TMO dugout under debate for Rugby World Cup 2023
A new system planned to take heat off referees after a series of arguments would involve two or three officials assessing decisions. World Rugby is discussing the possible overview of a TMO bunker at
the Rugby World Cup, to take debated calls such as Freddie Steward’s red card in the Six Nations out of the hands of under-fire umpires. The idea would be to wildness the present set-up of a single television match official.

Anecdotally, referees are feeling under pressure from the Steward-type calls, and it is thought they would be eager to accept the extra help.
