Natural disasters usually attack people at three main aspects: interrupt income, reduce personal assets, and destroy essential public infrastructure. The disaster risk arises when hazards interact with physical, social, economic and environmental vulnerabilities. While the vulnerabilities are tightened to the community land use situation, at this point, an inappropriate land use could easily destroy a community. Aiming at enhancing disaster relief and disaster risk reduction ability, maintaining community sustainability, a disaster mitigation and recovery plan though land use planning should be adopted.
