Baldwin Park notebook ROA BOARD OF DIRECTORS MEETING BY STACEY FRYREAR The following information is a glimpse of the ROA’s general updates for the month. A copy of the official September 2019 meeting minutes can be obtained on the Community Network, BaldwinParkNetwork. n The board approved sod replacements/repairs at Union Park and Fox Mews. n The board approved resurfacing the pool(s) at Grace Hopper Hall, Enders Park and High Park. n The board temporarily adjourned the annual membership meeting in an effort to obtain more proxies for the proposed amendment to the bylaws.
n OUC installed a “blow off” at the backflow locations in Unit 4 (Union Park, Union Mews, Upper Union Park, Parkland Quadrangle), which will make it easier to flush the system of debris on short notice.
n Longview Park, Nolan Court, Fenwood Park and Ardsdale Mews sod replacements/repairs have been completed. The plant replacements at Parkland Quadrangle are being reviewed by the ARC for approval. n A Little Free Library was approved for Enders Park. The installation process has begun. n Staff is working with Fitnessmith on the strength equipment options for Grace Hopper and Enders fitness centers. At this time, there are several pieces of equipment at Enders fitness center in need of handle grips and/or arm pads, but the parts are no longer available.

n Staff is in the process of contacting Spectrum about eliminating the cable boxes connected to the cardio equipment. n The approved cardio equipment has been ordered. Once installed, Fitnessmith will hold training sessions for residents on use of the spin bike(s). n Extra recycling bins for pools were delivered. A price for steel double trash cans is being obtained for the park spaces to be reviewed by the Board at a future meeting. Staff also met with a representative from the city to discuss recycling efforts.
UPDATES n The six pool lights inside High Park pool were replaced with LED fixtures and bulbs. Three of the lights were out, and because of the cost savings in energy, bulbs, etc., the decision to replace them all with LEDs was made. The pump for the kiddie pool at Enders was replaced.

HELPFUL INFORMATION FOR OWNERS Because of the age of the community, the association is seeing more ARC applications for roof replacements. This type of project can be challenging depending on your specific location. When planning a project of this nature, there are couple of items to consider: n Where are the materials going to be held (staging area) while work is being completed? n Does the project require MOT (maintenance of traffic) for any roadway/alleyway/sidewalk closures? These are some of the challenges of which the Association is aware. There may be more to consider. Please be sure to ask your contractor as good planning keeps the job moving.

wight Jones has been part of Sentry Management Inc.’s Baldwin Park team for 16 years and maintenance supervisor for 14 of those. Jones is responsible for planning, organizing and providing supervision and oversight of the daily maintenance operations in Baldwin Park. This includes the Baldwin Park Residential Owners Association Inc., Baldwin Park Joint Committee Inc. and Baldwin Commercial Owners Association. “Working with Dwight has been a great experience,” Community Director Susan Comisky said. “Some of his many outstanding characteristics include being knowledgeable, reliable and professional. I think his strongest characteristic as a supervisor is how he molds and trains his team members. He makes sure they know the foundation principals of Sentry Management Inc., but more importantly, follows through by practicing them. “One of the goals in which Sentry Management Inc. has tasked their managers is to achieve a 90% employee-retention rate,” she said. “Although that seems high to many companies, Dwight has done an excellent job with the maintenance staff in reaching this goal. He cares about his team and sets the example of being an ideal professional, is always on time, always does a good job and treats Baldwin Park like he would his own home. The Baldwin Park community is very fortunate to have Dwight.” Away from work, you will find Jones spending time with his wife, Sangeeta, and their dog, Hughley, or working on home-improvement projects and watching sports.
TOWNHOME SERVICE AREA COMMITTEE MEETING BY MELISSA PARKER The following information is a glimpse of the business that the Townhome Service Area Committee addressed in the Sept. 19 meeting. A complete copy of the official minutes can be obtained on the Community Network, BaldwinParkNetwork.com. n The committee discussed that an area will be created on the Baldwin Park Network for frequently asked questions with answers provided for townhome service area owners to access. A rough draft PowerPoint document was given to the TSAC to review and revise as necessary prior to a final version being approved by the ROA board before publishing. UPDATES n Turf and plant material in Townhome Service Areas have been fertilized. Any turf that was installed in August has been treated with a preventative fungicide. n BrightView has trimmed many Crepe Myrtles to provide building clearance in the City Homes No. 4 service area. n Pine straw mulching has started in the service areas. Any townhomes that have extensive decorations because of the Halloween holiday will be skipped and returned to once the items have been removed. n Per DRS Inc., here is the remaining townhome painting schedule: Issa 22 and Cambridge.
HELPFUL INFORMATION FOR TOWNHOUSE OWNERS Cooler weather comes in waves in Florida, and a lot of people want to open their windows to enjoy the fresh air. Opening the windows can bring issues if the doors, windows, screens and weather stripping have not been maintained properly. Doors, windows, screens and weather stripping are the responsibility of the homeowner to maintain. n With the hot Florida sun, window screens fade and dry rot in time. It’s a good idea to replace screens when they are worn, torn or dry-rotted to keep pests out. n Ensuring the weather stripping around your doors are free from holes and working properly will help to keep pests out, keep your power bills from increasing and keep water out. n If you want to make any exterior changes to doors, windows, hardware, etc., you will need to obtain approval from the Architectural Review Committee. The applications are available on the Baldwin Park Network at BaldwinParkNetwork.com. If you are repairing or replacing a door, window, etc., with the same exact one, there is no need for ARC approval — only if you want to replace with something different (such as different hardware, a different mutton pattern, more efficient window glass or different door). n Additional helpful maintenance tips for your garage door and windows can be found on the Baldwin Park Network. BY ANTHONY MADDOX VILLAGE CENTER UPDATES n Galeria Restaurant, formerly known as Manny’s Chophouse, located at 4979 New Broad St., has opened for business. The restaurant was founded by a group of international service and hospitality entrepreneurs whose backgrounds include culinary arts and classical performing arts. The art-inspired restaurant will feature works from local artists while offering delicious menu options ranging from salads and seafood to steaks. NEIGHBORHOOD BUSINESS DISTRICT UPDATES n DRS has completed minor repairs and painting on the three Dumpster enclosures within the NBD. New recycling signs have been ordered to replace the existing fading signs and will be installed when received. n BrightView Landscaping has completed a number of repairs to lateral lines and irrigation heads and will continue to monitor the areas. GENERAL UPDATES n Landscape replacements are occurring monthly in both the Village Center and the Neighborhood Business District. n Parking-lot light replacements are occurring monthly in both the Village Center and the Neighborhood Business District. n Budgets for 2020 were scheduled to be adopted during the Oct. 22 Board of Directors meeting. n Architectural Review Committee meetings take place twice a month on Tuesdays for application reviews regarding commercial changes to exterior structures (roofing replacements and painting), landscaping and signage. WHAT A GREAT NEIGHBORHOOD WE LIVE IN!
Fostering an appreciation for books, and a plea against distracted driving
I
’m wearing my Traffic Committee Leader hat for this part of the column. So, you are driving down the road, and you look to your left at the vehicle in the lane beside you. “Holy cow,” as we used to say! The driver is texting as he drives, not looking at the lane in front of him, except for an occasional glance. What could possibly go wrong?!? Per the Florida Department of Motor Vehicles, at 40 mph, you travel 58 feet per second. That’s 290 feet in five seconds. Let’s assume you are the driver texting. Take a minute to think about what could happen in front of you in 5 seconds as you drive at 40 mph. For example: A child chases a ball into the street in front of you, the driver in the opposing lane drifts into your lane, or maybe the driver directly in front of you suddenly stops. Because you are texting, your response time to any of these occurrences is, well, nothing. The consequences of the accident that occurred could be quite bad. Are you prepared for those consequences? Don’t worry, though; it won’t happen to you, because you are careful as you text while driving. I used to see a woman driving every morning in the oncoming lane as I drove to work in the dark. She was pretty obvious, because there was hardly any traffic on the road and she was using the driver visor light to see as she was putting on her makeup. In my mind, this was the equivalent of texting today. She was kind of watching the road — but was more into putting on her face.

You all probably have heard by now about Florida banning texting while driving. Texting while driving is now a primary offense. An officer can stop you if the officer sees you texting. Fines and penalties apply. A lot of drivers aren’t complying. Think about if you are one of them.
MY CHILDHOOD LIBRARY WONDERLAND

I don’t really know how to tell this story so that you can understand what a wonderful influence the public library in my Pennsylvania hometown had on me. It was like my home away from home and had a marvelous collection of books. I was mostly interested in history books. The library had a bunch of them. Occasionally, I’d stumble on a great book of maps, a nature book or an art book and check it out. I found many wonderful books that opened up the world to me. Yes, I was a nerdy kid, but I thoroughly enjoyed the library and the books, and have never regretted my time spent there. I had some great history teachers in school (and a few not so great, also). They inoculated me with a love of history. The best place to learn about history in those days was a library or a museum. My hometown didn’t have any museums, so that left the library. The library had a lot of older books, such as World War I photographic histories. I had an interest in warplanes of that war, and the glorious uniforms of the armies prior to and at the beginning of the war fascinated me.
Think Downton Abbey! Those uniforms quickly gave way to uniforms that made the soldiers less of a recognizable target. My mother instilled in us a love of books and reading. She took us with her to the library, which she went to a lot, because my mother was a voracious reader of fiction. From our first house, the library was only three blocks away, so it was a quick walk. My mother didn’t drive, so when we moved to our second home, my dad would drive her to the library. She checked out the maximum number of books allowed and read them all within a week. I checked out a lot of books also, but I have to confess that I didn’t read all of them. With some, I just enjoyed the photos and artwork. I loved roaming the many shelves of books and the special exhibits of historic photos of my hometown. I did all the stuff kids used to do with friends, but in addition, I really enjoyed the library and the library books. The library was built with grant money from Andrew Carnegie (1835-1919), an extremely successful Scottish-American

businessman and philanthropist. In 1848, he and his parents legally immigrated (there is a novel concept) to the United States from his hometown of Dunfermline, Scotland. He was 12. The Carnegies settled in Allegheny, Pennsylvania, and his father and he got jobs at a Scottish-owned cotton mill where Andrew made $35 a week in today’s money. A resident of Allegheny, Colonel James Anderson made his 400-volume personal library available to working boys on every Saturday night. Carnegie took advantage of the books and developed his intellect and appreciation of culture. He had an inner drive to be very successful and he decided that if he ever got wealthy, he would help poor boys receive the same access-to-books opportunity. Through his business and investment abilities, he acquired great wealth, making most of his fortune in the steel industry. From 1901 to 1919, Carnegie gave away 90% of his wealth ($65 billion in today’s money) through philanthropy. He used grants to finance the building of 3,000 libraries scattered around most of the English-speaking world. He financed 59 of them in Pennsylvania (and 10 in Florida). The deal was that his grants were for the building and the books. The city, town, county, etc., had to sustain the facility and provide staffing with their funds. Most importantly to me, one of the 59 was built in my hometown. I used it from childhood through my sophomore year of college. It still functions as a library today. It was and is a blessing.

unners, get ready to lace up your kicks for a good cause. OCA — which stands for Opportunity, Community and Ability — is celebrating 10 years in the Central Florida community, and the organization is celebrating with a 10K/5K run in the heart of Baldwin Park. OCA works to offer support

for individuals and families with autism or other disabilities. It provides functional, behavioral, social, recreational and vocational programs. That mission is carried out daily through OCA’s core values — teamwork, respect, innovation and passion. And passion is a large part of the backbone that has carried OCA through the last decade. “We started out as therapists and teachers coming together to
say there was more that families needed within the community and trying to fill that gap or services for our families,” Executive Director Silvia Haas says. “At the time, it was really providing a camp opportunity, Special Olympics training and social skills opportunities. We discovered that many of our families didn’t have the opportunity to go out on dates, so we created the social skills series to allow families to go on a date and have their kids engage in age-appropriate activities. We took them to movies, to the Bob Carr Theater to see plays, we did all kinds of different events for our families and it was very, very successful.” OCA began with a core of 19 families who helped mold and shape Continued on page 18

Continued from page 16 what the organization is now. Today, OCA has served more than 425 families. Typically, OCA hosts a Bowla-Thon event as a fundraiser to keep programs offered to families as affordable as possible. However, staff and volunteers wanted to do something different this year to celebrate 10 years in the community. “(The) Bowl-a-Thon … was a big success, but we thought we’d do something different, because we’re celebrating our 10th year providing services and programs for families with children with special needs,” Haas says. “We thought of a 10K/5K/Fun Run.” The idea has been in the works for nearly a year, and it’s been a busy six months of getting everything organized and securing the location. The OCA 10K/5K race will take place Nov. 3 at Blue Jacket Park. “The course is an accurate course; we will be awarding the top overall female and male finishers,
and we also will award the overall male and female winners in the individual age groups,” Haas says. “We’re doing a fun run for the kids, we’ll have a bounce house and face painting. Winter Park Whole Foods is supplying all the snacks, (and) Jeremiah’s and Planet Smoothie will be there giving out samples, as well. We’re trying to generate a fun celebration. One of our participants is going to be the DJ.” The goal is to make it a truly fun and family-friendly run in which everyone can participate, Haas says. One of OCA’s foci is to provide opportunities for the children it serves to get out in the community and have “typical experiences.” “Our letters represent Opportunity, Community and Ability,” Haas says. “It was about being in the community and having those typical experiences. Having families participate in a 5K or 10K run, that’s a typical experience. Being able to provide that is a great celebration of who were are and what we do in our program. We’re encouraging people that they can

run, skip, hop, jump — however it is they feel that they can get there or complete the event. That’s what it’s all about.” OCA is focused on providing the opportunities for the children it serves and champions on the success of each one. It’s part of why, for the Special Olympics, the organization’s mascot is the eagle. As Haas says, there’s nothing more majestic than seeing an eagle soar. “The eagles are our mascot, because we say that eagles flap, eagles fly, eagles soar,” Haas says. “For us, that’s the pinnacle — we’re there watching our eagles soar. She also hopes that this run will help spread awareness for special needs. The goal is to get 200 runners participating. As of press time in October, there were 110. “That’s what I’m really looking forward to, because one of the things that we love doing is educating,” Haas says. “To be able to be holding it in Baldwin Park, it’s a central location, the course is accurate, everybody gets a medal. We’re just super excited about all of that.”

Gratitude is more than a journal entry, it’s an action! November is the month of thanks, so this month, instead of promoting the myriad benefits of writing a daily gratitude list for yourself, I’m sharing some tactical tips on how you can share your feelings of gratitude out into the world. Here are five ways to express gratitude with originality and sincerity.

Say thank you with a compliment. This is my favorite,
because it allows you to lift up the giver. If one of your Thanksgiving guests brings a homemade dish to the feast, take the time to compliment something specific about the food, such as, “This sweet potato pie smells amazing! This will definitely be the first thing I put on my plate.” Or, “What a beautiful pie, I’ve always admired how everything you make is not only delicious but gorgeous, as well!” If someone brings you a bottle of wine, try, “You have such wonderful taste in wine. I’m sure it will be the perfect pairing for our turkey!”

Thank you with touch. Hugs are still in style — as long as they are consensual! I have the most fabulous group of supper club friends here in Baldwin Park. We’ve known each other since our 16-year-olds were in first grade, and hugs are always on the table. We’re good about remembering one another’s birthdays and getting together at holidays. Gratitude for just being together comes in the form of hugs. (And then, as all girlfriends do, we transition into chitter chatter about new haircuts, cute shoes, etc.!) I absolutely treasure hugs among friends and can just feel the oxytocin flowing!

Thank you with a gesture. A thank you
for jumping a dead car battery, collecting a few days of mail, feeding the cat or turning off your sprinklers in the rain should at least begin with an offer of reciprocating a similar gesture. Most people are happy to help a neighbor without any form of giveback, but it’s always thoughtful to send a surprise. A mason jar of herbs from your garden, a new plant or a dozen homemade cookies would be a nice way to say thanks. Unless what you’re delivering will be eaten by ants or wilted in the sun, this token of thanks can be left at the front door with a short note.

Thank you with a gift. A
thank-you gift is not designed to thank someone for a previous gift but rather as appreciation for hosting or volunteering (otherwise, you’ll end up in a cycle of “whose turn is it to bring the present?”). Hostess gifts fall into this category. If you’re invited to someone’s home, a bouquet of seasonal flowers from Publix is perfect. Take it up a notch and arrange the flowers in a vase they can keep. Other hostess gifts include a bottle of wine, a seasonal dish towel, a soy candle, a box of candy or fancy crackers. If you bring food or wine, remember your gift is for the host to enjoy later — and not at the event. They may or may not choose to open it for the party.

Thank you with a card. There
is nothing so heartfelt as a hand-written note. The receiver will know you’ve put both time and
effort into your note. I like original note cards like the ones at the R. Nichols stationery store (Corrine Drive). They are humorous and evocative, and beautifully printed on high-quality paper. Find a good pen and plan out a few sentences to write. Hint: Consider writing your message on a scratch paper first, so you know how many words will fit in the card space and you won’t end up squeezing in the last sentence of your sentiment in miniature script! Secretly, I love when the writer uses cursive. It takes me back to the art of letter-writing of Emily Dickinson or John Steinbeck. Consider keeping a few blank thank-you notes in the console of your car, so you’ll always have one handy. In this digital age, it might be easy to default to a thank-you text. Stop here! Unless you’re 17 and physically unable to dislodge a device from your hand, pick up a pen, go buy some flowers, call your friend or give someone a big hug and let them know how much they are appreciated! hen Baldwin Park resident Rosa Mu began practicing yoga 15 years ago, she did it for the mental and physical benefits she reaped from it. Mu still enjoys yoga for what it gives to her, but now, she also uses yoga to give back to others. Born in Germany, Mu’s love of yoga began when she was 11 years old; her mom took her to a yoga class instructed by an older Indian man. She remembers being intrigued by both his calmness and the flow of yoga. Mu has moved around quite a

bit since then, but whenever she moves, it’s always one of her top priorities to find a new yoga studio right away. It helps her to build a new home wherever she goes. Since then, she has earned her certification to become a yoga instructor so she can share her knowledge and the gift of yoga with others. “Last year, I decided to finally also become a teacher because of what I had experienced and what yoga gave to me,” Mu says. “I didn’t do it in the beginning to teach — I did it for myself — but I began to enjoy the teaching part of it. I start-
Becoming a certified yoga instructor is no easy feat, either. Mu completed her certification with 200 hours of education at Full Circle Yoga in Winter Park. This education requires the instructor to learn about both the physical and philosophical aspects of yoga. Today, Mu and her friends — as well as many community members — typically meet at 7 p.m. Mondays at Harbor Park at Lake Baldwin for a time of practicing flow yoga on the lake’s gazebo. Her classes welcome all levels and center on finding the balance between challenging yourself and being safe while practicing. She calls it Flow Yoga Baldwin. “The yoga I do is flow yoga,” she says. “It’s an easy yoga flow based on Hatha yoga practice. … It’s open for beginners, so everyone can join, and that’s important for me. You don’t need to be flexible; you just need to start going, and we can get there at some point. I give different options for people, both to someone new and someone advanced, what they can do out of a pose. What’s, for me, really important is that they’re safe. “I give them adjustments and tell them what to do in a pose to make sure no one hurts themselves,” she says. “It’s not a competition. It’s you and your body and your mindset need to come together and do this. It’s not about, ‘What does the person next to you do?’ It’s about what you want to get out of it.”
WHAT IS FLOW YOGA? Flow yoga can also be known as Vinyasa, and it is called “flow” because of the smooth way the poses run together. The goal is for the participant to experience a sense of fluid physical motion. Through flow yoga, participants can increase their endurance and stamina. Over time, the muscles will get stronger and stretch, increasing flexibility.
FLOW YOGA BALDWIN Currently, Mu and class participants meet at 7 p.m. Mondays at Harbor Park at Lake Baldwin. Classes typically take place on the lakefront gazebo. ABOUT THE LIFEBOAT PROJECT The Lifeboat Project is dedicated to providing lifelong support for survivors of human trafficking and is one of Central Florida’s leading providers of long-term residential services for the survivors. The organization utilizes a housing-first approach to care and offers supportive services to maximize housing stability and prevent future homelessness. Each survivor is paired with a case manager/victim advocate who works with them to create a care plan, and The Lifeboat Project then works with its staff and a network of local partners to provide various services. “I chose them because I met them at another event,” Mu says. “I’m also part of the sailing club, so once a year, we do an event for (The Lifeboat Project) to collect money. I met them and heard the story they told and even one of the survivors telling her story. It just got me really deep, and I wanted to do more for them. For me, it’s the personal connection. It’s that I met them, that I know what they’re doing, that I feel it’s good what they’re doing and it’s supporting someone else’s life — that’s why I chose them.” Building personal connections and knowing she has a direct impact on someone else’s life is the driving factor behind Mu continuing to share her knowledge and educate others. For example, many people are under the misconception that yoga is all about stretching and flexibility, she says. “For me, to be honest, yoga is not just stretching,” she says. “It’s also a lot of strengthening. You never use just one muscle. It’s your whole body. Your core is more than just your abdominal muscles. It’s a lot
of stability that you give your body besides the flexibility. That’s why I love providing this to other people.” Mu also has a day job and said this one hour per week of teaching yoga classes both fulfills her and gives her an outlet for the stress and challenges that day-to-day life can bring with it. She sees those she teaches come to class and let go of the weights they’re carrying, too, and it makes everything that much more worth it. Being out on the gazebo, feeling the fresh breeze and seeing the sunset adds another dimension to practicing yoga and makes for an almost ethereal experience. “It’s a win-win,” she says. “I love teaching. I really love giving and telling others what I know and I love to see that they like it. On top of that, we can give together to someone else and support their life. I think it’s really important for us as a community to try to integrate and give whatever you can toward others. Everyone should feel invited, and everyone can join.”

f indulging in a juicy steak, perusing some fine artwork and gazing out over Lake Baldwin piques your interest, the newest restaurant in town has you covered. The Galeria restaurant, which has replaced Manny’s Chophouse at 4979 New Broad St., is a new upscale, art-themed steakhouse that combines both tasteful artwork to satisfy the eyes and tasty food to satisfy the palate. Galeria was founded by a group of international service and hospitality entrepreneurs with backgrounds in both the classical performing arts and culinary arts. Knowing the culture of Baldwin Park, the owners said they set out to create a place that infused both. “We have an art gallery walled throughout the restaurant, and we feature local artists,” General Manager Adam Searcy says. “They have art for sale, and it acts as décor. We offer fresh steak, seafood, drinks and an eclectic cocktail menu.” After Manny’s shut down earlier this year, the owners decided to revamp and reimagine the restaurant to combine art and fine food. Although the art adorning the walls is up for sale, Galeria also will have artists painting live. Galeria boasts outdoor dining along Lake Baldwin, another treat for the eye, and it’s part of what makes it unique, Searcy says. “We have the great lakeview dining — I don’t think there’s a spot on the street that can match what we have as far as the view goes,” he says. “It is the same investment group that owned the Manny’s franchise at this location. They have an art and ballet background, so it’s kind of something they were wanting to do for a while, so we renovated.”

Guests at Galeria can enjoy a variety of premium steaks, chops, seafood and salads, all of which are prepared with fresh ingredients. The art isn’t limited to the walls, the name and the décor, however. Even the food is artistically named and presented as such. The salads — made to order with the option to add chicken, grilled shrimp or steak — are named for famous artists, including Peter Thorpe, Claude Monet, Peter Paul Rubens and Mabel Alvarez. The lunch menu consists of smaller plates, offering assorted meats and cheeses, shrimp bites, thick-cut compart duroc bacon and spinalis sliders. For both lunch and
dinner, Galeria has both vegan and gluten-free options, as well. Small plates still are available for dinner, but it’s also the time of day that features main courses such as a center-cut ribeye, dry-aged compart duroc New York strip steak, filet mignon, tomahawk steak, roasted airline chicken, dry aged compart duroc pork chops, a seasonal fish plate, eggplant steak and a pasta dish. For $20 at the door, guests can enjoy bottomless red and white wines and appetizers. Although Galeria has only been open for a month, it’s already rolling out some new additions. Saturday and Sunday brunch is scheduled to begin the first weekend of November, featuring a variety of brunch dishes and $15 bottomless beverages. “We’ll be starting brunch the first weekend of November, as well, and brunch hours will be 10 a.m. to 2 p.m. Saturday and Sunday,” Searcy says.
“We’ll have a nice, 10-item brunch menu with an additional add-on to the bloody mary and mimosa bar, which will be unlimited. You can (also) build your own bloody mary.” Already, Searcy said, there are many local residents who frequent Galeria for both the food and the bar scene, and the staff knows each by name. Searcy added he’s excited to draw dining and art enthusiasts alike both from inside the community and out. “It’s been great — a lot of people come two or three times a day, and we know their names and what they drink, just having conversations,” Searcy says of the community response. “We’re mostly hitting the community (right now). I think (Galeria) is just different. It’s something that Baldwin Park (didn’t) have to offer. I think we’ve been able to fill that gap. It’s something to enhance the community, not necessarily to be a competition, but I think it will be something to draw more people into the town and elevate the nighttime dining and bar atmosphere a bit.”

Many factors went into this process, and sometimes, communities didn’t bother to renew their eligibility even when they could. Buyers hoping to utilize

such financing saw their options diminished and often times found a dwindling supply of FHA and VA eligible condo complexes. But, recent updates to the FHA condo financing guidelines could allow up to 60,000 condos nationwide to become eligible, as reported in the Washington Post in late August.
WHAT CHANGED?
Well, according to Mike Smalley, regional vice president with Waterstone Mortgage Corporation, lenders now can treat condo appraisals much like their single-family home contemporaries — that is to say on a case-by-case basis. Before, an entire commu-
nity may have had to qualify, but now, a lender can now send over a condo questionnaire and look at the health of the association overall and make a valuation based on their findings. So what does the condo questionnaire look to determine? Lenders are searching for a few things. One major factor taken into consideration is how much of the complex is owned by one person. If an investor owns a large percentage of units in a development, it may not qualify. Lenders also are hoping to find that at least 35% of the condos are owner-occupied. If there is a large percentage of FHA-backed loans already in

As the health of the real-estate market remains strong, price appreciation has continued, making affordability a growing concern for many. These changes to FHA guidelines, which went into effect Oct. 19, mean more options for all. More than once, I have had a conversation with a frustrated buyer hoping to buy in a community but not being able to because of the percentage of investors or the fact the complex didn’t renew its certification. Although many condo purchasers utilize traditional financing or buy outright with cash, FHA financing can be a great option for some. Now, when a neighborhood is certified FHA-approved, the certification will last three years instead of two. The process for neighborhoods to become eligible also has been made more reasonable, also per the Washington Post. With the required percentage of owner occupants being dropped from 50% to 35%, more complexes will become viable options for everyone from first-time homeowners to retirees.
Interest rates have remained low this year, assisting in making payments more affordable. Now, with the more buyer-friendly FHA guidelines, purchasers can consider more options despite a still-low amount of available inventory. Although condos do have monthly fees to maintain the building and amenities, often, some utilities such as internet and water are included, making things easy on the owners who can make one payment instead of three or four. Prices on condos can be more buyer-friendly versus single-family homes, and most importantly, FHA guidelines are more forgiving compared to conventional. Buyers with a few blemishes on their credit can look to FHA if conventional standards turn out to be too strict. All of these things are fantastic for buyers but also condo owners looking to sell. A wider pool of would-be buyers will increase demand and potentially lower the amount of time a condo sits on the market awaiting its new owner. So, common-sense broadening of the FHA guidelines such as this appears to be a win/win for everyone involved.

lthough it was originally postponed because of Hurricane Dorian, the Baldwin Park Festival & Field Day took place in both rain and shine Saturday, Sept. 28, at Corrine Commons. Multiple vendors were set up for families to peruse, and children could partake in games such as Tic Tac Toe and pick-up sticks. Children also had the chance to get their faces painted and play both musical chairs and limbo. Other games included tug of war, a pillow-case race, a hula-hoop contest and a threelegged race.
