Today the site has very little functionality for wheelchair bound visitors. The design strategy reorganizes the site to create three distinct spaces and to the degree possible makes the entire site accessible, including portions of the lawn, the new garden and the plaza. Relocating the large Solider and Sailor Statues to some point along the Fifth Avenue edge would bring the identity of the building to the street.
