Soldiers & Sailors intends to use its green space to create a garden and park showcasing artifacts and memorials. The goal is to preserve the large public lawn while adding a garden which can accommodate artifacts and bring the mission of the institution outside.

The primary design strategy is to insert a garden that mediates between the entry plaza and the formal lawn. This garden will accommodate memorials and artifacts and will extend the identity and program of the institution towards the street. Today the site has very little functionality for wheelchair bound visitors. The design strategy reorganizes the site to create three distinct spaces and to the degree possible makes the entire site accessible, including portions of the lawn, the new garden and the plaza. Relocating the large Solider and Sailor Statues to some point along the Fifth Avenue edge would bring the identity of the building to the street. The extent of the plaza can be expanded and smaller spaces, seating and entrances to the garden can be integrated into the plaza edge.
