Message of the APR Scout Foundation President It is only five months since I assumed the position of President of the APR Scout Foundation. As most of you have noted from past annual Foundation reports, the fund is growing continuously. Thanks to the cooperation of NSOs as well as from well wishers around the world. Apart from other forms of support, APR Scout Foundation provides assistance to member National Scout Organization through interest free loans for income generating projects. As of now, three projects are being supported under this scheme. I am glad that those NSOs who have benefited from this new scheme have been repaying the loans. In so doing, we can continue the cycle of generating funds for more projects. The Foundation management committee had decided to extend financial support to NSOs hosting APR events. The Terms of Reference on the selection of Foundation Management Committee members and office bearers has been amended. Each NSO can now nominate committee members from amongst the Foundation members. In recent months, the committee deliberated on incorporating the APR Foundation, enabling its separate legal entity and such proposal is in process. I am optimistic that the Foundation can be much stronger in terms of capital funds and bring better returns with the support of the Investment Team. This will lead to greater support for more diversified projects. On behalf of the Foundation Management Committee, I sincerely express my thanks to the Regional Scout Committee led by Chairman Jejomar C. Binay who has been very supportive to Foundation activities, and to the former President of Foundation Management Committee, Mr. Eric Khoo for his valuable contributions.


MESSAGES Message of the Regional Scout Committee Chairman Dear Foundation members, On behalf of Asia-Pacific Regional Scout Committee, I would like to thank you for your generous donations, making it possible for the Foundation to continue funding and supporting more projects in different countries. Since its inception in 1991, the Asia-Pacific Regional Scout Foundation has continually grown in terms of members. In this biennium, the seeds sown through Scout projects are bearing fruits as featured in this report, with the hope that donors could reap the rewards of satisfaction for their generous support. We also acknowledge the efforts of the Investment Team who shared their talents and expertise to keep our funds rolling.

Message of the Regional Director In the past two years, we were privileged to support national projects in different countries in Asia-Pacific region. We were humbled by the amazing examples of Scout projects and the services extended to communities. In January 2009, committee members of Asia-Pacific Regional Scout Foundation came together in Makati City, Philippines for a Fund raising cocktail. It was a remarkable gathering of people, Scouts and corporate supports who share our goal of improving lives.

BRIEF HISTORY

Seat of the Foundation Asia Pacific Region has a total land area of more than 21 million square kilometers and population reaching 1.9 billion excluding non-member countries with membership of over 16 million Scouts in 26 countries. Scouting in the Asia-Pacific Region has the potential for a wide range of financial resources to support its undertakings. In December 1991, the Regional Scout Committee decided to establish the APR Regional Scout Foundation and base it in Hong Kong. A management Committee was constituted to oversee the affairs of the Foundation. The Scout Association of Hong Kong was appointed as Trustee of the Foundation and the regional office in Manila as the secretariat.


FOUNDATION IN ACTION The Foundation envisions the growth of quality Scouting in our member countries and to be self-reliant. To achieve this, grants and non-interest bearing loans were granted to member countries for various projects. Grants are offered to National Scout Organizations were for the protection of nature and environment. Below is the list of projects supported in different National Scout Organizations: Projects

A step towards self reliance...

Scouts in Mongolia are keen to become self reliant and continue to provide better services to its members. In 2006, the Foundation granted a non-interest loan payable in 7 years to support a commercial building project called “Expansion of Building�. Scouts Mongolia completed the construction of 130 m2 building in the capital, Ulaanbaatar in December 2007 that was later leased for US$18,000 annual rent. Presently, this project provides US$ 6,000.00 as direct annual income to the organization that helps Mongolia Scouts carry out expansion activities. Once the Foundation loan is paid off, Mongolia Scouts will be able to expand its services to support more young people.


PROJECTS OVERVIEW Growing steady...Nepal

Nepal Scouts headquarters is located in the heart of Kathmandu City in a land area of 7,440 square feet that was unused for decades. Under the leadership of Chief Commissioner Shree Ram Lamichhane, a non-interest loan was extended to Nepal Scouts for a period of 7 years to partially fund the shopping complex. The building was completed in 2008 and is sub-leased to various establishments providing a rental income of US$ 34,800 annually. The income enables the organization to pay the regular loan installment with some savings to finance Scouting activities.

Ticket to Life: Educating Street Children Become Good Citizens...

Street children between 6 and 16 years old, who are under difficult circumstances are encouraged to be a Scout to help them learn, gain skills, and plan for their lives. More than 1,000 street children are being supported in Bangladesh, India, Indonesia, Mongolia, Nepal, Pakistan, Sri Lanka, Thailand and Philippines under the Ticket to Life program. They are grouped into troops assisted by a Scout Leader and supported by a national Scout coordinator. They undergo Scout training and activities that includes constructive recreation, values and life skills. A positive environment is introduced giving them the chance to mingle with others, make friends and work in teams.


PROJECTS OVERVIEW

The coordinators expressed that children have shown changes in their behavior. They are becoming more disciplined and obedient. They have learned to respect and build trust on their unit leaders. Personal hygiene has improved. They are proud to wear their Scout uniforms. Sense of belonging is very evident. With the new experience that Scouting offers them, a lot of “firsts� are happening in their lives. Gradually, they are showing more confidence as they discover their individual skills and knowhow that could aid them through challenges in the streets. The project is creating an impact in the communities, enjoys good visibility and most importantly, is well received by parents and local authorities. Together with the Foundation, this project is supported by other donors who are making regular contributions.

PROJECTS OVERVIEW Treat nature with care...Bangladesh!

Scouts are learning about environmental issues, taking part in activities and offering voluntary service to safeguard the environment. Scouts spread messages on wildlife conservation and its importance in the to global climate issues through its project “Wildlife Conservation.” Scouts organized rallies with non-Scouts in 64 districts in Bangladesh to create awareness on wild life conservation. These activities engaged public involvement, while Scouts learned different skills to “treat nature with care”. The project also demonstrates that Scouting is an opportunity to cultivate an active and responsible lifestyle.

Leprosy Awareness...Nepal

Scouts in Nepal continue to help eliminate leprosy by supporting initiatives to eradicate it in the country. They organinized awareness campaigns through rallies and door-to-door visits to orient people about the disease and to encourage afflicted people to undergo skin tests. Partnership with other agencies helped Scouts in implementing this project. Other agencies provided records of leprosy patients, technical assistance, treatment and equipment. Over 2000 Scouts have been oriented in leprosy awareness to carry out the project in five districts. They oriented people to identify symptoms so that those afflicted could be treated quickly like encouraging patients to go to the nearest health center for treatment. Through this project, awareness about the disease has greatly improved so as the working relations of Scouts with the local communites.

Building a Community Development Center...Mongolia

Scouts in Mongolia is building a community development center to provide 2,000 underprivileged young people a recreational center in the heart of Ulaanbaatar, the capital city of Mongolia. The core of this project is to introduce “Community based Scouting� and to help young people integrate socially and experience what Scouting is all about. Through Scouting, young people will be kept away from vices and other anti-social activities. They will undergo life skills education through training that will help them develop self-confidence and selfdependence. A new image of Scouting in the community is anticipated, focused on educating them and providing programs tailored to their needs. The center opened in June 2009 and it is expected to be fully operational by January of 2010.


PROJECTS OVERVIEW Restoring Pedro Scout Camp...Sri Lanka

Scouts in Sri Lanka believe that their facility in Pedro Scout Camp in Nuwara-Eliya, north of Sri Lanka will bring more people, Scouts and non-Scouts, to the outdoors. The development of irrigation building inside the camp will serve as a hostel for those looking for a camp life experience. Service to Scouts and non-Scouts is the core purpose of this project. It supports a well equipped campsite with facilities for adult leader training and socially relevant activities for the youth. While doing this, the surrounding environment will be improved and sustained. Reasonable rates are charged to users to be able to maintain the upgraded facility and provide for manpower costs. The campsite facility includes the Scout lodge with beds, kitchen, dining hall and a session hall.

Fundraising dinner held in the Philippines On 16 January 2009, an APR Scout Foundation Cocktail was held in Makati Shangri-la. It was hosted by Chairman of the Regional Scout Committee Hon. Jejomar C. Binay. The event was attended by Scout leaders from Japan (Mr. Hidenorshi Nishimaki), Hong Kong (Mr. & Mrs. Horace Ho), USA (Mr. Scott Teare), Brunei (Haji Zainal Abidin), India (Mr. Homammed Ali Khalid), Malaysia (Dr. Mohamed Mukhyuddin), and Korea (Mr. Oh Sang Gyoon), and representatives from Corporations in Makati. A total amount US$12,500.00 in cash and pledges was raised. New and upgraded members were awarded by RSC Chairman, Hon. Jejomar C. Binay, Vice-President of the APR Scout Foundation, Haji Zainal; and Regional Director, Abdullah Rasheed.

The Regional Scout Committee reviewed the Terms of Reference (TOR) of the APR Scout Foundation Management Committee and introduced the new TOR to appoint the Foundation Management Committee members and office bearers through a democratic

Resignation of APR Scout Foundation President

Promotion of Rover Peace Baton replica The Asia-Paciific Regional Scout Office will conduct “all must go� sale for the remaining souvenir items. One of this is the replicas of Rover Peace baton to be sold at a discounted price. To finish off the remaining stock by December 2009, interested buyers are invited to place their orders on-line and a free gift of Rover Peace Baton coffee table book. Proceeds will go to the Foundation.

On 15 May 2009, Mr Eric Khoo Heng Peng formally expressed his intention to resign as President of APR Scout Foundation Management Committee. The Chairman of Regional Scout Committee Hon. Jejomar C Binay accepted his resignation and expressed his gratitude for his contributions since his appointment in October 2007. Subsequently, the chairman appointed Vice President Haji Zainal Abedin to serve the remaining period of the term as President.

APR Scout Foundation Fellowship Gathering During the 22nd Asia-Pacific Regional Scout Conference in Tokyo, Japan, the APR Scout Foundation had its 2nd APR Scout Foundation Fellowship Gathering on 19th October 2007 providing the opportunity to the foundation members to meet and be updated with to see the progress of the projects funded by the foundation. On that special evening, over 100 members gathered together and saw how their financial contribution helped people and the communities. Mr Anthony Thng, former President of the Foundation, delivered the report of the foundation citing its achievements for the last three years. In this gathering, 66 people were recruited raising the amount of US$55,000.

APR Scout Foundation Fundraising Dinner

The Scout Association of Japan hosted a fundraising dinner on 20th October 2007 which is so far considered a breakthrough by having 209 guests raising an amount of US$16,200.
