The African National Congress (ANC) has emphatically retained its control of Ward 15 under Mandeni Local Municipality, after soundly defeating IFP and EFF in a by-election held on Wednesday last week. The by-election came as a
result of the death of an ANC councillor, earlier this year.
While the voter turnout was unimpressive at a measly 36.37% for the two voting stations in the ward, or a total of 1183 voters, the voters overwhelmingly gave the ANC another chance to govern the ward, with a total 799 votes cast in favour of
the ANC. This translated into a 67.84% victory for the ANC.
The IFP scraped together a total of 216 votes, while he EFF candidate slumped to a heart-breaking defeat with a miserable 161 votes from the two voting stations.
Following the announcement of the results,
ANC KwaZulu-Natal said, “The ANC extends its utmost appreciation to the community of Ward 15 in Mandeni who came out in their numbers to vote for the ANC”.
And the party's new councillor for Ward 15 is Ngcebo Dludla.
Additional electricity for national grid by May end
As winter approaches, Cabinet says it welcomes the finalisation of the contract for 400 megawatts (MW) of additional capacity through the standard offer programme, which will be added to the grid by the end of May 2023.

last week, following its regular meeting.
“Cabinet noted the progress made in the implementation of the Energy Action Plan (EAP), while it acknowledges significant constraints that remain against the national grid,” the Cabinet statement read.
In addition, the Department of Health has identified 213 hospitals for exclusion from load shedding, with 76 of
these already exempted.
According to Cabinet, work is underway to add another 46 hospitals for exclusion.
Meanwhile, the senior level of the executive branch of the government said it was pleased by the imminent launch of the energy onestop shop on 31 May 2023 by Invest SA to speed up the regulatory processes that will assist new power-generating companies to come on board.
The executive said it also noted progress made at the Kusile Power Station to restore 3 200MW, through units 1, 2, 3 and 5, to the national grid by the end of 2023.
“Cabinet is concerned about the continued circulation of fake news, through social media alleging an imminent national grid collapse that will result in a total blackout. Eskom has assured government of plans in place for the system safeguards to prevent a national blackout.”
They reiterate calls to all people in South Africa to continue to save electricity.
The target, according to the Cabinet, is to save at least 1 000MW every day, which equals saving one stage of load shedding daily.
The team said the Minister of Electricity, Dr Kgosientsho Ramokgopa, will update the country on the implementation of the EAP on Friday, 26 May 2023, through a media briefing.

Lindile Nhaca says the unity of Africa as a continent and her people remains of paramount importance. This comes as the continent celebrated Africa Day on Thursday last week, the 25th of May.
Africa Day marks the establishment of the organization of African Unity (OAU), the predecessor to the African
Union (AU), back in 1963.
Delivering the Africa Day message on behalf of the municipality, Mayor Nhaca said th day provided Africans with an opportunity to demonstrate unity and uniqueness of African identity.
“The entire month of May is a period in which several activities are undertaken to promote continental cooperation and unity of the
African people. We are therefore proud to be part of the African Union even today.
“With more than 50 members, the African Union has united the continent to address several issues including poverty, armed conflict, xenophobia and climate change amongst others. “This year marks the 60th anniversary of the signature of its founding
charter. True to form, African unity is sacrosanct and of paramount importance to African heritage as it gives us the opportunity to demonstrate our uniqueness and African identity. We are proud to be part of the African Union even today. Let us use Africa Day to celebrate our rich African heritage and deepen unity,” Mayor Nhaca stated. Nhaca further stressed the importance of ensuring the implantation of the African Continental Free Trade Area, in order to bring greater prosperity to the continent.

Water woes continue for Glenhills residents

The community of Glenhills continues to be one of the local communities that are worst affected by recurrent water outages, as Ilembe District Municipality struggles to maintain water supply.
Over the past weekend, the community reportedly spent three agonizing days without water, following a damage to the pipeline pipe and the apparent difficulty by contractors to speedily rectify the fault.
Proportional representative (PR) councillor Rishi Pooran says the problem was exacerbated by lack of water tankers to supply residents despite assurances by the

municipality that a tacker had been sent to the area.
Pooran says residents claimed to have not seen any water tanker in the area.
Pooran further claimed that numerous attempts to reach a senior official of the municipality for assistance without any success.
“A WhatsApp message was forwarded to him for his intervention including a voice note. All of this fell on deaf ears. Early in the month a meeting was called to raise concerns around the services provided. The (official) was briefed on all the challenges that the community faces.
“It was at this meeting that I
expected to see some changes in the way the municipality communicated with the residents and like before the concern raised on tankers not servicing the community in times of crisis should be looked at and proper communication must be done. Unfortunately, this did not happen,” Pooran stated.
Pooran said schools were forced to close early due to non-availability of water.
“We are aware of the new pipeline an upgrade in the
area which will assist with the leaks and reducing water losses. ILembe takes weeks before simple leaks are attended to. It's very clear that ILembe cannot provide the basic services to the community and this is very clear that there is no technical leadership and management to deal with such outages,” Cllr Pooran said.
Although the residents confirmed that water supply was later restored, numerous stoppages were also reported as new leaks were discovered.
Winter Fair organizers step things up

The 2023 Winter Fair, to be hosted by KwaDukuza Chid Welfare Society at the end of June, promises to be bigger, better and bolder.
Being hosted under the direction of businessman Sooraj Maharaj, who is ably assisted by Child Welfare Senior Social Work Manager Karnegie Govender as Assistant Fair Director, and the entire organizing committee, the 2023 Fair will certainly offer a mouthwatering line up of a fun and entertainment activities, all well worth the minimal ticket prices payable at the gate. At the planning meeting held at the Welfare building on Thursday last week, KwaDukuza Child Welfare President Sandeep Oudhram stressed the importance of the Fair to the Society's fundraising efforts, and its role in bringing together the communities of KwaDukuza and beyond.

The Committee has also announced additional food stores to add variety to the food offerings at the Fair Grounds.
The Fair will run from the 28th of June 2023 up to and including the 2nd of July 2023. He entrance fee for the first will be a flat R5 for everybody, while the senior citizens will be admitted for free o the second day.
A medical camp will be on offer on the second day of the Fair (29th of June) which will see a range of medical services being offered for free.
The current Board of the Society has a great vision for the organization, which needs to constantly raise funds as it runs on a budget shortfall of about R130 000 a month.
“Our vision as the Board is to increase the Society's cash reserves to the level that will enable us to earn enough interest to sustain our operations on a long term basis,” President Oudhram stated.

Stangerite joins SA's biggest TV show
Nxumalo has big dreams about local youth

Local actor Menzi Nxumalo has broken new ground by joining the cast of South Africa's most popular and biggest TV soapie, Uzalo, which airs from Monday to Friday at 20:30, on SABC 1.
The super talented self-taught actor from Stanger Manor plays the role of an elite detective,
Thalente Bhengu of the Special Investigation Unit. Nxumalo has been progressively establishing himself in the highly competition of acting, with appearances in a number of productions previously.
Known locally for his welldocumented philanthropic endeavours through his nongovernmental organization, Nxumalo kicked off his acting career on Mzansi Magic's Gomora where he superbly played the character of DJ
Mporoma. He also nipped a brief stint with E-TV's popular telenovela Durban Gen, which has since been taken off air, where he played the character of Xolani Nxumalo. Nxumalo has also been featured on E-TV's Imbewu (also taken off air just recently) as Mthokozisi Zondo.
Nxumalo is not only successful on screen, but he is passionate about community upliftment, and has some sage advice for youngsters: “Do compete with other people but
compete with yourself, focus on your dreams and don't let your upbringing stop you because the sky is the limit”.
Nxumalo has also carved a niche for himself as a social media influencer, sharing life coaching content with the young and old. He also travels around the province of KwaZulu-Natal donating sanitary towels to girls in different primary schools selected by the community through his social media pages, and also crating awareness and the plight of people living with disabilities.
Hassled consumers slapped with higher interest rate
The South African Reserve Bank's Monetary Policy Committee (MPC) has hiked the repurchase rate (repo rate) by 50 basis points to 8.25%.
The increase means that the repo rate will now be 8.25% per year from 26 May 2023, with prime now at 11.75%.
This was announced by South African Reserve Bank (SARB) Governor Lesetja Kganyago during a media briefing in Pretoria on Thursday last week.
“At the current repurchase rate level, policy is
restrictive, consistent with elevated inflation and risks.
The policy stance aims to anchor inflation expectations more firmly around the midpoint of the target band and to increase confidence of attaining the inflation target sustainably over time.
“Guiding inflation back towards the mid-point of the target band can reduce the economic costs of high inflation and achieve lower interest rates in the future. Reaching a prudent public debt level, increasing the supply of energy, moderating
administered price inflation and keeping wage growth in line with productivity gains would enhance the effectiveness of monetary policy and its transmission to the broader economy,” Kganyago said.
The SARB has raised the repo rate at least ten times since November 2021.
He said that the economic and financial conditions are expected to remain more volatile for the foreseeable future.
“In this uncertain environment, monetary
policy decisions will continue to be data dependent and sensitive to the balance of risks to the outlook. The MPC will seek to look through temporary price shocks and focus on potential second round effects and the risks of de-anchoring inflation expectations. The Bank will continue to closely monitor funding markets for stress,” he said.
The Governor said that economic growth has been volatile for some time and prospects for growth remain uncertain.
He announced that the GDP growth forecast for 2024 and 2025 remains unchanged from the previous meeting, at 1.0% and 1.1%, respectively.
The SARB's forecast for global growth in 2023 and 2024 is revised higher to 2.4% (from 2.0%), and to 2.7% (from 2.5%), respectively.
Meanwhile, the April World Economic Outlook of the International Monetary Fund (IMF) forecasts global growth at 2.8% and 3.0% for 2023 and 2024.
“For 2023, the Bank's
forecast for GDP growth is slightly higher than in March, at 0.3%. Energy and logistical constraints remain binding on South Africa's growth outlook, limiting economic activity and increase costs. We estimate loadshedding alone to deduct 2 percentage points from growth this year,” he said. Kganyago emphasised that an improvement in logistics and a sustained reduction in load-shedding, or increased energy supply from alternative sources, would significantly raise growth.

R1.8 billion to improve police visibility
Government has allocated R1.8 billion for the procurement of police vehicles to improve police visibility in its crime fighting efforts. Addressing a media briefing on Tuesday this week, Police Minister General Bheki Cele said R65 million has been allocated to the top 30 crime heavy stations to address murder and other contact crimes.
“Over and above this additional funding, we are responding directly to calls by communities to increase the capability and training of the Tactical Response Teams (TRT). The
TRT are being deployed at stations and districts in identified high crime areas,” the Minister said on Tuesday.
He said these highly trained and highly skilled officers will act as force multipliers at local level and assist in policing high-crime areas.
The Minister was presenting the quarterly crime statistics, reflecting on crimes reported and detected by the South African Police Service (SAPS) from 1 January 2023 to 31 March 2023.
“SAPS is also enhancing specialised tracking teams, who will be trained further at provincial and district level to effectively track and apprehend offenders.
“The tracking teams will be instrumental in the success of Operation Shanela, where emphasis is also placed on executing arrest warrants,” the Minister said.
SAPS is also purchasing unmanned aerial vehicles (drones) to better police from the sky.
“More drone pilots are also being licensed and drone pilot interns are being recruited. Bodyworn cameras, as well as shot spotters in high-density
crime areas, are being prioritised,” Cele said.
Contact crimes
When it comes to contact crimes, 206 more counts of murder were recorded; sexual offences decreased by 594 cases; attempted murder increased by 475; assault with the intent to inflict grievous bodily harm increased by 98; common assault increased by 3 480; common robbery increased by 957, and robbery with aggravating circumstances increased by 1 677. Murder increased countrywide by 3.4% between January and March 2023. The Minister said 6 289 people were killed with either a firearm, knife, sharp and blunt instruments, stone and even bare hands, between January and March this year.
“The majority of the killings took place in the KwaZulu-Natal, Western Cape and Gauteng provinces, with arguments, vigilantism and robberies topping the motive list for murder.
“KwaZulu-Natal also reported the highest figures of multiple-murder cases, followed by the Eastern Cape with 206 cases and 155 victims, respectively.
“The Free State, Northern Cape and Western Cape provinces recorded decreases in murder figures, with both the Western Cape and Northern Cape reporting a double digit decrease in murder cases,” the Minister said.
Cele said while more work still needs to be done to combat contact crime, the drop in murder figures in some provinces is welcomed. Overall, contact crimes increased by 6 299 cases.
Experts warn about cholera threat
Experts are advising healthcare workers to treat all diarrhoea cases as suspected cholera until proven otherwise. This is while government is working tirelessly to contain the spread of the disease that has already claimed 15 lives in Hammanskraal, north of Pretoria.
Head of the Centre for Enteric Diseases at the National Institute for Communicable Diseases (NICD), Dr Juno Thomas, said the hallmark of cholera is acute watery diarrhoea.
“This is defined as diarrhoea lasting less than seven days, which is typically watery, non-bloody liquid stools that may contain a bit of mucous,” she explained, adding that diarrhoea is three or more stools within 24 hours. Speaking during a webinar last week, she said 20% of those infected with cholera caused by the bacteria Vibrio cholerae develop acute watery diarrhoea and most patients may vomit, while fever is mostly absent.
“The classical appearance of stool in severe cases is described as rice water.”
However, according to Thomas, in many cases with mild to moderate cholera, stool is watery but coloured.
“Therefore, any acute watery stool, regardless of colour, must be regarded as suspected cholera.”
According to the latest data, Gauteng and Free State are the hardest hit, while another case of cholera has been detected in another province yet to be
confirmed. South Africa reported its first cholera death in February after the virus arrived in the country from Malawi.
“Locally acquired cases are of great concern because it often means there are many infections that have not been identified.”
Ideally, Thomas said, clinicians should alert the lab before submitting a specimen from a suspected cholera case.
“Patient management must never wait for a laboratory diagnosis. The laboratory diagnosis is for public health action and not to guide individual patient management,” she stressed.
Meanwhile, Wits University's infectious diseases specialist, Dr Jeremy Nel, said it was uncommon for adults to have severe dehydration from diarrhoea.
“So, always think of cholera,” Nel stressed.
“If you get the fluids right in cholera, you're almost fine … Remember that fluid hydration is 90% of the management of cholera. If you get this right, even if you don't have antibiotics and forget about other components, you're almost certain you'll be saving their lives.”
Therefore, he said it was important for clinicians not to delay rehydrating the patient.
“The oral volume of fluid for moderate cases can be excessive, so intravenous administration of some or all of the fluid is often necessary,” Nel said.

IFP calls for war on drugs

He IFP in KwaZulu-Natal is calling on government to declare war on drugs. This follows an increase in drug related killings in the province including drug related incidents in many schools.
IFP spokesperson on Social Development, Member of the Provincial Legislature Les Govender said with the rise in drug availability within society, school based drug prevention programmes should be implemented in conjunction with community based strategies, in order to minimize risk factors such as the abundant availability of drugs and alcohol.
Govender warned that South Africa was facing a war from drug cartels, with government efforts to root out the drug scourge being met with stiff resistance.
“Clearly drastic steps need to be taken. We believe that the first step is an admission by government that our current system doesn't work. The next step must be to find out what the opinion is on the streets and in the schools: do the education and awareness efforts work? “What makes someone decide to try drugs? What is the biggest influence on children? The bottom line is that drug use needs to be reduced, as this will also bring down the crime rate. “For this to happen it will require a multi-pronged effort, with various government departments
working together.
“Further, we believe that the increase in the number of addicts seems to coincide with the downturn in the economy, which has led to widespread unemployment. For example, unemployed people feel pressure to support their families, cover their living expenses, and pay for health care, with no permanent solution in sight,” Govender said.
Government further warned that drug and substance abuse had serious social, political, economic, medical and legal ramifications for all involved and affected. He said it wrought massive destruction on the youth, who are meant to be the future leaders.
“There is need to sensitise communities and our youth by educating them on the negative effects of drug and substance abuse, in order to raise their awareness. Law enforcement officers cannot succeed in the fight against drug and substance abuse alone,” Govender said.
