A regional team visited Timor Leste for a meeting with the Patron of the Scout Association and President of Timor Leste H.E. Taur Matan Ruak, which is part of a bigger meeting with key leaders of Uniao Nacional dos Escuteiros de Timor Leste (UNE-TL) from 7th to 10th May 2013. The President appreciated the support of WOSM and Scouts Australia, especially on improving membership requirements. At the meeting with UNE-TL President Ms Idelta Maria Rodrigues, they talked about the need for a free hold land to build a national Scout training centre while eyeing on a one hectare area in Metinaro located 25 km outside Dili, apart from the need for a full-time staff to handle day-to-day office work. The regional team comprised of Scouts Australia Chief Commissioner Mr Reg Williams, National Chief Executive, APR Scouting Profile Sub-Committee Chairman Mr Richard Miller and Regional Director Abdullah Rasheed.

Fiji reviews structure and youth programme To review major elements related to the management and youth programme of the association, a threemember regional consultancy team joined the key commissioners of Fiji Scout Association (FSA) for a working meeting on 20th to 25th April 2013. The meeting looked into the current gaps in the existing organizational and administrative structure. Job descriptions for various functional positions including Terms of Reference for various committees, based on the revised/ proposed organizational structure, was reviewed. On youth programme, reviews were made on the edu-
cational proposal to set sectional and final objectives. They planned activities for Scout section advancement scheme which includes the creation of a recording system. The visiting team comprised of Neville Tomkins, International Commissioner of Scouts Australia; Julie Creed, former APR Program Sub-Committee member and presently member of APR Specialists Panel, also from Scouts Australia and S. Prassanna Shrivastava, Director of Development Support and Finance from WSB/APR. Joining them are Chief Commissioner John Naisau of FSA with key commissioners.
Programme sub-committee meets in Kaohsiung The first formal meeting of the Programme Sub-Committee held in Kaohsiung, Taiwan had productive discussions. Dr Ie Bin Lian chaired the meeting and was happy with the very good attendance including Mr Wendel Avisado as adviser, outgoing Abdullah Rasheed, incoming Regional Director JR Pangilinan. The regional plan was the centerpiece of discussion where many upcoming activities are outlined. In addition, the sub-committee reviewed the Youth Fo-
rum recommendations (Dhaka) and noted the status report of the 30th APR Regional Scout Jamboree to be held in Japan from 1-7 August with the solidarity programme going very well to ensure wide participation from developing countries and from other regions. Another point of interest discussed was the upcoming Scout Congress in Hong Kong and every member has been asked to attend. Regional Chairman Dr Chao Shou-Po met the members and commended the good participation.

Indonesia and USA Scouts take clean-up action The US Embassy in Jakarta initiated a clean up action with Gerakan Pramuka to celebrate the Global Youth Service Day (GYSD). Twenty Indonesian boys and girls and their American counterparts cleaned up the area near the US Embassy in Jakarta. Within 90 minutes, 53 bags of garbage were collected. GYSD was known as the National Youth Service Day in the USA, a coordinated annual event that gathers young people around the world to do community service, service learning, and youth voice activities to benefit their communities, their country, and the world. Activities are organized in more than 100 countries and engage millions of young volunteers. US Embassy Green Team Chairperson, Mike Chittenden, who enjoyed the activity with the Scouts said, “I have to say, after removing 53 bags of garbage, our fenceline looks 100 times better�. -- Berthold Sinaulan, APR Honorary Correspondent/ WOSM Correspondent

New Zealand Scout leader facilitates weekend Scout training in Solomon Islands A Scout Leader from New Zealand, Warren Bunn, who is currently serving in Solomon Islands on transfer from NZ Police has volunteered to run a practical skills training in the islands. Warren has been actively involved in New Zealand for many years, and offered to provide assistance to the Solomon Islands during the time he will be in the country. Warren reports that more than 20 Scout and Venture Leaders joined the practical skills training that includes basic Scout knots and lashings with practical work on the grass. He said, “I arranged with the construction contractors on our police base to make about two dozen tent pegs which we used and have left with the Honiara District to use for future courses.� He will be running more weekend training for Scouts in practical skills and leadership.

Asia-Pacific Management Meeting reviews region’s performance, sets strategy for next year Volunteers and professionals gathered from 13-14 June 2013, in Makati City, Philippines for this year’s AsiaPacific Regional Management Meeting. The purpose of this annual management meeting was to review the region’s performance based on the APR Plan, set the operational plan for the coming year, plan the budget for the next fiscal year and discuss the operational matters and global challenges affecting the region. In his opening remarks, Regional Scout Committee Chairman Dr Chao Shou-Po noted that it was a very special meeting having the presence of the two Regional Directors – outgoing Regional Director Abdullah Rasheed and incoming Regional Director Mr JR C Pangilinan. In his short but meaningful remarks, Mr Pangilinan said that as a former employee of the Bureau, he was happy to be back while knowing the challenges in his hands. “Let these challenges inspire us,” he said. As the new RD, he has three priorities under his management, which he will concentrate in the coming months: office location; fund management and the quality of service the regional office provides to NSOs.

Discussions covered the updates on Ticket to Life and Messengers of Peace projects; internal audit report; review of regional support to NSOs concerning CNV and consultancy visits; and other administrative and financial issues such as house rule and budget. Other major topics discussed were the review of actions for regional and world scout conference resolutions and update on upcoming regional events: regional summit 2014 and matters related to the 25th APR Scout Conference 2015, in Korea. WOSM Global Director Göran Hägerdal, who is the Desk Officer for the Asia-Pacific Region, reported on the updates on central office location review and other WOSM global issues. Other regional leaders who made significant contribution to the meeting were Regional committee member Wendel Avisado, Regional Treasurer Mr Paul Ho, APR Management and Finance SubCommittee Chairmen Malcolm Tan and Joseph Lau, respectively, joined with the APR Directors and staff.

Bangladesh Rovers join searching for survivors after building collapsed Bangladesh Scouts mobilized Rovers and Leaders to search for survivors after an eight-floor building collapsed in Savar, Bangladesh on 24th April 2013 which claimed over 300 lives and severely injured hundreds of others. Savar is a sub-district about 45 kilometers from Dhaka and is known to be a place for clothing factories for years. Upon learning the tragedy, Bangladesh Scouts took the initiative to rescue people from the disaster site in coordination with the Bangladesh Defense Force, Red Crescent Society and the locals. Aside from rescue work, other Rovers donated blood. WOSM Secretary General Scott Teare sent a message to Bangladesh Scouts, saying, “How proud I am of the leadership and selfless sense of service that the Scouts and leaders of Bangladesh have shown. You’re all heroes!” On behalf of the Regional Committee, Dr Chao Shou-Po quickly sent words to Bangladesh Scouts, “our sincerest concern and prayer for the quick recovery of those who suffered from this incident. And to those brother and sister Scouts who have joined the rescue work, please convey our appreciation, admiration and support for their good Scout spirit”. -- Md.Toufiq Ali, Honorary Correspondent, Bangladesh Scouts

New Zealand Scout heroines rewarded The holiday heroic of best friends Sabrina Parsons and Amohia Afeaki has landed the teenage Sea Scouts with a rare accolade. While holidaying in Northland in January the 15-year olds, who are now 16, rescued two adult swimmers struggling in a rip at Matauri Bay, north of Kerikeri, in the Bay of Islands. They were first on the scene and used their boogie boards to help keep the men - one weighing around 150kg - afloat and breathing until help arrived.

Mrs Bleakley was standing in for the country’s Chief Scout, the Governor-General Sir Jerry Mateparae, who was abroad. “After reading the nomination form for these awards it was clear that from all accounts both Amohia and Sabrina deserved high recognition for their actions in rescuing the two men for a number of reasons,” Mrs Bleakley said in her speech “One is their young age that at 15 years old they acted with maturity and courage well beyond their years.”
In celebration of their efforts the girls have been awarded the Gilt Cross for gallantry, which the National Office of Scouts New Zealand has no record of awarding here before. Their award was presented at a special ceremony at the Auckland Area Regatta by New Zea-
“We were quite surprised,” Amohia says of learning they would be honoured in this way. “We’re happy but it feels like our effort was not that great but in the end two people are still living today so it’s a pretty big thing.”

6th Suncheon Asia-Pacific Scout Centre Board meeting held Suncheon Asia-Pacific Scout Centre (SAPSC) which has been operating since 2009 held its Board Meeting on 20th April 2013. The board reviewed the 20122013 activities and made recommendations on the improvement of the Centre. SAPSC is located in the province of Jeollanam, a scenic agricultural and industrial city of Korea. The Centre is governed by a Memorandum between Korea Scout Association (KSA), Suncheon City Government and the Asia-Pacific Regional Scout Committee (APRSC) providing opportunities for Scouts on global leadership through outdoor hands-on programs, weekly English camp programs, and seasonal experiential programs. The board consists of 13 members from APRSC, KSA, Suncheon City Government and the Jeonnam Scout Council. tor Abdullah Rasheed expressed their satisfaction for bringing in improvements on programme activities and the number of international volunteers serving at the SAPSC. Since 2009, 34 volunteers from 21 countries have already served, out of which, nine were from Asia-Pacific. Next summer activity will be in August 2013 in which ten volunteers already applied including five from Malaysia, and one each from the USA, Serbia, Liberia, Poland and the Netherlands. As the meeting coincided with the city’s International Garden Expo, Shree Ram Lamichhane made a special toast to the city and for the international garden expo, in a special reception hosted by City Mayor Mr Cho Choong Hoon.

PARSA Institution recognized for developing Scouting in Afghanistan The second series of advanced Unit Leaders Training Course was run at the PARSA Scouts Training Centre in Kabul from 20th to 26th May 2013. Since the formation of Scout units in PARSA orphanages in 2009, Scout membership has increased. PARSA works with government agencies to coordinate Scouting activities, such as the Ministry of Education, Ministry of Interior, Ministry of Social Affairs and other non-government organizations in Afghanistan. Orphanage Director General Said Abdullah Hashimi inaugurated the course. Only 28 participants arrived, from the original 41 who were initially selected to attend, due to various challenges. Most of them came from PARSA and government departments.
At the same function, Wood Badge certificates were awarded to seven Scout Leaders who have completed the course requirements. Present at the ceremony were PARSA Executive Director Marnie Gustavson, Country Director Dr Mohd Yasin Farid, and other NGO representatives. Mr Thian Hiong-Boon from the APR office was the Course Leader, assisted by Brajesh Kumar from India and Scout executives of PARSA. At the opening ceremony, PARSA was presented with a plaque of appreciation for its continued collaboration with WOSM, Asia-Pacific Region.
Scouts get wheels Scouts in Zealand are finding ways to boost membership by 10% over the next year, and to help them fulfil this goal, Toyota has given them a brand new car. Jeff Percival is the man behind the wheel of the Toyota Corolla car, and also the man at the helm of New Zealand’s largest Scout group, the Motu Moana Green Bay Group in Auckland, which has over 200 young members. But it’s for Jeff’s new job as Regional Development Officer for the SCOUTS New Zealand that he will be using the car. “We are looking for ways to attract more boys and girls into Scouting and that involves me visiting lots of schools
where I speak about our programmes. And in the evenings, I often visit one of our groups in the Auckland area, supporting our leaders and volunteers, and helping them to recruit new adult leaders we will be needing,” says Jeff. SCOUTS New Zealand has been one of the 25 community organisations selected by Toyota to be given a Corolla car for three years as part of its “25 ways to say thanks” initiative in celebration of being a top-selling car company over the last 25 years in the country. -- Wayne Philip, APR Honorary Correspondent, New Zealand

Excitement developments of Scouting in Myanmar It has been five decades that WOSM had no official visit to Myanmar since the dissolution of Scouting in 1964. For the first time last May, a WOSM delegation visited the country and saw that the traditions of Scouting is not entirely lost, and many former Scouts and leaders still relive the Scouting they knew, some with old uniforms still intact. Today there are nearly 2,000 boys and girls in Myanmar doing Scouting in 20 schools. In March this year, as many as 200 Scouts underwent a Scout skills training and the Union Minister of Education Dr. Mya Aye attended the activities. Around the same time the Ministry convened a meeting of old Scouters where 120 Scout Leaders attended. The oldest among them, Mr. U Henery Pan Aung, is 86 years old. Scout Leaders ran a Scout Jamboree earlier this year where the Chairman and the Vice Chairman of Parliament took time to speak to the participants.
A Scout leader, Mr U Tin Nyo, coordinates Scouting activities at national level. He is a member of the Myanmar Human Rights Commission.
Also Aung San Suu Kyi, who was a Guide Leader, spoke to the young scouts. Regional Chairman Dr. Chao Shou-Po led the nineman delegation to Yangon with the hope to re-establish Scouting. YMCA officials arranged the meetings with officials in the Education Ministry led by the Deputy Minister, Mr U Aye Kyu, who was a Scout himself.
On behalf of WOSM, the visiting team valued the extensive support of the National General Secretary of YMCA Mr. Maung Maung Win and his colleagues, including the National President, for this visit.
The Deputy Minister appreciated the visit and the willingness of WOSM team to pursue Scouting in Myanmar. He explained the Ministry’s initiatives to revive Scouting, first by selecting 18 schools as pilot areas. Fifty boys and five girls, with a Scout Leader, were chosen from each school. Simultaneously, three adult leaders were selected from each region to train and form Scout groups.
In addition to the Regional Chairman, the WOSM team includes Regional Director Mr Abdullah Rasheed, 1st Vice Chairman Mr Shree Ram Lamichhane, member of the RSC Mr Wendel Avisado, Chief Commissioner of Australia Mr Reg Williams and international Commissioner of Scouts Australia, Mr Neville Tomkins, Secretary General of ASARC (ASEAN Scout Association for Regional Cooperation) Mr JR Pangilinan together with the Assistant Secretary General of ASARC, Mr Rajalingam Ramasamy.

30th Asia-Pacific Regional Scout Jamboree 2013
Asia-Pacific Regional Workshop on Branding and Image Management Cambodia Scouts will host the APR Workshop on Branding and Image Management, in collaboration with the APR Scouting Profile Sub-Committee and the World Scout Bureau/ APR office. Being a new organization in a country with rich heritage, a workshop in Cambodia will provide a unique vantage point for participants who will work on the theme Branding and Image Management.
Jamboree Mascot Fukutakun was chosen as the mascot for 30APRSJ. Fukuta-kun represents the pufferfish, “fugu” in Japanese, which is closely associated with Yamaguchi, where the Jamboree will be held. Use of the Mascot When considering the use of the mascot, please refer to the following guidelines. 1. Mascots should be used to promote Scouting and 30APRSJ/16NJ 2. The Scout Association of Japan retains the copyright of the mascot. If you are considering the use of the logo commercially or non-commercially, please contact the Jamboree Office. APR Specialist Panel
This concept paper is about forming a team of experts who are prepared to provide services/ support in the areas of Youth Programme, Adults in Scouting, Communication and Marketing, IT, Fundraising experts, Governance and Strategy, Management, Event management, Consulting and need analysis etc. Members of this panel have the competencies, knowledge, skills and experience to provide formal consultancy service to national Scout organizations at the national and regional levels. Concept for NSOs services The APR Management SubCommittee developed a concept paper on Services from National Scout Organizations emphasizing the services provided by NSOs to its members in the context of today’s customer-oriented world. The paper is prepared as a ready reference for NSOs in understanding their customers and strengthening their services.
APR Triennial Report 2009-2012 The report is an overview of our udertakings as a region from November 2009 to November 2012.
Asia-Pacific Region The CNV Chronicle It is a collation of all Committee NSO Visits made to National Scout Organizations since it begun in March 2008.
Vision 2020 The new version is the first triennial plan that supports the region’s Vision 2020 that envisage Scouting in the Asia-Pacific Region as the “preferred and leading educational movement by the year 2020”.
Membership Growth Guidelines Membership Growth Guidelines is a tool to develop membership growth plan, which includes strategies to guide National Scout Organizations.
