Official Logo The Official Logo of the 39th World Scout Conference and the 11th World Scout Youth Forum is composed of three main elements: The Blue and Gold Arara (Macaw) - among the many species of Brazilian Araras, the blueand-gold (Ara ararauna) is the best known for its colors that resemble the Brazilian flag. The Blue and Green Wave - the wave represents the dynamism of Scouting, in constant “movement�. It also represents the natural resources and beauties of Brazil, highlighting the green forests and blue rivers and ocean. União dos Escoteiros do Brasil has worked hard on the preparation of the 39th World Scout Conference and the 11th World Scout Youth Forum and we are glad you will come to spend this week with us.
At the 37th World Scout Conference in 2005 in Hammamet, Tunísia, Brazil was elected to host the 39th World Scout Conference and the 11th World Scout Youth Forum – after 100 years, for the first time, it will happen in South America. This was only possible because of our role on the international scene, putting together all the experience gained over many years (and others to come), to achieve our main goal; which is also the main goal of our World Organization, that is, the growth of the Scout Movement in Brazil, Latin America and the World.
Hosting the main Scout leadership worldwide in our country is a reason to be proud and very happy, but it is also a great responsibility. We will be very honoured to have your presence. We hope that you will enjoy the Conference as much as you possibly can and it will also be an opportunity to be part of the important decisions that the World Scout Movement will make-and also, of course, enjoy the attractions that our country has to offer. We will do our best to make sure that the 39th World Scout Conference and the 11th World Scout Youth Forum reach their goals and can contribute to the creation of a better world. Welcome! This has required true hard team work, bringing together the efforts of the Cities of Curitiba and Blumenau, the states of Paraná and Santa Catarina and the government of the Republic of Brazil, as well as our Parliamentary Scout Union, to support and act as fuel to hundreds of volunteers who will make this World Conference a happy and unforgettable reality. It is a privilege to chair a group of women and men so prepared, passionate to the Scout cause, truly responsible and competent. They are volunteers with a professional spirit and professionals with a volunteer spirit. My sincere tribute and recognition to each and every one of them.

The World Scout Conference The World Scout Conference is the governing body, the “general assembly” of Scouting, and is composed of all the members of the World Organization: the National Scout Organizations. Its function is to consider the policy and standards of the Scout Movement throughout the world, formulate the general policy of the World Organization, and take the action required to further the purpose of the Movement. National Scout Organizations must gain recognition from the World Scout Conference to become members of WOSM- and there can only be one NSO per country. In the case of a country having more than one Scout Association, a federation is formed for the purposes of national coordination and world membership. Member Organizations can be represented at World Scout Conferences by a maximum of six delegates. The Conference meets every three years. Delegates and observers authorized by their National Scout Organization are eligible to register and attend the event. Delegations usually include the International Commissioner, Chairman, Chief Scout, Executive and Board members.

One of the functions of the Conference is to elect members of the World Scout Committee, admit new member countries, and select the venues for forthcoming World Scout events which include the World Scout Jamboree, the World Scout Moot, the World Scout Conference and the World Scout Youth Forum. The 39th World Scout Conference will be held from the 10th to 14th of January 2011 at Estação Convention Center in Curitiba, Brazil. Built in 2004, it’s a stateof-the-art, world-class convention center with 25,000 square meters of fully air-conditioned space able to host events for up to 5,000 people (www. estacaoconvention.com.br). The Conference will have translation to and from English, French, Spanish, Russian, Arabic and Portuguese. According to the World Scout Committee, the contents of the Conference will be based on the Motto “Leaders of Innovation”. Besides the working meetings the host Organization of UEB (Scouts Brazil) already planned the following for the participants:

1. Scouts own at the famous Wire-Opera (www.curitiba-parana.net/operaarame.htm). With 2,400 seats the Wire Opera was built inside an old rock quarry combining nature with its trees and fish in the lake with the musical romanticism of the area. 2. Opening Ceremony at Positivo Theater (www.teatropositivo.com. br). The Theater has 2,500 seats and its architecture is based on the Greek Theater of Epidaurus (from IV Century B.C.). Here you will have classic and folkloric elements of Brazilian Culture on a 1 and ½ hour entertainment, followed by a dinner cocktail. 3. International Evening at the Convention Center, when all the NSOs are invited to show a bit of their culture and tradition, including snacks, food, drinks, pictures, crafts, clothes, music and dances.
4. Outdoor day at Santa Monica Camp Club (see http://www.santamonica.rec. br), one of the largest Camp Clubs in Latin America with aprox. 432 acres. 5. Brazilian Evening, lots of fun, dance and local food for all participants at the gorgeous Santa Monica Camp Club. 6. Closing Ceremony at the Estação Convention Center in Curitiba followed by a dinner Carnival party at the Madalosso Restaurant (www.madalosso.com.br) the largest Restaurant in the world, that can serve up to 4,645 meals at the same time.

The World Scout Youth Forum The World Scout Youth Forum (WSYF) is an educational event to support the process of developing youth participation in decision makeing. The 11th WSYF will take place in Blumenau, from Monday 3 January to Thursday 6 January 2011.
With that in mind, in its first meeting in Geneva in November 2008, the Planning Committee agreed on a number of topics that would be relevant to discuss. Both Scouting and non-Scouting topics were considered.
Each National Scout Organization can send up to two delegates and three observers; therefore, the maximum number of participants in a delegation is five.

Brazil Generous spirit, solidarity and their great sense of humor are among the most significant characteristics of Brazilian people. To all this, add a country with a huge territorial expanse and you will have a land where it is always possible to fit one more. Come to Brazil!
Brazil is a very diverse country. Its coastline stretches 8,500 km along the east, there are rivers and forests in the north and west and its many international borders bring nations and cultures together. The natural life in Brazil is exquisite and the climate varies from high tropical temperatures in some parts to freezing weather with mountaintops covered with snow in the winter in others. The coastline is made up of thousands of paradisiacal beaches, whilst inland there are huge tropical forests, dense vegetation and sub tropical forests. The ‘Atlantic Woods’ complete the mosaic that makes up the Brazilian territory. Living in large urban centres, medium cities and small towns, the Brazilian population, composed of many different races, is spread out across the territory like an enormous kaleidoskope where people, cultures and tradition live together in peace and happiness. It is this happiness that we want to share with you in 2011 in Curitiba, ParanĂĄ in the south of Brazil, at the 39th World Scout Conference.

Curitiba The capital city of the State of Paraná is a modern and cosmopolitan city. It has been colonised by immigrants of different ethnic groups who have kept most of their traditions, including their wonderfully diverse and delicious gastronomy. Care for nature is a characteristic of the city where there is 55.09 m2 of ‘green space’ per inhabitant, more than twice the recommendation of the World Health Organisation. Just the parks and squares alone add up to 80.7 million m2. Modernity is also a characteristic of Curitiba that, together with safety and comfort makes it an excellent place to live and, without a doubt, to visit. Curitiba also has an efficient transportation system, modern and efficient hotels and various convention centres with the necessary infrastructure, safety and the comfort to host a big event. It is easy to get to Curitiba: it is 800 km from Rio de Janeiro and only 400 km from São Paulo, which means no more than 40 minutes by plane. It has an international airport that connects the city to all parts of the country and many cities in other countries. One of the most prosperous and organized cities in Brazil, Curitiba with its 2.5 million inhabitants is also a world-wide example in urban solutions, education and environment. The Brazilian metropolis, in southern Brazil, was nominated as the American Capital of Culture 2003, an initiative of the Organization of American States (OAS).

Blumenau Blumenau is known as one of the cities in Brazil with the highest German influence in its culture and history. The city has strong European characteristics, charming visitors from everywhere for its architecture, nature, industry, food and drink. Get to know Blumenau!
State of Santa Catarina, Brazil, is a touristic, commercial and industrial center, founded in 1850 with 300,000 inhabitants. Its culture combines the magic of European traditions with the Brazilian hospitality and happiness. Nowadays the city presents a different life style, combining the German influence on its architecture, on the preservation of the environment, and its people’s productive strength and entrepreneurship. The products from here, especially textiles and crystals, are the fulfillment of the consumer dream of the majority of the visitors. Only 60 km (40 miles) from Santa Catarina’s beautiful beaches, Blumenau also has a high potential of specialized services and great infrastructure that are available to the community and everyone who have their business and events here. The Inter Event For those young adults participating in the World Scout Youth Forum and in the World Scout Conference, the Host Committee is planning a special programme from 7 to 9 January 2011, to enable them to visit some Brazilian beautiful beaches at no extra cost. This inter-event programme will be organized only for those young adults who will participate in both Conference and Forum and who have registered in advance for both events.

The inter-event programme will take place in the city of Florian贸polis, State of Santa Catarina, a very popular summer destination in Brazil, with 42 beaches. During the inter-event programme, participants will have the opportunity to rest from the Forum and to recharge their batteries for the Conference by taking part in some beach sports / activities with local Scouts or just relaxing at Florian贸polis beaches.

Accompanying Person’s Programme The best touristic spots were selected so that everybody can enjoy Curitiba’s natural beauties and culture.
Botanical Garden One of the most visited tourist spots in Curitiba. Opened in 1991, was created on the image of French gardens. In metal structure, the greenhouse has botanic species that are national reference, and a source of water. The native forest is marked with trails for walking route. It has exhibition spaces, library and auditorium.
Historic Area The old buildings of the City: Federal University of Paraná - the oldest in Brazil, Metropolitan Cathedral, Zero spot, the Largo da Ordem, the flower clock, Memory source, ruins of San Francisco Garibaldi Square, Church of Rosario, Presbyterian Church, Muslim Temple, Casa Romário Martins, Solar do Rosário, Curitiba’s Memorial and Museum of Paraná.

Paço da Liberdade - Palace of Liberty Former headquarters of the City Hall of Curitiba, opened in 1916, with details and drawings neoclassical art nouveau. It is the only monument of Curitiba overseen by the Office of Historic and Artistic Heritage, restored respecting its original features.
Wire Opera Theater between lakes, typical vegetation and cascades, with tubular structure and transparent roof. It’s part of Pedreira park along with Cultural Space Paulo Leminsky
Polish Immigration Memorial Known as Pope’s Woods, containing a statue of Pope John Paul II, due to his visit in 1980. Set of seven log houses, living reminder of faith and struggle of the Polish immigration started in 1871.
Tanguá Park Comprising the Rio Barigui natural reserve as well as the Park and Tingui Barigui. Features a wall of stone of 64 meters, gazebo, waterfalls and lakes linked by a wooden footbridge. It has a tunnel dug 50 meters into a rock wall.
Free University for the Environment Promotes research on the environment and ecology. Its architecture reproduces the shapes and colors in the four elements of nature: earth, fire, water and air.
Vila Velha Park Located 100 km from Curitiba. Exotic formations are the result of action of rain and wind, resembling a medieval city in ruins. These are basaltic sandstone. Its formation gose back 300 milion years, in the Carbon Age, when South America was together with Africa, Oceania and Antarctica, making the great continent “Gondwana”. The rock formations of variable geometry resembling various figures, such as cup, camel, sphinx, Indian, among others.
Train ride in the Atlantic Forest Railroad built on Serra do Mar, in 1880, connects Curitiba to Paranaguá. 110 km (75 miles) long, the train descends 1000 m (3,000 feet) through the forest, with 13 tunnels, 30 bridges and several viaducts where we seem to be floating on air.

Morretes and Antonina

Feel the taste of Paraná knowing the delicious of Morretes and Antonina. From the typical Barreado on the best Morretes restaurants, most of them in front of Nhundiaquara river, to the small streets of Antonina, with its rich cultural and religious traditions kept by its peaceful population. Coming to Brazil in January 2011? Here you have some information you may find useful: Brazil is served by major airlines from all over the world. The two main international airports are in São Paulo (Airport Code: GRU) and Rio de Janeiro (GIG), and it is likely you will enter the country through one of these two airports. For the 39th World Scout Conference in Curitiba and the 11th World Scout Youth Forum in Blumenau you will have to fly to Curitiba (CWB). Upon your arrival at São Paulo’s or Rio de Janeiro’s international airports you will be helped by local Scouts on your transfer to the domestic flight to Curitiba. Note that when purchasing your flight ticket you may be given the option of changing to the domestic airports of Congonhas (CGH) in São Paulo or Santos Dumont (SDU) in Rio de Janeiro in continuation to Curitiba, something which we recommend you to avoid, as the transfer from the international airports to the domestic airports can be very time consuming and flights to Curitiba are also available from the international airports. In any case, if you have to transfer from one airport to another, due to no more availability from the international airports you will be helped by local scouts as well Forum participants must arrive in Curitiba, from where buses will take them to Blumenau in a trip that takes 3 hours through nice roads and green mountains. Conference participants will also be welcomed by Scouts in Curitiba and taken to their hotels. All of them are located less than 30 minutes from the airport. The following Brazilian airlines offer daily flights from São Paulo and Rio de Janeiro to Curitiba as well as to other destinations in Brazil.

Visas Citizens of some countries may need to have a valid Visa to enter Brazil. Please contact your foreign affairs office, your travel agency, your airline and/or the Brazilian Embassy or Consulate. Do not wait until the last minute to process your Visa in case you need it.
Business Hours Stores are usually open from 09:00 AM until 07:00 PM Monday through Friday. On Saturdays stores remain open until 01:00 PM and are closed in the afternoon. Shopping Malls are open Monday to Sunday, with reduced hours on Sundays and holidays. Banks are open Monday to Friday from 10:00 AM until 04:00 PM, and always close on weekends and holidays.

Personal Insurance
Brazil’s currency is the Brazilian Real (BRL). Foreign currencies should be exchanged in banks, authorized travel agencies or change bureaus upon arrival.
We strongly recommend the participants to have personal travel insurance to cover major medical expenses. During the events medical doctors and nurses will be taking care of first aids.
Your hotel may also change money for you, but usually at a worse rate. Business and shops do not accept foreign currency. Exchange bureaus are available by the Estação Convention Center. International credit cards such as Visa and MasterCard are widely accepted. American Express is accepted in some places.
Weather As Brazil is in the South Hemisphere it is important to remember that it is going to be summer time.
Telephone and Internet Internet access is widely available at hotels and cybercafés, called Lan Houses in Brazil; it is usually charged by the hour. GSM and CDMA mobile phone networks are also present in most cities; please check with your service provider if your mobile phone will work in Brazil. To call a local or mobile phone in Curitiba you should dial + 55 41 (8 digits number) To call a local or mobile phone in Blumenau you should dial + 55 47 (8 digits number)
Electricity Many of you coming to Brazil may bring electrical apparatus equipped with plugs that won’t fit the Brazilian outlets. We advise you to bring universal adapters (travel adapter). The electrical frequency is 60 Hz in the whole country. The voltage varies from 110 V to 220 V.
