be yond t he per f veryone knows a military hero, be it a grandparent, father, mother, sister, brother, friend, or neighbor. Our veterans, along with the men and women currently serving in the armed forces, deserve our respect, support, and gratitude for their sacrifice. Among those heroes are the few who have earned America’s highest award for military valor — the Medal of Honor. We at the U.S. Postal Service are honored to celebrate the World War II Medal of Honor recipients. Of the 16 million members who served in the U.S. Armed Forces during the Second World War, only 464 were deemed to have met the standard necessary to warrant award of the Medal of Honor, which is given “for conspicuous gallantry and intrepidity at the risk of life, above and beyond the call of duty.” As a tribute to these exceptional men, the U.S. Postal Service created a new stamp format, the prestige folio, especially for the Medal of Honor: World War II issuance. The folio consists of four pages, which include historic photographs of the last living recipients from World War II, all of whom agreed to participate in this project, as well as a list of the names of all 464 men who earned the Medal of Honor for their service during the war. Sadly, Senator Daniel K. Inouye and Vernon McGarity died before the stamps

could be issued. Two different stamps (10 of each) feature the Navy and Army versions of the Medal of Honor. (The Air Force version was not created until 1965.) So highly esteemed are the medal honorees that President Harry S. Truman was quoted many times as saying, “I would rather have a Medal of Honor than be President of the United States.” According to tradition and the nature of the award, even a four-star general will salute a private who wears the Medal of Honor. We join in saluting this remarkable group whose courage deserves our highest honor.

Ratification of the Constitution took place from 1787 to 1788. It was played out in state ratifying conventions and debated in newspapers and pamphlets across the fledgling nation.

Called “The Father of the Constitution,” fourth President James Madison co-authored the Federalist Essays, which influenced the ratification of the Constitution, and helped frame the Bill of Rights.
his month, we mark the 226th anniversary of the ratification of America’s Constitution. As such, September is Citizenship Month, celebrating the fine intricacies and great blessings that come with US citizenship. During the summer of 1787, the Constitutional Congress struggled to find the prescription for a fair executive leader, a balance between State and Federal governments, and the basic human liberties that should be granted to all citizens. The Founding Fathers drafted an intricate system of checks and balances, outlining the role of the central government, the power of the States, and the rights of American citizens. Their resulting Constitution stands as one of the most thoughtful pieces of government literature in human history. What is perhaps most extraordinary is its ability to change through Amendments, allowing the Constitution to now and forevermore reflect the population it serves.

Proceeds from the sale of the Migratory Bird Hunting and Conservation Stamp (the Federal Duck Stamp) fund the acquisition of wetlands and wildlife habitat for the National Wildlife Refuge System. Since its inception in 1934, the Federal Duck Stamp Program has generated more than $700 million for the preservation of some five million acres of American wetlands.
