Gov. Rick Scott has reappointed two and appointed three to the Florida Concrete Masonry Education Council. STAFF WRITER OCOEE Retailers in the 20-yearold West Oaks Mall soon will have a new neighbor. The newest addition to the shopping mall will be a 35,000-square-foot e-commerce call center for Bed Bath & Beyond that’s estimated to create about 500 jobs, announced Angel De la Portilla, Ocoee’s economic development consultant. Bed Bath & Beyond’s call center is the second to make its home in the mall since Xerox opened a SunPass customer service center in September 2016. It will occupy 35,000 square feet of the larger 223,813 square feet of space left vacant since Belk closed in 2009.

Once Bed Bath & Beyond has converted the space into office space, it will require personnel to process orders made online and via telephone. “Consumers today are usually online, and they’re using apps on their mobile devices to make purchases so it’s becoming an increasing part of business,” Portilla said. “So retailers today need space to process these orders done online and over the phone.” De la Portilla’s hope is that the new influx of workers inhabiting the new office space in the mall, the mall’s prime location on Colonial Drive and easy access via public transportation will help the mall’s retailers. Dozens of Duke Energy linemen and groundsmen from across Florida gathered at the company’s training complex in Winter Garden on Saturday, Feb. 25, to compete in the annual Duke Energy Lineman’s Rodeo. The competition kicked off around 7 a.m. and lasted throughout the morning. Competitors were divided into two groups — lineman and lineman apprentice — based on their experience. The linemen apprentices competed individually, while the linemen competed in teams of three. Both groups competed in three different categories — a speed climb carrying an uncooked egg to the top of a telephone pole and back down; a rescue climb to free a dummy trapped in the wires; and a mystery climb where they had to respond to a given scenario. In addition to the lineman competition, teams participated in a barbecue competition. They each made their own signature

barbecue dish, which was judged in a blind taste test. A play area for children was also set up during the competition, complete with a bounce house, a slide, a rock wall and face painting. By the end of the morning, judges deliberated over scores, judging the teams and individuals by their times and safety ratings. Three linemen apprentices and three linemen teams were selected as the winners and will advance to compete in the International Lineman’s Rodeo held Oct. 11 to 14 in Bonner Springs, Kansas.

in renting more of the available vacant space are ongoing. “The mall is changing,” he said. “The whole retail landscape is changing, as we’ve seen with stores closing across the country and these large, anchor stores that have closed. So the owners of the mall are taking the mall in a new direction and converting into more of an office park combined with, you know, the existing retailers that are there. … So potentially when the mall is fully leased up, you’ll have several thousand people working there.” Currently, city staff still is reviewing the site plans for Bed Bath & Beyond’s call center, but once the city issues a building permit, construction will begin in March, with a slated opening date in September. Student Government Association adviser and leadership teacher Wendy Cartwright was one of the first on staff hired at Ocoee High before its opening in 2005. Two years in, when the softball team was attempting to kickstart a girls’ pageant, she knew she wanted to get the boys involved in their own, similar competition. The “Big Man on Campus” competition was her brainchild. However, the girls’ pageant never quite got the momentum it needed. That’s when Cartwright helped merge the two and created Mr. and Miss Ocoee. “It’s so much fun,” Cartwright said of the pageant. “That’s the big thing: It’s a serous title, but you can see we don’t take it too seriously. It’s not stuffy, it’s fun.” IN THE SPOTLIGHT

Talents this year ranged from singing and dancing to lip-syncing, acting, first-aid demonstrations and even football. “The talent was so varied,” Cartwright said. “David (Span) is a football player so we were like, ‘OK, if that’s what you’re good at, let’s figure out a way to show that.’ Genesis (Ford) is really good with first aid and safety, so she found a way to show that. It’s not just singing and dancing, so it shows the diversity of the kids.” But the pageant doesn’t just spotlight the students on stage. The entire production was student-run and only supervised by Cartwright. From the tickettakers and concessions workers to stage managers and production technicians, members and officers of SGA ran the show. “That’s one thing I’m really proud of — the lighting, sound, backstage and tech stuff was all the students, and the decor was all student-painted,” she said. “It’s nice because it spotlights more than just the kids on stage: It spotlights our artists and technicians, too.” The judges were all connections Cartwright has made through the years, including former Walt

Disney World co-workers and former students who now work in the entertainment industry. And aside from representing the school and being in the spotlight, the prize up for grabs was a coveted one for seniors — a free ticket to Universal Studios’ Grad Bash. “People focus on the negatives with teenagers,” Cartwright said. “This is a very positive thing. You hear the kids talking about their greatest influences and accomplishments.”

Although there were supposed to be 14 contestants this year, one got sick the day of the pageant. In total there are six winners — three boys and three girls. Anthony Sulvinski and Lexi Flanigan were the third-place couple, and Wanya Mitchell and Genesis Ford placed second. Shakur Wright, 17, and Rahjanique Locklear, 18, received the first-place titles of Mr. and Miss Ocoee. Both Locklear and Wright are keeping busy their senior year, with combined involvements in organizations such as the theater program, SGA, National Honor Society, dance team and more. Wright never expected to win. The senior came into high school as a shy freshman who kept to himself. But perseverance and a change of perspective helped him to come out of his shell and leave the shy version of himself behind. “As a senior, I just wanted to do everything, so I went ahead and did the pageant,” Wright said of his decision to compete. “I really didn’t think I was going to win. I wanted to do this because it was fun and I wanted to have a good time my senior year.” Locklear said competing for the crown was making up for lost time. She’s always had an intense focus on schoolwork, which didn’t leave much time to get involved in extracurriculars. This year, however, she’s spread her wings a bit and branched out to make the best of the last of her high-school experience. “It feels really good for me because I feel like I’ve been having to learn a lot of really tough life lessons in the last couple of months,” she said of taking the title. “It just feels good to have reassurance that it’s OK. Everything is going to be OK, you’re not always going to be perfect, but things will turn out well.” Locklear will be heading to Georgia State University to study entrepreneurship and performing arts, while Wright hopes to attend a performing-arts school and study to become a veterinarian. Ocoee leaders adopt more aggressive code-violation policy The ordinance gives the city the option to recover costs borne from nuisance abatement via tax assessments.

who owes the city money for service costs relating to the removal of a public nuisance, you’d better pay up soon. During the Feb. 21 commission meeting, the city approved the second and final reading for an ordinance that provides what city staff hope will be a faster and more effective method to recover taxpayer money spent on fixing properties found to have a code-enforcement violation that creates a visual eyesore or public hazard for nearby residents. The ordinance ensures any costs a property owner owes the city for nuisance abatement services will be assessed to his or her tax bill if not fully paid within a specified time period. “If there’s a swimming pool that’s a hazard because the fence has been knocked down, or if a building is partially burned down — we can demolish it the rest of the way or put a fence around it,” said Al Butler, Ocoee’s director of support services. “Or, say, if there are vagrants coming into the property because the windows and doors are open, then we’ll board that up. All those things are a cost to the city, and this gives us a way to try and recover those costs more quickly by putting it on a tax bill.” Before the adoption of this ordinance, the city was limited to placing a lien on a property to recover any nuisance abatement costs, which Butler added was futile if the owner had long since abandoned his or her property. “One of the purposes of this is to make sure the taxpayers in the city don’t have the burden of paying somebody’s misdeeds,” Ocoee Mayor Rusty Johnson said.

Before the city resorts to any lien or tax assessment, the city is required to follow a certain procedure. Property owners first are given a demand to remedy a code violation within 15 days. If this demand goes unheeded, the city will fix the violation and charge the owners. If not paid in full within 30 days, according to the ordinance, the city can then place a lien on the property. If the lien proves unsuccessful in recovering costs, the city will then resort to the tax assessment option. “It’s something that was well overdue in this city to help clean up some of these problems,” said District 4 Commissioner Joel Keller. However, the option of including the costs on the property tax bill as a non-ad valorem tax — which is based on costs of a public service rather than a property’s value — will only serve as a secondary method if the lien option fails.

During the Feb. 23 Winter Garden City Commission meeting, commissioners approved a resolution establishing a 90-day extension on a moratorium prohibiting the consideration of applications for future development and building permits for businesses located adjacent to East Plant Street between Dillard Street and State Road 429. The East Plant Street corridor has been a subject of discussion since 1992, when the city’s Community Redevelopment Agency decided shape the direction of future development in that area. To assist in making that longheld vision a reality, the city passed a temporary moratorium of the same nature on Feb. 25, 2016. When that moratorium expired, the city passed a 180-day extension Aug. 25, 2016 — making the 90-day extension approved on Feb. 23 the second extension in the past year. However, another extension did not please some business owners. George Douglas Laman formally accused the city in a flier of wanting to change Plant Street in undesirable ways, such as closing churches, funeral homes, businesses that are not bars or restaurants and tearing down houses. City Manager Mike Bollhoefer responded to the flier’s comments during the meeting, calling them egregious and untrue, emphasizing that city staff needs more time to ensure it gets the plan right. “After we finish our analysis, we’re creating a whole plan,” Bollhoefer said. “The reason we need more time here is because we’ve been doing this a year, and we’re very close to finishing up, but we want to have a few more meetings with local business owners to fine-tune the plan that the consultants have provided to us.” The plan, he added, will create architectural and planning standards for the area in line with their overall vision. STREETLIGHT ADDITION After the news of a recent carjacking attempt spread, the city of Winter Garden decided to enhance the lighting in the parking lot area on Joiner Street. “Some of the business owners were concerned about their safety,” said Winter Garden City Manager Mike Bollhoefer. “They thought it was too dark.” In light of the concerns and recent news, city staff assessed the area, realizing that a couple of the streetlights were out. The city now is working with Duke Energy to fix the lights and add another spotlight to shine down on the parking lot.

A meeting will follow to discuss the plan’s contents which will then be offered to the City Commission for a vote. Bollhoefer and Winter Garden commissioners emphasized the setback that could be created if an application for a development proposal happens to slip though that does not meet the standards they wish to set in place. “One bad project could have a negative impact on the entire street area,” Bollhoefer said. “The last thing you want to do is to develop it into a very good highend development and have someone across the street or down the corner build something that’s more of a low-end development that could bring your property value down.” The one exception is for existing properties on East Plant Street. But whether they were self-taught or professionally trained, the artists participating in the Windermere Art Affair all produce high-quality work. Last year, more than 50 artists attended the inaugural fine art

fair in downtown Windermere, and garnered support from the art community throughout West Orange. “I was in it last year, and it was wonderful successful,” Alana O’Hern said. “They did a great job pulling it all together. It’s something special for Windermere, and it’s needed.” The second annual Windermere Art Affair will be held from 11a.m. to 5 p.m. on Saturday, March 4, and Sunday, March 5.

For as long as Seyler can remember, he’s had a pen or paintbrush in his hand. But it wasn’t until 2012 that he delved deeper into the painting world. “I had a back surgery that kept me out of work for a while, so I had a lot of time to kill,” he said. Working with acrylics, Seyler began experimenting with his art, layering colors on top of each other to create abstract pieces. “The freedom of it to do whatever I want and to put down colors, it’s just having fun with it,” he said. “With abstract stuff, there’s no form or function to it. It’s all just really colorful, and there’s a lot of texture to it.” He works in layers, painting one layer of color at a time and letting it dry before adding to a piece. But it can take him a while to finish a painting since he works as a firefighter/paramedic with the Brevard County Fire Department. He attended the Windermere Art Affair last year and said he is looking forward to showcasing his art again and meeting fellow artists. “I was invited back to participate again, and I’m pretty excited about it,” Seyler said. “It’s going to be fun. Being around all those (artists) makes me more motivated to do specific kinds of art. It’s cool to be around.”

A lifelong resident of Montreal, Canada, Paleotheodoros fell in love with art as a child and eventually went on to study it in college. She eventually started her own business — Sophia Decor — painting faux finish effects on walls that looked like wallpaper, brick or marble. Then requests for paintings started trickling in. “I slowly started incorporating my techniques and colors into making abstract art,” she said. “I was fascinated by the effects of high-gloss resin and lighting in some of the commercial spaces and started to use it for my paintings.” Her work consists of mixed mediums and textures, but she does it for the people, she said. “I love being an artist mainly because of the way I make my clients feel,” Paleotheodoros said. “They sometimes text me and tell me how wonderful it was to wake up and see my paintings on their wall or they send me photos of where they put it. They are always so exited when I arrive and the way they react when I unravel their paintings, it’s just priceless. How can you not love being an artist? That is where I get my inspiration. That, and a good coffee.” Paleotheodoros, who still lives in Montreal, heard about the Windermere Art Affair from a friend who lives in the Orlando area. “We spoke on the phone recently about possibly doing something in Florida, and he mentioned the Windermere Art Affair,” she said. “I thought it was a perfect idea.”

O’Hern’s foray into art began on a family vacation. She stopped at an art store to pick up painting supplies so she and her children could paint together on the trip. “I ended up painting this terrible self portrait, but I loved the way it felt - painting with a knife,” she said. “When we came home, I started painting large portraits.” She painted 23 portraits in her first year and quickly became a commissioned artist. “I never felt like an artist until I picked up that palette knife,” O’Hern said. Her medium of choice is oil paints, and she uses a knife instead of brushes. “You can let it be free and follow where it takes you,” O’Hern said. “When you stand up close (to one of my paintings), you can’t make any sense out of it, but it comes together when you step away.” Her portraits are larger-thanlife, some reaching a height of 6 feet tall. Lately, she has stepped away from portraits and begun painting classic cars. The beauty of art is all about the artistic process, she said. “You get lost in that; it’s a state you go into,” O’Hern said. “I’m trying to do a jigsaw puzzle — that’s how I think of it. You’re not thinking of anything else but putting a puzzle together. It’s grounding and you get wrapped up in where you are.”

Jennifer Grogan has opened a donation-only salon ministry in Winter Garden as a way of showing her community people can make positive changes. Inner Beauty Ministry occupies one of the 33 spaces at iStudios Salons in the Tri-City Shopping Center in Winter Garden. Grogan opened her business in January and uses this space to cut and color hair but also hold conversations about God and the church.

“The book talked about the parable of the mustard seed,” Grogan said. “I didn’t realize people still lived ‘knowing’ and ‘trusting’ in Him.” A CHANGED LIFE

When Grogan returned home and to her little girls, now 11 and 9, she began giving testimonials to her daughters while she was giving them shampoos. “I was telling them how Jesus washes us and cleanses us from all unrighteousness, and then I would condition their hair and

say, ‘He’s conditioning us to go to heaven and seals us with his Holy Spirit,’” she said. She felt called to open a shop. She filed for nonprofit status in 2015. Prior to setting up in Winter Garden, Grogan worked at a salon in Howey-in-the-Hills. Currently, Grogan, the only employee, doesn’t pay herself. She’s searching for a stylist interested in donating a few hours or days to the ministry. On average, three customers a day sit in Grogan’s chair, sharing their stories with her. “Sometimes, it’s a three-hour session,” she said. She considers this a private space for women and children to engage in fellowship and prayer. “I have a peace about me that people notice and a sense that as long as He is in control, everything will be all right,” Grogan said. “From an earthly father’s love to put his first-born daughter in jail to a heavenly Father’s love to bring her out.” Contact Amy Quesinberry at amyq@orangeobserver.com.

Grogan grew up going to church and currently attends First Baptist Clermont, but somewhere inbetween, her path took a different turn. She dropped out of school by the eighth grade, made some bad drug-related decisions and ended up on probation for possession of methamphetamines. When she failed to appear in court in March 2012, she was found to be in violation of the order. She expected to turn herself in and get in and out of jail as quickly as possible. “My earthly father and my heavenly Father had other plans,” Grogan said. “My father had me arrested. As I was led off to jail, I spit in my father’s face. The next day, when I sobered up, I realized it was my father’s birthday. How ashamed I was. “Still, 30 days in jail, and my intentions (were) to get out and get high,” she said. But God had other plans for Grogan’s life. While in jail for 63 days, she befriended a woman who gave her hope through kindness and a book called “How to Grow Your Faith.” She was initially disappointed to see it was a Christian book, but the woman had made such an impact that she read it three times that afternoon.

ties, the fields and surrounding areas are going to look good. In fact, the environment might look better than ever. That’s because, after years where the fields were sparsely looked after — often by one lone volunteer — the league has, for the

first time, a grounds crew committee. Comprising five board members, the group has stepped up to take on a number of projects around the complex on South Park Avenue. “(The fields) look 1,000% better,” President Matt Eidelman said. “There’s so much more care that goes into the fields now — so much more preparation.” The grounds crew gang includes

More than a decade after losing both of his legs in an explosion while serving our country in Iraq, Joshua Cope says he has found new purpose training and mentoring youth in Gracie Jiu-Jitsu at The 6 Levels in Winter Garden.

hen a friend recommended Joshua Cope give Brazilian jiu-jitsu a try, the Oakland resident decided to do a little research. A veteran of the U.S. Army who, in 2006, lost both legs and suffered a crushed right hand when a roadside bomb exploded in Iraq, Cope wanted to make sure taking up jiu-jitsu was something he could do. What he learned is that, because of its emphasis on grappling and

fighting on the ground, jiu-jitsu is a platform that has worked well for amputees who are willing to give it a shot. Still, when Cope arrived at The 6 Levels in Winter Garden — a gym specializing in Gracie JiuJitsu — in late 2015, he wasn’t sure what to expect when he showed up for his first class. At first, he hung back away from the action as the class began. That’s when Jon Burke, owner and lead trainer at The 6 Levels, looked his way and said, “What are you waiting for? Get out on the mat.” More than a year later, Cope has tested from a white belt, to

a blue belt, to his current ranking of a purple belt. He considers The 6 Levels his home away from home and says the gym, the craft of jiu-jitsu and the camaraderie he missed from his time in the service (but now gets to experience once again) has been a gamechanger. “It saved my life,” Cope said. “This is home.” DISCIPLINE

I like to run around with my friends, play tag and play football and basketball video games on Xbox.

have said to anyone on their first day. “An MMA gym can be very intimidating for anybody to walk into,” Burke said. “The last thing we want anybody to feel when they come in here is uncomfortable. Everybody gets treated like a regular student. … When they walk in we say, ‘Hey, get on the mat.’” After two years of rehab following his injuries in Iraq, Cope and his family came to Oakland as the first recipients of a Home at Last home in 2008. Since then, he has stayed active by lifting weights three to four times a week. While the physical activity helped, it did not compare to the workouts he now gets attending The 6 Levels. “Since I’ve started coming here, I’ve probably lost about 15 pounds,” Cope said. “It helps me transfer better and get around easier. It makes my quality of life all-around better.” Being a part of the gym has helped Cope on a psychological level, as well. When he returned from rehab for alcoholism — a problem with which he has struggled since before his time in the military — the training at The 6 Levels was pivotal in his battle to stay sober.

“It helped to put my focus on this … it gave me a reason not to drink,” Cope said. “It pretty much gave me a purpose again. It gave me the drive to get back out in the community and stay connected.” Cope has not had a drink since August 2015, and Burke said he rarely misses a class. When he does, it is usually for an appointment at the V.A. “What is really cool about Josh is how disciplined he is,” Burke said. “He is very dedicated to learning the art.” ROLE MODEL

That dedication and enthusiasm has led to an expanded role for Cope at the gym. “Josh is here every day, so we thought it would be nice to ask him if he would help us with our kids program,” Burke said. “He is committed to the gym, committed to the art, and he loves helping others with jiu-jitsu — there’s really no better fit than somebody like that.” Since getting involved with the gym’s kids program, Cope — who has kids of his own — said he has caught the coaching bug. He recently got to see many of the youngsters he trains bring home more than a dozen medals from a recent competition. Cope also enjoys the kids’

honesty regarding his disability. Where adults may stare but not ask any questions, many of Cope’s young students are openly curious. “The kids are honest with me — they pretty much just ask me where my legs went, and I tell them, ‘A bad guy got ‘em,’” Cope said. “Then we go on from there.” At the gym, members who regularly attend the 9 a.m. weekday class with Cope see him as just another member — which is just how he wants it. Still, that doesn’t mean that his presence isn’t motivating. “Josh motivates a lot of people,” Burke said. “It’s pretty impressive to see — I know he motivates me.” Going forward, Cope hopes to continue to move forward in his training and that his example will inspire other veterans who are either amputees or struggling with some form of PTSD, as well as growing awareness for wounded veterans who aren’t always seen in the community. Together since September, they have done projects in recent weeks and months including adding additional seating at the fields and in the area around the batting cages; a big landscaping project around the dugouts, concession stand and other areas; constructing two additional batting cages and eight additional soft toss stations; remodeling the bathrooms; and eliminating the lip on the fields to protect players from bad bounces. Wells estimates the five men, collectively, put in upward of 40 hours each week.

“We want to leave it better than we found it,” Wells said. The added attention to detail on the physical aesthetic at the league is in line with a number of other projects and initiatives WGLL and its board of directors have embraced recently. REUNITED — AND IT FEELS SO GOOD When Winter Garden Little League President Matt Eidelman ran into Daniel Gable at the league’s batting cage area Feb. 24, he asked the Majors player (11- to 12-yearold age group) about when his father, U.S. Army specialist Richard Gable, would be returning home for deployment. “Mid-March,” Daniel replied. As it turns out, Daniel was wrong — in the best kind of way. Minutes later, Richard Gable came walking around the corner to surprise Daniel and his sister, Emma Gable, who also plays in the league. Photos from the memorable family moment are on the league’s Facebook page and have been shared around the community.

he arrival of spring’s warm days and cool nights means it’s time to pull out the rakes, shovels and watering cans. And whether you have a green thumb or can’t seem to keep a plant alive, successful gardening can be done by anyone who learns how to properly care for the colorful blooms they crave to see. With the proper soil, fertilization and consistent watering, growing and maintaining a beautiful and healthy garden is within reach. SPRING TRENDS

Although garden centers like to switch up their plant offerings each season, wholesale nursery

companies, such as Knox Nursery Inc. in Winter Garden, tend to stick with the demands of the landscapers they primarily serve. For landscapers and wholesale customers, their needs cycle through each season, according to the desires of their clients and rigorous maintenance. Homeowners can typically get a little more time out of their plants. David Donn, a salesman at Knox Nursery, said the edibleplant trend has made a comeback in recent years. Knox grows vegetable plugs — or seedlings — and ships them around the country, but it deals mainly with flowers. Flowers such as marigolds, begonias and zinnias are some of the most popular springtime offerings. Each type grown at SEE SPRING PAGE 22

Knox will have at least four varieties, with varying leaf types and flower colors. Another trend is what Donn calls the “English garden mix.” This is when landscapers plant all of those types of flowers and more in one bed, creating a fulllooking mix of colorful flowers of all varieties. “We go out and plant all those flowers in the same bed with no real rhyme or reason other than an equal dispersement,” he said. “Then the plants just grow, and you have flowers everywhere. The landscapers are using that a lot — if one plant doesn’t do well, the others take over.” KNOW HOW TO GROW

Donn suggests starting and maintaining a garden with the right tools and organic matter. Soil makes all the difference, he said, but Florida soils are typically sandy. Although it is possible to grow things with them, it takes a few extra steps and more maintenance to keep the plants healthy and growing. Donn suggests mixing whatever soil is being used with organic matter, such as Milorganite fertilizer, potting soil or cow manure. The soil also must be able to retain water. Sandy Florida soils typically allow water to permeate through, rather than retain it. “Most homeowners just go out and dig a hole and plant something; they don’t turn the soil, and over time, that soil is compacted down,” Donn said. “You can take a hoe and rake and aerate the soil and fluff it up a bit. Take a layer of organic matter, put it on top and start working it in. You don’t want

to just lay it down and plant — you have to mix it up.” From there it’s a matter of whether the gardener is growing flowers or edibles. The fertilization is similar, as the plants don’t know what kind of food they’re getting — they’re just hungry. He suggests using a liquid fertilizer such as Miracle-Gro and keeping the plants watered consistently. And although preparing the soil is important, it’s not necessarily a complete deal-breaker. Donn likens a plant’s needs to those of people — they can survive in many conditions as long as they have food and water. “We can sleep in a nice house or a run-down house — just like a plant can be in good soil or bad soil, and we still survive if we’re given food or water,” he said. “You can put it in good soil, but if you don’t feed or water it, it’s irrelevant.” Newly planted species need watering every day for the first six to 10 days to allow for roots to be established. Then, Donn said, the gardener can ease up to every other day or every third day, depending on the weather. The most important task for gardeners is to keep track of is consistent feeding and watering. If they miss one or two waterings early on in the plant’s life, it affects its performance. “Most of the time, when we have plant failures out in the field, it’s due to lack of water and fertilizer,” he said. “It’s usually not disease, or insects eating everything — you’ll have those issues too — but if you have good water-holding soil and you feed (the plants) regularly, you’ll have success.”
