Today, Olszewski launched a new campaign tactic — the Flat Bobby. Modeled after the popular Flat Stanley, these new cutouts will give Olszewski the ability to be in two or more places at once. Campaign supporters can order their Flat Bobby from Olszewski’s new online gift shop, which also includes Bobby O. coffee mugs, bobbleheads and life-size wall decals for the kids’ rooms.

Ocoee plans Vandergrift statue DANIELLE HENDRIX STAFF WRITER
S. Scott Vandergrift has been an Ocoee icon for years, and with new plans to revive the downtown area, people who drive through it will soon get to see the beloved former mayor as they pass his statue. Many ideas have filtered in as new plans for downtown Ocoee come into place. Recently approved by the Ocoee commission is a roundabout in the heart of downtown, which will boast a bronze statue of Vandergrift and his infamous car in the center.

New movie theater Because no real land is available, the theater will be built on the parking lot shared by Lowe’s, Party City and PetSmart, and an innovative rooftop parking garage will be added. Parking will be free. AMC plans to greet patrons at its new location with themed nights and themed weekends. Teen Night, every first and third Saturday of the month, will feature two-for-one films to draw in the 15- to 18-year-old crowd. A series of midnight movies will cater to cult fans of films such as “The Rocky Horror Picture Show” and “Monty Python and the Holy Grail.” Extensive studies have revealed that lighting in that portion of the Winter Garden Village is dim, so better lighting is being addressed. “AMC is proud to partner with the city of Winter Garden to install street lighting that can be seen as far away as Disney,” company president Frank N. Slammer slated for Oakland The mayor calls this project a win-win for Orange County and for the town, which expects to fill all vacant West Colonial Drive land within two years.

T
he town of Oakland has signed an agreement with its first major developer on West Colonial Drive: the Orange County Jail. The 1,053-bed main facility at the county jail, on Vision Boulevard in Orlando, is over capacity. “County officials say they need more space,” said Oakland Mayor Kathy Stark. “We have plenty of space. This way, we add to our tax base without overloading our town roads. After all, the facility residents won’t be doing any driving.” The new Oakland penitentiary will be spread out along nearly half of the 207 acres of vacant land currently zoned commercial and industrial in the town limits. The town is eager to try a new residential society reintroduction program in which the inmates work all town functions in exchange for their daily amenities. They will operate the food trucks and carnival games at community events, lead the annual Christmas sing-along and judge events such as the chili cook-off and Halloween costume contest. This major construction project is slated to start once the centralized sewer system is in place. There is no word on whether the facility will bear the name of any current or former town officials. OAKLAND RAIDERS MOVING TO W.O. Following a bid denial to move to Los Angeles, the Oakland Raiders are close to signing an agreement for a cross-country move to Oakland, Florida. “It makes sense, really,” Head Coach Rack Del Jio said Monday in a phone interview with the West Orange Times. “Think of the money the organization will save by not changing the team name.” Slight modifications would be made to the logo, however. Instead of two swords jutting out from behind a pirate, the image will instead be of Town Manager Denis Folts holding two oak tree saplings. Stadium locations are being kept secret, but Raiders officials have hinted that one possibility is property south of the penitentiary. Sources say qualified jail inmates will help construct the stadium, and if they’re athletic enough, they might even be signed to the team SEE RAIDERS PAGE 4

RURAL SETTLEMENT HIGH SCHOOL
The West Orange relief school will be named after the area in which it resides.
AMY QUESINBERRY RHODE

Hundreds of students, parents, alumni and locals packed West Orange High’s cafeteria March 27 to offer input on the name of its relief school in a special joint meeting of the Board of County Commissioners and Orange County School Board. After more than four hours of presentations, comments, questions and deliberations, the joint body voted 11-4 in favor of Rural Settlement High School. “It just made the most sense when it came down to it,” District 4 School Board Member Pam Gold said. “After all, the school is right there, part of the West Windermere Rural Settlement.” County rules all but forbid naming schools after areas or people, so names such as Horizon West, West Windermere and Roper would not have been allowed. “The rule does not forbid naming a school after a certain type of area, though,” county legal consultant Aryu Cirreos said. “So Special Planning Area High could have been a possibility — and SPA is a nice acronym — but it just sounds plain silly.” One of the points that resonated best with the most people in the room was that of Keene’s Pointe resident Itza Djokyanovic. “If I see one more neighborhood, school or anything else named after something to do with water, I’m going to barf,” Djokyanovic said. “It’s always ‘Lake Shimmering Rainbows Elementary,’ or ‘Butterfly Kisses Bay’ subdivision, or ‘Bluebird Pond Road.’ Enough already!” The positive reaction to Djokyanovic’s remarks dissuaded School Board Chairman Bill Sublease from what he had presumed the name would end up being. “I figured Lake Cawood High or Lake Speer High — even Lake Butler High — one of them would be right up this community’s alley,” Sublease said. “When we saw the reaction to that, I could see the look on the rest of my colleagues’ faces with the same thought as mine: ‘Well, heck, now what?’” Because Djokyanovic was the last speaker from the public, Sublease called for a 10-minute recess before commissioners and Board members discussed, so they could regather themselves. Upon return, Sublease opened the floor to his 14 colleagues on the panel. District 3 Orange County Commissioner Pete Clarcona broke the silence. “Well, shoot, it makes the best dang lunch, so how about Bolo-
gna Sandwich High School?” he asked. Orange County Mayor Therese Jacobs had to call for order for almost a minute before the crowd quieted. “Mr. Clarcona, I think that … fails to capture the essence of Southwest Orange County,” Jacobs said in response. “Plus, BS High School — really?” District 1 Orange County Commissioner S. Scott Boyardee then interjected with an idea. “Tell you what, we’ve been at this for hours now, and we’ve definitely taken a look at it,” he said. “How about the 15 of us up here write our best name on a slip of paper and then pass a hat around to collect them in. Whichever name gets written the most will be the one we vote on.” The panel agreed, and Boyardee’s aide Diana Lafftur collected the names in a cup before going through and counting them. “Rural Settlement High School has the most,” she said after reading about 10 slips. Representatives of Citizens United for Sensible Growth arose with shouts of outrage before Jacobs told them they would need to leave if they continued to be disruptive. Gold made a motion for Rural Settlement High, with Boyardee seconding it en route to the landslide 11-4 vote. “As I’ve said throughout this relief school process, my goal has been to be completely partial and really stick it to those NIMBY dweebs,” Boyardee said. “I’m glad fate had it turn out this way, because calling it Rural Settlement High School is just the perfect icing on the cake.” Clarcona revealed he had been one of the four to vote against the winning name. “I still really like Bologna Sandwich High School,” he said with a grumble. A survey at SurveyMonkey. com titled “Rural Settlement High Mascot” will be available to the public to vote for the school’s mascot throughout April. Choices include Groves, Racers, Oxfords and Settlers. SEE SCHOOL PAGE 4
District 1 County Commissioner S. Scott Boyardee did not mind a resident suggesting the school be named after him, but rules are rules, he said.

Gotcha! MICHAEL ENG EXECUTIVE EDITOR
Dear beloved West Orange Times & Observer reader: Happy April Fools’ Day. Make no mistake: All of the stories, photos, headlines and cutlines on pages 1-3 are part of the West Orange Times & Observer’s first April Fools’ spoof edition. They are not true. We repeat: They are not true. No, a jail isn’t coming to Oakland. No, the movie theater is not leaving the West Oaks Mall for Winter Garden Village. No, Ocoee’s Ronney Oliveira isn’t considering a spot on the U.S. Supreme Court (at least, not yet!). No, there is no such thing as a Flat Bobby or Bobby O. online gift shop. (Although if there is in the future, we want our cut, Bobby!) Furthermore, no, there are no plans for a bronze statue of S. Scott Vandergrift and his car, and no, the Oakland Raiders are not coming to West Orange.
Blasts from the past George and Anne Bailey always enjoyed printing a good April Fools’ Day story in their newspaper, even if it wasn’t always clear that the story was fake. And they caught plenty of flak for them, too. The Baileys owned The West Orange Times for 44 years, which gave them multiple opportunities to publish an April 1 article.
And, perhaps most importantly, no, the name of the West Orange relief high school most certainly is not Rural Settlement High School! Our sister paper, the Longboat Observer, started this tradition nearly 20 years ago. Since then, the April Fools’ edition has become that paper’s most anticipated — and most popular — issue of the year. Here in West Orange, former owners George and Anne Bailey also had some April Fools’ Day fun (see sidebar). Last year, the West Orange Times & Observer published one online spoof story — about how the new relief high school was going to be constructed in the middle of Lake Butler. We’ve been told that that one made it all the way to Orange County Commissioner S. Scott Boyd, who was more than a little confused by the influx of questions. This year, we decided to go all-in with not only our print edition for the West Orange Times & Observer but also in the Windermere Observer. The reasoning is simple: Who couldn’t use a laugh now and then? Although I may regret this in a few days, please shoot me an email — meng@orangeobserver. com — and let me know what you think. Better yet: Take this paper and fool your family members and friends. Also, be sure to check out our Windermere Observer edition for some additional spoof stories.
GOURD NECK SPRINGS MAN
PHILATELY CHARGE In 1982, The Times splashed a headline across the front page exposing former City Commissioner Ernest B. Crawford as a philatelist for 32 years. The article, written by staffer Ken Morris, quoted Crawford’s surprised colleagues. “Winter Garden Police Chief Jimmie Yawn said there is no city code regulating philately in Winter Garden,” Morris wrote. “Therefore, he will take no official action against Crawford.” City Attorney Becky Vose added: “It fits into that category of victimless acts by consenting adults.” CREOSOTE PLANT The April Fools’ story that caused the most trouble for the Baileys was Windermere Mayor Bob Pleus’ announcement in
1993 that an industrial plant was likely to be permitted near the north end of Windermere on Wauseon Bay. The land to be utilized, known as Bumby Point, was reverting to agricultural zoning because it was once a logging camp with a small creosote distilling operation for treating lumber for docks. A meeting was announced for April 1, but a letter to the editor that ran in the following week’s issue of the paper represented a slew of people who weren’t amused by the way-too-subtle April Fools’ hint. The April 8 issue also ran a photo of then-Mayor Pleus throwing a cream pie in George Bailey’s face as “just desserts” for the spoof.
The April 1, 1976, issue of The Winter Garden Times announced “Discovery of Ancient Torso Astounds Scientists.” According to the article, “One of the most exciting archaeological discoveries of this century has turned the eye of the scientific world in our direction.” The well-preserved remains of an ancient man, estimated to be as old as 2.5 million years, were found by three West Orange High School students who were skin diving at Gourd Neck Springs, the article said. These springs are in the southwest corner of Lake Apopka near Montverde.

THINKING Core Golf Academy is set to undergo a huge expansion, including three residence halls and a 100,000-square-foot academic facility. DANIELLE HENDRIX STAFF WRITER HORIZON WEST
Pending building-permit approvals, Horizon West soon will be home to a new site plan for Core Golf Academy, which includes some housing for Windermere Preparatory School students. Tom Jackson, founder of Core Golf Academy at Orange County National Golf Center and Lodge in Winter Garden, said Core Real Estate purchased 23 acres — north of Old YMCA Road and west of Avalon Road, across from the golf center — in September 2014, and plans are in place to build residence halls and a private academic facility. The company went through 2015 with the process of getting entitled, and in December, Orange County commissioners voted unanimously to change the zoning on the parcel of land and permit construction. The goal is to build the three planned residence halls in phases, with the first phase to host about 194 student beds, a kitchen and a dining hall. Jackson hopes to break ground on Phase One this summer and open it in August 2017. The other two buildings will host about 220 student beds each. In addition, plans include a 100,000-square-foot academic
facility. The remaining phases in the site plan will be built as demand warrants. The expansion comes down to the housing of Core Golf Academy’s current students, Jackson said. Core Golf is a full-time junior residential academy that boards junior golfers and connects them with their academic partners, Windermere Preparatory School in Windermere and Central Florida Preparatory School in Gotha. Aside from these academics, the golfers are trained in the game with the goal of attaining a golf scholarship at U.S. universities. Currently, Core Golf serves about 51 students from 20 different countries. “We are prepping these students for college, and this new building will have a college dorm residence feel to it,” Jackson said. In addition to the expansion, Core Golf Academy and Core Real Estate is set to partner with Windermere Prep for student residency. Both Core Golf and Windermere Prep have had issues with finding adequate space for student housing, and Jackson said this will solve them. The partnership will allow Windermere Prep to lease a certain number of the total beds in the first phase. “It becomes much more efficient, as well as a better atmo-

sphere, when they’re under one roof,” Jackson said. “They’ve (Windermere Prep) been looking and have gone down two or three different roads to find a residence answer, and this is it. To have everyone under one roof to mix and mingle and provide more space for these kids to live in will be much better.” Windermere Prep will not have any financial ownership, Jackson said, but rather will act as a tenant that will have the majority of the space in Phase One. That phase will take about a year to build and cost about $16 million. Construction of the entire site will be somewhere between $60 million and $70 million. Because the location is still relatively undeveloped, Jackson said they’ve had no comments from neighbors. “We’re fortunate that where we are does not yet have a whole lot around us,” Jackson said. “County commissioners had unanimous support for it. They love what we’re doing, it fit into the official plan, they love the economic development and everything academic or sports related.” Contact Danielle Hendrix at dhendrix@orangeobserver.com.

AMY QUESINBERRY RHODE COMMUNITY EDITOR OAKLAND Florida Gov.
Rick Scott approved a legislative appropriation for $1 million for the town of Oakland. Those funds will help pay for Phase 1 of the town’s $50 million centralized sewer system. The amount is half of what Oakland had requested, but town officials are not complaining. Last year the Legislature appropriated $1 million, but Gov. Scott vetoed it. The town also received $250,000 from the state in 2014 for this project. Town Manager Dennis Foltz said the money should be available in July. “These funds are available on a reimbursable basis, e.g. we must expend funds before we can requisition from the state,” he said in a staff report presented to the Town Commission at its March 22 meeting. “We will be able to do this in phases so we can control cash flow availability.” Between now and June 30, the town must decide what portion of the first phase will be constructed. This depends on any other funds the town can secure. Phase 1 is estimated to cost $4.9 million and includes the main wastewater trunk line that will run along West Colonial Drive plus a lift station somewhere near the Oakland Nature Preserve. The town credits local supporters with helping push the measure through, and letters were sent to Tallahassee from individuals and organizations such as the West Orange Chamber of Commerce, the West Orange Healthcare District, Orange County Commissioner S. Scott Boyd, Pastor Bob Hines of Oakland Presbyterian Church and Lake County Commissioner Sean Parks. Contact Amy Quesinberry Rhode at aqrhode@orangeobserver.com.
n Town Clerk Kim Gay swore in Mayor Kathy Stark and commissioners Mike Satterfield and Sal Ramos to new terms on the town commission. Satterfield was reappointed to serve as vice mayor. n Commissioners passed a resolution to support an Innovative Traffic Signal Technologies Pilot Project. The idea behind the project is to synchronize the traffic lights along major traffic arterial roads in Orange, Seminole and Osceola counties to keep large volumes of vehicles moving. The resolution also calls for the town to seek grants to obtain federal funding to evaluate the benefits of such technology. MetroPlan Orlando’s Intelligent Transportation System Master Plan would include a centralized traffic management center that would be managed by multiple users to allow for shared staffing and software, greater interoperability and one call-in number for public use in reporting incidents. n Town Manager Dennis Foltz discussed grade-level options for when the town expands its charter school offerings to include middle and high schools. The campus of Oakland Avenue Charter School is big enough to hold another school, but the town has to look at what other facilities would be needed. The town’s current charter allows for kindergarten through sixth grade, so Oakland could add sixth grade without changing the charter. n The town has received complaints from residents of people going door-to-door trying to sell items, including a teenager claiming to be collecting money so his soccer club team could travel to Ireland. When one resident called the club he said he represented, officials said there was no fundraising taking place. n The commission proclaimed Feb. 23, 2016, as Joseph Aaron Rosenbaum Day, in honor of the Eagle Scout candidate’s project, installing an outdoor xylophone for the Oakland Presbyterian VPK students; March 22, 2016, in recognition of Healthy West Orange; and April 2016 as Water Conservation Month.

Commission approves downtown rezone The usage for lots at 419 and 429 W. Plant St. were changed from residential to central commercial. JENNIFER NESSLAR STAFF WRITER WINTER GARDEN
Winter Garden commissioners discussed several properties at its March 24 meeting. Commissioners approved the amendment of a future land-use map and rezoning at 429 W. Plant St. The future land-use map, which was formerly low-density residential, is now traditional downtown. The lots at 419 and 429 W. Plant St. were rezoned to central commercial district from residential district. A resident who lives behind the properties voiced her concerns about the changing neighborhood. “I’m new to Winter Garden,” Mary Weissbrodt said. “I bought here a year ago last fall, and my reason was how lovely it is. I’m just far enough down that I’m not in the historic district, but I still have trees. Just within the past month, three of them were removed directly across the street
from me, which I do understand, they have permission for it, et cetera. But my view now became what is probably going to be the back of what is happening.” City Manager Mike Bollhoefer told her that the once the plans are submitted, they will have to go through an architectural review board and another hearing. Also approved was the annexation of the Circle K at 14990 W. Colonial Drive into the city. The store was voluntary annexed in order to connect to Winter Garden sewer lines after septic failure, according to Community Development Manager Steve Pash. BACKYARD CHICKENS
Bollhoefer discussed an ordinance the city is drafting regarding backyard chickens. “I think this ordinance does a really good job of protecting those who obtain the chickens and protecting those residents adjoining those properties,” he said.
The ordinance, similar to one used in Maitland, requires those wanting backyard chickens to take a training class. The city also will have the right to inspect chicken coops. The first reading of the ordinance will take place at the next commission meeting, April 7. GOLF CARTS
Bollhoefer also led a discussion on golf carts, which is going to become a larger and more debated issue throughout the state of Florida as laws change to match what people are doing with golf carts, he said. When cities vote to designate streets safe for golf carts, the city can be liable if something happens, based on the fact the city determined the road is safe, Bollhoefer said. Therefore, Bollhoefer wants the commission to go over laws and rewrite safety rules before the commission decides to re-establish routes in the city. n Mayor John Rees read a proclamation declaring April as Water Conservation Month. Because April is typically a dry month, Florida, water management districts and the city of Winter Garden are working together to educate business owners and residents about the need to conserve water. n Commissioners approved an amendment to the city’s planned development code. Planned developments can now contain mainly institutional uses. The amendment also prohibits screened-in enclosures and other accessory structures from being closer than 25 feet from a public right-of-way.

Knowles, a chainsaw artist, sat low to the ground, carving the stump of a fallen oak tree into a bench for residents of Oakland Park, and those who pass by on the West Orange Trail, to enjoy. Knowles often is hired to make art out of fallen trees, but few of his projects have given him the attention like that of the West Orange Trail. “This is unique,” Knowles said. “All these people coming by — it’s kind of like an art show.” The project started a few months ago, when an oak tree in Oakland Park fell during a storm. The tree was hauled away and used for mulch, but the massive stump remained adjacent to the trail. Crescent Communities, the developer of Oakland Park, decided that the tree would make a great piece of art that is also functional to engage both the residents and those who come by on the trail. “It is right on the trail,” said Thom Cunningham, vice president with Crescent Communities. “One of the things that we try to do and have done in Oakland Park — there’s no gates when you come into the community. We’re not trying to be exclusive. The whole vision for the community was really to be a neighborhood of downtown Winter Garden. So we’ve really embraced that, and this focuses on really trying to engage the people that are coming through that are not even residents. So it was a neat opportunity to capitalize on that.” Because the stump is so low, it posed a unique challenge for Knowles, who has to remain near the ground the entire time he creates the piece. He also needed to create designs on the bench that were appropriate to the height. “A lot of my influence is from Florida wildlife,” said Knowles,
EYE OF THE BEHOLDER Knowles first observes the tree to see its “potential.” He carves animals in a way that will fit inside the space he sees. Even though Knowles can see what he wants to do without sketching it out, he creates sketches to help his customers envision what he plans to do. He carves his designs with a chainsaw and finishes the piece with a sanding grinder. He uses a hand chisel on small details such as eyeballs. He uses a duster to clear away sawdust.
a resident of De Leon Springs. “I love Florida. If somebody doesn’t know what they want, I (ask), ‘What kind of Florida critters do you see in your backyard?’” On the bench, Knowles, who previously created a piece for the West Orange Country Club, will create the Oakland Park logo, along with alligators and turtles, which complement the wildlife in Oakland Park’s surroundings and the short height of the bench. Knowles also thinks the tree itself is unique, because part of it was struck by lightning. That portion is blackened, while the other part maintains its original wood color. “It’s half dead and half alive,” he said. “There’s nothing regular about it. There’s no roundness to any of it. It was severely damaged, so some of it is antique and some of it is brand new.” If you’d like to inquire about hiring Knowles for a piece, contact him at (386) 717-1184. FEB. 20 Silver Star and OcoeeApopka roads. Drunken driving. At 10:53 p.m., an officer saw a pickup exit a bar parking lot by driving over a curb and failing to yield to oncoming traffic or maintain its lane. The officer stopped the driver, who identified himself by Guatemalan passport and said he had drunk five or six beers at the bar. He said the time was about 9 or 10 p.m. by 11:15 p.m. During sobriety tests, he stared at the officer instead of following a pen, because the officer “was prettier than the pen.” During the nine-step walk-and-turn, the suspect walked 10 steps forward and 13 steps back, skipping 13 when he counted. Officers arrested him on a DUI charge. FEB. 24 9000 block of West Colonial Drive. Theft. At about 12:33 p.m., an officer met a loss-prevention associate at a department store. The LPA said a woman had selected several items at about 11:45 a.m. and then went to a fitting room. She left that room without the items and then tried to exit, so the LPA stopped her, recovering: three purses worth $50 apiece, two pairs of shoes worth $29.99 each, two watches priced at $34 and $40, a $36 jacket, two pairs of shorts valued at $26 each, four $20 tops, two $26 tank tops, a hoodie worth $42, a $40 sweater and a workout top valued at $48. The total worth was $633.98. The suspect said she was homeless and needed money, so she hid items in her purse with intent to sell elsewhere. Officers discovered she was involved in another theft. They charged her with grand theft and drove her to a booking center.
FEB. 26 20 block of West Silver Star Road. Drunken driving. An officer conducting a traffic stop at 11:21 p.m. asked other officers to stop a pickup that almost took off his car door. Officers stopped the suspect, who opened his door and said he had been downtown. He had to think before clarifying it was downtown Winter Garden, as well as before noting he had been at a bar. He told officers the name of the bar but then forgot, despite saying he was at 100% performance. When asked whether he suffered from any medical condition, he giggled and said no. He could not say for sure how much he had drunk but, when asked whether it was safe to operate his truck, he said, “Sitting here now thinking about it, probably not.” Officers arrested him on a DUI charge. FEB. 28 8000 block of West Colonial Drive. Drug possession. At about 10:23 p.m., an officer saw a car with tag violations driving in a lot and then stopped it. The driver said he had nothing noteworthy in the car but refused a search. An officer later searched the suspect and found a straw resembling one used for drugs. Meanwhile, a K-9 unit alerted officers to a need to search the car. Officers found a switchblade, as well as a cigarette pack. Inside the pack were 10 tiny heroin baggies with a blue Superman logo on them. The suspect admitted it was heroin he had been selling and that he had further items near his groin. An officer used gloves to help remove 18 more tiny baggies, 14 of which had the Superman logo and four of which had a green alien logo.

At the March 15 Orange County Commission meeting, commissioners approved the rezoning of 100.2 gross acres matching the Reams Road Property Planned Development/Land Use Plan of HCI Planning & Land Development Consultants. Four parcels along the southern side of Reams Road were rezoned from agricultural and rural to planned development. Developers intend to build 47 single-family homes and 114 attached town homes and use 18 transferable development rights credits. Two residents of Abbotsbury Drive — across Reams Road from this proposed development — asked for wetlands and traffic to be considered. One recommended a particular piece of wetlands remain protected and said the vision for Horizon West has been lost in terms of controlling growth instead of allowing piecemeal development. Both addressed the impact on the area’s water table and wildlife corridor, with the latter noting adverse flooding effects to the 100-year flood plain in the area. The latter recommended five conditions of approval: wetlands remain in conservation for storm water and wildlife concerns; detached homes converted to
town homes to increase the unit number and lessen environmental impacts; all development meeting low-impact design criteria to limit impervious surfaces and protect water quality; upland and wetland buffers of at least 150 feet to protect waterways; and conservation easements on the remaining parcel. The applicant team said culverts could be used to minimize impacts on water and continue the natural flow in a specific area of wetland that would be part of the development. “The concerns on the environmental component of it are legitimate, and I want to make sure when this comes back in some finer detail that little crossing (is) addressed,” District 1 Commissioner S. Scott Boyd said. In tandem, the County Commission approved and executed an agreement with Mattamy Orlando to convey 1.75 acres of adequate public facilities land providing $39,375 in transportation impact fee credits and for the satisfaction of an APF deficit fee of $79,879.82. The site plan for Reams Road Property will determine further details and be addressed at a later BCC meeting. BERKSHIRE PLACE UPDATE
Complaints from the Berkshire Place neighborhood in Horizon West against builder Pulte Homes
IN OTHER NEWS n For substantial change to the 56.56-acre Savona PD/LUP abutting South Apopka-Vineland Road to the west and Florida’s Turnpike to the east, applicant Christopher J. Allen, of Dewberry, requested three waivers from Orange County Code. The waivers, which commissioners approved, allow a 50-foot expressway setback instead of 75 feet, a wall with a maximum height of 14 feet instead of eight feet only against Florida’s Turnpike and five feet of side-yard setback. n Commissioners approved a petition to rename a portion of Seidel Road as Lake Huckleberry Lane.
have been proved well-founded. Inspectors of one home have confirmed cracked stucco, water intrusion, floor system damage and damage to structural wood members. Among the 140 town home units built between 2008 and 2011 in Berkshire Place, owners of 88 units have complained of improper stucco installation. Pulte Homes officials have said they would send a survey to residents to determine where to conduct destructive testing and then continue mediation processes. Boyd said at the March 1 BCC meeting he had been in a similar position as these residents from 2001 to 2004, and he and his family were able to remedy the home but had to settle instead of continuing lengthy litigation. “There are people that put everything they have and own into this place, and it is not something people can just go and fix on their own,” he said. All 26 kiddos thoroughly enjoyed the tour and learning all about fire safety. The guys were so great with the children and took the time to answer their questions. I think the highlight was all of them getting to use the hose. Thanks again, Tower 22!

GROWING UP
During Dinius’ childhood, her parents divorced, leaving Dinius and her mother with little ability to support themselves. “I grew up with nothing,” she said. “When I say nothing, I mean the church paid our mortgage for several years. We ate from the food pantry. We had nothing. Charities and organizations like that are what helped us. Now that I’m in a position to help them, I think that’s so important.” Dinius’ mother was able to find some better jobs to help the family get back on its feet. But during that difficult time, a theater program for low-income and at-risk youth helped shape Dinius’ personality and passion. She attended a camp at the Bellevue Theatre, near Seattle, when she was 10 years old. For sev-

“Our policy as a company is that as long as it’s a community event or a charity that benefits kids, we’re there,” Dinius said. This fall, the company participated in Team America-Amor Eiba Foundation, a charity that supports orphaned, terminallyill children in Honduras. She participates in other charities like March of Dimes and Toys for Tots. The drive to support charities comes from her own life experiences.

eral years, she remained involved there, ultimately taking her first job with the camp. In 2004, she and her mother moved to Florida, and soon Dinius began working in theme parks. THE BUSINESS GROWS
In 2007, Dinius saw a Craigslist ad for a company that hired people to play a princess at parties and events. She ended up leaving the company because she became dissatisfied with the quality of what was being offered. A few years later, she ended up with a few costumes of her own and decided to launch her own business, making quality front and center. All of her employees have a background in theme parks. “That was one of the big things when I started this company, because I would see things that people would say as characters at parties, and it was like nails on a chalkboard to me,” she said. “I really wanted to keep the integrity of the characters so true to what the kids know and love. It’s so important. They notice all those little details.” When characters attend birthday parties, they are often there for an hour or more, so it is important the character can carry lengthy conversations — and stay in character — the whole time. All characters are required to watch movies of the character they are playing and know the talking points their character will use. She hopes her business will continue to grow, so her staff can work full-time in her company.

“They love this job, and I would love to bring them on full-time with me, and — this sounds horrible — give them a living wage,” she said. “Parks don’t pay anything; $10 an hour is not a survivable wage.” Among her other goals is to open a venue in Winter Garden that could host classes and events during the week and parties during the weekends. West Orange schools to take stage at Apopka art festival DANIELLE HENDRIX STAFF WRITER WEST ORANGE
The sights and sounds of local students’ musical performances are set to fill the Apopka Amphitheater April 2. The seventh annual Arts and Jazz Festival, hosted by Orange County School Board member Christine Moore, will benefit many area schools through a day dedicated to celebrating the visual and performing arts. “There will be music performances on the theater stage, and there will be jazz bands, elementary and middle school chorus performances,” Moore said. “It’s mostly jazz, chorus, and dance. Art teachers will be there to display (students’) art, and there will be interactive activities.” Festivities will go on throughout the day between 9:30 a.m. and 4:30 p.m., with at least 34 musical performances from more than 25 schools scheduled. Performances range from school choruses and jazz ensembles to to dance demonstrations and an Orff ensemble. There also will be a visual-arts recognition toward the end of the day. Some West Orange-area schools that will be participating include Bridgewater Middle, Dillard Street Elementary, Lakeview Middle, Ocoee High, SunRidge Elementary, Tildenville Elementary, Whispering Oak Elementary and West Orange High. Bridget Williams and Dr. Kathy Shuler — said that they also have invited science departments and local Future Farmers of America chapters to bring out animals for a petting zoo. Tickets cost $5 each and can either be bought from each participating school or at the door. Each school will get to keep the proceeds from its sales, and 100% of ticket sales will go to the schools’ fine-arts programs. Moore said some schools will bring their PTA chapters, and food will be available throughout the day. Other family-friendly activities include a kite-flying contest, multiple art projects to work on, chalk art, agriscience and face painting. Contact Danielle Hendrix at dhendrix@orangeobserver.com.

at Oakland Avenue Charter School have been learning about writing letters in support of a cause they believe in. Each class wrote four or five letters to three individuals — OACS Principal Pam Wolfcale, Oakland Mayor Kathy Stark and President Barack Obama — discussing issues relevant to students’ interests. The letters addressed topics such as the Oakland Nature Preserve and the need for more schools to visit, the possibility of a charter middle school in the town, a safer crosswalk for students crossing Oakland Avenue, cafeteria food, the school garden, the need for certain types of books in the school library, the environment, the homeless population, peace and security, recycling and school safety. Students were tasked with writing an opinion thesis statement and stating their top three reasons for feeling the way they do. The third day was devoted to research and support for facts and examples. When the writing was complete, the students walked from their school to the Oakland Post Office to mail their letters.

hildren in Winter Garden and Ocoee certainly had an eggs-cellent time at the two cities’ respective Easter egg hunts Saturday, March 26. Winter Garden children raced across the lawn of Newton Park at the Winter Garden Lions Club’s annual hunt on the shores of Lake Apopka. The kids filled their baskets with candy-filled plastic eggs, while their parents stood on the sidelines and shouted encouragement. Just a few miles away, Ocoee kids were doing the same at the city of Ocoee’s annual Easter Eggstravaganza. Children of all ages ran quickly around the field to claim their share of eggs. They also were able to enjoy activities like bounce houses, and get their photo taken with the Easter Bunny. — JENNIFER NESSLAR AND AMY QUESINBERRY RHODE

Davis steps down at CFCA
John Davis stepped down as head coach of the CFCA football team March 28. Davis, who coached the Eagles for one season, has been named the head coach for John Handley High School in Virginia. Davis had come to CFCA from Gallaudet University in Washington, D.C., so the new opportunity is a return home. “The chance to get back to Virginia, around family, was something that was too good to pass up,” Davis said. “CFCA is an awesome school in a great city — the people at CFCA are what I will miss most,” Davis said. “CFCA football is in a great place and will continue to improve and will become a major factor in the future. I want to thank Kyle Wills for believing in me and my vision and wish CFCA the best in the future.”

Ryan Brewer After two seasons at Apopka, Ryan Brewer has made himself right at home in his first campaign with the Ocoee Knights. Brewer is the starting shortstop for the Knights (9-9) but has done a little bit of everything this season. On the mound, Brewer tossed a two-hitter and did not allow an earned run against East River March 22, helping Ocoee to a 4-1 win.
How important was it for the team to pick up a pair of wins over spring break? It was big to get these wins. We’ve been kind of battling, kind of having some bad luck and stuff like that. So to get these wins kind of shows the team that we’re still in it — we can still compete. How are things going getting acclimated in your first season at Ocoee? It’s a great environment over here. … Everyone plays for each other; it’s great. Which teammate has made you feel the most at home? It would have to be between Logan Cariglio and Noah

Satterwhite. They’ve definitely introduced me to all the teammates and made me feel welcome. What’s something about you that people may not know? I’m really good at pingpong. My dad has a pingpong table at his work, he works at the rec department in Apopka. I just kind of started playing when I was like 10 or 12 (years old), just been playing ever since. Who is your favorite superhero and why? That’s a hard one. I would have to say Superman. He’s a great guy, has all the powers and you can’t ask for anything more. Who is your favorite big leaguer? Josh Donaldson. I feel like he’s kind of my type of player. I like how he goes about the game, and he’s definitely a great hitter. What’s your non-baseball dream job? Probably playing pingpong professionally. When you’re not playing baseball or doing schoolwork, what’s a hobby of yours? I’m a big gamer. My favorite game would have to be any “Call of Duty” (title). I like playing multiplayer. — STEVEN RYZEWSKI
Matt Coello, Chris Seise and Ethan Jones homered for the West Orange baseball team March 23 against The Benjamin School in an 11-1 win, it represented the 17th, 18th and 19th home runs — respectively — for the team this season. A day later, in a 7-6 loss to Apopka in the championship game of the Central Florida Spring Break Slam, Jones homered again for No. 20. Through 18 games, the Warriors (16-2) are averaging better than a home run per game and have a grand total of 81 extra-base hits. In other words, head coach Jesse Marlo’s club is swinging the bat better than it has in years. “It’s probably been a good five or six years,” Marlo said, recalling the 2009 team that finished with a 30-2 record. What’s more, the Warriors — who jumped from No. 13 to No. 7 in the nation in the latest USA Today rankings — are seeing production from nearly everyone who has picked up a bat this season. A total of 10 different players have homered and 15 have registered an extra-base hit. “When everybody is hitting well, and the way we are (beating) teams, everybody feels like they need to get their hits and stay aggressive,” junior Deandre Shelton said. Senior Nate Schreckengost leads the Warriors in home runs

with five — including two homers on two different occasions. Seniors Kole Enright and Ethan Jones are tied for second, with three home runs. Enright has a team-leading 15 total extra-base hits and has a whopping 11 doubles this season. The Stetson signee is trailed by Jones’ nine doubles and 12 total extra-base hits. KNIGHTS OPTIMISTIC AFTER TOURNEY
After starting the season with 5-1 record, the Ocoee Knights hit a rough stretch in which they won just three of their next nine games to enter their Spring Break Invitational with a 7-8 record. Injuries, inexperience and even a flu bug all played a role and helped the Knights dig themselves a hole in district play at a 1-5 mark. After winning two of three games in its three-day showcase, though, Ocoee is back on track, and coach Bobby Brewer likes what he saw from his ballclub. “We’ve been playing better baseball,” Brewer said. “If we can find a way to win those close ones like that, then all of a sudden everything is different.” The close ones Brewer referenced include three one-run losses in the month of March — two of which came in district play. Although the Knights have struggled in those contests since win-

It could be a bass-laden hiphop song, helping the hitter step into the box with plenty of swagger. It could even be something light-hearted or fun, with the idea of keeping the hitter loose. Sound like something you’d witness at a professional baseball game? Sure — but not in this case. The trend of allowing individual hitters to choose their own walk-up music has filtered down through college and into the varsity ranks with several area programs adopting the practice, including both public schools covered by the West Orange Times & Observer. For coaches such as Ocoee head coach Bobby Brewer and West Orange head coach Jesse Marlo, players are free to choose a tune as long as there is no cursing. “They love their music,” Marlo said. “It really gets them going — it gives them a little more of that swagger.” All sorts of genres can be found during a game. A look at the music lineups for Ocoee or West Orange will yield some hip hop, some hard rock, some electronic music, a country song or two and even a Christian rock tune. Perhaps the overriding theme for both, though, is hip-hop tracks — something Marlo said he might have influenced just a tad. “I guess we’re a hip-hop school,” the veteran coach said with a laugh. “I like hip hop, myself, so maybe that rubs off on them a little bit.”

STEVEN RYZEWSKI SENIOR SPORTS EDITOR WEST ORANGE Starting Monday,
April 4, it will be a true “win or go home” situation for area boys and girls lacrosse and water polo teams that qualified for their respective district tournaments. District tournaments for the two sports are on tap for next week, and this week’s tennis tournaments officially have gotten the ball rolling on tournament time for spring varsity sports. Both lacrosse and water polo are single-classification sports in which only the top four teams from each district during the regular season qualify for the district tournament. In another deviation from other team sport postseason formats, only district champions in water polo and lacrosse advance to the regional tournament. In boys lacrosse, West Orange and Ocoee are assigned to District 11 alongside Apopka, East Ridge, Lake Minneola, Montverde and Wekiva. West Orange (11-3, 6-0 in District 11) secured the top seed, followed by Apopka (11-3, 5-1), Montverde (9-2, 4-2) and East Ridge (4-5, 3-3). Ocoee placed sixth at 1-5 in the district and did not qualify for the tournament along with Wekiva and Lake Minneola. Both semifinals for the District 11 Tournament will take place April 5 at Lake Minneola; the championship is scheduled for 7

p.m. April 7. On the girls lacrosse side, District 9 includes West Orange, Ocoee, Lake Minneola, Wekiva, East Ridge and Apopka. Though seeding is not finalized, West Orange (12-3, 5-0) is the top seed. Semifinals for the tournament, which will be played at West Orange, are set for 6 p.m. and 7:30 p.m. April 5. The district championship will take place at 7 p.m. April 7. Water polo’s District 3 includes West Orange, Ocoee, Olympia, Dr. Phillips and Apopka, although Ocoee’s boys and girls teams already have completed their seasons. Seeding is not finalized, but both the boys and girls tournaments for District 3 will include the Warriors, Titans, Panthers and Blue Darters. Dr. Phillips will host the tournament, which will be played at

A BRIEF HISTORY The phenomena of walk-out music in Major League Baseball dates back more than 20 years, and baseball historians suggest the practice has its roots in former Chicago White Sox organist Nancy Faust’s playing of the respective state songs for each of the Sox’s hometowns. Faust’s talent at the keys became a hit, and eventually, players were requesting popular music organists could not play. In the summer of 1998 theme music accompanying San Diego Padres closer Trevor Hoffman became known as “Trevor Time,” further helping to solidify the practice into baseball culture.
IF THE SONG FITS … Choosing walk-out music is an exciting time during the preseason for varsity baseball players, and each player tries to pick a song that, in some way, fits his own personality. Perhaps no player for West Orange has done this more effectively than junior center fielder Deandre Shelton. Shelton’s song of choice is “Mrs. Officer” by popular rapper Lil Wayne. In the song, the rapper attempts to sweet talk a female traffic officer who has pulled him over. “It’s just so him,” teammate Kole Enright said of the song’s fit for Shelton. Shelton said he chose the song as a way to lock in at the plate. “Me and my dad both decided on it,” Shelton said. “It slows everything down and makes me focus more.”
