get bikes back to owners. And there is just not enough time to “shop” stolen bike serial numbers around the many municipalities in Wisconsin. Since local police registries do not extend beyond city lines, the officers are left with little information to find the owners. The Wisconsin Bike Fed has long endorsed the free non-profit, open source national registry, Bike Index https://bikeindex.org/ as the best method for ensuring your bike is returned to you if stolen. In a matter of minutes, you can quickly create a login/password, and upload the serial numbers and pictures of your bike(s). Later, if your bike happens to take an unaccompanied trip away from you, anyone who ‘finds’ it can search on the serial number, and contact you through BikeIndex.org. There are too many good reasons to do this simple task, we encourage you to visit their blog to learn more.
54
Check the Bike Index Before you Buy a Used Bike You may think you are buying that bike from another cyclist who is upgrading their ride, but if it’s a sweet ride that has been jacked, chances are the owner knows about Bike Index. Any bike that has been registered (before or after the theft), is searchable by serial number. Lt. Leitzke encourages owners to upload all their bikes in their possession right now. Sometimes bikes are stolen from storage or garages without the owner noticing. Before they know it, the bike has been resold to another buyer and there is no chance of recovery. For this reason, proactive registration is the best insurance. This year, the Milwaukee Police Department and the Wisconsin Bike Fed will be at local bike sales and other cycling events to help owners register their bike with the Bike Index. Of course, we will also have our usual Wisconsin Bike Fed merchandise on sale and free advocacy information. But feel free to stop by anyway, just to talk to about how we can make Wisconsin the best place to ride! In the meantime, secure your ride!

eBikes & Firecrackers, legal to buy, illegal to use by Dave Schlabowske Executive Director Wisconsin Bike Fed
W
alk into almost any local bicycle shop and you will see electric-assist bicycles for sale on the showroom floor. In 2018, Bicycle Retail and Industry News reported eBike sales were up almost 10 percent over 2017 in the United States, while overall bicycle sales were down a little more 9 percent. In the bicycle crazy Netherlands, according to figures from the RAI Association, BOVAG and GfK research agency, the majority of adult bicycles sold were eBikes. There are some in the industry who predict eBikes will replace mechanical bicycles in the same way electric drills have replaced mechanical drills. “Electric cycling is becoming ‘the new normal’” according to Dutch bicycle industry associations BOVAG and RAI The Bike Fed doesn’t have a crystal ball, but we know Wisconsin state laws need to be updated to reflect the sales of eBikes today. Under our state statutes, electric assist bicycles are defined as motor bicycles, and as such are illegal to use on state trails. To remedy that, we have been working with our industry partners at People for Bikes to draft bills modeled after similar up-to-date model legislation passed in 10 other states. We are very thankful that State Representative Mike Rohrkaste (R–Neenah) and State Senator Roger Roth (R–Appleton) have sponsored bills in the Assembly and Senate to bring Wisconsin’s out of date statutes into alignment with current technology. We would also like to thank the following legislators for cosponsoring our legislation: Senators Risser, Bewley, Kooyenga, Larson, Miller, Losen, Ringhand and Smith. Representatives Goyke, Anderson, Billings, Bowen, Crowley, Duchow, Hutton, Jagler, Myers, Pope, Ramthun, Sinicki, Spreitzer, Steffen, Subeck, Swearingen, C. Taylor, Tusler, Vorpangel, and Vruwink.

With that broad bipartisan support, we certainly hope this legislation passes, but if you don’t see your state senator or representative listed, please contact them and ask them to support this important legislation. Our bill is modeled after the similar legislation that was first passed in California in 2015, California was the first state to pass legislation that defined electric-assist bicycles and allow them on trails. The California legislation, like ours, and that has passed in the other nine states since, was drafted with input from the national bicycle manufacturers and People for Bikes, the bike industry advocacy group. The legislation defines three different classes of eBikes, depending on the power of the motor and the bicycle’s top speed. Class 1 electric bicycles provide assistance only when the rider is pedaling and ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour. Class 2 electric bicycles may be powered solely by the motor and are not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour. Class 3 electric bicycles provide assistance only when the rider is pedaling and cease to provide assistance when the bicycle reaches the speed of 28 miles per hour. This year, People for Bikes is aiming for a ‘19 in 2019’ campaign, which would introduce 19 bills for model eBike legislation in 19 states. In addition to Wisconsin, bills have also been filed in New Hampshire and Wyoming. There are some who worry that because eBikes allow more people to ride faster, that they will be dangerous on trails. Our legislation does include a clause that allows the Department of Transportation or local authorities to prohibit electric bicycles, with the power unit in operation, on designated bikeways. We certainly hope they don’t. 60
The Wisconsin Bike Fed’s position is that if communities are worried about eBikes traveling too fast on trails, the answer is statutory speed limits, not bans on technology. After all, we don’t ban bike racers on trails even though pretty much everyone who races can ride 20 mph or faster. We don’t ban carbon fiber road bikes with 23 mm tires and aero rims, even though those are technologies designed to help you ride fast. Long before the rise of eBikes, we at the Bike Fed have been hearing complaints from people walking and casual riders about “those people in Lycra Spandex outfits on skinny-tired bikes” riding too fast on trails. We have also heard complaints about not using a bell or saying “on your left” and people walking dogs on long retractable leashes. These are all legitimate problems of trail etiquette that need to be addressed with more education, encouragement, and enforcement, not by banning bicycles without bells, people who wear Lycra, or retractable dog leashes. The Bike Fed has three Class 3 electric assist cargo bikes outfitted with tools and parts we use to give free bike repairs in low-income communities. We often take them on trails to get to where we set up our mobile bike repair program. We certainly don’t want those bikes banned from trails. Most of the front-seat bicycle “rickshaws” used in the Cycling Without Age programs at senior living homes in eleven Wisconsin communities have electric assist. We certainly don’t want to stop taking seniors out for bike rides on our trails. Bicycles with electric assist are getting lots of people back into cycling, helping people with disabilities ride more, and even allowing avid riders to use their bicycles for more utilitarian trips that they might have used a car for if not for the extra boost of an eBike. We welcome the growth of eBikes and look forward to the near future when they are legal to use on trails in Wisconsin. You can read the full text of our eBike legislation online at WisconsinBikeFed.org.
