The Borough of Bolton is a metropolitan borough within Greater Manchester, in the north west of England. It is named after its largest settlement, Bolton, and includes a number of other towns and villages: Blackrod, Farnworth, Horwich, Kearsley, Little Lever, South Turton, and Westhoughton. As well as urban built up areas more than half of the borough is open countryside with farmland and moors. People have lived in the area for more than one thousand years and the town gained its Market Charter in 1251. With the coming of the Industrial Revolution Bolton, and the other towns in the borough, grew rapidly employing people in cotton spinning, paper bleaching, mining, engineering and railways. The borough has a population of 276,800, and is administered from Bolton Town Hall. The council is run by a leader with an Executive Cabinet, and the borough is divided into 20 wards, with three councillors each. The council is split into four departments: Children’s and Adult Services, Chief Executive’s department, Development and Regeneration, and Environmental Services. The leader of the council is Councillor Cliff Morris and Labour is the largest party. There are 41 Labour councillors; 16 Conservative; and three are Liberal Democrat. The Chief Executive is Sean Harriss. The council runs a whole range of services including: Chief Executives: Museums, libraries and archives; welfare rights; housing and council tax benefit; managing the council’s property portfolio; Registrar for Births Deaths and Marriages; elections; plus support services to the council. Children’s and Adult Services: social care for children and adults; support for schools and education; and sporting activities for children and adults. Development and Regeneration: inward investment for development and regeneration opportunities; planning applications; housing strategy; support for businesses and helping individuals to find work. Environmental Services: recycling; waste collection; maintenance of roads, footpaths and green spaces; parking; bereavement services; services to schools from school meals and cleaning to school crossing patrols; and running the borough’s markets. As of 2013 public health services have also transferred to the council from the NHS. Transport, fire and rescue, the police, and waste disposal are organised on a Greater Manchester basis. The council’s housing stock has been transferred to a housing association, Bolton at Home.
