ROA BOARD OF DIRECTORS MEETING BY STACEY FRYREAR The following information is a glimpse of the ROA’s general updates for the month. The April 27, 2021, meeting was deferred to May 25, 2021. A copy of the official March 23, 2021, meeting minutes can be obtained on the Community Network — BaldwinParkNetwork.com — once acknowledged by the Board of Directors during the May 25 meeting.
HURRICANE PREPAREDNESS Summer in Florida is right around the corner and brings with it longer days, heat, humidity and, of course, the beginning of hurricane season, which runs from June 1 to Nov. 30. While the prospect of a storm impacting our area can be somewhat disconcerting, preparation can help lessen those fears. Preparing in advance for hurricane season can determine not only how safely and comfortably you ride out the storm, but also how easy it is to handle the days and weeks after the storm has passed. The Baldwin Park Residential Owners Association, Commercial Owners Association and Joint Committee are responsible for the property owned by each Association, including certain

parks, facility centers, parking lots and landscaping. This is not an all-inclusive list. As homeowners and business owners, you are responsible for your dwelling during a hurricane. If you are a tenant, you need to check with your landlord for specific responsibilities.
IMPORTANT STEPS
n Make a plan. All residents should prepare for hurricane season by creating a family plan and disaster supply kit, securing personal property and having a place to go in the event of an evacuation. A plan should answer the following questions: How will I receive emergency alerts and warnings? What is my shelter plan? What is my evacuation route? What is my family/ household communication plan? Learn more at bit.ly/3o8aZIp. n Hurricane kit. The most important part of your hurricane plan is a hurricane kit that includes the basic life support you will need after a disaster. Prepare to be self-sufficient for at least three days to two weeks. n Tune in. Listen to and follow public announcements through local media. OCFL ALERT is an alert system that allows Orange County government to contact you via email or cell phone text message during an emergency affecting Orange County. n The TSAC moved to approve the proposals provided by BrightView Tree Care for the 2021 canopy tree trimming. n The TSAC moved to appoint Lori Pollock as the chairman for the committee and Robert “Bob” Russell as the secretary. Dale Petersen submitted his resignation from the committee. n The TSAC moved to recommend A/R/C Associates Incorporated to the ROA Board as the selected consultant company to assist with the upcoming re-roofing projects in the townhome service areas.

n Please remember to report any landscape, building or irrigation issues on the Baldwin Park Services app. Reporting items on the Baldwin Park Services app will allow residents to share photos of the reported area(s) and receive real-time updates from management staff on corrective measures being taken. n New sod that was installed in March has been treated with a fungicide. n BrightView has installed pine mulch in plant beds within the service areas. n Camellias in the CH No. 2/Mattamy service areas were treated for scale.
n Camellias in the Issa 22 and Issa 28 service areas were fertilized. n All St. Augustine has been fertilized. n Per DRS Inc., the townhome painting schedule for 2021 is as follows: Live/Work, Issa 22, Cambridge, City Homes No. 2. n Per DRS Inc., the townhome maintenance schedule for 2021 is as follows: City Homes No. 4 (middle of June); Issa 28 (July); Live/ Work (September); Issa 22 (October); and Cambridge (November). VILLAGE CENTER UPDATES n The Village Center Parking lots will have some temporary closures to reseal and re-stripe. The start date for this project is June 7 and will run through July 20, weather permitting. Please keep an eye out for notifications of which lot is closed and when. This will be done in phases as to minimize parking lot closures. Both Baldwin Harbor Apartment buildings have parking in their garages that can be used for shoppers. n Safety is essential to a shopping area, parking lots and parking garages. Please report any maintenance issues — such as parking lot lights out, trip hazards or broken tree limbs — by using the Baldwin Park Services app, emailing Bill or calling the office. If you notice any suspicious activity,
HELPFUL INFORMATION FOR TOWNHOUSE OWNERS Many residents are either making improvements to their homes or possibly planning to change something in the near future. Below is information regarding how you can plan to make any changes to the exterior of your townhome or courtyard/private zone area: n If you want to make any exterior changes to doors, windows, hardware, courtyard/private zone, etc., you will need to obtain approval from the Architectural Review

he Baldwin Park Architectural Review Committee comprises five members and one alternate, who are appointed by the Residential Owners Association Board. The purpose of the ARC is to make approval or denial decisions based on the Baldwin Park design guidelines regarding any changes to an existing residential homes or lots. What a place … Baldwin Park! THE EARLY YEARS
Hottest July 4 ever. In 2004, Mary Jo and I moved from a 4,000-square-foot pool home in Altamonte Springs to a 1,500-square-foot loft apartment at 1500 Meeting Place, No. 201. We were the first occupants of the building. On July 4, 2004, Baldwin Park was just a sand dune with thousands of small signs showing lot numbers. Anson Lane had the model homes, and MJ and I spent hours on several visits trying to warm up to life in Baldwin Park. Our daughter and her new husband had both earned their master’s degrees in urban planning and were totally attuned to the new-urbanism style of Baldwin Park. They were heavily instrumental in convincing us Baldwin Park was the right spot for their soon-to-retire empty-nester parents. They still reside in Baldwin Park. It was a tough time for buyers. Only select portions of Baldwin Park had been approved for release to buyers, and there was a strong effort to time the development’s growth. There were an abundance of buyers and many investors betting on the Baldwin Park vision. Things were slowed by releasing lots to build on in a deliberate manner. Only a few (rarely more than six to eight units) were raffled off each week at 6 a.m. on a Tuesday morning. If you weren’t there when your name was called, you missed your chance to secure a lot, were removed from consideration and had to reapply. MJ and I were living right and won a lot on Oak Street. Two weeks passed, and we learned the town architect ruled we could not build the house we wanted on the lot we purchased. Consider it a blessing. We chose

DALE PETERSEN FORMER HOMEOWNER, ROA BOARD TREASURER AND TSAC CHAIRMAN to spring for what we had come to love, the Issa 28 model townhome with a garage apartment. Our first tenant moved in Nov. 22, 2005, the same day we did. That apartment has never been a single day unrented. I had no idea I would be so lucky. Things did settle down for a bit after the 2004 hurricanes, at least long enough for new growth and some realizing of the Baldwin Park vision that was beginning to come forth. Many new businesses opened in the Village Center. Residents were so excited to see new life blossom. The future for Baldwin Park had never been brighter. Then came October 2008, when the bottom fell out of the stock market and many of us heard for the first time the phrases like “mortgage-backed security,” “derivative” and “subprime mortgage.” Several of the new businesses closed up shop. It would be a world of pain and years later before things stabilized for most of us. Significant amounts were cut from budgets. It was really a trick of imagination to balance what we had come to know as the Baldwin Park standard and the spartan cutbacks being imposed. Biting the bullet was necessary when uncollected revenues rose to the high six-figures.

It took years to work through the foreclosures, short sales, abandoned and barely-hanging-on property owners. The ROA worked with all parties and always with an eye toward doing what was right, legal and fair. As painful as it was, it eventually passed. There were enough things that provided sufficient distraction to refocus community residents toward those positive signs of growth. ROA leaders entered a partnership with Rollins College and the McKinley Group (the receiver for the bank-owned Village Center) to address two questions: Who is the Baldwin Park customer? And what do they want? We tasked the undergraduate marketing majors with answering these questions. Their conclusions then were provided to the executive MBA class for a deeper dive into Baldwin Park. This information was shared in great detail with the ROA Board. The reports from each team were thorough, professional and unique. Each was more than 100 pages and followed a common outline: current state, SWOT analysis, needs assessment, recommended options, implementation strategies, key performance indicators, evaluation methods, reassess and adjust priorities. The missing ingredient in choosing, blending or adapting any of these reports to the needs of Baldwin Park was funding for marketing. The ROA Board simply did not see the value in creating a $100,000 budget line when historically that budget line was less than $10,000.
THE YEARS ROLLED ON
We’re approaching 20 years. We still look pretty good, but we’re getting some age on us. The
parks, common area landscapes, park structures, pool facilities, the meeting rooms and the workout rooms still remain proudly presentable when showcasing Baldwin Park. We would be wise to keep a close eye on our amenities. They will need tender loving care to continue to be the pride of our eye. Same is true of our landscape areas. All plant material has a life expectancy. We’ve also learned that not all plant material thrives in the areas it’s been planted. We love Baldwin Park. We’ve lived here longer than any place we’ve ever lived. We love it and have committed time to making it the best community possible. Mary Jo and I are entering the winter of our lives. We’re healthy, see all of our doctors regularly and are active socially. What we are moving away from is a two-story home. We knew we would eventually want a single-story home. It just so happened that a young gentleman came forth with a cash offer at the appraised price or our home. After searching, we found a single-story pool home on a lakefront in Casselberry only 10 minutes from our children and grandchildren. Life continues to be good for us in Central Florida. It has been my pleasure to provide service to my community, Baldwin Park. It is important to me, and should be to you, to give back and offer leadership. It is so important to step up and serve, and lead our community through its trials and tribulations. Your heart will sing with joy, and you will know your contributions have been for the good of the community. My motto remains, “Let me live by the side of the road and be a friend of man.”

ALCHEMY OF ART Baldwin Park abstract artist Liz Carey discovered her passion for painting at the height of the COVID-19 pandemic. DANIELLE HENDRIX ASSOCIATE EDITOR

rowing up, Baldwin Park resident Liz Carey never considered herself a creative person. Fast-forward to today, and Carey can’t imagine her life without art as her creative outlet. She loves painting in a style combining abstract and multimedia. She’s the mastermind behind masterpieces, and her

collection is called Punk Rock Zen Gallery. It all really began when COVID-19 struck. Carey works as a counselor, but she also had another business — a yoga training school. The latter fell prey to impacts from the pandemic, but it also freed up a lot of time. So, Carey decided to take some art classes. And under the tutelage of her current instructor at Crealdé School of Art, her creative side has been unleashed. “All of my family, really — except for me — were into crafts, and so I always kind of considered myself not really a creative person,” she says. “Over the years — particularly as I got a little bit older — I started to take some art classes. I was drawn to painting and to watercolor,
and I did oil for a while and still life. It seemed like maybe I had some abilities. I was still holding my intuitive view of, ‘Yeah, but I’m not very creative: My sisters are creative, not me.’ … I think that’s one of the reasons I didn’t really dive in when I first started taking these classes, because it felt sort of constricting to me. I didn’t quite feel free in it yet.” When Carey met her current art instructor last year, though, it was as if a key had opened a lock. During her first class — a multimedia art class — Carey was encouraged to use materials such as paint, tissue paper, stencils, leaves and more to create her art. It was the first time she realized that art didn’t necessarily have to conform to rules. “It basically blew up all of these
painting rules I had in my mind of what art was and what painting was and what it had to look like,” she says. “It was really a defining moment for me in my development of my own artistic expression — this door that she opened up which really created this sense of freedom, that I could just paint without any rules. I didn’t have to worry about values or tones or mixing colors exactly right. … It just feels free to me.” As a self-proclaimed “recovering perfectionist,” it was exactly the push Carey needed to dive deeper into the creative side she had all along. She describes her paintings as abstract, done with mixed media. Sometimes, she has corrugated cardboard or tissue paper or a mix of materials on a painting. One of her more recent pieces has Venetian plaster under the paint, which creates texture. “Sometimes people will say, ‘Well, what was your inspiration?’” Carey says. “Sometimes, I don’t have one. I’m just putting paint to paper and seeing what comes out. … I guess
art for me is always an expression of something inside. I don’t always know what that is. … It’s very intuitive for me. I go into a painting with a self-sense. I do not go into a painting with a plan.” Her collection of artwork got the name Punk Rock Zen Gallery because of the common phrases her instructor and art colleagues use to describe her paintings — punk rock or zen. Some pieces use darker colors and give off a more punk rock vibe. Others are softer, more muted and give people a sense of calm — zen. “Punk rock and zen are both paths,” she says. “They’re all paths people are walking down around self-expression. They have very different feelings, but I’m not sure they’re as different as we think they are.” Although Carey loves getting lost in a painting, the journey of one of her pieces from start to finish is not always straightforward. She’s the first to admit that with most of her paintings, she often reaches a point along the way where she wants to
throw it out and start over. “Now I’ve been painting long enough that I know that I’m going to hit that spot where I’m just frustrated, I hate the painting, and I just want to (pitch) it,” she says. “My teacher has always said from the beginning, ‘Never throw anything out.’ I think I’ve only ever thrown two out. I can put it to the side, and I come back and rework it, and then usually it’s like, ‘Wow, I’m so glad I didn’t throw that out,’ which I think is a bit of a metaphor of life.” For her, the process of painting and creating is more than just lucrative — it’s vital. Carey describes art as a necessity in her life now since it allows self-expression and the alchemy of creativity. She also loves sharing her art with others. “(Art) plays a vital piece that produces in me something that’s ultimately more balanced and more peaceful,” she says. “I love showing my art and going and interacting and talking to people about art — not just my art, but art in general. I just enjoy talking with people and relating with people about art.”

f you love wine, you’re in luck. Nestled among other businesses on Lake Baldwin Lane, Golden Hour Wine is a new neighborhood wine shop. With a boutique feel, complimentary tastings and even a wine subscription service, it packs a lot into a small space. And it’s a sweet commute for owner Heather LaVine, too: She lives in the townhouse right behind and above the shop.

LaVine moved to Central Florida in March 2020 — just as the COVID-19 pandemic was beginning — and officially moved to Baldwin Park in April of this year. She isn’t new to the wine business, though. “Prior to that, I was the co-owner of several hospitality and wine-focused businesses in upstate New York,” LaVine says. “I owned a wine shop, a wine bar, a restaurant, an all-day café and a cocktail bar. The first one opened in 2012, and we slowly built things from there.”

LaVine sold her share of those businesses in January 2020 as she prepared to move to Orlando. She wanted to be able to focus on just one business — something she could be involved in on a daily basis. “My wine shop and all of the businesses in Troy (New York) were in the middle of a walkable neighborhood, and the wine shop, specificallym was very much the neighborhood wine shop,” she says. “While we focused on specific types of wine, the priority for me is being the neighborhood shop — sort of a community gathering space where people can explore wine. Walkability to me was key, and that’s pretty hard to find in Orlando. Baldwin Park really hit those marks.” LaVine loves the location on Lake Baldwin Lane because it runs through the middle of the neighborhood and is near the Village Center. The decision to open a wine shop in Baldwin Park was easy. For LaVine and many others, wine is communal, and it’s something to share with others. The wines she carries in Golden Hour also are quite unique from something you’d

find at a grocery store. “I was a history major, and I like learning about how things work and the background,” she says. “There’s a lot of that in wine, and particularly the wine we feature in Golden Hour. You won’t find any corporations or major brands in this shop. Everything is small production, and the farmers are also the winemakers. Everything is farmed organically and/or biodynamically.”
SPECIAL SELECTIONS
In particular, LaVine loves to focus on European wines. They came from France, Italy, Germany, Spain and beyond. She also enjoys wines
from the Canary Islands, along with other island wines. You’ll find sparkling wines, champagnes, reds, whites and beyond. Another unique thing about Golden Hour is LaVine’s intentional focus on ensuring there is diversity in the selections even beyond region or country. “I definitely am super thoughtful about making sure there’s a great representation of women owners and producers in the shop,” she says. “We have just over 500 wines on the shelf. Over 100, I think, are women produced, and comparatively, that’s not how it looks in the wine world. It’s definitely something that’s important to me.”

At Golden Hour, LaVine always has something open in the shop about which she is excited — a refreshing red wine, a crisp white wine or something she particularly enjoyed that week. Ultimately, LaVine wants Golden Hour to become a space for the community to drop by, taste something, pick up a bottle of wine and bring it home for dinner. She hopes anyone walking by will feel free to pop in and check things out or learn about the latest wine selections. The Golden Hour Wine subscription program is perfect for just that, she says. Subscribers pay $80 per month for three bottles of wine specially curated by LaVine. “They’re wines that I’m really digging at the moment, really excited to be drinking,” she says. “The themes may change each month. … Folks can pick up the wines the second Thursday of every month, and we give a lot of information and context. I write a bunch about the wines themselves, about the wine maker, where the wine comes from, what to pair it with, and what mood you might want to be in when you’re drinking it.” Although Golden Hour only opened in April, LaVine already is feeling the love from the neighborhood. She especially loves when people are interested in learning about the wines she has available and are excited to taste what she has open. “It’s already taking on that form of what I hoped,” she says. “Ultimately, I think for what I wanted to do, this is a small spot, but it’s the best spot to be that neighborhood space. … I feel so lucky to be able to focus on this little shop and to share these incredible wines and wine makers with the neighborhood, with Baldwin Park, with Orlando, and just to get to know everyone here. Being able to live and work in the neighborhood, I can’t ask for anything more than that.”
