Question Week 1 discussion DQ1 Police Culture There has been a great deal of discussion over the years (and even more recently) about police culture. Whether it is the uniforms, the "blue wall of silence" (https://www.youtube.com/watch?v=jfLwdyMbSHE), the rank structure or the way officers are perceived by the public, police culture is complex. However, not all law enforcement agencies are the same. In fact, there are significant differences between agencies. And culture is very powerful. There is an old saying in law enforcement that "culture trumps policy every time." Please read and view the learning resources for this week. To illustrate some significant differences between agencies, please take a look at the following videos: California Highway Patrol video about life in the Academy (https://www.youtube.com/watch?v=SCKnBt_UjJ0) Norman (OK) Police Department recruiting video (https://www.youtube.com/watch? v=og9XfIuQp4I). Then do a little research of your own. Locate videos or other information on the internet (and please include the appropriate links). Compare and contrast the culture of two other police agencies (not CHP or Nornam PD). Please don't simply copy and paste information from the respective websites - come up with your own opinions. Focus on videos and other information produced by the agency itself, not outside sources. What makes them unique? How are they the same? Do they appear traditional or progressive. Is their website obsolete or cutting edge? Do they try to appear as "law and order" take no nonsense officers or do they appear open and friendly? Is one better suited to perform their mission in today's environment than the other? If you were considering applying to a police agency, how would you learn about their culture to make sure you were a good "fit" for that agency? In addition to posting your answer, please be sure to respond to at least two of your classmates.
DQ2 Police / Military Comparison For many reasons, police agencies are often described as para-military or quasi-military organizations. This is evident in uniforms, chain of command, training, rank structure, etc. Please take a look at the following videos: Marine Corps Boot Camp video (https://www.youtube.com/watch?v=ckVNNF2khng) Maryland State Police video about life in the Academy (https://www.youtube.com/watch? v=Hp6DeEHzzzQ) Is the Maryland State Police method still an appropriate way of training police officers in a time when the "militarization" of the police is being closely scrutinized? Does the need for self-discipline in extreme conditions and obedience of orders outweigh other concerns? Discuss the positives and negatives of this type of training. You must use this week's Learning Resources (and external sources, if you like) as a basis for your answer to this question and you must reference your sources. Providing only your opinion is not adequate. You must cite your sources properly. In addition to posting your answer, please be sure to respond to at least two of your classmates. Week 2 discussion DQ1 Organizational Structure The organization of a police department has a profound effect on the operations of the department. Ideally, roles and responsibilities should be well-defined. However, in smaller agencies, there may be one person wearing several hats. Please review Chapter 5, "A Primitive Theory of Police Organizational Structure" in Organizational Structure in American Police Agencies: Context, Complexity and Control. This is a very detailed overview of police organizational structure. Then, please take a look at the Police Chiefs Desk Reference. This is an excellent resource, but I don't expect you to read all 300 pages. Instead, begin on pages 20 and 21 which discuss organizational design and the five functional areas of a police department. Which functional area is most important? Why? If you had to cut personnel due to budget reductions, where would you cut? Why? (You cannot use Organizational Services as your answer. This is usually a part of the organization that is not heavily staffed and cuts from this are are not likely to have a significant effect.) You should support your opinions with other parts of the Police Chiefs Desk Reference or another outside source. Criminal justice agencies (like all organizations) should have well-defined mission and vision statements. Many law enforcement agencies have "reinvented" themselves to be more community service oriented (as opposed to the hard-line, lock 'em up philosophy). Before completing this discussion, please review the Learning Resources for Week 2. You must cite at least one relevant resource (either from the class or from your own research) in your response. Do not use a federal agency for either of your selections. Please select a state, county or municipal agency.Review prior posts of other students. You may NOT select an agency that has already been used. 1. Please do some research and locate a mission or vision statement of a criminal justice agency that you believe is focuses more on traditional law and order. Please post it with the URL. 2. Please post it with the URL. 3.Which of the two mission statements is better in your opinion? Is it time to scrap the hard-line philosophy for a more inclusive approach? Or have some agencies gone too far to be inclusive and lost track of the fact that laws need to be enforced? Week 3 discussion DQ1 Program Funding When you look at the budget of a law enforcement agency, you will likely find that 80-85% of the dollars are spent on personnel (salaries, benefits, pensions). The next largest chunk is likely to be vehicles (which can vary significantly depending on whether take-home cars are provided). There is generally not a lot of regular funding available for new or innovative programs. As a result, many agencies look to grant funding to supplement their budgets. Please visit http://www.crimesolutions.gov. This is an excellent website that provides information about criminal justice programs, including funding and outcomes. Please select two programs from the website. They can be on any topic that you find interesting. One shoud be "effective" or "promising" and the other should be "no effect". Please discuss the details of the successful program, how it was funded and why it was determined to be successful. Then discuss the unsuccessful program and describe why it was unsuccessful. In your opinion, could something have been changed to make the program successful? I am not requiring that you post first so you are able to see what your classmates selected. DQ2 Cost/Benefit Analysis You are the assistant chief of a police agency that includes 285 officers (of all ranks) and 56 support personnel (dispatchers, clerical, etc.). You are adequately funded, but the budget is accounted for down to the last dollar - there is no "extra" money in the budget. Your chief became concerned this week after reading the "2016 Use of Force Summary" that was compiled by the commander of the Internal Affairs Division. While the number of times your officers used force was not excessive, there were many suspects who were injured during the arrest process. Your chief believes that this is likely because your officers do not have Tasers and they are required to use expandable batons and other techniques to subdue non-compliant suspects. In addition, several officers have been injured wrestling with suspects who resisted arrest. And while your officers have acted properly, a news report showing two of your officers using force during an arrest caused quite an uproar within the community after it was released on social media and later picked up by local news stations The chief asks you to investigate the feasibility of purchasing Tasers. The cost to outfit and train 190 patrol officers would be approximately $200,000. Since there is no funding in the budget for this equipment, the money would have to come from another part of the agency (or a budget increase would need to come from the mayor and this is unlikely). You are slated to purchase 30 vehicles this year at a cost of approximately $1,000,000 to replace some very high mileage vehicles that are in the shop more than they are on patrol. You are also slated to hire 10 new officers to replace senior officers who have retired. The result of the retirements has been a significant increase in overtime payments to cover vacant patrol shifts. Using "Advancing the Quality of Cost-Benefit Analysis for Justice Programs" (and any other sources you locate during independent research) as the basis for your response, evaluate the feasibility of purchasing Tasers. Discuss if there is information that you believe that you need to complete the evaluation that was not provided. What would you recommend to the chief and why? Please provide more than your opinion. Week 4 discussion DQ1 Management vs. Leadership I am only posting one discussion topic this week. Please take your time and answer the questions below thoroughly and completely. And be sure to respond to two of your classmate's posts. You must use this week's Learning Resources (and external sources) as a basis for your answer to this question and you must reference your sources. Providing only your opinion is not adequate. You must cite your sources properly. Leadership is a hot topic these days. Whether you look at business or law enforcement, everyone is discussing the importance of leadership. At the same time, managers are viewed with disdain. Please review the Learning Resources for this week. Using the UMUC online library, please locate at least one journal article that discusses management and leadership. How would you describe the difference between a manager and a leader? Is one more important than

Community Policing has been the touted as the way to "fix" communities and to "fix" police departments for many years now. What is something specific that you believe actually will make policing better and improve the relationship between the police and the community? Why? Are there some downsides to your suggestion? For example, if you chose body cameras as a way to improve accountability and trust in the community, cost and union issues could be some of the downsides. Of course your discussion should include much more detail than this one-sentence summary. And please do not select body cameras as your idea. DQ2 21st Century Policing The Final Report of the President's Task Force on 21st Century Policing (https://cops.usdoj.gov/pdf/taskforce/taskforce_finalreport.pdf) was released last year. It includes numerous recommendations for police agencies to implement now and in the future. It was not without controversy, however. There have been concerns voiced about some of the recommendations (see, for example, http://www.fop.net/legislative/TaskForceAnalysisSummary.pdf). For this discussion, please review the Report. You will notice that there are numerous "Recommendations" and under each Recommendation are "Action Items." Please select one action item that you think will have a major positive impact if it is implemented and discuss why. Then select an Action Items that you believe is not a good idea or that you believe will have little or no effect and discuss why. You should support your opinions with outside sources where appropriate (in other words, your answer should be more than just "I think that...."). Week 6 discussion DQ1 Police Unions

Unions for police officers vary significantly from state to state and even from department to department. Some unions are extremely powerful and are able to secure numerous benefits for their members through collective bargaining and binding arbitration. However in some state is illegal for police officers to form a union or engage in collective bargaining. Please familiarize yourself with the learning resources and do some additional research so you can answer the following question: You are the chief of a city police department with 120 officers. The relationship between the officers, supervisors and administrators is generally good, although you have your share of issues as any department does. One of the officers just informed you that your officers have voted to form a union (which is legal in your state). He assures you that it is not because of anything you did as the chief; they simply want to speak with a unified voice. You are now meeting with the mayor of your city to brief him about this development. He asks you if you are for or against this new union? You must choose a side. How would you respond? Why? You must support your response with at least one reference from this week’s learning resources and one additional outside reference. DQ2 LEOBR BEFORE YOU ANSWER THIS QUESTION, please understand that: LEOBR ONLY applies to administrative investigations of misconduct, NOT criminal investigations. While I am not an expert on the laws of every state, LEOBR generally does not offer protections during criminal investigations. Unlike a criminal suspect who can invoke his Fifth Amendment rights and refuse to answer the questions of an investigator, an officer can be ordered to answer a questions related to an administrative investigation and, in some cases, can be fired for refusing to answer. Many states have what is known as a Law Enforcement Officers Bill of Rights. In summary, these statutes protect police officers who are charged with misconduct by providing them with certain rights (procedures that must be followed, prohibitions on what the department may do, etc.). In light of the Freddy Gray case, Maryland legislators just made changes to the LEOBR. Please review the learning resources for this week. Also, please read the article shown below that provides a good overview of the LEOBR. Then discuss the following: 1. From the perspective of a police chief, is there a specific part of the LEOBR that is particularly troubling or that you believe interferes with your ability to manage the agency? Why? How would you change it? 2. From the perspective of a police officer, is there a particular part of the LEOBR that you believe is especially important for your protection? Are there additional protections that should be added to the LEOBR to protect police officers? Why? Accreditation This week's learning resources discuss innovation. While there are obvious innovations (from the telephone to the computer), there is also a need to keep the entire agency current. One way that agencies do this is through the accreditation. Please research the Commission on Accreditation for Law Enforcement Agencies (CALEA). Also, please do some research on state-level accreditation (this is not done in all states). For this discussion, you are to assume the role of the captain in charge of the Planning & Research Division of a city police agency with 500 officers. Your chief has asked you to evaluates accreditation and determine if it makes sense for your department. Discuss the pros and cons of CALEA accreditation in detail. What would you recommend to your chief? (You must take a side.) If you are a member of an accredited police agency, please share your opinion based on your experience. DQ2 Innovation Law enforcement organizations are notoriously slow to change. This week's learning resources discuss innovations in policing. Please review the learning resources and select an innovation from the learning resources that you believe has had a significant impact on law enforcement. Also, please do some research and try to locate something that was not mentioned in the learning resources that you think will have a significant impact on policing. Please discuss these innovations and why you believe they are so important. Week 8 discussion DQ1 Police Use of Force No Emotion - Only Facts I am not going to participate in this discussion. It will be a discussion only for students because I don't want to sway your opinions. It is especially important that you interact with at least two of your classmates. You will be graded primarily on the quality of your reasoning and support from legitimate outside sources. Listening to many in the media and on the national stage, it would be reasonable to conclude that police shoot many unarmed black men for no reason. They claim it is an epidemic that needs to be addressed. The Washington Post has maintained a database that contains all citizens killed by the police https://www.washingtonpost.com/graphics/national/police-shootings-2017/. This is a very good source of factual information. So, what is the answer? Are police killing black men disproportionately? You must provide a FACTUALLY BASED answer using reputable sources. Please remember that police are allowed to use deadly force against an unarmed person if they have legal justification to do so. DQ2 Wrap Up As class comes to an end, I would like your input and suggestions. What did you enjoy about the class? What could be improved?
