Baldwin Park notebook ROA BOARD OF DIRECTORS MEETING BY STACEY FRYREAR The following information is a glimpse of the ROA’s general updates for the month. A copy of the official June 22, 2021, meeting minutes can be obtained on the Community Network, BaldwinParkNetwork.com. n The board approved a new enforcement process, including friendly reminder letters. n The board approved replacing the HVAC system at Enders gathering room. n The board approved the design guideline amendments. n The board approved painting of Enders pool deck, including replacing backer rods and re-caulking of the expansion joints. n The board approved painting the interior of Enders facility center, pool fencing and light poles. n The board approved touch-up painting the interior of Grace Hopper Hall and painting pool fencing, pool light poles and roof of the pool bath house. n The board approved painting the City Homes No. 2 knee walls located in the mews. n The board approved plant and trees replacements in various parks/mews spaces.
UPDATES
n Enders Pool resurfacing: The pool was leaking. Management contacted American Leak Detection to investigate the leak. They found several leaks around several underwater lights due to the resurfacing contractor using an improper material to seal around the lights. Management reported this to the contractor, which resurfaced the pool and reinstalled the lighting. Management is working to have the ROA reimbursed for the cost of sealing around the lights. The hairline cracks that were found in the surface of the pool have gone away. The contractor believes that this is due to the ongoing brushing of the surface. n Bermuda aeration: The aeration of all Bermuda was completed. Because of the drought, watering was increased in the parks. n Tree analysis: The crepe myrtle pruning and clearance proposal based on the recommendations on the analysis that was approved will be completed in October/November. The summer months are not ideal pruning months for these trees. The fertilization recommendations have been completed per the consulting arborist analysis. n Roof color matrices: The matrices were reviewed by the city’s TDRC and approved unanimously. n Baldwin Park Services app: The number of new requests from May 18 to June 14 was 48 entries. Forty have been completed, and eight are currently in progress. n E-voting: The consent forms for e-voting and electronic notices have been mailed and sent via eblast to the neighborhood/

owners. Management is in the process of compiling them and creating the spreadsheet needed for Becker Ballot to compile a roster. n 2021 Annual Meeting/Election: The initial notice/call for candidates along with the intent to be a candidate forms have been mailed. n Landscape replacements: Installation of the podocarpus at Union Park and removal of 6” of playground mulch and install of new mulch at Enders and Union Park playgrounds has been completed. n Pool and fitness center signage:The approved signage was installed. n Annual beds at High Park: The annuals have been installed. n Pool fence and light pole painting at High Park: The approved work has been completed. n Pressure wash, caulk and touch-up paint (faux) at High Park: The approved work has been completed. n Clean gutters at High Park: The approved work has been completed. n Clean, caulk and paint pergola at Union Park: The approved work has been completed. n Enders Park lot reseal and re-stripe: The permit application was submitted to the city and is under review. n Mulch application: The pine bark nuggets have been installed in the ROA parks/mews.
HELPFUL INFORMATION FOR OWNERS CONSERVATION TIPS FOR KEEPING WATER CLEAN Keeping water clean begins with each of us — where we live, work and play, and with the simple daily actions we take. Here are a few ways you can make a difference to reduce pollution: n Maintain a healthy lawn. A dense, healthy lawn can be an excellent filter for pollutants. Before you apply fertilizers, test your soil so you apply only what you need. Use the right fertilizer at the right time and in the proper amount. n Clean up after pets. Dispose of pet waste in the garbage. n Compost grass clippings, leaves and garden waste. When these materials are washed into streams and lakes, they decay, which in turn consumes oxygen fish and other aquatic animals need to survive. n Practice integrated pest management around your home and garden. IPM reduces pest problems through a variety of cultural, mechanical, biological and chemical methods. Try to eliminate chemical use or keep pesticide use to a minimum by using them only when other methods are not successful. n Maintain your vehicles in good condition to prevent leaks such as oil or antifreeze. CORRECTIONS In the July edition’s “20 Years Strong” article celebrating Baldwin Park’s 20th anniversary, there were a few inaccuracies as to the history of Baldwin Park.
HELPFUL INFORMATION FOR TOWNHOUSE OWNERS Who is responsible for maintaining townhome driveways? The townhomes are fee simple properties just like any single-family home, where the owner owns the townhome inside and out, as well as the land it sits on. There are specific maintenance items that the association performs on the owner’s behalf, which are stated in Exhibit G (or Exhibit H for Live/Work townhomes) of the Declaration of Covenants, Conditions and Restrictions for Baldwin Park Homeowner’s Association. Unfortunately, driveways are not included as an Association responsibility. Anything not specifically stated under Exhibit G or H of the Declaration of Covenants, Conditions and Restrictions for Baldwin Park Homeowner’s Association is a homeowner responsibility. Driveways are a homeowner’s responsibility to repair and/or replace.
Because of the pandemic, there has been an adjustment to originally stated dates for painting projects and maintenance in the townhome service areas. Supplies were delayed in being shipped from vendors to DRS Inc. at the beginning of the year. Schedules will now be projected one to two months out to anticipate any possible future changes. Notices are still being left on townhome front doors one to two weeks in advance to inform residents of any upcoming projects beginning in their address range.
The article inaccurately stated that what is now Baldwin Park once served as both an Army base and a Navy Base. It was never an Army base; after the war, and after the Air Force became its own entity in 1947,

Because of the weather, some lots have been rescheduled. Please keep an eye out for notifications of which lot is closed and when. This will be done in phases as to minimize parking lot closures. As a reminder, both Baldwin Harbor Apartment buildings have parking in their garages that can be used for shoppers. n The Village Center painting project is ongoing. The buildings along New Broad Street from Meeting Place down to Jake Street will get a fresh coat of paint over the next few months. Please be mindful of coned-off areas in front of the buildings where the painting is taking place. GENERAL UPDATES n Parking lot light checks and replacements occur monthly in both the Village Center and the Neighborhood Business District. If you notice a light out, please report it using the Baldwin Park Services app. You also can report the city-owned light outages using this app. n We are excited to start a project to replace parking-lot lights as they go out with energy-saving LED lights.

Off to the ROA election I
t is election time again for the Residential Owners Association. This month, the ROA membership (if you are a homeowner, this means you) has the opportunity to elect five directors to the Board of Directors. Ordinarily, three positions would have been up for election this year, but two directors moved and three resigned for other reasons. The four highest vote-getters will get two-year terms, and the fifth-highest vote-getter will get a one-year term. Two sitting directors still have another year remaining on their term. We have seven director positions, so the elections are staggered for the purpose of continuity on the Board (ordinarily, four elected on odd years and three on even years). To help you out, we have brief summations of the candidates’ qualifications submitted by the candidates themselves (see pages 13 to 15). I urge you to read the summaries, decide on your candidates and vote. For the first time, you can now vote

I’ve always been astounded at the number of citizens that don’t vote in elections. I believe that the right to vote is an amazing right that we should cherish. I was thrilled to be able to vote when I turned 21 (that was the voting age then; it was changed to 18 years of age in 1971). I had developed in interest in politics when I was in junior high school (grades seven to nine back then) and couldn’t wait until I could vote. First chance I had, I did, and I haven’t missed any election
(local, special, state-wide or federal) since, even though I was overseas for several of the elections and sometimes had to jump through absentee ballot hoops to vote (that includes while being in Germany, Vietnam and South Korea.) Most of you probably know that in authoritarian nations (such as China and Iran), if you are given the opportunity to vote, you can only vote from a list of candidates selected by the government. Here, anyone can throw their name in the hat for an elected position as long as they meet age and residency requirements. Within the last couple of months, you have received a letter from the ROA notifying you of a call for candidates for board member positions. You had the opportunity to put your name in the hat, and seven of you did so. This Aug. 10, the votes will be counted, and five directors will be announced. The Board will then choose their officers and get down to ROA Board business. I am sure we all wish the elected directors the best as they do our great neighborhood’s work. VOTE!

Time in Baldwin Park: Over 12 years Education: B.A. in Philosophy, J.D. Emory University School of Law Employment: Agranoff Law Firm, P.A. Locally owned and operated law firm with a focus on family, adoptive and criminal law. Favorite Baldwin Park activities: Kayaking Lake Baldwin, exploring the community with my Australian Shepard Ollie, and biking with my son Brandon. Community and volunteer experience: Working with the ROA and community businesses such as Publix, I have actively grown Nextdoor Baldwin Park to one of the largest and most engaged community groups in Central Florida. Over 1,250 of our Baldwin Park residents directly accepted my invitation to join Nextdoor, and many of those residents invited their spouses, neighbors and friends to help continue growth. In addition, I have dedicated countless hours moderating content and eliminating spam. Baldwin Resident Central: The “original” Baldwin Park Facebook page, formerly known as Baldwin Park Neighbors and Friends, was Baldwin Park’s most active communication system with community engagement. With over 1,100 members, this page works in conjunction with Nextdoor and the BRC Swap to support Baldwin Park communication. I am very active in the child
welfare community. I regularly volunteer with local foster associations and have expanded our adult adoption project where my firm donates adoption services to former foster children aged out of foster care. In addition, our family volunteers with animal rescues and Second Harvest. How would you like to contribute as a board member? I have always been committed to community transparency and more accessible community communications through technology. Therefore, I would advocate for Zoom/Goto to remain for board meetings, ARC, and explore ways to improve educating residents regarding ROA spending, important decisions and improve our websites. In addition, I would advocate for our community on related matters that impact residents, including CDD, developer and joint committee decisions, fees and assessments. Conflict of interest statement: Neither I nor anyone in my household or extended family owns any Baldwin Park investment interests. I do not engage in the purchase or sale, brokering or flipping of community properties. I do not represent any developers or developer interests. In addition, less than 5% of my firm’s annual income comes from Baldwin Park residents. Therefore, my decisions as a board member will not be influenced by any business or investment interests in Baldwin Park.

My wife, Melody, and I relocated to the Orlando area from the Midwest a little over 20 years ago. Our first home was in the Waterford Lakes area. We moved to Baldwin Park earlier this year. Our immediate family also lives in Central Florida. Our son and his family reside in Baldwin Park, and our daughter and her family live in Oviedo. After a 30-year career with the Carrier Corporation, we started a small business, Technical Sales Consultants, representing interests in the HVAC industry. Our focus is sales and technical support for Florida distributors and dealers as they sell and install the products we represent. I have served on the Sabal Bend Village HOA board located in east Orlando for the past 20 years and also served terms on the Waterford Chase Master HOA. During those terms, I have been involved in an extensive playground renovation project, as well as several minor neighborhood-enhancement projects. My interest in joining the Baldwin Park HOA is to support the continued operation, safety and the appearance of the Baldwin neighborhoods. Continued on page 14

When my son bought the house at 2503 Lake Baldwin Lane last year, I came to visit him and his new wife. My wife and I were so impressed with the neighborhood that we sold both of our other houses and bought the house across the street last November. At one of my other houses, I was on the board of the property owner’s association and was the president when I moved here. Even though I resigned, other board members still call me for advice. The point being that being a board member is a serious undertaking and you develop lifelong relationships. I would expect the same to apply to this association. I am a 1972 graduate of the United States Merchant Marine Academy and was mostly finished with my Master’s degree in Business Administration at St. Johns University in New York when I relocated due to business reasons to work for the Kirby Corporation, one of the largest marine companies in the United States. I retired in 2010 as the executive vice president of the offshore division. I spent the next 10 years sailing my boat both in the Gulf of Mexico and the Bahamas. I sold both of my boats and both of my houses and am looking forward to life in Baldwin Park. I have a sixth grandchild due in October and will be pushing him/her around Lake Baldwin. If I can make a contribution to this beautiful neighborhood as a member of the board, it would be my privilege.

Part of the business of the Board is to review and approve contracts for the design, construction, renovation and maintenance of common areas and amenities owned and maintained by the ROA. My construction law practice has me regularly drafting and negotiating such contracts on behalf of various owner, developer, contractor and design professional clients. Accordingly, I am familiar with key terms that need to be included (and avoided) in such contracts to protect an owner such as the ROA, and I know what commercial terms are market. ROA dues pay for these contracts and good stewardship of these funds is critical. To the extent (of) crime and public safety become issues before the ROA, I believe my background as an assistant state attorney working under then-State Attorney Lawson Lamar and with local
law-enforcement agencies including OPD will be an asset for the ROA. I have a deep understanding of how local law enforcement and the criminal justice system operate and what strategies can lawfully be employed to help make our community safer. Steve Carlton has been a resident of Baldwin Park since 2006, first as a renter, and since 2007, as a homeowner. I am an attorney and partner in the downtown Orlando law firm of Lowndes Drosdick, where I have worked since 1996. My law practice for the past 25 years has focused on real estate development and construction law. That practice area led to my introduction to the development team awarded the redevelopment of the Orlando Naval Training Center to what we now know as Baldwin Park. I represented the developer of Baldwin Park in connection with early planning, demolition activities, and construction bid packages for the numerous roads, ponds, drainage structures, parks and common area amenities constructed by the developer or the CDD and now owned and maintained by either the ROA or the CDD. My family and I are recently moved to the area. I am originally from Valencia, Spain, and my English husband and I have lived in the United States for 11 years now. We have two beautiful daughters aged 9 and 5, soon to launch into their tweens. We first arrived to these shores to Weston, southern Florida, before my husband’s work carried us to New York and then Mississippi. We return to Florida like so many others for opportunities and to reunite with old friends. Despite our travels, I have always made my home where my family was. Joining and participating in my community is very important to creating a home. I think that becoming a member of the Board will allow me to do just this. I have much to learn that is true, but I also have many skills and experiences to bring to the table. My working career is in engineering. I have worked for Ford, General Electric, BMW and most recently Paccar. I have years of experience identifying problems and then producing solutions through structured deliberation. To

arlier this year, Victoria Angela and Whitney Carillon set out to create and curate a unique and whimsical shopping experience for their customers. Now, that vision has unfolded in the form of Baldwin Park’s newest boutique, ShopModa. Angela and Carillon are seasoned business owners who met over a decade ago working in the wedding and event industry. Carillon is a wedding and event planner, and

Angela is a photographer. In fact, ShopModa is housed in the space that Angela once used as her photography studio. The boutique’s co-founders came up with the idea of ShopModa last year when they had more time to develop and bring it together. “Last year made us think about our other business that we own, and we have always loved fashion and had thought about this idea for a few years,” Carillon says. “We worked together on numerous events. We loved the way that each other has great ethics and professionalism,
and customer service is such an important part of both of our businesses that we’ve developed a trust in working together.” Because their other jobs are centered on creating experiences, the two knew they wanted their boutique to be more than just a shop. “One of the things we noticed with our love of fashion is we found a lack in the fashion world with that experience we’re looking for, so we hoped to fill that void,” Angela says. “One of the ways that I think it’s important to us to create an experience is to have more of a personalized service and not just ask the customer when they come in, ‘Are you looking for anything today?’ or ‘How can we help you?’ It’s really more understanding what kind of events are happening in their life and how we can help enhance them.” Continued on page 18

At ShopModa, customers can find fashion items for daytime and nighttime occasions, as well as earrings, bracelets, handbags and a variety of gifts. Angela and Carillon even created their own ShopModa brand. “We have a lot of fun accessories and (created) our own label so we create that one-of-a-kind of experience, but also having brands that we do work with certain exclusivity, radius protection, things like that,” Angela says. “It’s important to us in the event industry — and we’ve seen in the event industry — that people don’t want to show up to the same event wearing the same thing. We want to be able to make it easy for our customers to feel as unique as they are.” Beyond fashion, ShopModa offers a variety of other products, including baby and children’s items, candles, pillows, home décor items, and even treats and toys for pets. Customers also have the option of booking private appointments for a personalized experience.
“It’s more creating an experience, more of a fun escape form the everyday life, and also bringing items that are not so easily found either on the internet or in Central Florida right now or in the local market,” Angela says. They also take pride in specially curating all the designers the boutique carries. The two are involved in sourcing reliable manufacturers, as well as looking at the quality and design of materials. They have traveled throughout the country — including Atlanta, Las Vegas and New York — to vet the products. “We’re also seeing if the brands are carried anywhere else close by,” Angela says. “We don’t want to carry items that are sold at other stores that are close, and we want to make sure we really have that unique experience when guests are coming in and finding something they haven’t found anywhere else.” Some of the things ShopModa carries are so unique that they seldom are found in the United States. One fashion line the boutique carries is based in Turkey and sold worldwide. ShopModa is one of only

two U.S. locations. “The two of us have certain styles, so I think a lot of this embodies who we are, and then also looking at who our clients are and what they would love to have,” Carillon says. “We’ve had a lot of excitement when people hear about us or come in. They’re very excited to see what we carry.” “I think maybe one of the things is giving someone the opportunity to experience something fun and unique while they’re also creating an experience for their gifting purposes — even if it’s a gift for themselves, which is the best kind of gift,” Angela says with a laugh. “Self-care isn’t selfish.” ShopModa opened its doors to customers in late June, and Angela and Carillon hope to soon be able to offer fun features such as a happy hour and collaboration with other local businesses. For now, the two are ready to welcome guests into their boutique with open arms. “I’m excited to see when guests come in, and they experience it for the first time and find items that they never knew they needed,” Carillon says.
