Dear friends in Scouting,
I
am delighted that the 2nd World Scout Education Congress will take place at Kandersteg International Scout Centre, Switzerland, from 11-15 May 2017.
This second edition of the event will focus on the core business of Scouting. It will look at what needs to happen in the areas of Youth Programme and Adult Resources, in order to prepare for the changing world in which we live. For the event to be a success, as many NSOs as possible should participate. I would like to take this opportunity to encourage you, the leaders of NSOs around the world to carefully identify a maximum of two representatives to attend on behalf of your National Scout Organization (NSO). It is anticipated that delegates will comprise: • Youth Programme Commissioners • Adult Resources Commissioners Delegates may also include International Commissioners, Chief Commissioners and other key NSO decision-makers. Preferably, the two delegates should have roles in their NSOs that will allow them to take action on the outcomes arising from the Congress. Delegates will be required to upload a written NSO endorsement letter during the registration process. Please provide this written endorsement to the selected delegates from your NSO before they begin their registration. The first round of registration will end in January 2017. At this time, an assessment will be made, and additional delegates (beyond the initial maximum of two) will be considered. Additional delegates who register under the same NSO during the first round of registration will be put on a waiting list, and will be notified in February 2017 of the status of their registration.

We recognise that 2017 is a busy year for World Scouting, but nevertheless, we would strongly encourage NSOs to consider participating in this important event. We have kept the participation fee to a minimum in order to make this possible. Please take the time to read this bulletin. It will provide answers to questions that you may have and give a flavour of the event, in terms of the theme and topics to be discussed, as well as the methods to be used. Our friends at Kandersteg International Scout Centre are working hard to give this event a unique Scouting atmosphere. They are very much looking forward to welcoming you. See you in Kandersteg. During the Congress, we will look to:
• Raise awareness and improve understanding of world policies (World Scout Youth Programme Policy, World Scout Youth Involvement Policy and World Adults in Scouting Policy) among NSOs so that they can use them effectively • Deliver high quality, informative and provocative sessions, designed to stimulate further exchange, debate and action, before, during and after the event • Advocate for the improved integration of our Better World programmes within the Youth Programmes of NSOs • Encourage discussion between NSOs on thematic issues and identify the key challenges in the field of non-formal education to be addressed between 2017 and 2020 • Strengthen NSO cooperation so that development of youth programmes and adult training is self-reinforcing • Consider global, regional and other external trends affecting young people and how they might impact NSOs • Explore opportunities in which NSOs can build partnerships with other educational movements/ organisations, civil society and the private sector to deliver Vision 2023

Vision 2023, our Strategy for Scouting, adopted at the 40th World Scout Conference in Slovenia, firmly places education at the centre of what we are doing. NSOs have an important role in our shared ambition as the world’s leading educational youth movement. The 2nd World Scout Education Congress should assist NSOs in building capacity in the areas of Youth Programme and Adults in Scouting. It should also help shape the focus for Educational Methods around the world from 2017 onwards.

By coming together, we can work to ensure that the experiences our young people have are of the highest quality, impactful and result in them taking a constructive role in their communities as active citizens. Kandersteg International Scout Centre is the perfect Scouting setting for us to get together to explore how we can further develop as the world’s leading educational youth movement. The term “Congress” originates in Latin (“congressus”) and it originally meant “to walk together” (“con” – together, “gradi” – to walk).
The 2nd World Scout Education Congress THE THEME - PREPARED: FOR A CHANGING WORLD
CONNECTION WITH VISION 2023
• The theme connects a word and a concept that is both familiar and timeless in Scouting; “Prepared”. This is followed by “For a Changing World” which suggests that there is an urgency for us to recognise that change is a constant and presents both challenges and opportunities for Scouting around the world. Together, these words combine to create a call to action which underscores the need for us, collectively, to be prepared for the future. • The Congress will be both forward-looking and challenging, whilst not losing sight of the fundamentals that unite us. • The expression “For a Changing World”, refers to the changes that are forecasted to take place in the global education landscape by 2023, that could impact our approaches to Youth Programme and Adults in Scouting. These forecasted changes should provide a focus for ensuring that the content for the Congress is forward-looking. The focus on 2023 provides a link with Vision 2023, our Strategy for Scouting. • Participants will be challenged to consider how to both shape and adapt Scouting to future realities, so that it can develop and grow, whilst remaining true to its Mission.

• The 2nd World Scout Education Congress features in the World Triennial Plan 2014-2017 and is considered an important event for World Scouting. • Vision 2023 states that: -- By 2023 Scouting will be the world’s leading educational youth movement, enabling 100 million young people to be active citizens creating positive change in their communities and in the world based on shared values. • Our focus on education, and on ensuring that the programme experiences our young people have are of the highest quality, is also a driver of growth. • By improving our programmes, making them more attractive and relevant, we will encourage others to join and stay. We will also deliver impact, both for our members and for others in the communities in which Scouting takes place.

THE FOCUS ON 2023 PROVIDES A LINK WITH VISION 2023, OUR STRATEGY FOR SCOUTING.
Friday, 12 May 2017 - The World in 2023 • The first day will be externally focussed. It will “fast-forward” participants to the future, to 2023, where they can consider some of the forecast changes in society, demography, technology, trends, etc. and what this means for young people and education. Saturday, 13 May 2017 - Where We are Today
KEY TOPICS FOR THE CONGRESS
• The second day will be internally focussed. It will bring participants back from 2023 to 2017 and the present day. Through an analysis of the current situation, we want participants to understand that Scouting is already well placed to be considered the world’s leading educational youth movement. However, if we wish to maintain that, there is more to be done. It’s important to stress that “leading” doesn’t just mean the biggest, but also means that Scouting is relevant, inclusive and adaptive. Sunday, 14 May 2017 - Getting to 2023 • The third day will also be internally focussed. It will be action focussed too, encouraging participants to exchange ideas with each other and plan for what they hope to do with the learning outcomes from the event when they return home to their NSO.

WORKING METHODS
• In the months running up to the Congress, we will be encouraging people to engage with the event’s social media channels, on Facebook and Twitter.
• The programme of the Congress is structured around being at Kandersteg International Scout Centre.
• This will allow those who are participating, and those who are interested in the event, to share with each other on many of the topics that will be covered during the event itself.
• The wonderful alpine environment of Kandersteg International Scout Centre will provide the perfect backdrop for the Congress. • You will have the opportunity to choose how you want to navigate the various sessions that will be delivered and make full use of the indoor and outdoor spaces on offer. • The programme is flexible, allowing participants to select from both longer and shorter sessions, to go deeper in some topics as well as benefit from inspiring keynotes.
DURING THE EVENT • The Congress will open on the evening of Thursday, 11 May 2017 with the Opening Campfire at 20:30. • Sessions will commence on the morning of Friday, 12 May 2017 at 09:00. • The Congress will close on the evening of Sunday, 14 May 2017 with the Closing Campfire at 20:00.
• Each of the three days will follow a similar pattern, combining a mix of plenary keynote presentations and sessions as well as sessions by NSOs/NSAs themselves. • Every day will see a variety of sessions with several being repeated. • A full evening programme is on offer too, including informal moments for networking with people holding similar roles, as well as short night hikes in mixed international teams, campfires, cafes and even a sauna! • As you can see, there is no shortage of opportunities to make the Congress a relevant event for everyone involved. It is really up to the participants to get engaged beforehand, consider what you and your NSO want to achieve from the Congress, as well as participate fully during the event.

IT IS ALSO FORESEEN TO PROVIDE OUTPUTS THAT WILL BE OF ASSISTANCE IN SHAPING THE WORLD TRIENNIAL PLAN 2017-2020.

WHAT HAPPENS TO THE OUTPUT? • The 1st World Scout Education Congress achieved some clear conclusions that have helped to shape Vision 2023, our Strategy for Scouting, the World Triennial Plan 2014-2017, as well as the Regional Triennial Plans.
USE OF LANGUAGES • The main working language of the 2nd World Scout Education Congress will be English. • All official information (like this bulletin) will also be available in French. • We will also work together with the World Scout Bureau Regional Support Centres to translate official documents to Russian, Spanish and Arabic. • During the plenary sessions, we will endeavour to provide simultaneous translation in French. Some informal translation assistance may be provided in Arabic, Russian and Spanish. • Although we will do our best to ensure as much language facilitation as possible, due to the high number of sessions and varied locations, we cannot guarantee that this will be possible for every session. • We kindly ask NSOs to bear this in mind when selecting representatives.

• This second edition of the Congress is also foreseen to provide outputs that will be of assistance in shaping the World Triennial Plan 2017-2020. • However, it is important to note that the Congress is not a decision-making body. We have the World Scout Conference for that. • So, we will not spend time on voting resolutions or drafting declarations and seeking majorities, etc. What we intend to collect, compile and synthesise are the views of all the participants and express them clearly to World Scouting. • For this, we foresee that: -- The World Scout Committee will also carefully consider the report and draft its own conclusions from it, which will also translate into items for inclusion in the next World Triennial Plan 2017-2020, for the consideration of the World Scout Conference, due to take place in Baku, Azerbaijan, just a few months after the close of the Congress.

The challenges that National Scout Organizations are facing vary greatly throughout the different parts of the world where Scouting is delivered to young people.
Participating in the Congress
• As you will be aware from Circular 14/2016, participation is restricted to two representatives per NSO. • We would kindly encourage NSOs to carefully select the representatives whom they are sending to the Congress. • We would suggest that you select individuals who have a role or influence in our educational programmes and in providing adult support. Those who hold long-term responsibility for the overall strategy of the NSO may also find the event valuable. • We will aim to welcome participants at Geneva (GVA) and Zurich (ZRH) airports which have connections to all major airports around the world. • The Congress sessions, as well as the accommodation, will be at various buildings and spaces at Kandersteg International Scout Centre. • Airport transfers are not included in the registration fee. Registration is preferably done online, although we will also provide a paper registration form for those with limited access to the Internet. Payment is preferably done by wired transfer (TT) and you will be provided with an invoice once we receive your payment. In the event of full booking, priority will be given to those who have fully paid their fees.
WE WOULD KINDLY ENCOURAGE NSOS TO CAREFULLY SELECT THE REPRESENTATIVES WHOM THEY ARE SENDING TO THE CONGRESS.
REGISTRATION FEE • The registration fee below includes participation to all sessions of the 2nd World Scout Education Congress for one person at the venue in Kandersteg, Switzerland. It includes -- a cold buffet for those arriving late in the evening of Thursday, 11 May 2017 -- breakfast, lunch and dinner from Friday, 12 May to Sunday, 14 May 2017 -- breakfast on Monday, 15 May 2017 • It should be noted that all departures should be arranged for Monday morning as train and coach transfers are not available on Sundays.
• If you chose to stay locally and not at Kandersteg International Scout Centre, for instance in a hotel, the fee will remain the same as above. • If you choose to camp at Kandersteg International Scout Centre, the fee will remain the same. • The closing date for the initial round of bookings will be 31 January 2017. After that we will assess the remaining spaces and release them in February to NSOs who have requested for additional places.

Message from the Chairperson and Director of Kandersteg International Scout Centre
I
t feels natural that hundreds of international Scouts are once more coming to Kandersteg International Scout Centre, though this is a rather special occasion. It is with great joy that we welcome the participants of the 2nd World Scout Education Congress, to the World Scout Centre. After the first World Scout Jamboree, Lord Baden-Powell was inspired by the international dimension of Scouting and of the Jamboree, the meeting. Together with other motivated Scouts, they thought of having a place where international Scouts could meet everyday of the year. In 1923, the Chalet was founded as the Scouts International Chalet. Later on, Lord Baden-Powell referred to Kandersteg International Scout Centre as the Permanent Mini-Jamboree.

A number of international events have happened at Kandersteg International Scout Centre, including three Rover Moots, countless training courses, BP Fellowship meetings, etc. Over 13,000 Scouts from over 50 countries camp with us every year, taking part in our international programme. Lord Baden-Powell’s choice for Kandersteg International Scout Centre as the location for the Permanent Mini-Jamboree couldn’t be more perfect. The surroundings offer endless possibilities for adventurous activities, nature discoveries and international encounters. Here at Kandersteg International Scout Centre, we turn these possibilities into a programme with a wide range of different activities, covering everything from Messengers of Peace workshops to guided environmental hikes and ice climbing workshops.

with other Scouts from opposite sides of the planet, learning about different ways of doing Scouting and cross cultural understanding. For 93 years, Scouts from all over the world have been coming to Kandersteg to meet other Scouts, learn about different cultures and the environment, and explore the mountains.
Kandersteg International Scout Centre offers Scout style dormitory accommodation in a number of buildings including the Chalet, Kanderlodge, Tower and Sunneblick.
CHALET
KANDERLODGE
• In the Chalet, you can find the Reception and Dining Hall as well as common rooms for everyone to use.
• Kanderlodge rooms are mainly adjoining twin rooms with a bathroom located between the two rooms.
• The Old Chalet has 23 various sized rooms which have three to 22 beds. Most rooms have bunk beds and the rooms are distributed over two floors.
• There is one room with six beds and a private bathroom, and one room with two beds and a private bathroom.
• Bathrooms are found on both floors and are shared between guests staying on the respective floors. • The New Chalet has a total of nine rooms in one floor with three beds in each.

TOWER
SUNNEBLICK
• Located at the Campsite, Tower is divided into two buildings.
• Spread over three floors and a large outdoor area, Sunneblick offers well equipped kitchen facilities, a dining hall, common rooms and different sized sleeping rooms.
• Bathrooms and most sleeping rooms are in the Bunkhouse. Tower itself hosts a kitchen, some sleeping rooms and a large hall with a fireplace.
• The building is located close to the Chalet.
Some notes: • All bedding and towels will be provided. • You will not be able to specify a preference for the accommodation. • You will be required to share accommodation with other delegates. • For those who require single accommodation, for legitimate reasons, a small number of rooms will be made available if notified in advance.

SOLIDARITY PROGRAMME • Efforts are being made to implement a solidarity programme to ensure the participation of NSOs that would be unable to attend without additional support. • NSOs should make every effort to secure the means to enable their participation as any solidarity programme will be limited. • If we are successful in securing funds, we will provide more information in Bulletin 2.

ABOUT KANDERSTEG INTERNATIONAL SCOUT CENTRE • Kandersteg International Scout Centre is the World Centre of the World Organization of the Scout Movement. • The Centre began in 1923 with Lord BadenPowell, who, after the 1st World Scout Jamboree, had a dream about a place where all Scouts from all over the world could meet: The Permanent Mini Jamboree. ABOUT SWITZERLAND • Switzerland, officially the Swiss Confederation, is a federal republic in Europe. While still named the Swiss Confederation for historical reasons, modern Switzerland is a federal directorial republic consisting of 26 cantons, with Bern as the seat of the federal authorities. • The country is bordered by Italy to the south, France to the west, Germany to the north, and Austria and Liechtenstein to the east. Switzerland is a landlocked country geographically divided between the Alps, the Swiss Plateau and the Jura, spanning an area of 41,285 km2 (15,940 sq mi).
