En este año también tuvimos el primer Foro Interamericano Educativo Scout, que tuvo como sede la Ciudad de Brasilia, Brasil. Fue la primera vez que hicimos trasmisión en vivo de algunas sesiones del evento, logrando así una importante participación virtual, práctica que se ha vuelto una costumbre en nuestros eventos regionales.

e are about to finish another year. A year with much interesting and important activities at Regional Level. A year has allowed us to move forward to achieve our goals.
Otros eventos que son importante de mencionar fueron las reuniones de las Redes Regionales en cada una de nuestras subregiones. Honduras, Bolivia, Colombia y Trinidad y Tobago, fueron anfitriones de cada una de las reuniones a nivel subregional. Un total de 130 participantes, provenientes de 21 Organizaciones Scouts Nacionales tuvieron las reuniones de las 5 Redes Interamericanas: Jóvenes, Programa de Jóvenes, Adultos en el Movimiento Scout, Desarrollo Institucional y Comunicaciones.
We started 2017 with two mayor activities 15th Jamboree and 2nd Camporee for the Interamerican Scout Region, JamCam, which started the last days of the 2016. Guayaquil, Ecuador, was the host of our JamCam, that had more than 2500 participants from 25 different Nacional Scouts Organizations of our region and from other scout regions of world.

At this year we also had the first Interamerican Educational Scout Forum, which took place in the city of Brasilia, Brazil. Was the first time ever we did live transmission of some of the sessions of the event, achieving a great online participation, practice that has become common now in our regional events. Other events that are worth mention were the Regional Networks Meetings in each of our sub-regions. Honduras, Bolivia, Colombia and Trinidad and Tobago, were the hosts of each of their sub-regional level meetings. A total of 130 participants, coming from 21 National Scouts Organizations during the meeting of the 5 Interamerican Networks: Youths, Youth’s Program, Adult in Scouting, Institutional development and Communications.
Realizamos en Colombia, un Taller Regional sobre Gestión de Riesgos, en Nicaragua un Curso Regional Avanzado de Programa de Jóvenes, en Panamá, un Taller de Gestión de Adultos en el Movimiento Scout y cerramos el año con nuestra IX Cumbre Scout Interamericana, realizada exitosamente en la Ciudad de Cusco, Perú. Esta última contó con la presencia de Craig Turpie, Presidente del Comité Scout Mundial y Ahmad Alhendawi, Secretario General de la Organización Mundial del Movimiento Scout, entre otros invitados especiales. Es importante mencionar que en 2017 se realizó el 13º Foro Scout Mundial de Jóvenes y la 41ª. Conferencia

2018 will be an active year, with a lot of activities and interesting projects to be carry out. Also, is the year the 6th Youth Interamerican Scout Forum and the 27th Interamerican Scout Conference, will take place in Panama as the host. At the arrival of the last days of the year, we look to the past road that we traveled, take a deep breath and get ready to see the future with better eyes, to the horizon that awaits us. We are grateful to everyone that has been part of this journey, we ask you to continue with us in this year that is about to start and in all the ones that are going to come.

En las áreas de participación juvenil y equilibrio de género, hemos logrado algunos avances en los últimos años, pero sabemos que tenemos mucho más camino por recorrer, especialmente en materia de género. Por lo que nos hemos comprometido a tratar de lograr el equilibrio de género en nuestros diversos equipos, mismos que se están estableciendo para cumplir con el Plan Trienal.
Como todos sabrán, en el año 2014, como Movimiento acordamos una nueva Estrategia para el Movimiento Scout llamada Visión 2023.

Estoy seguro que cada uno de ustedes ya la han escuchado alguna vez, sin embargo, me permito recordarla: Para el 2023, el Movimiento Scout será el movimiento juvenil educativo líder en el mundo, permitiendo a 100 millones de jóvenes convertirse en ciudadanos activos, creando un cambio positivo en sus comunidades basado en los valores compartidos. Algunos meses atrás, 169 Organizaciones Scout Nacionales firmaron cada una, un acuerdo con la Visión 2023, desde el Foro de Jóvenes y la Conferencia Scout en Azerbaijan, puedes leer un poco más de ellos en el reporte lanzado el día miércoles, su Comité Scout Mundial ha estado trabajando en entregar lo antes posible el Plan Trienal aprobado, en donde la Región también tiene un papel protagónico en conjunto con cada una de las OSN. Entonces ¿Qué hemos estado haciendo? Nuestra reunión de introducción se realizó en Nyeri, Kenya, unas semanas después de la Conferencia Scout Mundial. Este lugar único representa un hito importante a todos los Scouts, ya que allí es donde se encuentran descansando los restos del fundador, Baden Powell. Los 27 miembros, 12 miembros electos del Comité Scout Mundial, 6 presidentes regionales, 6 Asesores Juveniles, y otros 3 miembros ex-oficio, llegaron al lugar con mucho entusiasmo sin embargo a la hora del regreso se habían transformado en un solo equipo. Un equipo con una misión en común: mejorar la gobernanza en el nuestro Movimiento, comprometidos en realizar progreso significativo, para que el 98% de los jóvenes del planeta que aún no se beneficia de alguna manera del Movimiento Scout, pueda hacerlo, ya
Volviendo a Visión 2023, como sabemos, se trata de mucho más que crecimiento, pero el crecimiento del Movimiento Scout durante este trienio 2017-2020, será un enfoque clave para nuestro trabajo, y cuando digo nuestro, me refiero a Mundo, Regiones y las OSN trabajando en conjunto. Al mismo tiempo podrías estarte preguntando, al enfocarnos en crecimiento, ¿Qué pasa con la calidad del Movimiento Scout? Muy simple:

Many thanks for your kind invitation to attend this ninth Interamerican Scout Summit here in Cusco, Peru and for your warm welcome. I can tell you, it is a real pleasure to be here with you and I bring warm greetings from the entire World Scout Committee, and from your 50 million fellow Scouts from around the world. As you may be aware, back in 2014, as a Movement, we agreed a bold new Strategy for Scouting, entitled Vision 2023. I’m sure you will all be familiar with it, but as a reminder this is it: By 2023 Scouting will be the world’s leading educational youth movement, enabling 100 million young people to be active citizens creating positive change in their communities and in the world based on shared values.

Our Induction Meeting took place in Nyeri, Kenya, just a few weeks after the World Scout Conference. This unique setting is special to us in Scouting as it is the last resting place of our Founder, Baden Powell. The 27 of us, the 12 elected World Scout Committee members, the 6 Regional Chairs, the 6 Youth Advisors and the 3 other ex-officio members arrived as a collection of enthusiastic individuals, but left as one determined team – one team united in its sense of purpose to further improve the governance of our Movement, and committed to make significant progress in our ambitions to bring Scouting to the 98% of young people on the planet who are not benefiting from Scouting – either because they don’t know about it, or they are not attracted to it. We also held our first full business meeting in Kuala Lumpur, just a few weeks ago, where we finalised our Operational Framework that will give us the means to achieve all that is set out in our bold Triennial Plan which will be published in full in the coming weeks. There will be more on the Triennial Plan later, but let me just make a small advertisement – that we are looking for committed volunteers from around the world to help us in our work. In the areas of youth involvement and gender balance – we have made some progress in recent years, but we know we can go much further – particularly on gender – so we have committed to trying to achieve gender balance in our various teams that are being established to deliver on the Triennial Plan. Hemos analizado los números y sabemos que si no trabajamos juntos y nos centramos en el crecimiento durante este trienio, no alcanzaremos nuestra meta de impactar a 100 millones de jóvenes. Pero más que eso, no cumpliremos nuestra promesa de cumplir con nuestro deber. Hay en día estamos en 50 millones. Aspiramos a 75 millones para 2020. Eso es 8 millones por año. Es una gran prueba, y podrían estar pensando, ¿Y yo, puedo hacer? ¿Qué puede hacer mi OSN?
Necesitamos considerar cuidadosamente los factores que afectan el crecimiento, incluida la calidad de nuestro Programa de Jóvenes, nuestros sistemas de capacitación de adultos, nuestro perfil público, particularmente promoviendo nuestras credenciales como un actor poderoso en el campo de la educación no formal, y muchos otros factores también. We know that when young people look around at all that is bad in the world, from terror and conflict, to intolerance and inequality, that Scouting brings both hope and opportunity to young people, to their families and their communities. This is why it’s so vital that we seek to bring Scouting to more young people, so that they can benefit from the life changing experiences that our programmes offer. Now turning to Interamerica: There is huge growth potential here in your Region, in many of your NSOs and we will be seeking to provide improved levels of service and support via the World Scout Bureau to enable you to accelerate growth, and importantly, to ensure that it is done with regard to quality and that the growth can be sustained. More of that later.

We have crunched the numbers and we know that if we don’t work together and focus on growth during this triennium we will fall short on achieving our ambition of impacting 100 million young people. But more than that, we will fall short in living up to our Promise to do our duty.

We need to give careful consideration to the factors that affect growth including the quality of our youth programmes, our adult training systems, our public profile – particularly pushing our credentials as a powerful actor in the field of non-formal education– and many other factors too.

By focussing attention on these specific factors, we know that growth can be achieved. We see this from GSAT, where an NSO can achieve significant growth in a short period by being open to receiving support and by collaborating with others.

Now where does growth fit in the context of this gathering? Well, it’s on the agenda – which is great to see. Over these next few days you will engage in discussion and debate. You will reflect on the progress you are making as a Region. You will exchange ideas with like-minded people from across your Region about where the Region goes next.
like to challenge you, to think harder than you have ever done before about how we can collaborate with each other, how we can inspire each other, how we can help each other to bring the positive benefits of Scouting to many more young people across your Region by giving more focus to the issue of growth. Let us prove to ourselves that we can exploit the unique global character of our Movement; that it’s possible for us to come together, to be as one, to address the issue of growing Scouting, so we can go on to tackle some of the biggest issues that affect young people and which affect our common future. The simple motivation to ensure every young person has access to quality Scouting is an ambition that I believe each and every one us should strive for. In closing, let us not just look inside at ourselves. Let’s look at the world around us. We can see that the world needs Scouting more than ever. Our Mission as a Movement has never been more critical. Therefore, let us work here together as one, united in recognising that our remarkable diversity is one of our greatest strengths; confident, that together, we can be the change that the world so desperately needs. La IX cumbre Scout Interamericana dió inicio el día viernes 24 de noviembre en la Municipalidad de Cusco, Perú. Se contó con la presentacia de 22 de OSN de las 34 OSN de la Región Interamericana. Más de 30 voluntarios desfilaron con las banderas de los países de la Región como parte del acto inicial.
The IX Interamerican Scout Summit began on Friday, November 24th at the Municipality of Cusco, Peru. 22 OSN of the 34 OSN of the Interamerican Region attended. And more than 30 volunteers paraded with the flags of the countries of the Region as part of the initial act.

The objective of the IX Interamerican Scout Summit is to be a space for participatory construction of the 2018-2021 Regional Plan. One of the characteristics that the Committee decided to add was the element of innovation: thinking of different solutions in order to achieve Vision 2023.
Una de las propuestas que se realizó fue la presentación de los 9 principios de Innovación de Google. Dada por Victor Gonzalez-Maerten, Director de Mercadeo y iniciativas digitales para Google en Latinoamerica.
One of the proposals was the presentation of the 9 principles of Google Innovation. Given by Victor Gonzalez-Maerten, Director of Marketing and digital initiatives for Google in Latin America.
1. La innovación viene de cualquier lado. No importa de donde vienen la idea, lo importante es el sentido de mejora. Por ejemplo en Google debatieron la idea de cómo podían reducir la tasa de suicidios que ocurrian al año. Así que se decidió que a todas las búsquedas que se relacionaran con “cómo realizar un suicidio” como primer resultado el teléfono de una línea de ayuda. Este pequeño cambio en el buscador ha ayudado a decrecer la tasa de suicidios en un 9%. 2. 1. Innovation comes from Anywhere No matter where the idea comes from, the important thing is the sense of improvement. For example, at Google, we were debating the idea of how to reduce the suicide rate in the several years. So an idea that we implemented was every time someone searched “how to make a suicide” as the first result was going to be the toll free phone number for the National Suicide Prevention Hotline. This small change in the search engine has helped to decrease the suicide rate by 9%. 2. Focus on the User You have to pay attention to the users and the experience

Lanzar e insistir No hay que esperar hasta que un producto/servicio esté totalmente completo para lanzarlo, al contrario los usuarios ayudarán a que dicho producto/servicio se mejore con sus sugerencias. Por ejemplo google chrome en sus inicios tuvo actualizaciones cada 6 semanas, con más y mejores sugerencias de los usuarios. 6. 20% del tiempo Al permitir a los empleados el trabajar el 20% del tiempo laborar en ideas que les apasinan, la estimulación de creatividad sucede. Podrán aplicar sus habilidades en algo que les gusta, no necesariamente involucrados en su campo laboral. 7. Abrir los Procesos. Es bueno abrir los procesos a todos los usuarios, por ejemplo cuando google comenzó a lanzar sus primeras aplicaciones, sabía que no podía contrartar a los mejores desarrolladores. Por lo tanto se tomó la decisión de hacerlo como un proceso abierto y así poder recibir propuestas de diferentes usuarios. 8. Falla Bien Lo importante es realizar, las fallas deben ser tratadas como condecoraciones de honor. No existe el éxito sin fallar, sin la prueba y el error. 9. Paul Parkinson, Presidente del Comité Scout de Asia-Pacífico, nos presentó los diferentes modelos de implementación del Movimiento Scout en la Región de Asia Pacífico. El primero es el implementado a través del sistema educativo, en las escuelas, como parte del programa educativo formal, usualmente los maestros o directores se vuelven parte del liderazgo. Y el segundo es el modelo en la comunidad, en donde los padres de familia o líderes comunales toman el rol del educador. Además la región Asia Pacífico tiene enormes retos en cuanto al crecimiento. Una de las maneras en cómo estará abordándolos es con la creación de nuevas OSN. Además estará evaluando los siguiente aspectos: flexibilidad del liderazgo, flexibilidad en la capacitación de los Adultos en el Movimiento Scout y cómo este adultos puede aportar cada vez más desde sus conocimiento profesionales.

Para Scouts de Ecuador la estrategia fue realizar proyectos enfocador al crecimiento y que produjeron los siguientes aprendizajes: Hay grupos que no se mantienen, especialmente los de las zonas rurales; Falta de diferenciación en cursos relacionados a Dirección Institucional y falta de claridad de los diferentes niveles de la estructura; falta de procesos de medición de datos además de utilizar estos en la toma de decisiones; la formación de nuevos adultos requiere procesos que superen las limitantes de tiempo, distancia o económicas; Los gurpos deben tener un estandar de calidad adecuado, se requiere de un grupo ideal modelo.

Participar de principio a fin en esta IX Cumbre Scout Interamericana, como uno de los presentadores, ha sido un reto y una experiencia increíble. Las personas que conocí dentro de este evento y las actividades que se realizaron, me han dado una experiencia única. Cómo presentador tuve que someterme al estrés del trabajo junto con todo el equipo de protocolo y comunicaciones; para que este evento resultase exitoso. Cada detalle del evento se tenía que realizar lo más profesional posible y los nervios, tanto míos como los de mi compañera Andrea, iban desapareciendo a medida que el evento avanzaba. Y a pesar de eso, al final aprendimos cosas nuevas y sobretodo nos divertimos. Con los scouts que conocí dentro de la IX Cumbre compartimos un poco de nuestras culturas, un par de chistes y experiencias, y ¡Lo disfruté bastante! En las actividades, como talleres; exposiciones; almuerzos; etc., por poco olvidaba que era un evento serio, porque se realizaban con mucha energía scout todas clases de entretenimiento. La participación fue constante dentro y fuera del evento, y termine contagiándome de ese espíritu. Dar mi grano de arena para realizar la IX Cumbre Scout Interamerica, fue de las mejores cosas que hice en mi etapa rover, personalmente ha sido un reto que logre superar. Las cosas que aprendí en este evento me sirven ahora en mi vida personal y profesional.
El primer ejercicio fue el de reflexión de aporte al Plan Trienal 2016-2018, que se encuentra vigente, en donde cada participante calificó el aporte que ha hecho su OSN en cumplir dicho objetivo.

Mi Experiencia en la IX cumbre scout interamericana
Being able to participate from the beginning to end in this IX Interamerican Scout Summit, as one of the hosts, was a challenge and an incredible experience. The people I met in this event and the activities that took place, have given me a unique experience. As a presenter, I had to endure the stress of working along with the entire protocol and communications team, all for this event to be successful. Every detail of the event had to be done as professionally as possible and the nerves, both mine and those of my partner Andrea, were disappearing as the event progressed. And in spite of that, in the end we learned new things and above all we had fun. With the scouts I met in the IX Summit we shared a bit of our cultures, a couple of jokes and experiences, and I enjoyed it a lot! In activities, such as workshops; exhibitions; lunches; etc., I almost forgot that it was a serious event, because all kinds of entertainment with great Scout energy. The participation was constant inside and outside the event, and I ended up having that same spirit. Give my grain of sand to make the IX Interamerican Scout Summit, was the best things I have ever done in my rover stage. Personally has been a challenge to overcome. The things I learned in this event now help me in my personal and professional life.

El tercer paso fue el de realizar en conjunto un análisis FODA de la Región Interamericana y los metaindicadores de la Visión 2023. Una vez se concluyó el trabajo se realizó un ejercicio de propuesta de los Objetivos por parte de las patrullas para el Plan Regional 2018-2021, en formato bola de nieve. Esto quiere decir que primero se discutieron las ideas de una de las prioridades al interior de la patrulla, luego en un segundo momento se discutió entre patrullas y así hasta ir depurando las ideas.

Also, our Secretary General, Ahmad Alhendawi, presented the new service model, which promises contribute in systemic approach to the NSOs and a means to fulfill Vision 2023. The third step was to carry a SWOT analysis as a group of the Interamerican Region and the metaindicators of Vision 2023. Once the work was completed,The Snowball excercise was carried out by the patrols for the Regional Plan 2018- 2021. This means that first the ideas were discussed within the patrol, then in a second moment it was discussed between 2 or more patrols, adding or discussing ideas and presenting the first draft.

Conferencia Scout Interamericana hay una distancia total de 2,657 Kilómetros, pero no se preocupen, el recorrido lo haremos desde nuestros propios países, preparándonos para llegar a la Conferencia. En la ruta a Panamá, existen algunos desafíos adicionales: la participación juvenil y la igualdad de género. Esos dos puntos son clave para alcanzar el éxito en nuestra Región. Tenemos una misión muy importante: contribuir a la educación de los jóvenes, a través de un sistema de valores basado en la Promesa y Ley Scout, para ayudar a construir un mundo mejor en el que las personas se realicen a sí mismas como individuos y desempeñen un papel constructivo en la sociedad.
Queridos hermanos y hermanas en el Movimiento Scout, Dear brothers and sisters in Scouting, Estamos llegando al final de la IX Cumbre Scout Interamericana. Han sido unos días muy productivos y llenos de trabajo. La Asociación de Scouts del Perú ha hecho un tremendo trabajo como anfitriones de esta Cumbre, además quiero agradecerles a todos ustedes que han sido elementos claves en todas las discusiones. Recuerdo mi primera Cumbre, en Nicaragua, en donde participé como coordinador de la Red Interamericana de Jóvenes, hace más de 11 años. A penas éramos unas 15 o 20 personas en pequeño lugar compartiendo un par de diapositivas. Además, estuve incómodo puesto que todo el tiempo hubo una columna que obstaculizaba mi visibilidad. We are coming to the end of our 9th Interamerican Scout Summit. It has been some very productive and hard working days. The Scout Association of Peru did a tremendous job in hosting this summit and you all played an active and fantastic role in all the discussions we had.
I encourage you to take time to reflect on all the lessons learned this 3 days and to share the great experiences that we had with your NSOs. On the route to Panama, there are some additional challenges: youth involvement and gender equality. Those two points are key to achieve success in our Region.
