The following information is a glimpse of the ROA’s general updates for the month. A copy of the official Nov. 9, 2023, ROA Regular/2024 Budget Adoption Meeting Minutes can be obtained on the Community Network, BaldwinParkNetwork.com.
UPDATES
COMPLETED ACTIONS
1. December carpet cleaning at Enders and Grace Hopper.
2. Hired new maintenance technician to fill a vacant position on SMI team.
3. Holiday décor was installed at Grace Hopper and Corrine Commons.
4. The kiddie pool deck work related to the pipe replacement has been completed.
5. Received check from Hotwire (sponsorship).
6. Consent agenda added to ARC packets for items that are easier to approve in one motion. This is an effort to streamline the meetings.
7. ARC-approved Design Guideline Changes that will be brought to the Board for review before sending to the City of Orlando TDRC for approval.
8. December Covenants Hearing canceled because of a lack of a quorum.
9. Eblast to remind owners of number and email to contact for issues with internet service (Hotwire).
10. Eblast to the same 300 people as before related to Hotwire fiber service.
11. SMI removed minutes older than 7 years on the Baldwin Park Network per F.S. 720.
PENDING ACTIONS
1. DRS proposal to replace hinges on attic access at Enders.
2. SMI reviewing SMI redline changes to ARC applications before providing to the ARC and board for approval. This is in an effort to bring clarity to the applications as some find them confusing.
3. Modernization of elevator at Grace Hopper approved in February. Time blocked in March/ April 2024 for modernization. This originally was scheduled for October/November 2023, but there was a scheduling issue. The state is allowing until the end of August 2024 to complete this work.
4. Replacement of shutters at Grace Hopper Hall. These will be special ordered because they are custom-sized shutters. These are expected to arrive in February 2024.
5. Replacement weight bench for the Enders fitness center. SMI checked, and it is not needed at this time.
6. Proposal to replace screen doors at Enders facility center. DRS to provide proposal. Because of the cost — to cost these are custom-sized doors — Screen Walkers is to provide a like-for-like proposal.
7. SMI maintenance to clean the back of Grace Hopper Hall.
8. Backyard Food Fare Dec. 15, 2023. Food truck vendors making some changes to selections — desserts, quesadillas, vegan options.
9. SMI maintenance to paint (including shark grip/sand additive) the men’s pool restroom floors at Enders.
10. SMI maintenance to paint (including shark grip/sand additive) the women’s and men’s pool restroom floors at High Park.
HELPFUL INFORMATION FOR OWNERS WILDLIFE IN STRUCTURES
The tree-lined streets of Baldwin Park offer shady canopies for residents to enjoy the outdoors and provide homes for amazing animals like songbirds, squirrels and even bats.
Bats provide great pest control. They are protected year-round from harm and cannot be evicted from buildings until after the end of the annual bat maternity season, between April 15 and Aug. 15.
Now is the time to evaluate your home for potential wildlife entry points and make necessary repairs. The Florida Fish and Wildlife Conservation Commission provided us with a comprehensive video addressing “How to Remove Bats from Buildings.” You can access it by visiting bit. ly/3SmCoXK.
EXTERIOR CHANGES
Any exterior change to your home — including but not limited to — painting, replacing or adding gutters, roofs, windows, plant materials/sod/ trees, accessories, structural changes, etc., requires ARC approval. Proposals for root pruning and installation of root barriers were in the September 2023 packet. Because of costs, SMI is obtaining an additional proposal for the Poured-in Place replacements.
13. Proposals related to 2023 reserve expenditures per the 2023 Reserve Study Update: Asphalt overlay 1” Enders parking lot. A proposal will be obtained and brought to the board. Update: SMI met with ABC Paving on-site. They will provide three options for this parking lot because of the change in code concerning ADA grade requirements/limits.

n Please remember to report any landscape, building or irrigation issues on Baldwin Park Solutions. Reporting items on Baldwin Park Solutions allows residents to share photos of the reported area(s) and receive real-time updates from management staff on corrective measures being taken. Baldwin Park Solutions can be accessed on the Baldwin Park Network.
n City Homes No. 1 is receiving roof replacements. The project has been divided into two phases. Townhome buildings, within City Homes No. 1, will receive roof replacements and new gutters. The roof replacement project is currently located at the townhomes on Chatfield Place. Townhome owners will receive notices on their front doors advising on the construction start date prior to the project beginning. Please make sure to follow the directions on the notices to protect your belongings and prepare for the roof replacement on your townhome.
n The Cambridge service area roof replacement project has received bids from interested/ qualified roofing companies. The TSAC reviewed the original bid recommendation from A/R/C Associates Inc. during the meeting that took place Oct. 19, 2023. The
roof-replacement project is currently in negotiations. There are 26 buildings located within the Cambridge service area. The original bid consisted of 19 buildings to receive roof replacements; however, the negotiation includes all 26 buildings to be replaced. More information will be provided to the community as it becomes available.
n New sod that was installed in January has been treated with a fungicide.
n BrightView has continued to make multiple irrigation repairs throughout the townhome service areas. Any plants that have suffered from a lack of irrigation will be removed and replaced if they do not recover. BrightView also corrects any irrigation following the installation/replacement of plant material.

HELPFUL INFORMATION FOR TOWNHOME OWNERS
Who is responsible for maintaining townhome driveways?
The townhomes are fee-simple properties — just like any single-family home — where the owner owns the townhome inside and out as well as the land on which it sits. There are specific maintenance items the association performs on the owner’s behalf, which are stated in Exhibit “G” (or Exhibit “H” for Live/Work townhomes) of the Declaration of Covenants, Conditions and Restrictions for Baldwin Park Homeowner’s Association. Unfortunately, driveways are not included as an Association responsibility. Anything not specifically stated under Exhibit G or H of the Declaration of Covenants, Conditions and Restrictions for Baldwin Park Homeowner’s Association is a homeowner responsibility. Driveways are a homeowner responsibility to repair and/or replace.

THINGS TO KNOW
n Tree Trimming. The annual tree trimming for the parking lots will start this month. Please keep an eye out for the Brightview landscaping trucks and avoid parking near where they are working.
n Trash Talk. The dumpster in the commercial lots are for use of commercial tenants and apartment residents. Apartment residents are encouraged to throw their trash down the chute on the side. When the door is closed, it will compact. Commercial tenants are not to use the trash chute for discarding trash. Rather, they are to go inside the enclosure and throw directly in the dumpster. Please do not leave trash bags in front of or around the dumpster; this attracts bugs and rodents. If the dumpster is not working, please go to one of the other parking lot dumpsters and contact the office so OUC can be notified to repair.
n Bulk Pick-up. The dumpsters in the commercial lots are meant for trash bags and small items only. For all large items, please use OUC bulk pick-up. Stuffing these items in the dumpster or leaving them causes multiple issues, including dumpster break down and rodents. n Commercial Parking Lots. There are nine commercial parking lots scattered in the Village Center. These lots are for Commercial Building employees, tenants and guests only. Commercial Buildings include apartments, office and retail. Anyone parked in these lots are subject to the COA rules and regulations. Please make sure your tags are up to date and your vehicle is parked properly. Vehicles not following these rules or not approved to park will be tagged and towed if not corrected or removed. As a reminder, the Baldwin Harbor parking garages also have parking for commercial tenants and guests.

When we met at that party in high school, I never imagined we would end up here. Although we lost touch for years, I would always think about you and what you were up to. Who knew life had a plan for us to meet again?
Eleven years later, we crossed paths, and you took me on our first date on my birthday here in downtown Baldwin Park, Feb. 7, 2023. We hopped bar to bar and talked about our lives; where we have been and where we would like to go. Now, one whole year later, we share our home together in the same place we went on our first date. The formal front yards of Baldwin Park
Winter is formal season, at least in Chicago, where I lived for a few decades.
‘Tis the season to don a gown or dust off the tux to attend a charity gala or two.
As an architect and landscape designer, this is also a time when my attention turns to the front yards of Baldwin Park. Front yards here are defined by formal order, reminiscent of the discipline required of cadets and recruits who endured military life at our former Navy base. Hedges are kept neat and trimmed, porch railings are polished, and plants are placed in rows of descending hierarchy, as if to stand at attention to salute an officer passing by.
BEST FOOT FORWARD
From a design perspective, the front yard is akin to a handshake or formal greeting. First impressions are made quickly that set the tone for future interactions. Realtors refer to this phenomenon as curb appeal, but in pedestrian-friendly Baldwin Park, I like to call it “Sidewalk Style.” In other words, this is a place for homeowners to show their most put-together side of themselves.
SLOW DOWN AND ENJOY THE SHOW
Relatively smaller lots combined with slower-moving traffic — both vehicular and on foot — shift the way we perceive our front yards compared to other communities. Details count more when our eyes
have more time to scan what is in front of us. This impacts not only the need for careful consideration of plant selection and placement but also regular and proper maintenance. For example, blooms of a flowering ixora might be more appreciated 3 feet from a sidewalk on Penway Drive compared to 50 feet off Semoran Boulevard at 50 mph. At the same time, weeds and other imperfections can become more visible in these close-up situations.
A HALLMARK ARCHITECTURAL ELEMENT
Baldwin Park is often characterized by one distinctive architectural feature — the front porch. Conjoining the main body of the home with the front yard, it serves as both a private living space and a pre-foyer lobby to receive packages and the public. Whether small or large, there is usually room for outdoor seating, potted plants, lighting, paving and seasonal décor — beckoning neighbors, showcasing personality, building community and even enhancing the security of our streets. A key part of the front yard presentation, the front porch is at the intersection of both landscape and interior design.
THE FRONT YARD DEFINED
Here in Baldwin Park, the “front yard” is generally considered to be the part of a property between the front door plane (or façade) and the front-most property line (or sidewalk). This is typical only and can depend on the configuration of a home and lot. According to the Baldwin Park Residential Design Guidelines, section 3.2.1, like the front porch, the front yard “serves as a transition between the public realm and the private environment of the homeowner. The yard also helps to create an edge to the pedestrian environment in the public realm [correction made to word order].”
THE CASE OF THE CORNER LOT
This section of the guidelines delineates other “yards,” such as side yards, alley yards and private zones. Note that for properties located on corners, side yards facing the street must meet the same requirements as front yards.

The front porch is your home’s first impression.
COMPULSORY COMPONENTS
The guidelines list required landscape elements in each yard for a given “lot type.” Single-family home lot types are listed here from largest to smallest: custom, manor, village, park, cottage and bungalow. Look up your lot type in the guidelines or call the HOA office.
TREES
Trees are categorized as larger canopy trees that provide shade (examples include live oaks and red maples), and smaller, more ornamental accent trees (examples include crepe myrtle and eugenia). Larger lot types must have larger trees than smaller lot types. For instance, front yards of custom lots along New Broad Street generally must have a minimum of two canopy trees and two accent trees, whereas front yards of bungalow lots along Almond Avenue must have a minimum of two accent trees. Smaller yard depths limit the safe spread of roots.
SHRUBS
There are several requirements around shrubs. The first is a coverage minimum, meaning that a front yard must contain enough shrubs to cover a percentage of the total gross area of the front yard. The second involves massing and layering. At least some of the shrubs should be planted in linear groupings (or hedges) to form continuous lines that “accentuate the architectural form
of the home and enhance its entrance.” Hedges must also be placed to form vertically layered tiering, just like sailors standing in formation. Popular hedging shrubs include podocarpus and viburnum.
GROUND COVER AND TURF
Minimum coverage percentages apply to ground cover, the lowest of the layering tiers. And requirements for turf (or sod),
which is not considered a tiering material, are stated as a maximum allowed area. Commonly used ground covers are asiatic jasmine and mondo grass.
APPLY FOR CHANGES
Here is another gentle reminder that all changes to the exterior of your home and property must be approved by the HOA’s Architectural Review Committee, and although I have served on that committee and have a familiarity with the guidelines, approval by the current committee based on their interpretation of the guidelines is necessary prior to making any changes.
If you are feeling formal this February, perhaps it is time to venture out to tour the front yards of Baldwin Park with your newfound knowledge of their design considerations. And, we won’t be surprised to see you in black-tie attire.

Recently, the twins had the unexpected opportunity to expand Paper Goat Post.
Paper Goat Post now occupies the building next door, previously owned by The Drip Bar, and the business owners are using the new space to enhance their offerings.
“We want it to be a comfortable space for people to celebrate their special moments,” Jayson says. “We allow people to do as much of the work as they want, or they can come in and we can have everything set up and ready. We like to say it’s ‘effortless gathering.’ It really does vary based on what our customers want
and need. That’s why we feel like we have something to offer everyone.”
GROWING AND GLOWING
Paper Goat Post called Ivanhoe Village in north downtown Orlando home for six-and-one-half years. The business transitioned to Baldwin Park in 2022.

The twins combine their love for paper and party needs through the use of their multitude of services, including customizable invitations, personalized stationery, the Balloon and Gift Wrap Bar, and The Party Room.
This past summer, the pair acquired the 1,400-square-foot space next door, doubling the size of the business.
The Paper Studio and The Party Room moved to occupy the new space in the fall.
The sisters now are looking to get the word out more about The Party Room and what it offers the community.

Community members can book a party package or work with a party concierge to build their own gathering.
Customization options include bringing your own food and drink, use of the kitchenette, adding a balloon garland, themed party ware for guests, as well as multiple addon options for activities and decorations.
“We just want The Party Room to be a space for our community to gather,” Jayson says.
NEW OFFERINGS
Paper Goat Post recently announced its new concept for The Party Room called “Spontaneous Celebrations,” a pop-up experience for everyday gatherings.
The Spontaneous Celebrations are all-inclusive gathering offerings, including sips and snacks, styled table scapes, private use of the party room, a digital invitation, and set-up and clean-up by the party concierge.
The business also is offering memberships to use The Party Room when available as a comfortable space to wait while children are in extracurricular activities on New Broad Street.

Because of the recent expansion in size, the twins also have expanded their line of products on the retail side of the business.
In addition to spreading the word about The Party Room, the twins are working to refine their offerings and ensure everyone knows what they are, as well as making every service attainable.
This year, more than ever, they need the support of the community to ensure small businesses along New Broad Street are here to say.
Despite the hard work of running a small business, the connection with the community continues to inspire the sisters.
“Community has been a big part of Paper Goat Post from day one, and now, having an even more closeknit community here, has been really exciting for us,” Jayson says. “We want to help (our customers) and make their lives easier by doing things that come fairly naturally and easily to us.”

“We like to participate in Baldwin Park’s Winter Wonderland Extravaganza parade each year,” she says. “I also have a cat, Survi Su, who is my third tripod cat. But she doesn’t come to the parade.”
Before Stacey came to Baldwin Park, she worked as an apartment manager.

Stacey Fryrear is originally from Kentucky. She has lived in Florida for the past 37 years, and is in her 17th year with Sentry Management and Baldwin Park.
Her immediate family lives in Florida. She has four nephews and three nieces ranging in age from 5 to 21. All but two nieces live in Florida, so she enjoys seeing them frequently.
“My family is a lot of fun,” she says. “We enjoy playing games and traveling together. One of my favorite places is St. Augustine. I have been there at least 20 times, and every time I’m there, I learn something new.”
Stacey has two corgis, Archer, 6, and Wilder, 4. She loves spending time with them and being part of the

When the resort went up for sale, she knew she wanted to stay in the property-management field. That is when she started leasing apartments and eventually worked her way up to property manager. Her favorite time of day in Baldwin Park is the morning. She enjoys the maturing tree canopies and the way the sunlight glistens off the dew covered leaves. The people, the property and the work are what keeps Stacey here.
“Even though I don’t live in Baldwin Park, I consider it mine,” she says.
