Setting goals can be worth the effort By norMa B. dennis FreeLanCe writer ndworddesign@gmail.com There is something about a new day, new month or even new year that seems to shout new life style. With 2025 on the horizon, it is easy to consider starting it with a fresh new purpose. Statistically, about a third of adults plan to make New Year resolutions. Unfortunately, many fail to take those made at the beginning of the year seriously. Perhaps that is why so many are broken within months or even weeks after they are started. The problem lies not in the resolutions, but in how they are made. A better way to achieve success is using the mindset of goal setting. This is much more deliberate than simply stating good intentions. It calls for a plan of action that will lead to attaining the goal. It involves thought, emotion and changes in behavior

that move a person forward. Goals do not have to be lofty, but should be meaningful. The more ambitious they are, the more likely a person will put forth an effort to fulfill them. Setting goals can help in all areas of your life, both personally and professionally. A good way to succeed is the SMART plan. Make sure goals are specific, measurable, achievable, relevant and time bound. Vague goals or unrealistic time constraints could set one up for failure. “We are going to give up added sugar for the month of January,” John and Lacy Frye agreed. “Then we will consider doing it for a second month.” “I have listened to the entire Bible read several times, but this year, I want to read it through for myself,” John continued. This couple has already used two major motivational tactics by breaking a larger goal into smaller

segments and sharing their goals with others. It is good to have an accountability partner who can encourage you to stay on track. Keeping a checklist of what you hope to obtain and how you plan to do it is another helpful tool when setting goals. Also choosing a theme or a word, such as balance, joy or trust, can help keep you grounded. Consider what your word could be and use it to guide how you think, talk to yourself, make decisions and respond to others. An alternative to striving to do something might be letting go of things you cannot control, tasks not worth your time or perfectionism. Although Jan. 1 is symbolic of a fresh start, as the month progresses one’s motivation may give way to challenges. In the United States and some other countries, the second Friday in January is known as Quitters Day. The desire to quit might be due to unrealistic expec-

The day is not synonymous with failure, however. It is a time to reconsider one’s goals and the motivation behind them. It might be a simple matter of adjusting

them into something more manageable. Change does not just happen. It begins in our consciousness. Remember, setting and achieving goals is a journey, not a one-time event.

Can governments charge for public records By CaroL BrooKs FreeLanCe writer cab1hp@gmail.com There has been a lot of mumbling from Jamestown residents in recent years — and even at the Dec. 17 Jamestown Town Council meeting — regarding access to public records. There have also been complaints about the fees charged for these records and if there should be a fee at all. The media law section of the N.C. Press website states, “In most cases, you should not have to pay for access to records. According to the Public Records Law, public records are the property of the people and ‘it is the policy of this state that the people may obtain copies of their public records and public information free or at minimal cost unless otherwise specifically provided by law.’” However, according to

the CivicPlus website, “not only are fees an incredibly common part of the public records experience, but sometimes they reach levels of unbelievable magnitude.” One 2013 records request in Massachusetts was quoted at just over $300,000. What exactly is covered when a government assesses a fee for a public record? In North Carolina, General Statute 132-1(b) limits charges to a “minimal amount,” or the actual cost of reproducing the public record or public information. G.S. 132-6(b) defines “actual cost” as “direct, chargeable costs related to the reproduction of a public record as determined by generally accepted accounting principles and does not include costs that would have been incurred by the public agency if a request to reproduce a

Louis Voorhees sr., artist and architect Many residents of High Point are familiar with the name Louis Francis Voorhees Sr. but just as many may not know which buildings were his designs or that he was a prolific artist. On Nov. 20, the High Point Historical Society hosted Van Voorhees Trivette who presented her grandfather’s drawings, paintings and architectural designs. Trivette told Voorhees’ history as well as pointed out many of his creations, including the 1939 H.A. Gaffney house in Sedgefield and several structures in

High Point, Winston-Salem, Lexington and Kernersville. A Michigan native, Voorhees, 1892-1974, moved to High Point in 1923 because, as Trivette said, “High Point [was] growing. Industry [was] growing. [There was] a lot of wealth.” Trivette was able to find a lot of information on her grandfather, whom she called Papa, through the American Institute of Architects (AIA) and online documents. “It’s been our road map trying to trace the buildings and the homes that he designed,” she said. She also worked with Benjamin Briggs, the former Preservation Greensboro executive director who is

now president and CEO of Preservation North Carolina. “Louis Voorhees was an architect, painting teacher and one of High Point’s principal architects during the mid-20th century,” Briggs said in 2016. “He left a legacy of civic and residential structures ranging from the U.S. Post Office to the legendary one room Little Red Schoolhouse.” Voorhees worked alongside architect Eccles B. Everhart on many projects, including St. Mary’s Episcopal Church on the corner of West Farris Avenue and North Main Street in High Point. “High Pointers may not realize it but they see Louis

UNC and Bill Belichick, will it work? By d.G. MarTin one on one In Chapel Hill the past week, talk has been mostly about former New England Patriots coach Bill Belichick and the question of whether his hiring by UNC good for the university or just one more step in the commercialism of college athletics. For instance, Boston Globe sportswriter Chad Finn wrote the following in that paper’s Dec. 18 edition: “Dear University of North Carolina football media, fans, and assorted Tar Heel personnel who must now navigate having Bill Belichick in their lives: First, a hearty thank you from your colleagues in New England for sending Drake Maye our way and — no offense intended — preparing him to play with a significant talent disadvantage in his huddle.” We are happy Finn appreciates Drake Maye, but what about Belichick as UNC coach? Finn writes, “This might be the most important thing about covering and comprehending Bill Belichick: It’s OK to be skeptical about how he will fare, at 72 years old, in his foray into the wild west of college football. You should be. But do not underestimate him and absolutely do not prematurely dismiss his chances — as some prominent, territorial college football writers have done already — at finding success in Chapel Hill.” Still Finn insists, “The news that Belichick is now Chapel Bill…well, sure, that stunned all of us up here, too. But you sure are lucky to have him.” Finn says Belichick “is as brilliant and prepared and as motivated as ever, and that is as brilliant and prepared and motivated as any coach has ever been. “Those of us in New England

who remember to appreciate all he did here know this to be true: He is about to have the last laugh over the doubters. “The symmetry of Belichick ending his one-year hiatus from coaching to take a job at Maye’s alma mater is as amusing as it is stunning here in New England. tioned above, the U.S. Post Office mentioned was decommissioned when a new building was built, but still stands at the corner of South Main Street and Green Drive in High Point. The YMCA was in a building one block south and the city/county building was diagonally across from the post office. The medical center is partially vacant now but High Point Friends is still in use. Voorhees’ Little Red Schoolhouse, built for use by his wife Elizabeth, a first grade teacher at Ray Street School to alleviate overcrowding in the main building, is on the grounds of the High Point Museum. “Little Red,” as it is known, was moved from the Ray Street School campus. The elementary school was a victim of arson in 1961. He built another school building for his wife in the back yard of his home in the Emerywood section of High Point. It was a kindergarten for 4-and-5-year olds and still stands. Trivette is in favor of preserving old structures. “Preservation is a musthave. [It] helps us maintain a sense of community and pride,” she said. “It also connects the people with their past and with one another. Historic buildings and sites can teach us about the people and events that shaped our communities. Preservation is a way to pass on our understanding of the past to

Even with the high price that Belichick is reportedly demanding (a fiveyear, fifty-million-dollar contract; a twenty-million-dollar ‘name, image, and likeness’ package for football; and no doubt competitive salaries for a large staff), the money will come in.” Boosters, parents and prospects will compete for the chance to shake the coach’s hand. …“there are plenty of parents who will want their sons coached by the legend, and plenty of young players who will be dazzled by the gaudy hints of a future pro career, by all those Super Bowl rings. And, when UNC opens its 2025 season, on August 30th, against Texas Christian University, the stadium will be full. Viewership will probably soar. Being social is what helps us learn, grow and flourish. Louis shared over the years through art exhibits and shows, fundraisers, auctions and his architecture. It’s the next generations’ time to share.” Voorhees’ work was so impressive that the North Carolina chapter of the American Institute of Architects met at Sedgefield in 1952. Trivette also found a lot of Voorhees’ paintings in a trunk, which she is still going through. As an artist, Voorhees sketched landscapes, still lifes, people and, of course, architectural pieces. He also sketched and painted the Mendenhall-Blair house on Skeet Club Road, constructed for Elihu Emery Mendenhall, a member of Jamestown’s founding family. “There was a distinct trend in his artwork over time in which crisp lines and photographic precision gave way to brilliant colors and abstract forms hinted with a touch of Cubism,” Trivette said. “My grandfather developed a style born of imagination and uniquely his own. “I say he was born with a pencil and a paintbrush in his hand. A truly God-given talent.”

The employee time spent collecting the files, searching for records and redacting as necessary cannot be included. The employee is already on the payroll. Sometimes one request may include items that are not necessarily together, making the person looking for the documents take more time. According to Coates’ Canons from the UNC School of Government, “The only authority in the current law to charge for labor is in the case of a request that requires “extensive use of information technology resources or extensive clerical or supervisory assistance by personnel of the agency …” G.S. 132-6.2(b). Any rate charged must be reasonable based on the actual cost. Coates’ Canons goes on to state, however, that special service charges might come into use if there is a very large records request for copies requiring additional technical, clerical or supervisory assistance. “The definition of what is ‘reasonable’ is fluid,” states CivicPlus. “What might be reasonable to one person, like 15 cents per page, might be wholly unreasonable to another.” In the last decade, there has been a slew of records fee reforms to help improve access to government information. Large fees are often put in place by agencies to prevent access to information by anyone who isn’t willing to take the battle all the way to court. Luckily, courts often rule in favor of the requester in cases where fees are charged. CivicPlus agrees there are pros and cons to public records fees. While the fees help to offset the costs of expensive record keeping and discovery, they also keep important public information from being public. “Sometimes, even though you have a right to the information, a government employee may say no,” states legalbeagle.com. “If you believe your request is valid, write the department or agency a letter asking for the files under state or federal freedom of information laws.” The Jamestown Town Council unanimously voted on Dec. 17 to unseal the minutes of 18 closed session meetings. Many of these related to attorney-client privilege and others related to the Lori Herron pig situation. Previously unavailable via public records requests, these unsealed minutes will be the subject of a future Jamestown News article.
