Employers’ Health and Safety Responsibilities

Training

It is an employer’s duty to protect the health, safety and welfare of their employees, and other people who might be affected by what they do. An employer must do whatever is reasonably practicable to achieve this. This means ensuring that employees are protected from anything that may cause harm, by controlling the risks in the workplace.

Make sure anyone using PPE is aware of why it is needed, when it is to be used, repaired or replaced and its limitations. Train and instruct people how to use it properly and make sure they are doing this. Because PPE is the last resort after other methods of protection have been considered, it is important that users wear it all the time they are exposed to the risk. Never allow exemptions for those jobs, which take “just a few minutes”. Check regularly that PPE is being used and investigate fully any reasons why it is not. Safety signs can be useful reminders to wear PPE.

Personal Protective Equipment The personal protective equipment regulations 1992 state that there is a duty for employers to provide the use of personal protective equipment (PPE) at work. PPE equipment is designed to be worn or utilised by an employee within their workplace to prevent injury. This also includes accessories designed to lower risk.

Appropriate PPE means: •It is right for the conditions and risks identified •It is designed for the way the wearer moves and their health, making it comfortable •The items or equipment must fit the user correctly once adjusted •It prevents and controls the danger, as far as practicable •It should comply with recognised conformity standards of the time

First Aid Regulations The health and safety (first aid) regulations 1981 require employers to provide adequate and appropriate equipment, facilities and personnel to enable first aid to be given to employees if they are injured or become ill at work. These regulations apply to all work places including those with five or fewer employees and to the self-employed. What is adequate will depend on the circumstances in the workplace. This includes whether trained first aiders are needed, what should be included in a first aid box and if a first aid room is needed. Employers should carry out an assessment of first aid needs to determine this.
