CITY LIVEABILITY IN CONTEXT OF INDIAN CITIES Institution Studio Guide Study Area

: CEPT University, Ahmedabad : Capstone Thesis (DRP) : Prof. Saswat Bandyopadhyay : General Context (Cases: Bhopal and Ujjain)

LIVEABILITY STANDARDS BY GOI

ABOUT THE PROJECT Thesis primarily focus on liveability and quality of life, where Indian cities have consistently performed towards the bottom of the global list of cities with ranks ranging anywhere between 140 to 170 out of the all cities that are under evaluation. To understand the standard of living in Indian Cities, in 2017, Ministry of Housing and Urban Affairs launched ‘Liveability Standards’ as an attempt to capture the liveability through a series of thematic categories and indicators. Main goal is to analyze the poor urban data culture of the Indian cities, whether cities are ready for such liveability indexes? This thesis explores various challenges associated with the reliability and qualities of data at the city and local government levels. AIM OF THE PROJECT To critically review and analyze the challenges in data availability and data reliability in mid-class sized Indian Cities. OBJECTIVE OF THE PROJECT • To understand the need of Assessment of Liveability in Indian Cities. • To understand concept of Liveability and Global Quality of Life Indexes with ranking of Indian Cities globally. • Critical review and analysis of Liveability Standards by GoI. • To develop a framework for identification of data quality in terms of Availability and Reliability for assessment of Liveability Standards in mid sized Indian cities. ALIGNMENT OF LIVEABILITY STANDARDS AND SDG

ASSESSMENT CRITERIA OF DATA FOR 79 INDICATORS

WEIGHTAGES PER INDICATOR

RECOMMENDATIONS • Local Urban Database Management System (Open Dashboard) need to be incorporated with well thought methodology for reliable data collection mechanism • Method to incorporate Peri-Urban/Sub-Urban areas need to be considered for assessing since in future these areas may be accounted as part of city. CONCLUSION • •

• ASSESSMENT OF DATA RELIABILITY

• • • • •

Majority of urban missions in India are focusing on visible investment outputs rather than outcomes such as liveability. As a tool, City Liveability Index assessment takes the holistic approach in Liveability but In case of India’s Liveability Standards it focuses only on Standard of Living which government can provide, rather than Citizen Perception. Current Status of Data as required for assessment is at poor form, due to multiple data owner, poor interpretable state of data, poor frequency of data collection, All these situation clearly reduces credibility of data, hence true state of liveability cannot be captured. As a reform, Overall capacity of Indian cities in organization and management of urban data infrastructure is required to bring transformative actions though preparation of clear urban data standards, specifications and protocols.
