t was during the 41st World Scout Conference, held in Baku, Azerbaijan, that the World Policy “Safe from Harm” was approved. This policy aims, as the name implies, to keep scouts safe from danger, by creating safe environment for as long as they participate in Scouting.

Taking care of children and young people has been a permanent concern within the Scout Movement, many National Scout Organizations have made important efforts so that all the activities that the Scouts carry out are safe and the risks are reduced; they are prepared to handle any risk in case of occurrence. This policy directly addresses the issues related to ensuring that scouts are Safe from Harm, that is, having strategies, systems and procedures that promote the well-being, development and safety of children and youth as a priority in all activities related to Scouting.

The Policy focuses on protecting children and youth in Scouting from abuse. Understanding that abuse is everything that damages them directly or indirectly. The Policy mentions that damage can be caused to our scouts by the misuse of traditions, indifference to coeducational practices, lack of gender balance or lack of support for children and youth with diverse and special needs.
La Política se enfoca a proteger a niños y jóvenes en el Movimiento Scout de los abusos. Entendiendo que los abusos son todo aquello que los daña directa o indirectamente. La Política hace mención en el daño que puede ocasionar a nuestros scouts el uso indebido de tradiciones, la indiferencia por las prácticas coeducativas, la falta de balance de género o la falta de apoyo a los niños y jóvenes con necesidades diversas y especiales.
The Youth Programme should include guidance on the development and maintenance of a safe environment. For this, National Scout Organizations must: - Develop a culture of listening and consultation so that young people feel safe. - Use educational objectives and learning opportunities to empower and develop the potential of young people. - Maintain a focus on the development of educational experiences that are challenging, attractive, rewarding and safe. - Develop a positive change in young people in terms of values and behavior.

All adult management processes in Scouting must be oriented towards compliance with this policy. It is vital that National Scout Organizations assume this policy and develop all procedures to receive, react and properly document any complaint of abuse that affects our young people.

Subregional Meetings of Youth Networks
L
as reuniones subregionales de la Red de Jóvenes tuvieron como objetivo presentar el plan de trabajo trianual de la Coordinación de la Red Interamericana de Jóvenes con el fin de reforzar el rol que juegan las redes nacionales para el cumplimiento de este. Junto con ello, se trabajó en identificar necesidades comunes, establecer prioridades de trabajo, planes de acción compartidos, mecanismos de seguimiento y el establecimiento de canales óptimos de soporte y comunicación.

he subregional meetings of the Youth Network aimed to present the three-year work plan of the Coordination of the Interamerican Youth Network in order to reinforce the role that the national networks play in fulfilling it. Along with this, we worked on identifying common needs, establishing work priorities, shared action plans, monitoring mechanisms and establishing optimal support and communication channels. The first one was held in Guatemala, from May 3 to 5, 2019. Muxbal Camp site received 7 young people from the Centralamerican subregion representing the countries of Costa Rica, Guatemala, El Salvador and Mexico. The second meeting was held from May 17 to 19, 2019, for the Southern Cone subregion of which 4 Youth members from Uruguay and Brazil participated. From June 7 to 9, 2019, 5 young people from the Andean subregion: Peru, Colombia, Panama and Ecuador met in Medellín, Colombia.

os últimos días de agosto fueron los que el huracán Dorian escogió para cruzar el Caribe y en su paso generar destrucción. Días antes habíamos estado monitoreando la situación pues los pronósticos habían indicado en un principio que el huracán pasaría por República Dominicana. Después cambió su trayectoria y pasó de lado, pero siguió su curso hacia el norte. La devastación fue cuantiosa en dos de las islas más grandes de las Bahamas, en las cuales viven cerca de 70 mil personas. Se estima que el 75% de ellos perdieron sus pertenencias y el otro 25% tuvo daños en sus hogares. Las pérdidas en infraestructura es de más del 90% y hay más de 2,000 personas desaparecidas.

Desde su creación en 1907, el Escultismo da a los jóvenes la oportunidad de conocer y valorar el medio ambiente, así como lo que debe hacerse para conservarlo. Como complemento a la educación de la escuela y de la familia, el Movimiento Scout ofrece a los jóvenes del siglo XXI la oportunidad de vivir la Naturaleza, así que el cuido de el Medio Ambiente es uno de los artículos de la Ley Scout y uno de los pilares de lo que es ser Scout. Recognized for its positive contribution to the environment, the World Organization of the Scout Movement maintains ties with the United Nations Environment Program (UNEP) and the World Wide Fund for Nature (WWF). Se estima que entre cinco y ocho millones de toneladas de plástico llegan cada año a los mares, donde son ingeridos por tortugas, aves, peces, ballenas y otras especies marinas. El plástico a la deriva es fácilmente confundido con aguamala, componente alimentario de varias especies marinas, que no digieren ese material. Así, esas especies tienen la sensación de estar alimentadas y acaban muriendo por inanición. La Fundación Ellen MacArthur estima que, hasta 2050, si seguimos lidiando con la naturaleza de la misma forma que hoy en día, tendremos más plástico que peces en los océanos, y es cierto que los microplásticos ya llegaron a la cadena alimentaria de los seres humanos.
